The Sultan sighed in pleasure as today's masseuse rubbed coconut oil on his back. His aide, a pretty young thing who's name he couldn't be bothered to remember at the moment looked down at his pad.
The sultan grinned at the young man and said, "Take a message, pretty boy. Things have been running pretty smoothly the last couple of months. Time to let the international community know about us, eh?"
The aide, eager to please the beloved Sultan, hastily scribbled down the message as the Sultan spoke.
To All Friendly Nations:
The Beloved Sultan of Mak-Mak, eager to make friends in the international
community, hereby invites all outside nations to send delegates to the
Sultan's personal pleasure yacht, for diplomacy and revelry.
As the aide scurried off to deliver the message, the sultan rolled over, pulled the masseuse onto his lap and kissed her soundly.
OOC: Figure I better explain this. As a quick glance at my homepage will confirm, my country is in pretty good shape. This is as a result of the Sultan turning it around from a complete hell-hole a couple of NS months ago. So the people all adore him. The Sultan himself does hae the best interests of the people in mind. He's also a complete hedonist. (Is that the right word?). Just so no one assumes he's a slave keeping dictator or something.

The Sultan would be pleased to open up a dialogue with your great nation, and is transmitting the coordinates of his yacht. You may provide your own transporation, or be picked up at any of the enclosed locations.
Ambassador Rufus Glenrose and his fellow patriot to the Fatherland were immediately dispatched to the coordinates. Ambassador Rufus was dressed in his normal brown business suite. He looked at his comrades and Mr. Benjamin Hughes a member of the E.I.A. his black business suite and sunglasses gave away his position quite clearly. He carried a briefcase and it seemed he was intent on gathering intelligence on this Sultan to see if he was a threat or just another possible ally on the International stage.
The two men boarded their flight to Mak-Mak. They would then after landing head to the coordinates specified…

As the diplomats exited the plane, into the tropical heat of Mak-Mak, they were greated by a deeply tanned young woman in a light yellow tank top and running shorts.
"Hi," she said, flashing a dazzlingly white smile. "Are you the Xharnian diplomats? My names Carol. I'm you're chaffuer and cultural liasion for as long as you want to stay here." She extended her hand.

"I imagine tall, dark, and intimidating will want to keep his suitcase, but George here can take anything else you might have."

Ambassador Rufus smiled and said, "Yes, I believe my luggage is over that way." He points behind him at the pile of suitcases and other smaller bags that are piled together.
Mr. Benjamin merely shrugs and holds tighter onto his own suitcase. He obviously has no intention of letting it go. Ambassador Rufus looks at his associate and laughs slightly and speaks to him, "I see your still as sociable as ever." The E.I.A. agent merely looks directly at Ambassador Rufus and that ends the conversation between the two Xharnian diplomats.
Carol shrugged and motioned George to go over and being loading the luggage.
"So, do you want to get settled in in a hotel here, or head straight out to the Yacht?"
Suddenly, her phone rang. "Sorry," she said, and answered it. After a moment, she nodded, said "Mmm." and hung up.
"Good news. Great news. Fantasmagorical. We've justed joined the Dominion Protectorate. Not much difference, except the Sultan is now Lord Protector." She shrugged.

I am always inclined to respond to the more... interesting items that I receive in the mail, and this certainly qualifies. In an effort to establish cordial relations between our two nations, I have authorised a short visit to your ship from one of our returning ambassadors, with a view to an embassy exchange. With your authorisation, Relorian Ambassador Alexia Nussri will stop by your yacht in a few hours time. For diplomacy.
I hope that this can go some way to establishing a mutually beneficial relationship between our two nations.

He laughed again. "Ah, if the diplomat is anywhere near as enjoyable as the Ministress- I wonder why they felt the need to make that clear? Some sort of complex maybe. But I digress- if she is anywhere near as enjoyable, this will have been a most excellent idea."

Deiotarus woke at the sound of horses hooves pounding on the dry morning dust. Peering out or the arrowslit in the gatehouse he spotted a man slumped on a dun colored horse, feebly waving a message, but grinning at some apparent good news. Deiotarus, with a faster pace than he had used in a decade (except to get the last peice of mutton), shuffled over to the gate lever and jammed it open. The messenger trotted the horse through the gates and slipped off, stumbled for a moment, then walked over to Deiotarus and handed him the note.
"For the Imperator Praenomen.."
Deiotarus turned the folded letter over in his hand.
"Ah, good, seems valid, sealed properly and such."
Sniffing the rolled up paper, he remarked to himself
"Smells like coconut."

The Imperator Praenomen, sitting in his high-backed and sturdy wooden chair opens the note carefully and reads its contents.

Muttering to himself he reads it again, and taking a quill, begins to pen a response.

The Community has been watching the progress of Mak-Mak for a period of time, as would be honored to meet the man who has brought it to its current state of glory. We would like to send a delegation to meet with the Sultan, and to discuss trade and other future matters.

To the Community of Siap: We would be pleased to welcome a delegate from the esteemed Community, and are now transmitting the current coordinates and heading of the Lord Protector's Yacht.
Ambassador T. Corbett Chauniér was on the flight to Mak-Mak. He was accompanied by his secretary and personal aide, asleep in the airline seat to his left. To his right was Bryan Patterson, an intern in the Department of Foreign Service, and a student at the Lombard School for Public Service (Named after famous Siapian Chancellor Michael Lombard, who guided the nation through times of extreme trouble). The ambassador was doling out advice and instructions for his young intern, who maintained near-constant eye contact while scribbling notes in his legal pad.
"This is the real deal. We're going for first impressions in a casual situation. This is slightly delicate, but also an excellent opportunity for you to see how this works. THe worst thing you could do is draw attention to yourself in this situation. Accept enough hospitality so as to not offend the Sultan, but not so much that you become a spectacle. Listen. Don't speak. Try not to speak to anyone, especially the other diplomats. But don't be rude. Just remember, I'm the diplomat, so I should do about 90% of the talking. Stick close to me, but don't act like a boy toy. You should really act like a second set of eyes and ears for me. Oh, and make sure you are in control of yourself at all times. That means one hard drink or two beers max. If I make this gesture..." he drew a finger across his cheek "You go back to your quarters and don't leave until I get you. And if you act like a drunken ass, I will drop you so hard you will limp for the rest of your life. I was in airborne recon for six years, so don't think I can't."
The ambassador exhaled and leaned back. The intern stared at him, petrified. "Lighten up kid. This is whole thing is about relaxation."
As the Siapian ambassador and intern exited the plane they were greeted by a huge man with extraordinarily pale skin. He was, despite the beautiful weather, carrying a large umbrella.
"Hello!" He boomed, waving the hand not supporting the umbrella. "You are the Siapians, yes? I am Añ. I am to be your guide here."
"An honor to meet you. I am Corbett Chauniér, and my secretary, just getting off the plane now, is Lee Tyler, and to my right, is my intern, and potentially future statesman, Bryan Patterson."
Añ bowed, managing to keep his huge umbrella above himself with a grace that can only come from long hours training. As he straightened, he said, "Welcome to Mak-mak, sirs. I have a helicopter waiting on the roof to bring you to the yacht of our beloved Lord Protector. If you would point out your luggage so that one of our staff may collect it, and follow me?"
"Thank you." Chauniér said, smiling. "Our luggage is over there." He pointed to the pile of luggage. "It is the two brown and the one olive green suitcases." The three men followed the giant. "I look forward to personally meeting the Sultan."

In the waters near the Lord Governor’s yacht, a new blip could be seen on the radar screen. It was coming from the which ever direction of the nearest coast. It was a normal fishing boat, but it was not fishing, it was delivering the commander of the Mak-Mak’s unit of Los guardias de Diablo.
The commander, a man of power and honor, had a bald head and a blonde beard, he has ice cold blue eyes. Standing close to seven foot tall and weighting in close to 250 pound, a man to be feared. Wearing his armor made him look more fearsome. His name, Nick Bravewill, Grand Master of Los guardias de Diablo.
He smiled as the yacht came into view, “Radio them and tell him you are carrying“ he ordered the fishing boat captain. The man was paid to take the Grand Master to this location. The message was send to the yacht, saying that the boat was holding one of the Lord Governer’s bodyguards.
"Sult- Lord Governor, we're recieving a transmission from a fishing boat. They're carrying one of the Diablo guard thingys."
"A Diablo Guard Thingy?" Asked the Lord Governor, rasing one eyebrow as he stood up, "Well, I'd better go and greet him."
As docking instructions were issued via radio, the Lord Protector walked over to meet his new Captain of the Guard.

As docking instructions were issued via radio, the Lord Protector walked over to meet his new Grand Master of the Guard.
Grand Master Nick Bravewill, standing in full armor on the boat’s deck. Waited as the fishing boat docked with the yacht. As it docked with the rear of the yacht, a hidden door was opened.
With his helmet under his left arm, his axe on his back, the wicked sword at his left side and the massive shield on his back. The Grand Master stepped across to the yacht, then one of the crewmen placed a black bag at his side. He looked at the people in front of him as the fishing boat was preparing to leave.
“I’m Grand Master Nick Bravewill, the commander of Mak-Mak’s unit of Los guardias de Diablo, Lord Governor.” he said. “The rest of my unit is at your palace.”

An eight men unit of the Devil's guards have been station to you, Lord Governor. On land, it will be four on and four off. On your yacht, it will be me.”

"Finer, things in life. You won't have met Helia. She's my current bodyguard and personal... assistant. She's the only one I relax completely around. I imagine you two will work closely together."
He winked at the Grand Master, and snatched several flutes of champagne off of a tray carried by a serving boy.
"Do you drink, Grand Master?"
Añ sat, and folded his umbrella. "Mak-Mak is something of a melting pot. People from near every corner of the globe. Our own unique culture is still evolving, but suffice to say few people have trouble finding a good restraunt, no matter their preferences.
"Until a few years ago, we were under the control of the Old Sultan. He ruled with an iron fist. Literally, actually. Lost his fist during the fighting in which he siezed power, and liked the symbolism. Children died in the streets because their mother's couldn't afford to feed them, and their fathers had vanished in purges. Over three million dead.
"No one's really certain where the Lord Governor came from, but he showed up at the Old Sultan's court one day, and demanded an audience. The Old Sultan had him brought before him in chains.
"What exactly happened in the next three days is not known either, but at the end of it, the Old Sultan was dead, and the Lord Governor assumed power. Since then, he's been putting the country back together."

He produced a small key and tossed it to the Grand Master. "There's the master key to the yacht. It will open any door. I don't imagine I need to tell you not to lose it. Helia, if you would be so kind as to show the Grand Master to his quarters?"

The key lands in the large hand of the Grand Master and he placed in the side pocket of his bag. As he stood up, he had a wooden box in his hand. “This is for you, Lord Governor.” said Nick, as he opened it. Inside was gold watch, a rich man’s watch, one of those ten thousand dollar watches. “It will allow me to know where you are all of the time it is on your arm.”
“No, somebody can show me later.” said Nick, he took his shield out and laid next to his bag. “From what I heard, you have some people coming this way to meet with you. I’m on the job.”
The Lord Protector examined the watch, and replaced his modest wristwatch with it.
"Understood. In fact, I believe that is the Siapian Ambassador arriving now." He gestured at the barely visible approaching helicopter, which was beginning to also become audible. "Helia, what do we know about Siap?"
"They're large. They place a lot of importance on Education. Lot of freedom across the board."
"My sort of people."
"Yes, sir."

"It seems that we are upon the yacht right now." Chauniér spoke to his aide and the intern.
The aide looked down at the man on the deck looking at them. "The Sultan keeps interesting company."

"Of course. Ganymede!" A young man hurried up and bowed. "The Grand Master's bags, if you will. He's in room 666." He shrugged apologetically to the Grand Master. "I couldn't resist. Besides it is directly adjacent to the gym."
Ganymede hurried away with the bags and shield.
Nick smiled within his helmet. “It will work.” he said, his voice changed more deeper because of the helmet. He watched the helicopter, his left hand on his hilt of his sword.

OOC: The standard Dominion armor would be Transylvanian body armor.
As the helicopter landed, the Lord Governor strode forward, beaming. "You must be the Siapian delegates. I see Añ delivered you in one piece. I am the Lord Governor."
He indicated first the luminescent Helia, and then Nick. "This is Helia, my personal assistant and the Grand Master of my new guards. I trust your flight was pleasant?"
"It is an honor to meet you, Lord-Governor, and a pleasure miss Helia. I am Thomas Corbett Chauniér, and my two aides are Lee Tyler and Bryan Patterson." He said with a warm smile "Our flight here was excellent, and our hospitality here so far has been superb. I cannot think of a better environment to discuss matters of the state."
"It gives me much pleasure to hear this." A young woman, wearing, as impossible as it seemed, even less than Helia swayed up, bearing a tray of flutes of champagne.
"One of my finest," proclaimed the Sultan, taking a small sip. "Help yourselves."
The ambassador and the intern helped themselves to the champagne, but the aide respectfully declined. "Its only very recently that The Community noticed your nation and we only what we have been able to observe from the outside and what Añ told us in the helicopter. Those who sent me here insist that I find out as much as I can about your nation before telling you their offers. But I feel it would be rude of me to ask about your nation without allowing you to ask about mine first. I could bore you for hours with our history, but I would rather be direct: is there anything you would like to know about The Community?"
The Lord Protector nodded. "What do you have to trade?" He asked. "And how does your government work?"
"Well, unfortunately Siap is not blessed with very many natural resources. We do produce tea, tobacco and cannabis, but I do not know what your laws are regarding that stuff. We do have many quarries, however, and produce limestone and many other stone construction materials, and we have an abundance of uranium and an amount of platinum. We produce many things-plastics, synthetic fuels, synthetic fibers, aircraft, automobiles, arms, alcohol and a myriad of other things. We also have technology that you may find interesting. We have technology to create effective fuels without petroleum, technology to harness solar power with much greater efficiency than believed possible, as well as many others."
"Our government is made of two parliamentary bodies. The first is The Council of One-Hundred, elected directly by the people of their respective districts. Then there is the Council of Ten, which is elected by both the people and The Council of One-Hundred. The Council of Ten is our executive branch, with a member of The Council of Ten acting as the Speaker. Members of the Council of One-Hundred are elected every four years, members of the Council of Ten are elected every ten years. These two councils control everything in our government, except for the judicial branch, which consists of the Panel of Seven, seven judges elected by the people to preside over the military, citizens, and business courts."
The Lord Governor nodded. "Thank you," he said, "Now, ask whatever of me you will."
"We'd like to know what goods you have to trade as well. We'd also like to know about your trading practices, whether you have tariffs or allow completely free trade and if you have any restrictions on foreign business operating in your nation."

"At this point, mostly natural resources. We have iron, a number of other metals, and lumber in great amounts, and enough off oil for a modest export business, although we don't advertise that much, what with the state of the world these days.
"We also grow huge amounts of food on several islands, far more than we can eat ourselves. There's a few limited uranium and plutonium mines on a couple of islands. Of course, we're only just now really exploring a number of the islands, so who knows what may come up, eh?
"As for business laws, there are no tarrifs, and very few bans on exports, mostly slaves and dangerous materials. Foreign businesses are allowed to operate, with only some limitations to give our home grown variety a fighting chance."
"It would seem that our nations complement each other." The ambassador began, "Our armed forces have recently finished securing our colonies. It was unfortunate, as there was bloodshed, simply to secure land that we could grow our crops on, and mountains to extract minerals for our industry. Our farming techniques are some of the most advanced, but unfortunately it is a struggle to even grow wheat in our homeland. Most of the naturally occurring vegetation is not edible, apart from Siapian tea. From the genesis, we have had to struggle with a lack of resources. Our diligence and our industry bridged the gap caused by our lack of resources. We have no oil, and because of our synth-petrochemicals, we have no need. Our industry has paid off, and our nation is wealthy. We would be willing to offer your nation capital and the technology to use your resources in the most efficient manner possible in exchange for food and workable metals."
The Lord Governor smiled. "That sounds just about perfect, Ambassador. I have a feeling that this is the beginning of a wonderful cooperation between our people. I'll have someone draw up the specifics. Helia, take a note."
Helia had already done so. "So, gentlemen, do any of you play ping-pong?"
"I play." chimed Bryan Patterson.

"Excellent. I have a table set up below decks." He strode off, opening a door, and iwalking through it, before glancing back to see if his guests are following.
Bryan eagerly followed the Lord-governor. It had been a while since he had played, as he spent most of his waking time in an office for the foreign service. But before he began working, he had won a championship ping-pong match.
Helia tilted her head to one side for a moment. "Sir," she said, "We have a Code White."
"What? Oh, shit. Gentlemen, I regret to inform you that something has come up. Another time." He turned to Helia. "All of them?"
"Yes, sir. They're still up in the mountains."
"That won't last. Scramble every asset we have in the area, and begin evacuations."
"Already done, sir."
"What happened?" Barked the the aide, as he pulled Bryan behind him and moved in front of the ambassador.

The Lord Governor sighed. "First off, you should understand that you gentlemen are not in any immediate danger. A number of dangerous persons have escaped a top security facility. We're taking actions to nutrealize them, but it requires my attention. Marie will get you anything you require."
He gestured to the champagne bearing woman.
Lee Tyler turned to the champagne-bearing woman. "I need to make a phone call. My cell phone does not have reception out here. Is there a satelite phone on this boat? If not, I have one in my luggage."
Marie nodded, and walked to a panel on the wall. She opened it, revealing a handset, which she handed to Lee.
"Here you are, sir," she said and turned to the others. "What can I do for you gentlemen?"
Lee Tyler pulled two pieces out of his pocket, one he fitted over the speaker and one over the receiver. He walked out of sight as he dialed.
"We are quite all right for the time being. As a representative of The Community, we officially extend you the offer to dock in our capitol city of Esmund, should this situation become out of hand, or if you wish to consult with our military advisors."
Lee returned with the phone. "The Community wishes to send a specialist to assess and help manage the threat to the ambassador. Lord-governor, do you have any objection to this?"

The Grand Master have been following the Lord Governor everywhere he had gone/ He had listened to everything as he keep an watchful eye over the Lord Governor. He watched as one of the Siapian walked out of the room with the satellite phone.
As he watched that man, he heard what the others said. He turned at that man and said in his deep voice, “As a Commonwealth state, the Lord Governor will get the help he needs from the Dominion first before calling in help from others.” He stand forwards and looked at the ambassador, his eyes or face unseen because of the helmet. “The Lord Marshal will give the help to the Lord Governor, if it is needed. You do understand, ambassador?”
He stepped back and waited for the ambassador to answer or do something.
“And there is no threat to the ambassador on this boat.” he said to the one returning.
