Quadrivalve Archipelago claimed by Trivalvia
TRIVALVIAPOLIS [TNS]: Trivalvia has recently laid claim to a string of islands some 200 kilometers northwest of Bivalve Island. The Quadrivalve Archipelago, as these islands are known, is uninhabited, and possesses little in the way of mineral resources. To enforce this claim, the TNS Resolute has weighed anchor off the coast of the main island in the archipelago, and a naval supply and radar base is being constructed.
Admiral Yvonne Carter, commanding officer of the Trivalvian Naval Forces, and second-in-command for the Trivalvian Armed Forces, explained the reasons behind the claim to reporters this morning.
"As Trivalvia becomes more involved in international politics and trade, we need to be able to offer wider protection for shipping in and near our waters, as well as provide better support to peacekeeping operations overseas. Establishing a base in the Quadrivalve Archipelago will give us better capacity to respond to pirates in the Atlantic Ocean, and to provide ready supply for our naval vessels operating far from home."
Trivalvia's claim has been put before the United Nations. Despite the sudden nature of the claim, it looks like the UN will recognize Trivalvia's ownership of the islands. It is uncertain how other nations and naval powers will react to Trivalvia's claim.

As for the UN - it's my understanding that the NS UN has little bearing on II and vice versa (at least, I haven't seen resolutions up for vote, say, condemning Blackhelm Confederacy for nuking Clandonia Prime) from a gameplay perspective. If you like, we can just ignore that bit of the article. :/

It should serve as a good location for trade between our two nations.

The President had called the navy to his highest alert, and order the immediate deployment of:
Ten Water Dragon Class Submarines
Ten Water Dragon Class Battleships
Six Fire Dragon Class Aircraft Carriers; each containing 20 Fire Dragons Planes (similar to the F-16)
10,000 soldiers plus support teams had also been ordered to suit up, and fly to the islands.

OOC: Nari, you seem to be responding rather quickly. Are you giving my counterproposal some thought?
Further, how far away ARE you? I'm a little surprised your ships could reach Trivalvian waters that quickly.
IC: No sooner had the "do not resist" message been sent, then orders went out to the 2nd Fleet stationed at New Moncton. The TNS Bivalviaton, flagship of the Trivalvian navy, was ordered to set sail for the Quadrivalve Archipelago, with an aircraft carrier, 2 cruisers, 4 destroyers, 2 frigates, and 5 submarines.
The airbase on Bivalve island was also put on alert. Three squadrons of F-39 Copperhead fighters were readied for naval warfare; with Harpoon anti-shipping missiles and ARMAAM missiles attached to hardpoints.
The Trivalvian government waited tersely; would Great Nari respond favorably to the counterproposal?
OOC: Great Nari... don't you need some kind of justification for randomly grabbing bits of land? The islands are off Trivalvian waters, so he naturally has a claim. You don't really have one, unless you share a similar region? You can't just take islands halfway around the world for no particular reason.

In accordance with the Trivalvian government, TAFC accepts Rosdivan's offer of aid.
Trivalvian Intelligence believes that Nari land and air forces are inferior to our own, so we should be able to handle attacks of that nature. What concerns us is the preliminary report of ten battleships. Our own naval forces are still in the process of being built up, and in a straight battle of attrition we may not fare so well.
A small battlegroup of ships and submarines would be welcome in Trivalvian waters. If Rosdivan is to send vessels, they should rendevous with our battlegroup at Point TANGO-4 (OOC: 50 kilometers south of the lowest point in the Quadrivalve Archipelago).
Hopefully this will all be for nothing and we can call our ships home.

Clandonia is concerned with yoru actions with your agressive military tactics. We urge you to back down. In reponse we are dispatching our diplomatics to discuss this move and the reasons why you are doing it. We understand the need for defence but this is a large move in such a step. Our satellite scans show large amounts of naval forces in the region from several nations, we will continue to monitor the situation.

Since it appears that all seedling nations involved have taken brash actions, it is time for the United States of Nellisland to interfere. The USN denounces that actions of Great Nari, believing that have acting inmature for an upcoming nation. The GN's quest for power should be handled much better. Trivalvia has done little wrong, but we suggest that they meet with the Great Narian leadership in order to quell tensions. Comprimise should be the name of the game. Rosdivan, your involvement was the right idea, but in acting in such an aggresion manner you have proven no better than Great Nari. Back down. Force will solve nothing here.
We suggest that we ship out a battleship of our own where the leaders of Great Nari, Trivalvia, Rosdivan, and a representaive from Nellisland.

The USN King William II arrived on cue seventeen hours later. President Amras Mythandir had been awaken from his sleep, and was a bit grumpy. He had hoped that he could sleep on the ship, but, rather, he was in briefings all day. Learning the history all nations, and understanding the present situations.
It stopped nearly three hundred miles off the coast of Trivalvia and sent out a coded message requesting information when all leaders would arrive.

A Crimson red helicopter had been docked on the one of Great Nari's Water Dragon Class Battleships for almost ten hours. President Wallace had taken a short nap in preperation for the meeting.
"Everything needs to go well," he thought to himself. "Land and power is what we need. I didn't expect nations like Rosdivan and Nellisland to even give a shit!"
When the message was decoded the following code was wired to the USN King William II.
President Wallace is on his way, and is traveling in his personal crimson helicopter.

A helicopter, surrounded by 5 F-39 Copperhead fighters, moved towards the battleship further out to sea. On board, President William MacKensie was talking to his aide.
"...and I want open phone links with both our legal and geological experts," he said. "I'm hoping we can make a case for Nari to accept the islands we did offer, rather than taking a bite out of the Archipelago."
"Of course sir," said Samantha, writing everything on her handheld. "We should have that all ready by the time we land."
"Mr. President?" It was the helicopter pilot. We're on final approach to the King William II. "We're recieving landing instructions and the fighter escort is turning back."
"Please pass on my personal gratitude to the escort for their assistance, and take us down." MacKensie clicked off the intercom, then smiled at his aide. "If all goes well, this should be over in a couple of hours. What do you say to a small dinner in Saint Asher when we're done here?"

He put on a fake smile, adjusted his tye, and waited for both ships to land. A strong greeting will start this off well.

At the start of the crisis a Clandonian Nimrod MR4 on maritime patrol was ordered to investigate. Clandonian commanders knew the Trivalvians well, they were old friends they decided to message them ask if everything was ok and if they needed any more assistance.
The Nimrod observed the naval traffic and large air presence in the area, the presence of the USN King William II intrested people, what was going on they thought?

No sooner had President MacKensie stepped onto the deck of the King William II than the first spanner wrench was thrown into the clockwork.
"They said what?" MacKensie shook his head. "Never mind. Samantha, please have this message relayed to the Clandonian government. 'We appreciate your concern in this situation, but rest assured, it is under control. We will take your offer under advisement. Signed, William MacKensie, President of the Democratic Republic of Trivalvia.' Send that please."
"Of course, sir." Samantha stepped back into the helicopter to talk to the pilot. MacKensie took breath, straightened his tie, and turned to face President Mythandir with a smile. One hurdle cleared.

A tall broad shouldered man exited the craft. His name was President Wallace, and with a smirk on his face he approached the Nellisland President and said, "Hello. Thank you for attempting to find a peaceful solution to this crisis."

The President motioned to a set of stairs leading downward. The group traveled three floors and arrived in a large black room with dozens of phones and clocks. Each clock indicated a different time throughout the world.
A table with sandwichs, chips, and drinks had been laid out. A fine friendly feast.
He motioned them into the room, and hung back until both had walked in.
"It is time talk. I will be back in two hours. There are camera's watching you, so play nice."
He shut and locked the door, and walked away.
The Poseidon-class submarine aircraft carrier RHS Silent Dawn, escorted by a pair of Virginia-class attack submarines, was holding position just out of sensor range of the fleets around the Quadrivalve Archipelago. Captain Myers paced the control room of the Dawn restlessly. A simple enough assignment, to be sure: keep a watch on the opposing navies massing around the archipelago. He supposed something this big deserved a first-hand look in case things got messy, but he couldn't see why the Hamilayan government would send a sub aircraft carrier and escorts instead of just using the satellite photos, grainy though they were. Great Nari and Trivalvia probably wouldn't be a threat to the Democratic Republic in the event of an... incident... but Nellisland was a huge nation and a different matter. Myers sighed. We'll just have to stay out of sight, won't we?
"Captain Myers, reports indicate helicopters are landing on the Nellislandian battleship. Still no aggressive moves by any warships."
"Okay, Lieutenant. Maintain current position. No further orders."

I personally do not give a rats ass about some islands outside your nation. But you need to know that my nation has recently been under a revolution led by myself, but is quite unstable politically. Military leaders are always demanding more and more showings of power. I was under immense pressure to do something, and an oppurtunity arose. Sadly it was at your expense."

"Won't the Narites see us deploying? They're bound to have some kind of surveillance in place by now."
"Perhaps, but this will also send a message to them. That we're able and willing to defend ourselves."
"With a little luck, we won't have to back that up with actual fighting."

MacKensie considered Wallace's statement. So this is little more than a show of force.
Aloud, he said, "A bit of a costly way to keep your generals happy, I have to say. Surely you have to admit that, now that nations like Nellisland and Rosdivan have shown an interest to intervene, your display of power might backfire."

"I think there is a fair compromise that allows us both to get what we want. I shall accept the land offered to my nation. It is a good deal to recieve land that we have no claim too. Yet, when it comes to the land that you have claimed I have a great idea. Your government allows mine to construct one naval base and two army bases. I have indicated where I would like them in the packet. This will keep the factions in my nation happy."

MacKensie looked over the proposal carefully; right now he felt like a man who had thrown his weight against a door only to find it unlocked.
On the surface, it seemed like a good proposition; however, the request of bases on Trivalvian territory, from a potentially unstable nation, did not sound like a wise move.
MacKensie looked to his aide. "Samantha, could you bring out the map?"
Samantha opened the folder she was carrying and put a sheet of paper on the table between the two leaders:

MacKensie returned his attention to Wallace. "What you do with your islands is, of course, your own concern. However, I must object to the suggestion of a full naval base and two army bases on Trivalvian territory.
"Instead, I would be willing to consider a Narite naval supply base and listening post to be built here:" he tapped the northern most island on the Archipelago. "Something capable of servicing vessels up to cruiser size, but not battleships or aircraft carriers. Perhaps with a personnel of 1,000? And an exchange of embassies, of course."

"I agree to the condition of a embassy. Ours nations can both flourish. However, I must decline that standing offer. I want you to understand that my nation is not in turmoil. I have only learned from the mistakes of the leadership that I overthrew. I have control of my nation, but I do have pressure from forces to make over dramatic moves such as this. Rather than my proposed naval base and two military bases, I suggest this. I suggest that one naval/ground base. My military could construct a joint naval facility, primarly for refueling, and a military training facility where I can position some forces for deployment worldwide. It will allow for much better trade between our two nations. We would also accept the land that who have offered earlier. I would also suggest a no tariff act between our countries. Sound better?"

"I believe we can live with that," MacKensie replied. "A refuelling base and training facility on the northernmost island would work. I would have to get the Legislature to ratify the agreement, but I don't see any objection to a twenty year term for the base, subject to renewal upon its end.
"As for the issue of tariffs... I believe that is something best left for our respective trade ministers to discuss."

From down below a slight shuffling could be heard as below the Vaekontris left his station below to ascend up through the facility, the Woman cast a gaze up, sweeping her eyes across the upper areas of the facility before she caught the eye of another one of the bases personnel, crooking a finger while staring intently at him she beckoned him down also, her very stance made clear the fact that it was her way or no way. Stepping out of view the soldier also made his way, once out of view cursing under his breath his miserable luck, he had only just returned from leave, but then, the Srihacul was known as a fair and even taskmistress.
"Now, We have a large disturbance building up on the northern border, a series of islands, originally a colony in ancient times have been claimed by 2 nations, the matter of dispute seems to be causing rising tensions, we have no interest in these islands, a disaster there millennia ago ended those colonies, they are now in what English is known as Necropolis' , now you," Raising a long thin finger to the man she had beckoned down earlier, a thin smile caressing her full red lips before she began again, running her fingers over the keys of a terminal idly, tapping away a few commands.

"I expect everything to be readied within an hour, I have already dispatched orders for the outer patrols to be intensified, and a small task force is awaiting, you two merely need to set everything in motion, now go," clearly dismissed the two saluted briskly to the Srihacul, before pin wheeling on their heels and marching out of the well appointed office, fingers steepled as thoughts filled her head as she shuddered gently, marveling at the fact that anyone would want to lay claim to a Valxiri was beyond her, it was doubtful, she mused to herself, that they bothered to properly explore their claim, still she reflected I will not allow the children to squabble, not at this time of year, and not on the north border of all places.

Standing up casting a glance round the bridge placing her hands on her slim well formed hips, cinching her uniform even tighter to her splendid form her chest thrusting out slightly as she called out, "well, why have we not departed yet? full speed ahead," her words fast snapped the bridge crew out of their reverie as they snapped to their duties, and the NMS Halmirez, the Vrikalas Super Dreadnought, and it's attendant squadron surged forth, leaving the fortress in their wake, and the Srihacul stood, motionless, hands on hips head lifted slightly eyes open and blond hair, drifting slightly behind her, as if a great figurehead of a ship, stood that legendarily formidable woman Eleanor Fityzen.

Draft: Formal Treaty between Trivalvia and Great Nari
Hereafter known as the "Nellisland Treaty"
Article 1. Great Nari formally recognizes Trivalvia's claim to the Quadrivalve Archipelago, and withdraws its own claim to parts of the archipelago.
Article 2. Trivalvia formally recognizes Great Nari's claim to the island chain at [coordinates] (OOC: we really need a name for those islands) and surrenders any future claims to them.
Article 3. In the interest of promoting friendly relations, Trivalvia hereby grants Great Nari a 20 year lease to the northernmost island in the Quadrivalve Archipelago, for the establishment of a Narite naval refuelling station and training facility.
3. a) This lease may be renewed at the end of the period, by joint agreement from both governments.
3. b) Trivalvia reserves the right to end the lease should hostilities break out between the two nations, or should Great Nari engage in military actions againt Trivalvian allies. (OOC: this does not mean you lose the base immediately, but the Trivalvian government may consider revoking the lease as leverage should you move against an allied nation and should Trivalvia not approve).

OOC again: that's the draft so far. No direct RPing as we now get to haggling details, but I think this encompasses the gist of what we spoke about. Exchange of embassies is left out of the treaty as its a seperate matter, but we'll assume the exchange has taken place. Trade relations we'll assume go into effect some six NS months after this treaty - I don't think anyone really wants to sit through an RP of trade officials haggling over tariffs, subsidies, etc... ;)
If you approve, we'll consider the treaty signed and in force, then both Great Nari and I can post an "epilogue" post from each of our perspectives. Nellisland, if you wanted to weigh in on the treaty - after all you helped make it possible - it'd be appreciated.

One day after the Nellisland Treaty is signed.
"To a job well done and a war averted." President William Mackensie raised his glass in toast.
His aide, Samantha, touched her glass to his in response. "Hear hear, sir." After taking a sip, she set her glass down. "I understand the Narites are not wasting time."
"The ink barely had time to dry before they brought in the first surveyors and engineers to build their refuelling base. So far they're happy." MacKensie took a moment to loosen his tie. "And this way we can keep an eye on them in the event they decide to try something again."
"Let's hope they don't. Once was enough," said a voice by the table. MacKensie looked up to see a woman clad in the uniform of the Trivalvian Naval Forces.
"Ah, Admiral Carter. I take it the fleet is docked at the new Monovalve Bay NFB. Care to join us?"
Admiral Yvonne Carter pulled up a chair to the table. "I won't be able to stay long; the Bivalviaton will be conducting drills in the morning and I want to oversee them personally. Did you get a copy of my report, Mr. President?"
"Not yet, I'm afraid. It's probably waiting on my desk back in Trivalviapolis."
"This isn't the most secure environment," Yvonne began, "so I'll won't go into details, but Great Nari and Nellisland were not the only nations to bring ships to bear during this incident. A fleet was lurking near our waters... and they brought a superdreadnaught."
MacKensie sat up straight. "Do we know who they are?"
"No sir. But that's something for Intelligence to worry about. The bottom line is, now that we have a toehold in the Atlantic, our current navy isn't going to be enough.
"Destroyers, Frigates, and Corvettes served us well when we were just patrolling the coast, but to maintain our presence in the Atlantic and abroad we'll need a real blue-water fleet. I've outlined this in greater detail in my report, but..."
"Essentially, you'll need more ships, and that means more funding." MacKensie frowned. "And you thought it necessary to ruin my little celebratory dinner?"
One corner of Yvonne's mouth rose in a grin. "Think of it as food for thought, Mr. President." She stood. "Nice seeing you again, Samantha."
"Yvonne," Samantha replied as the Admiral left the cafe.
MacKensie looked at his aide. "You told her we were coming here, didn't you?"
Samantha stirred her soup with a spoon. "I might have mentioned it to her in passing. You know how former high-school friends can be."
"Hm. Thick as thieves, sometimes. And just when I was looking forward to a good night's sleep." He smiled. "But still, that's something I can leave for tomorrow. What say we put the world on hold for tonight?"
Samantha smiled back. "Sounds good to me, sir."
