When the Qing Dynasty was obliterated by a meteor that in our universe was to hit Tunguska, the Tongmenhui acted upon this seemingly divine moment--poetic retribution indeed, to make up for the death of Sun Yat Sen.

Siezing control of Fujian, Guangdong, Shandong, Hunan, Zhejiang, Jiangxi and Guangxi Provinces, Chaing Kai Shek, who assumed power earlier than usual in this timeline, proclaimed the establishment of the Republic of China in Fuzhou, before moving to a permanent capital in Guangdong.

Government structure (OOC: Took some cues from France, and the present Taiwanese Constitution, as the first Republic of China constitution was not to be found...)--

A constitutional convention held quickly after the KMT established control in its provinces resulted in the following government structure. It uses a modified Presidential System similar to that of the United States and France, with four branches (and nods to Chinese Confucian tradition).

-Executive Yuan--President of the Republic of China, currently Chiang Kai-Shek. Has strong executive powers, and has a veto power. Holds two four-year terms.

-Legislative Yuan--The Chinese Parliament, at the moment unicameral. Elected every four years, and elects a Prime Minister to act as the voice of Parliament, a kind of Vice President, and a balance against the President. Has ability to override President's veto, and does things like declare war, propose legislation, etc. Current Interim Prime Minister is Song Jiaoren.

-Judicial Yuan--The Supreme Court. Functions like the US Supreme Court. Current Interim Chief Justice is Wang Jingwei.

-Examination Yuan--Used as a Quality Control service, monitoring and administering civil service exams. Current Interim Chief Proctor is Huang Xing.

Elections to fill the Parliament will be scheduled for Spring 1909.

Guizhou Province has decided to align with the Republic of China, signing an agreement to "join our collective resources together so as to ensure mutual security for all parties."

This follows the seizure of Shandong Province by a counter-revolutionary coup, which also involved German intervention. In response to this, Chaing Kai Shek begins seriously contemplating switching suppliers.....

Chiang Kai-Shek sends a letter to the Portuguese Government, asking him if the Republic of China can be recognized by Portugal as the government of Fujian, Guangdong, Shandong, Hunan, Zhejiang, Jiangxi and Guangxi Provinces. He assures the Portuguese Government Macau would not be molested.

The Portuguese Government reply that they will recognise the Republic of China on the condition that they continue to agree to the terms of the Treaty of Beijing and the Sino-Portuguese Draft Minutes (Basically perpetual ownership of Macau by Portugal.)
If the Republic of China agrees to this, the Portuguese governent has a proposition concerning Macau to make.

Upon hearing this the Portuguese happily recognize the Republic of China as the sole and legitimate government of China.

A delegation of Portuguese diplomats headed by the renowned republican, José Relvas travel to Guangzhou from Macau.
They present to Chiang Kai Shek a deal, tooffer to supply the Republic of China with Portuguese manufactured arms and artillery (Tech level 4) and gift the new republic with three Protected cruisers; Adamastor, Sao Gariel and Candido Reis (Tech level 4.5).
In exchange the Kingdom of Portugal would request a free trade pact between the two nations and an expansion of the the Macau concession (depicted in link) to cover the nearby areas of; Zhuhai, Wanzai, Qiao, Xiaohengqin Dao, Dahhengqin Dao, Jinwan, Doumen, Xiangzhou, Pengsha, Jiuzhou and Gaolan.

José Relvas voices his opinion that such a deal would bring the two countries closer together.

Chaing Kai Shek likes the offer, but asks for a lease clause on the territories mentioned to be added to the concession (say, 50 years). However, Macau itself could stay a part of Portugal indefinetly.

The Portuguese delegation says that such a thing would be difficult as the territories to be added to the concession are to be used in the expansion of Macau city.
Arbitarly breaking up a city would only lead to problems, so the delegation propose a compromise whereas Portugal will lease the new territories for fifty years and after that period of time has passed Portugal will pay rent ( .5 points each year) to the Republic of China for continued use of the land.

After fruitful negotiation with the newly formed Republic of China and it's leader Chinag Kai Shek the Macau concession has been enlarged by eleven new territories; Pengsha, Doumen, Jinwan, Jiuzhou, Xiangzhou, Gaolan, Zhuhai, Wanzai, Qiao, Xiaohengqin Dao and Dahengqin Dao.

Construction of a naval base is set to be begin on Jiuzhou in 1911.

Meanwhile the three old Protected Cruisers NPR Adamastor, NPR Sao Gariel and NPR Candido Reis will be handed over to the Republic of China at Guangzhou harbour escorted by the two light cruisers assigned to Portuguese far eastern holdings, NPR Seita De Carga and NPR Lançasusto.

Legislative Yuan debates the following issues in Sept.-Oct.1909, and passes them:

-The Sichuan Unification Treaty, in which Sichuan agrees to join the RoC in exchange for representation in the Legislative Yuan (and certain other "perks.")

-The Chiang-Relvas Agreement, by a slim margin (overruns in Anhui and the Sichuan Agreement tip the scales slightly in Chiang's favor).

-A law reorganizing the various military units under the command of the KMT as the "Home Guard." (Basically, all my Garrison Units are now classified as this, just a name change.)

-Funding for the Department of State Security is also authorized by the Legislative Yuan, drawing upon the French examples (and secretly, the German examples, owing to the failure of the Shandong Uprisings by their hands.)

Also, the Koumintang officially incorporates as the KMT; it is no longer the Tongmenhui. Chaing Kai Shek, not surprisingly, uses his resources to become Chairman of the KMT....

By-elections held in KMT controlled areas in Spring 1909 and later in Sichuan (though these are more dependent on the Sichuanese warlord leadership than anything) to send representatives to the LY result in a KMT victory, though a significant minority (some from Sichuan tip this balance) exists in the LY to contest Chiang.

In response to the situation in China, the Portuguese parliment votes in favour of commisioning a Portuguese Asian Expeditionary Force. A corps of volunteers in the Portuguese army is dispatched to Macau from where it will march to join the armies of the Republic of China in their struggle.
It is hoped that vital combat experiance will be gained.

The Tsar's government promises the Republic that Russian diplomats will do their best to talk to the Italians.

The RoC replies that it will accept the Embassy in Guangdong, and that it will not take the Italian moves lying down. The RoC also wonders perhaps, if it may have an Embassy in St. Petersburg? And, it also would like to petition for aid in renovating its domestic transportation networks....

Russia would accept an embassy from the Republic in St. Petersburg. As to the railway question, Russia says it will be able to spare money a in a few years., after Sino-Japanese War is over. In the meantime, Russia does have a proposal for a Russo-Chinese Railway that would run from Central Asia (and hence Russia) to China.

The proposal outlines that both would start from their respective ends and link up somewhere in the middle.

[OOC: It would take me spending two points every year for fourteen years to build. So, if we both build half of it I assume we would both be paying two points for 7 years...]

The Marinha Portuguesa offers the RoC Navy the use of the crew and ship of the light cruiser N.P.R Seita De Carga to help train the crews for the RoC navy's own ships.

We will agree to all clauses except Item 1 and Item 2. We do not recognize total Italian jurisdiction over Fuzhou, owing to the circumstances. We would prefer this to be in place:

"1. The Port City of Fuzhou shall become property of the Kingdom of Italy, until such a time as it is to be returned to the Republic of China in accordance with Article 5 of this agreement.

2. Italian citizens in Fuzhou shall be under Italian jursidiction. However, Chinese residents in Fuzhou shall be under the jurisdiction of the Republic of China."

Also, we would like to know when we could get Fuzhou back by the terms of Item 5....

We agree to the change to Clause One; Regarding the second portion, we state that only under the legal system of the RoC do they come under such jurisdiction.

We will however treat all Chinese with respect, and should any crimes be commited, a seperate court utilizing RoC traditions, customs, and laws will handle it with one Italian Observer.

And keep the port for perhaps... 52 Years? However the clause will also allow us to hand it over before then should it be necessary.

After closed deliberations of the Siamese King and his cabinet, the new king decides that it's time for Siam to test its new, modern army. However, his cabinet members advise delicacy, and the king gives in.

An entire brigade of the Siamese Army, commanded by Sakda Mongkut, deserts and takes their weapons as they go (including all artillery), effectively stealing them from the Siamese Government. Disturbingly, they manage to hire private (Siamese-owned) boats to take them to Nationalist China, where they enlist to the man in the Chinese army.

The KMT leadership, seeing its overall position shaky at best, decides to begin consolidating the population under its command culturally. To this end, they opt to push for an initiative to make Cantonese the official language of local civilian and government business, and Mandarin and English the official diplomatic languages. Mandarin will also be recognized as a "language of business," meaning it can be used locally as well, though official government papers and business are in Cantonese.

We would like to confirm the NAP agreement, especially as there was a Non Aggression Clause in the Fuzhou Treaty. However, as for the other deals, they look very interesting. Perhaps you could clarify some of them a little?

The Republic of China is contacted by the govenor of Macau, Luiz Mascarenhas, enquiring on behalf of the Portuguese government whether the majority of the Portuguese advisors in China may return home. Leaving a small contingent to continue with helping the training of troops.

On a side note the RoC is offered the purchase of the Armoured Cruiser NPR Rainha Dona Amelia for 2 points.

The majority may return home, though a few are asked to stay a little while longer, for the possible formation of a military academy along with American advisors.

On that note, the KMT Government quietly cuts trade with Brazil (not that it had much in the first place) to show its protest over the invasion of Argentina.

The RoC is informed by the United States that Washington will be more than happy to take up any slack if Portuguese advisors are withdrawn or weapons sales eliminated. In addition, the Republic is warmly thanked for its tacit support in the South American matter.

Completely coincidently of course, US aid to the RoC is increased from 10 points to 15 points in 1912....

If the Kingdom wishes to keep these areas, it will not act on its threat.

The Portuguese reply that the loaning of Portuguese advisors and the sale of further ships were not included under the said contract and will be withdrawn if trade is cut with Brazil.
However the Kingdom of Portugal realises that the Republic of China is a new devloping nation, troubled from many directions and therefore the Kingdom will not begrudge the Republic to falling under the influence of American dollars. The Kingdom will honour it's agreement with the Republic of China just as it honours it's agreement with Brazil.

Meanwhile, PM Song Jiaoren today announced Congress is debating a 250% import tariff upon Japanese imports, citing increasing pressure from Anti-Japanese factions in the Republic and the need to protect the growing economy of the RoC from "foreign domination." Reports indicate that the Anti-Japanese factions may more than likely succeed in this endeavor, however, voting is still occuring at this time.

In addition, he also confirmed China's right to "defend itself from hostile invaders from all sides," a veiled reference to the two major blocs currently engaged in the present War.

The French government lobbies the Republic of China to join the war on the side of France and Russia. France is currently at war with Japan, who has abused and pillaging China numerous times in the past. Emphasized is the fact that one can never know where their enemies lay, as evidenced by the cowardly invasion of Indochina by Siam, whom the French counted among their allies.

If the RoC joined the war, even against only the Japanese and Siamese, it would be assured allies to fight alongside it, and France, for one, would be very generous after the war...

The RoC Congress announces it has passed the Tariff. However, to compromise with more Conservative elements, it has followed with the following:

-resumption of trade with Brazil, but with a 250% tariff attached as well to last the duration of hostilities there.

With the end of the Rio Plata War, Brazilian ambassadors visit the Republic of China to establish stable relations and help smooth over the brief tension between our two nations.

The Kingdom of Portgal withdraws it's threat of withdrawing all advisors and enquires whether the RoC would like the amoured cruiser offered earlier (3 points)

OOC: If that's the cruiser you offered me earlier, I accepted the offer. I was just saying that I wouldn't be able to use it during the war because of the Argentine blockade.

The KMT leadership wisely takes the offer of a NAP. They offer the following terms:

1. The Empire of Japan and the Republic of China shall not take hostile action against one another, covert or open.

2. The Empire of Japan and the RoC pledge to respect each other's shipping and economic assets.

3. The EoJ and the RoC also agree to respect each other's citizenry. If a citizen of one nation commits a crime in the other, that person shall be subject to local laws or otherwise be punished.

The RoC quietly rescinds the tariff, seeing as how the conflict in South America has ended. They also express a desire to "patch things up" with Brazil, saying in essence, it's time to move on.

The United States reminds the RoC that all three of these points are things that should occur between two nations in any case and should not need to be enshrined in a treaty. Far more concerning is that the Japanese have proved by their behavior toward the Russians that non-aggresssion pacts are meaningless to them and any such document could be used to lull the RoC into a false sense of security.

As such, if the treaty has not already been signed, Washington would advise against doing so.

Japan responds that no non-agression pact was ever broken by them (OOC: I never had a NAP with any of those nations, see my post in the Eastern War)

Japan agress with the ROC points, and more quietly suggests that the massive tarifs be lowered slowly on both sides (as Japan has put retaliotory tariffs on ROC goods), eventually getting back to normal.

Siam, an ally of Japan has broken a clear cut treaty with France, so by association and expansionist leanings, how can Japan ever be trusted. It may not happen til later, but Japan even attacks shipping with a country that is not even at war with it. Despite altercations that that country has no wish to fight a war with it ever, and they have no need to due to no considing interests.

SPain and Japan have allies at war with eachother, and so Japan instantly believes that they are at war, and despite not even declaring war, has captured Spanish merchantmen. Ergo Japan has violated what is to it a neutral country. THey are not to be trusted.

(Really, Germany didn't have to delcare war on the United States when it went to war with Japan, and could have remained neutral with the United States if it had so desired without them fighting eachother. Technically you violated neutrality. Because de facto war without declaration isn't even a real war. And while yes you could have decalred war on me, you didn't meaning you acted in piracy.)

Japan responds Spain cannot lump two nations together. Japan also tells Spain to butt out (OOC: and not much more diplomatically) of Asian affairs.

OOC: and seriously, this is Asian affairs you probably wouldn't know about until it was signed, and as you're concentrating on war in Europe.

SIC:

They agree, but declare that the RoC will have to put it up for a vote in the Congress. They also insist that the Japanese Empire hold up their end of the bargain if this passes.

In the wake of the Sichuan Secession and complaints from all over the Republic, the vote is quietly killed by the proposed treaty being tabled, after having been heavily mutated by angry debates in committees so much it barely resembles the original document. Of course, de facto, the issue is so hot nobody really wants to vote on it again--so for now, it lies dead.

In other news, the Congress sees angry anti-Japanese interests propose a series of measures:

1. The tripling of the 250% tariff.

2. The outright ban of Japanese media and Japanese language education and publications.

3. The outright ban of Japanese land ownership in the Republic of China.

4. A statement condemning Japan as "barbarians" in their recent war with Russia.

5. The retaking of Quemoy to "keep it out of the hands of those pirates [Japanese military forces]."

China replies that the last portion was the work of Anti-Japanese Extremists, who feel that Italy's continued possession of the island only will bring further trouble to the RoC by attracting the Japanese. However, the RoC replies that the proposed Quemoy Resolution will more than likely be dropped as part of future debates.

On that note, the future of French and associated troops interned in Yunnan Province will be decided by a vote as well in Congress.

France, not wanting to pick a fight in Asia it does not have to, acknowledges the decision by Yunnan to join the Republic of China and recognizes the KMT as the proper government of that region. However, France does request that any French military personnel in Yunnan be allowed to cross into Imperial China, where they will then join up with Russian units.

OOC: I think my troops (i.e. actual units) were destroyed in Indochina making their final glorious (but ultimately useless) stand, so this is mostly political.

The KMT, not wishing to have a war it doesn't want either, agrees to hand the French POWs back overland via Imperial China and Russia, citing the near impossibility of using sea routes. It also thanks the French for their decision.

Spain, paying attention to Asia due to it's vested interest with it's Allies who have been wholleped recently, thanks the Republic for it's intelligence, and a personal thanks from Prime Minister Weyler is sent thanking them for letting the French soldiers into Imperial China, and wise governing.

(And Spain wouldn't be interested in Asian affairs if Japan hadn't seized Spanish ships. That action made Spain interested in Asian affairs.)

In order to prevent a widespread panic, the RoC Government urges all citizens to remain calm, see a doctor if they are sick, and try to stay away from healthy people and their possessions. It's the best they can do--not many people know about what this illness is.

The KMT publishes this decree in Fall 1919--

"Regarding the present increase in seditious activity in the coastal cities--

It will not be tolerated. Agents of groups aligning themselves with Socialism and Communism threaten the Republic's moral integrity and the ability of people to do business. However, we recognize that this threat may spread. Therefore--

1. A general amnesty will be offered to all those that pledge loyalty to the government of the Republic of China, and the Nationalist Party of the Republic of China. We will not hesitate to use the Special Republican Peacekeeping Force to put down those who deny amnesty and defy the Government. Socialists beware!

2. A general system of land reform shall be implemented to improve the lives of the people of the Republic in rural regions.

3. In addition, the Republic, to show it is not barbaric, will grant old age pensions and pensions to those disabled on the job. Also, we will institute a minimum wage, to ensure that those working can earn a decent livelihood (OOC: Covered under Level 2 Social Spending)."

The RoC, in another effort to combat the spread of Communism and keep the nation together, convenes an assembly of the remaining Old Tongmenhui, military leaders, landowners, missionaries, scholars, and some factory workers and farmers (to combat Communist accusations of exclusivity) in 1924-1925.

The President of the KMT, Chaing Kai-Shek, and his staff, known disparagingly as the "Cabal" for their tightfisted command over business in the government, attempt to hash out a "New Chinese Way" at the conference, in an effort to produce an ideology that will be somewhat democratic, but also beneficial to the powers that be, mainly the KMT and the "Cabal."

The result is a "Declaration of Governing Moral Principles for a New Chinese Way." A mashup of Confucianist respect for authority, elders and ritual, plus Sun Yat-Sen's Principles, it's main tenets are as follows.

1. The Republic of China has lost its moral and spiritual compass. Therefore, we must find its way back. As a result of this, the Koumintang has analyzed our cultural traditions and the ideals of our founding leader, Brother Sun, to get back on track.

To that end, we agree to these principles:

1. The Principle of Nationalism and the Greater Good: By this, Brother Sun meant a "civic-nationalism" as opposed to "ethnic-nationalism", in which to unite all of the different ethnicities of China, mainly composed by the five major groups of Han, Mongols, Tibetans, Manchus, and the Muslims.

We agree this should be the case; we must be united in the Greater Good of a United Chinese Culture, with One Language and a Strong, Unified Culture. We agree that this United Chinese Culture must be Chinese in character; we must respect Chinese traditions and remember who we are in the face of enemies without and within.

We agree that this One Chinese Culture at the popular level should embrace Chinese values of self-cultivation and correct living. This would include courtesy to neighbors, keeping streets clean, conserving valuable energy resouces, and other such positive behaviors.

2. The Principle of Democracy: To Brother Sun, it represented a Western constitutional-style government.

To this, we add respect for authority and obedience to government, and the strength of authority of government, to ensure it can best provide for the people of the Republic of China and for the United Chinese Culture in the name of the Greater Good.

We believe that the government can function best when the people of China trust in it and go through legal channels to solve grievances, instead of resorting to arms. We add respect for religions of many kinds in China, be they Christians, Buddhists, or Muslims.

We agree that this government should also embrace Chinese values of self-cultivation and correct living, to provide model examples for the People of China, so that all may know the proper virtues of the One Chinese Culture.

3. The Principle of the People's Livelihood: The concept may be understood as social welfare.

We understand it as the attempt to make China strong by building and maintaining a modern capitalist industrial economy to compete abroad. We understand it as an attempt to better the lives of the people by dealing harshly with dangers to them from without and within. We believe it is also the task of the government that in exchange for support from the people, it will render a guarantee of an acceptable minimum standard of living, to be maintained by private prosperity and government intervention.

Copies of this Declaration are disseminated in the Hierarchy of the KMT civil service and posted all over. All university students, prospective military officers and civil servants are required to memorize the ideals of the New Chinese Way, and citizens are encouraged to live by its rules in a nationwide campaign.
