OCC: Yeah, I'm invited. This is going to be a short one, I'll have a large one up tomorrow. I edit it out, but can more then one person from each government attend. I kind of got two official heads of state. The King and the Prime Minister. Can they both attend? If not I'll edit one out.
IC: As William read over the invitation, all he could think of was oh goodly another boring social function. Some days being a King was really a pain in the butt. But, then again their were days he wouldn't trade for the world. But, today was not one of those days and he would rather had spent time with his family then going on trip to all places, The Emirate. But, this trip was important to his country and it would go a long way towards smoothing relations with the Emirate. A always positive side effect.
Across town though, Prime Minister Drees was thrilled to be going. One who had always loved to travel and see new places this time was no different. This trip had more significance though. It would allow him to clear his head and get away for a few days from the crisis in the Americas. He was looking really forward to visiting the Emirate, he had heard stories of its beauty. Shortly he would find out if those stories were true. This trip might also prove productive. As he finished packing his things and gather the reports he would need for the trip, he called for his dear friend Henk Kamp, the Minister of Defense. What follows is what was said, though at the time no one knew of the discussion or what was said. "My friend, as you know I have made arrangements for a trip to the Emirate, I know not is the best time to be leaving but, I think it is for the best for both me and the government. A break would do me some good. Pass along that I am not to be disturbed during my trip unless the Sharina Government/nation starts World War 3." Without warning the PM made a statement that just left his friend in shock. "If that bitch of a President does decided to start World War 3, just nuke that bitch into nothing." At that the PM left the room and headed for the plane that would take him to the Emirate.
In all his years, Henk had never heard his friend used such harsh language against a leader of another government. Though the language had been harsh, this was understandable considering the present situation. Only the lord knew how much pressure the PM was under and he wasn't saying.
As requested Henk relayed the PM message about not being disturbed but, left the rest of what the PM had said stay between him, the PM and the lord almighty.

The Ambassador in Alif Laam Miim, Li Weifeng, arrived at the Quattra-place.
He looked a bit confused, but tried to find out what to do. His orders from the ACCP were very clear, and he knew exactly what he could do, and what kind of things was absolutely forbidden to do.
He was a bit worried that he should be the only one who's not a chief of state here. But on the other side he was very proud to represent the People's Republic of Asian China at this "capitalist spectacle" as the ACCP has said about this event.

George Lilja, the Secretary of Industry, arrived in an armored car (Volvo XC90).
He felt that he as well could go by car, as The Quattra Project is situated not to far from Israel. George Lilja loves his car, and takes every opportunity to go for a long trip. Once he drove around the complete Mediterranean Sea, with exception for the Gibraltar Strait where he was forced to take a ferry. He's dreaming of a bridge or a tunnel between Spain and Morocco, and now when Morocco is controlled by Kopparbergs he's hoping that his dreams will come true.

The Emir emerged from a superstructure. All of the setting lay before him.
In the background was a desert landscape - extensive for miles and littered with canyons and escarpments. In two weeks, most of this would be underwater. The building that housed this project was half-enclosed in the ground, only because most of the structure was in the ground itself. It proved to be both strategically defensible and likewise economically practical, as the costs to maintain a comfortable temperature in the building would be mitigated by its presence out of the sun. Additionally, more energy would be directly converted into electricity.
Regardless, today was a day for a spectacle. He had invited numerous delegates - many had come. The Emir Jalal returned indoors and headed to the ceremony stage - a cozy platform for about 100 people. He realized that his appearance was somewhat late, but he took no serious pain to the tardiness. About 200 meters away was a water channel that would easily control the massive amount of water to crash down as the Project completed its objectives. And at the same time, he would unveil a little surprise for his guests.
OOC: Sorry about not posting sooner... Ummm I will post something later tonight.
Ludwig Rugen, UCR Minister of Industry was running late. This was a habitual habit of his. Even as a child he always ran late. Nothing he could do would shake the Habit. So as he arrived at the Qattara Project he could already see the spectacle was starting. 'I'm not too late' He thought to himself.
By the time he got out of his Car (Toyota Camry) the lecture was starting. When arrived everyone looked at him. He just blushed and said he was sorry he was late and made a poor excuse. After a moment or two the lecture starting over. 'Well, I hope I didn't miss anything too important' he thought grimly.

With most of the people settled, the Emir raised his hands, waving to the crowd in roaring applause. The show was short, as the Emir stepped towards a panel, where a complimentary dinner was being served, nothing short of the excesses of most royal settings. Some people thought it was irony that in such a vulgar place as a power plant or a factory [whatever it was...] that something of civil nature could be enjoyed. The Asian Chinese ambassador thought it was a mockery of the pride of labor, but he understood this tradition well and managed to keep his truest opinions to himself. As the people began to settle once again into the dining area, the Emir revealed a special table set aside for the head delegations while the rest of the visitors could enjoy in their own peace.
Thoses present awaited the Emir's formal seating and took their seats. As they sat, servers revealed the main course for the occasion: lamb roast with couscous on the side, some asparagus stalks in lyonnaise sauce, and a cup of goat's milk yogurt with dates on the side.

After a 2 1/2 hour flight, the Prime Minister was glad to finally have arrived at Cairo International. Enroute, the King had called to inform him he would be unable to attend. The message from the King didn't surprise Willam one bit. The king after all did hate to travel. Not, him though- willam was looking forward to a change of pace. Though annoyed with the flight over due to the weather, he was glad to finally be their after such a long day.
Quickly getting into the vehicle, due to the weather the PM was running a little behind. While he wouldn't be able to enjoy the drive over, if a nice meal didn't calm his nerves down nothing would.
Arriving just in time, the PM had just taken his seat when the Emir started to speak.
"After dinner, we will speak,"
At that like everyone else, Willam began to eat. While not the most enjoyable meal he had ever eaten, that was mainly due to jet lag from the long trip and drive over. (OCC: Europeans are a little weird when it comes to their food, but coming from an american I guess they find our food a little weird. But, food is food.) They actually don't eat much meat. BTW, I've also tried that milk yogurt. Didn't care for it to much.)

As the Emir ate, he wondered what had happened to the Vineyard delegation - which, despite not being on the invitation list formally, had declared their desire to attend. Nonetheless, the dinner continued and he could see that some of the people were not taking the lamb too nicely. He turned to his watch and knew that his speech was nearing the hour.

Regent Windsor was late, and he knew it. All thanks to the lunatics in Africa, he had to give the 4th battle group permission to invade Angola despite the fact that their AA guns somehow were tied up in one of the Imperial Military Highways. He glanced outside. He had always regarded the Middle East as in interesting place, albeit a troublesome one.
He leaned over towards the drivers seat in front of him. "Think we can hurry it up? Im really late.."
"Yes sir." The driver said, giving a little nod. He radioed the convoy about it, and the entire convoy noticbly picked up speed.
5 minutes later, they arived at the speech an entire 1 hour and 15 minutes late, Regent Windsor taking a seat at a remote table with his bodyguards occupying the rest of the seats in the tables around him.

The clock turned right, and Jalal stood before his guests. "It is time for our ceremony."
With that, the servers took away the remaining plates and escorts guided the delegates back to the platform, where a stand had been set up on the stage. The Emir led to group up the stage where the delegates sat in their specified places while the remainder of the guests sat in front of the stage. In about 15 minutes, everything was ready and Jalal stood up to the stand, receiving a resounding applause.
After the crowd cooled once again, he spoke these words:
"Ladies and Gentlemen, Esteemed Delegates from our allies, our friends, and our neighbors, and People of the Emirate. It is my distinct pleasure to reveal to you one of the prizes of modern infrastructure in the Emirate to date. This is 11 years of hard work put into the sands of the desert, and what will come is the capacity to rewrite the industry of the western Emirate, reaching from Alexandria to Benghazi. While it is nothing in particular that will revolutionize the Emirate any more than it has, it is a testament to the work ethics of our people, and that we are ready and willing to exhaust our life to making the Emirate grow.
"This is Qattara, the home of my father's father, and of my father, and of my own life. It may seem strange that I am willing to demolish the home of my family, and many other families to make a big lake in the middle of the desert. But that is what we do here - we bring water to a place in need of water. The sands and escarpments of Qattara are among the most desolate in the Emirate. Life evolves around the marshes of the very few oases, and where they dry into desert, life disappears.
"But with this project, we will be able to supply water to this area. The salt from the sea will become the product of our labor. The power that this project will generate will be able to supply electricity for a population and geography of the entire Nile River region, from Aswan to Cairo. The jobs that this project will generate will feed the lives for thousands, perhaps tens of thousands of people. And the Emirate will be able to development a large population center in the west, where Tripoli and Benghazi had been our centers of industry and commerce.
"But Qattara is much more than simply promoting the Emirate. It is also preparing the Emirate for the future. The world is increasingly becoming volatile. We are still dealing with the threats made by Sistan and Asherton in our continued campaigns. The world has recently shifted its attention to conflicts in America, between the rivaling powers of Sharina and the Brazilian Empire. There have been other conflicts in Asia, as the insecurities left by the fall of Sistan continue to show themselves in many different manifestations. We have only managed to avoid entangling in numerous other conflicts, and we acknowledge that these conflicts are not likely to diffuse as readily or as cleanly as we would like.
"But such as project as Qattara helped to solidify our stability as a Middle Eastern state. The economic growth likely to come will help expand our investments. The productivity will likely also improve our industrial standards. The military arms that we currently produce can be better managed and multiplied in new factories, in addition to our ability to secure more and better sources for our troops. In all, Qattara is a remaking of the Emirate economic and industrial capacity of the Emirate.
"We do not build Qattara to become the most powerful nation in the world. We do not build to press aggression against our neighbors. Rather we do so in the interest to build a model for others emulate and likewise to cherish. We all progress greatly when we all advance in step and in mutual cooperation. I have been stating that this Project has been a mark of Emirate industry, but it is not only that - we have received ample support from Warta Endor, from Arabicia, from Kopparbergs, and from numerous other benefactors. In making their investments, they have helped to strengthen the Emirate and likewise to strengthen themselves. Progress is a such the thing that makes us all more united in our perceptions and our resolve to strive for an equal peace in the world. Let it be that we have our peace."

With the conclusion of Jalal's speech, the lights turned off. They could still see the light from outside, showing the desert morning, but everyone wondered why the lights had gone out. Seconds later, the entire space felt a little rush and the ground began to shake violently. Nearly everyone was frightened at the thought, but after a couple seconds of shaking the place immediately calmed and the intake tunnels began empty the contents of water from the Mediterranean into the Qattara Depression. Through the windows, they could see the water flowing, and seconds later, the lights came back on. A general sense of awe filled the crowd and Jalal gave his final words: "Ladies and Gentlemen, I present to you - Qattara!"
The delayed applause began, as cheerfully as it could come.

[ooc: I know, I based my entire project off of this actually. In fact, I started the Qattara Project wayyyyy back before Sistan became a threat to the Emirate. I think the construction site became a target of his attacks at one point, but it never manifested...]

The applause subsided, and the Emir returned to private quarters, rerady to finish any official business there. The delegates were informed that if any of them wished to depart, they may do so. Those wishing to speak in confidence with the Emir may wait until he is able to speak, due to his other businesses requiring resolution.
