OOC: If you're interested in hiring up to 500,000 employees, give me details of the infrastructure you possess (note that we are, of course, willing to purchase infrastructure), and how many people would be willing to work for the Tveyas Corporation.

"Greetings. I am Chairman Santano, chairman, and executive officer of the Tveyas Corporation. I come to you today with an offer - an offer to set up shop in your nation."

He took a breath, and continued speaking. "We are primarily an arms and starship manufacturer, and we are seeking willing workers, and available infrastructure, to both purchase and hire. As the Tveyas Corporation manufactures a remarkable amount of goods, we are willing to hire up to 500,000 people in any one nation."

"We sell starships to most reputable nations, and our GalLink site, containing the details of our starships, can be located here (http://forums.jolt.co.uk/showthread.php?t=500721). This Link is incomplete, pending the hiring of Tveyas employees in many nations."

"Keep in mind that we are primarily looking for two things - available manufacturing infrastructure, hopefully near a plentiful source of materials, and workers. However, due to our charter, we will not exist in nations that seek to limit free trade, nor will we take part in any conflict."

The message was sent to nations galaxy-wide - the Tveyas Corporation was hiring. And those who became its beneficiaries would profit indeed...

I have been authorized to offer you space for your facilities in the asteroid belt of the Kanell System, which has an abundance of metal ores and is located near to a military base and the population center of Shinra, the system's second planet. Shinra is a rural world, but if you are willing to offer in excess of 100,000 jobs and make your facility and its workers subject to the regulation of Xanthalian law, the Socialist Republic will guarantee an adequate supply of labor and allow you to urbanize a portion of the planet where your employees can live and you can conduct administrative and commercial operations.

Both the spaceborne facilities and whatever you construct on the planet will be your private property; and provided that you agree to maintain it in accordance with Xanthalian law your company will be allowed to operate free of taxation in the country of Xanthal. However, your operations will be regularly inspected by Xanthalian authorities, and if found to be in violation you may be taxed to cover the expense of Xanthalian intervention. If you find these terms acceptable, you should send a representative delegation to complete the necessary forms and procedures. If all goes smoothly, you should be able to begin construction by year's end.

We are more than willing to accept your offer, and, as according to your instructions, we have assembled a representative delegation in order to complete the necessary procedures.

We are willing to accept the necessary investigations, and, furthermore, believe that the planet of Shinra could provide over the job minimum you specified. As such, we are willing to invest in such a planet as soon as possible. However, firstly, we would like to transmit some basic company policies regarding inspection, and to ask if they acceptable.

I. The Tveyas Corporation will pay for one inspector per facility with over five hundred employees, and each facility in space and a sum of no more than $45,000, or equivalent, per year. Such an inspector will be appointed by the governmental body in power at the time, and will not be subject to standard Tveyas employment rules.

II. For every five facilities with under five hundred employees, the Tveyas Corporation will pay for one inspector, not subject to Tveyas rules, nor jurisdiction, and a sum of no more than $45,000 per year, or equivalent currency.

III. Further inspectors will be solely funded by the government agency with jurisdiction over such areas, as will all inspection equipment and expenses, apart from a stipend of $550,000 per year to help subsidise such expenses.

IV. Inspectors may not interfere with ongoing work without due cause, and any expenses incurred will be removed from the stipend given to the inspectors.

V. All inspectors must sign a non-disclosure agreement with regard to Tveyas weaponry and ship designs. Any pictures or recordings taken in Tveyas facilities must be deleted after inspection, provided that they do not contain evidence of illegal activity.

As a weaponry and ship company, our trade is quite lucrative, and, as such, we must enforce strict standards, as we pride ourselves on being able to sell the best of quality, and by keeping to the law, and by enforcing standards upon ourselves, we find it fosters trust and communication with our customers.

The Socialist Republic will accept the given terms with the following modifications: the Xanthalian government will pay the wages and expenses of inspectors assessing compliance with state, vicinage, and district law of your spaceborne facilities, who will live outside of your company's property and may not receive any additional compensation. Tveyas will be required to reimburse the Xanthalian government for those wages and any expenses the inspectors incur for equipment and transportation, up to $250,000 per year, adjusted annually for inflation. Furthermore, as well as by the terms of Sections I and II of your proposal, inspectors will be hired to oversee compliance with state, vicinage, and district law in areas you own on Shinra, at the following rates:

"Cerem, could you calculate the profits we'd be gaining on this one? And give me a rough outline, so I can make the decision on the spot?"

AI were common throughout the Corporation, each one slaved to a human owner, docile and obedient, and, of course, immensely useful to the humans who used them.

"Of course, Kenyl. The current analysis indicates that, even with the changes indicated by the Xanthalians, we will still be making an appreciable amount of profit. The risk is negligible, so far as risk can be, as our policy of standing down and surrendering to any reasonable enemy has so far netted us no enemies, and has not cut into our profit significantly. Our traditional practice of offering inspectors has seemed to have allayed the majority of fears many have."

The woman in question, Kenyl, sighed. "Well, then. Accept their offer. I want a small delegation assembled. A few escorts, and some transport shuttles. I want an appreciable amount of Xanthalian currency bought before we leave; it's far easier for the Corporation if we don't have to deal with the construction of new infrastructure entirely."

As proposed, a delegation has been sent, both to investigate the world of Shinra, and to negotiate the actual setting-up of the infrastructure required to produce goods there. We are currently attempting to purchase some 2.7 billion Xanthalian monetary units, in order to begin the process of setting up said infrastructure.

If required, a pair of construction vessels are in the process of being prepared to being the construction of orbital, or in-system shipyards, pending the purchase and/or lease of such space.

Kenyl smiled. It had been ages since she'd been dispatched from the dreary Corporation HQ, the orbital, yet luxurious station upon which all managers of any importance resided.

She wasn't going to take anything exotic - with a war on, it was best to be inconspicious. Naturally, she was going to use Tveyas ships. The best way to inspire faith in their products was to have the higher-ranking executives use them themselves - even if, at times, she would've preferred a customized, decked out with jammers and shields shuttle.

But policy was policy. At least the shuttle she was going on had a pool table. Sure, it may not have been comfortable as some, but it was the way things were. At least the drives they used were painless, unlike the old 'porters. They'd get there, and, hopefully, they'd be able to set up the factories and shipyards they wanted quickly - profit was paramount.

At the age of thirty-four, she had enough money to afford gene therapy, and so looked no older than eighteen. And she was the Vice-Chief Infrastructure Officer - a lowly-sounding position, but, in a corporation that hired millions, it meant that she was in the top two hundred, in the chain of command. Which gave her quite the salary. And she intended to increase it. After all, Chairman Santano, despite being over two hundred, couldn't live forever. Being Chief Infrastructure Officer would suffice for her - and, if she pulled off this, in collusion with the recent merger, it could quite possibly happen.

She gave the order to the onboard AI. AI were prohibitively expensive to program, but paid off, in the long run. "AI, please set a course for Shinra. I want to be there within a respectable amount of time, and we wish to meet with the Xanthalian governmental agency upon that world. Furthermore, avoid any non-mainstream routes. I don't wish to be waylaid by pirates. Order of Kenyl Sandad."

She relaxed, trying not to think of what was ahead. Instead, she thought, she'd find something suited for the occasion - the ships holograph could surely design something, and she'd probably be able to tailor something to the occasion...

ICCD is expanding, we would welcome business in the "altus astrum"

There are two systems, one is a nebula and asteroid feild with mining and gas collection operations.

While the other system is mostly colony orientation and some terraforming projects with mining operations.

There arn't any space ports in those areas.

ICCD also has some moon colony projects.

The core dian system is developed however, we are interested in you establishing facilities in the colonies.

We can transfer around 10,000 people per year to work on the facilities each year . Be careful about our business laws though as if you have too large of a presence then it could make you liable for state incorporation, which would give you a vote in the Interal policy development, but create manditory quotas.

If you are OK with the state production quotas and selling "extra business" you get a lot of perks, and we can transfer the 1/2 million to the project.

If not tell us where you are interested in operating and the size and we will attempt to tailor it so that you are not large enough to be state incorporated.

"Essentialy ICCD hears the transmission and investigates, if there is easy access to return the communication then we would start business talks." Perhaps on one of their jumps?

ICCD would be very interested in aquiring access to "normal FTL" technologies that arn't so risky.

We propose business divisions based on a mix of sub companies contracted to your main corporation.

We suggest establishing the following facilities
A management firm in the main the Dian homeworld system on a moon of our fifth planet, which is a sizable colony regulating trade to the outer solar system. (somewhere around 1000 or less employees)

A Branch office located on a newly constructed pinwheel station located near the Nut-Nexus (1000 or less employees)

I'm not sure what other operations you require for your assembly; however we can attempt to accomodate you.

In this manner you could split up your operations to "subcontracting" agencies. to fill up your employment to the full 500,000. We are willing to see these subcorporate facilities, if they are created for specific purposes such as a specific starship part, such as a sheild array, or a FTL drive, or impulse thrusters, etc... If you handle it this way you could set up shop for the 500,000 you are seeking fairly easily. As long as you deal in "foreign" currency and keep them seperate bodies within ICCD you should be able to avoid incorporation.

If this is the case we look forward to assisting the Tveyas Corporation. Any facilities you may require just send us a list and we can confirm available space.

p.s. the Tveyas Corporation may still require doing some business to handle any incidental taxes or the standard export levies that all business incurs when shipping physical goods, but only if shipping "outside" of ICCD. So it leaves you open to conduct inexpensive business within ICCD, effectively it costs as little as a small proportion of what you gain.

Kanell is the newest addition to Xanthal's territorial claims and remains an out of the way vicinage despite aggressive development efforts, efforts that have slowed considerably since the war. Despite this, Shinra is chosen as the reception area for the Tveyas delegation because Kanell is to be the company's headquarters in Xanthal. That is, if negotiations go well.

The Kanell System was acquired five years ago after an accident caused its previous inhabitants to vacate Shinra, its only hospitable planet. Shinra, the system's second planet, was completely reconstructed by the Free-Trading Starships of The Extraterrestrials at Xanthalian request, its orbit altered and native life tailored to new specifications so that it could serve as an agricultural world. Arferdal, the system's harsh innermost planet, was planned as a military warehouse and training facility, and the beginnings of a massive spacedock and station complex remains in orbit, although what was once bustling construction has been reduced to a few hundred workers, and the project is progressing at a snail's pace. The wounds from the ESUS attack on Xanthal are still fresh, and resources that had been dedicated to expansion are now diverted to rebuilding what was destroyed. Things could have been much worse: their attackers had only hit Mirfak, and satisfied themselves with crippling the system's military infrastructure. Had they pushed forward, there might not be anything worth rebuilding. Anyway, due to current circumstances Xanthal is in a state of relative withdrawal from its usual outgoing policy as the state busies itself with repairs, reforms, and strengthening ties within the Galactic Federation.

Because of the country's unusual level of self-absorption, Kenneth Ritzchie is a bit surprised to find that he's been assigned to recieve a diplomatic visit, to negotiate terms for a major commercial-industrial enterprise, no less. Kenneth is a junior diplomat; which isn't to say he hasn't recieved the same training as every other Xanthalian diplomatic representative, but he's shorter on practical experience than most. This is in large part because his inaugural assignment was to Shinra, where he still resides. This is a place that was never intended to be a hub for international activity; it was planned strictly to serve the agricultural needs of greater Xanthal. Since the attack on Mirfak three months ago, Shinra has become something of a backwater. The majority of their visits from the outside world, even from the rest of Xanthal, are transports come to carry supplies in and consumables out.

As he scrolls through the file containing his orders he is intimidated by the scale of the Tveyas Corporation's proposal, specifically the capacity of an inexperienced ambassador like himself to screw it up. Nevertheless, he has his assignment, and he isn't about to turn down a chance to prove that he's capable of something more than clerical work. Besides, he's the only certified diplomat assigned to Shinra. As far as Kenneth is concerned, he's the best equipped to see that the needs of this planet, not just the needs of Xanthal, are met. His mind made up, Kenneth begins making preparations for the foreign delegation's arrival.

ICCD: "We accept the following suggestion.". Santano didn't really have a choice. His money was languishing, as he didn't have the production he wanted. The sales he made.. they kept the company alive, as it was. But he needed to see the company set up properly. He was only the Chairman because of popular support - that, and he owned a significant amount of the company.

We are willing to accept your terms, and, as Tveyas Shipyards is a subcorporation under the Tveyas Corporation itself, it should be a simple enough matter, provided that your laws are friendly to such, to set up the subcorporations as suggested.

We generally need a smaller amount of employees for the actual construction of the ships themselves - our employees tend to focus vastly on the area of maintenance, as we have factories dedicated to churning out weapons day-and-night. Construction of ships is a relatively automated task, and merely requires human supervision.

Xanthal: "Heh. In the Kanell system, Kenyl meets Kenneth. A choice bit of alliteration there."

Kenyl smoothed her hair again, and smiled. The problem with her form, she decided, was that it simply lacked the.. authority that the those who were larger than her possessed. She simply was not imposing. Of course, that was why she was such a successful negotiator and mediator - but she did wish she could add another foot to her height.

She raised her hand, and...

A pair of fighters, a gunship, and a shuttle shot out into the Kanell system. She groaned. Travel through hyperspace was seemingly instantaneous - of course, it wasn't, she'd been a few days in transit, now. But since they couldn't alter anything in hyperspace; momentum and molecular structure included, it meant she didn't have a few days to prepare. It always got her, dimensional travel. It was the reason they couldn't travel through hyper-gateways from planet to planet - if the momentum didn't match, you'd be dead the moment you arrived.

Of course, she had the added advantage of a.. touch of cybernetic implantation. She wasn't a robot - she simply had added memory banks. She rarely used them, leaving them solely for company information. Ah, yes. Shinra. Agricultural world. New site for company manufacturing facilities and shipyards. She gathered herself, and spoke.

"Cerem. If you'd be so kind as to send a communique to the Xanthalians to let them know we've arrived?"

The AI spoke quickly, creating a message at the same time. "It is done, Officer."

This is the Tveyas Corporation delegate, Kenyl Vartin. We have arrived in-system, and are prepared to send our shuttle to land. Requesting permission to put gunship and fighters in orbit, or instructions on where to send them.

It is pleasing to hear that the proposal was well recieved. Dian organizational laws is fairly simple. To fully understand you have to understand that the Dian Tresury Department only monitors internal assets. As a foreign individual or individuals you register with either the Tresury Department or the respective guilde, which already has arangments with the Tresury Department. As long as you are dealing in a foreign currency that doesn't hold material value, currencies such as paper or electronic credits etc.. then the Tresury Department will not register your "money" as "real money". For trade within Dian Space you can import whatever you would like, subject to safety inspections, there are no import tariffs. The only catch, is that any instance of export requires 1 Dian person or a person with an export liscence employed for every 50 million Dian G$. So a ship worth 3 billion would require 60 banked employees and the flatrate export fee. Doing business within Dian Space is remarkably less expensive, and inturn is far more profitable, especially to import.

As soon as Tveyas is ready to implement it's business plan Dian Space will begin to receve them, and more personal discussions can be undertaken if so required.

"Hm. Dolz, it appears we've got more taxes. And we need quite the number of licences to export anything of significant value. Graph profit/time."

"Yes, Chairman."

A graph appeared on the holograph, a simple, blue, two-dimensional one. The profit started off low, and ended up reasonably high, levelling out near the end of the graph. "Graph completed, Chairman."

"Very good. It seems to be profitable enough, not barring unforeseen circumstances. Let's go ahead with it. I want to cater our products to the Dian market, in order to have to pay as little export fees as possible, naturally. See to the reply."

Dolz ran a few algorithms, and decided on the middle-ground of sales. They'd simply sell what proved to be profitable, and export the rest. It would work well enough, and export licenses shouldn't be too expensive, if they decided to export goods.

As per your suggestion, we are preparing to cater for the Dias market, in order to keep down export prices. As such, we will probably be constructing far smaller shipyards, and larger manufacturing plants for weaponry, and other consumer goods.

Kanell, unlike the much busier Mirfak, Than, and Trasnia systems, lacks AI traffic control. Plans for such a system are set, but the lack of need and the general preoccupation with more pressing matters has forced people to take on the job. Cerem is automatically directed to an audio channel, where it is connected with,

"System Traffic Control. Welcome to Kanell. Please identify your ship and the ships in your convoy." The voice is male, though it has a very soft, feminine tone.

I thought I would add export is not based upon profit potential it is based upon export material value. while a ship may sell for 10 Billion gross on an export market, it's material value may only be 3 Billion, your expenses. Meaning the profit, untaxable if held out of Dian space would be 7 billion . The export tax on the 3 Billion material value would be 600 Million, equaling 6.4 Billion net profit.

ICCD has a great need of cargo's and FTL capable ships.

The Dian Emergency services is interested in a small sized corvette. one that is FTL capable fast and manoveralble, and has sheilding. We would like it to be able to carry an ammount of cargo as well for patroling operations. core weapons would be nice as well. These ships should be able to accomodate 5 or so people. perhaps 100 m. long)

We are interested in a "large carrier ship" one that can carry 4 or so of the corvetttes. As well as a number of 10 meter fighters perhaps 20, in a number of bays (8 bays) 4 for the corvettes and 4 for the fighters holding 6 each, but normally holding five.

The fighers are the other element.

We are looking for colony ships as well, and cargos, to suppliment our current fleet.

We look forward to this amicable partnership.
