Voronej, The new Parliment building

Andrei Shashkov stood on a podeum in a room filled with all sorts of politicians, army men and journalits. He was about to send a message that would shake the world and bring his nation out of the darkness of civil war. For the past several years territories previously belonging to the Russian Federation were under controll of an allied nation of Tyrandis, during that time several territories were lost to the hostile nation of Hyrgizstan but most of the land was still up for recovery of course the recovery was delayed by civil war. Not everyone was happy with the decision to give up their land to Tyrandis no matter how much support that decision had in the parliment, no matter the speeches talking about time needed for recovery. Rebel warlords rose up and started taking controll of small patches of land, law was non existant, it was pure chaos, hell on earth but today it was all supposed to end. In a slow, calm pace Andrei began his speech.

"Dear comrades, the time has come for us to unite in this dark hour to throw down our differences and to begin a new era. Outside this parliment building brothers are killing their brothers, fathers are killing their sons and blood of our people, blood of Russians has the snow turned red. Meanwhile only our enemies benefit. This must end! Today I announce the emergence of a new nation a nation guided by law, a government that will take us back to the roots of our greatness before corruption of our government undermined our power, our potential. I am talking about going back to the time of one of our most well remembered leaders, Ivan Mishin. Even our current enemies, the Cots still pay respect to him. I am talking about the reemergence of the Russian Communist Republic! The new government is already formed on paper and its physical formation has already been initiated. Soon we will be great enough soon we will have more then just hope. I ask all of those who are fueling this civil war to surrender to the new order, to give up their weapons and take an honorable place in our new society. All rebels who surrender their weapons and sign declaration of non-aggression towards their comrades will be granted complete and full amnesty. We are rising from the ashes comrades! You can rise with us or you can stay in the darkness, it is up to you and no one else."

Andrei walked down from the podeum, non of the reporters dared to ask any questions. The stage was set, what happens next only time will show.

The speech was picked up pretty quickly by the Cottish intelligence agencies which still kept a close eye on the events taking place in what was formerly the Russian Federation and considered one of the greatest threats to the Cottish Realm. The decision to maintain the watchful eye had been a debated one, but now it proved to be a good decision. With the reemergence of the Russians, this time under the guise of communism, a new potential threat to the Realm had emerged. It was sufficient to call an emergency meeting in the Ministry of Defense, where the higher-ranking generals, admirals and beurocrats debated the events. Finally, after two hours of debate, it was decided to take no chances. Military district north was placed on a higher state of readiness, and more resources were devoted to monitoring Russia. The Realm still remembered the brief war they had with the Russians and the subsequent collapse of the Russian Federation, and they were more than prepared to push forward another such collapse if the Russians forced them to do it.

The text of the speech was brought into the daily Cabinet meeting and the Emperor read it over. "What do you suggest we do sir?" The Minister of Intelligence asked.

"Nothing. It might be against our Cottish friends but that's their business. The main concern is their communist government, which will, undoubtedly, be allied with the Eastasians. This is rather a problem but, at the moment, we can do nothing. We've got Grenada to clean up and the fallout from the whole situation has hit our populace hard. We've got more internal problems to solve before we begin to work on external ones. For now just keep monitoring the Russians. They're out there trying to monitor us so let's engage in the game, again...Now, onto more important things."

The Panthean parliament sends this letter to the new Russian government…

“From his most glorious highness…King Conrad VIII, ruler of the Pantheans and lord protector. We send our greetings and bring good tidings in your moment of victory. The Panthean people have always held the Russian people in high regard and much respect, despite various ethnic clashes between Pantheans, we have brought and restored peace to our land. We have fought through a major war that saw our Empire reduced in half and a large amount of our civilians killed, we survived through torture and exploitation from our enemies and gone through a bloody civil war between the old regime and the current Tories. Having said this we hope never to stray on the wrong path again.

From all this, emerged a new and better pantheaa. One that was not interested in imperialism, propaganda, conspiracy theories and anti democracy. But instead, a nation built on fraternity, liberty and freedom. We will not engage in land claims our stick our nose into other affairs. We are a nation that means you no harm. Despite the fact that we are oppose to communist in our nation and want to maintain the Monarchy. We see no need to tell other nations what they can and can not believe.

Being the pious nation that we are. We wish to extend our friendship to the new Russian government. The Russian people are free to exchange in embassy exchanges in our nation, form trading rights and travel to and form pantheaa (with a passport of course).

Finally we will say that it is finally good to see that a equilibrium of power has return to this world.

Andrei was seating behind his desk, enjoying his coffee and reading over the intelligence reports. The head of the newly formed Russian Army Boris Pushkin was walking back and forth parallel to Andrei's desk taking slim looks at the window.

"The snow is falling rather nicely....what do you think about these reports?"

Raising his eyes from the text Andrei set back in his chair.

"The offer of amnesty is having plenty of success. At this rate we will only have a few groups to deal with..."

"I know about that Andrei, I am talking about the Cots."

"What about the Cots? Yes the intelligence grid has picked up some movement, yes they are watching us closely and so is the rest of the TOA but we have other things to worry about now. We can't afford to make the first move at this time, we still need to complete the formation of our government, still need to reform our army, still need to get international backing...in addition no matter how much the TOA hates our gutts and no matter what they are going to do to provoke us we can atleast be certain that they will not invade unless there is some way for them to lie their way around the truth, to make the world view us as the unstabilizing element. All great empires did that, the Romans then they attacked Carthage provoked their opponent to attack them first so they had the shadow of moral high ground no matter how ridiculus it was, we can expect TOA to act the same. We still have nuclear weapons and means to deliver them so unless we make an open move against TOA nations they will not attack us. As I said we have other issues we need to work on before we can do anything, we are one of the two communist nations in the world, if anything the first move in our external politics should be to extend our friendship to the Eastasians and anyone else who doesn't show hostility. That is all I have to say on that. Moving on, Habarov's gang is still at large west of Moscow....."

The masses outside were cheering, the champaign was open and the vote was cast. Andrei was to be the Prime Minister of the new nation for a long time to come. Slowly but the system started to function, people got constant supply of running water and electricity, schools were beginning to open, military road blocks were removed from the streets of most cities Russia began to blossom like a flower in spring.

Andrei caught himself talking to several Parliment members trying to convince them on the matter of his plans.

"Now we need an army. We have too many enemies to be weak, we can not afford to be weak. We have Hirgizstan, Bjornya, Fourth Reich and Cotland all ready to jump at our throat at the first sign of us showing any national pride or ambition. Even if we never fight them in open combat our powerful military will make them think twice before even starting an invasion. I am ready to make all the needed adjastments to the law to help make us stronger, faster but I will need your support."

A Communist superpower on the doorstep was potentially threatening to a nation such as Neuvo Rica, whose politics normally laid somewhere on the far-right. Furthermore, the speech seemed to attack Cotland, a nation with which the Neuvo Rican government had no disagreements.

Vladimir Sartov, head of security in the main Neuvo Rican Russian territory was one of the first to hear the news.

The Orders from Mexico City were clear. Play this one cool, keep relations neutral...

In Murmansk, the brass had agreed upon recommending further satellite coverage of the area and increased patrol activity in international waters. Already, a pair of P-34/A Super Orions, the new and highly modernized successor to the P-7/A LRAACA, which in turn was the successor to the P-3/C Orion were being prepared for take-off at the naval airfield in Apatity for patrols over the Barents Sea. In addition, the air defense systems and coastal defense systems had been brought to a higher readiness after the specific mentioning of the Realm as enemies of Russia in the speech of the Prime Minister, and the land defenses were prepared. Cottish fighters, mainly of the new F-20/A Enforcer and F-25/A Typhoon designs were flying more frequent and aggressive BARCAPs over Cottish airspace and territorial waters. It was already clear from Oslo that no Russian ships or aircraft would be allowed near Cottish soil. A recommendation was sent from the military headquarters outside Murmansk that the Realm declare a security zone around Cottish territory, barring Russian vessels or aircraft from entering. It would be considered at the next cabinet meeting. So would establishing diplomatic contact with Russia, although that was unlikely to happen according to the bookmakers. The odds for that to happen were 11:1...

Now that our parliment is established we will review the subject of the Great Eurasian Line. We need to know more about the project and make sure that it is profitable to first of all our own government, if it is deemed not profitable it will be shut down. We invite you to send your own representative to our Parliment hearing in order to state your case and attempt to convince our Parliment members that the project is infact profitable.

On another note, we do not take threats lightly so you have a clear choice to either have dialogue with us in a calmer manner or we will be forced to ignore your attempts to contact us.

You are also welcome to speak to our Prime Minister, to promote our further relations a phone conference may be in order.

Message to Cotland

Now that our nation has turned a new leaf we would like to cut the loose ends of the past. As you may know Cotland has been an enemy of Russian people since the incident in the Pacific right before the collapse of the Russian Federation. An agreement of peace was nether signed due to all the distructions of the troubled times in our land. However now that we are strong and stable once again we believe that peacetalks should be established for the better of both of our nations. I would also be honored to have a phone conference with your current leader.

Russian defenses started activating as anti-aircraft and border defense units resumed their duties after so many years. All movement close to Russian borders was monitored but an especially watchful eye was kept on the lands owned by Cotland and other TOA members.

"Well, the RCR is amenable to us Comrade Premier; perhaps we should consider ways to assist them with their prosperity."

Premier Zhao agreed with Finance Minister Wei. "Financial assistance? Well, the Russians are a proud people, we cannot have our comrades appear to be totally dependent on us. However, we could always create cooperatives with them; that way they get more finance to help them exploit any resources they have while we get a share of said resources as well as the appreciation of our northern brethren."

Wei nodded. "Sound idea. We want them to prosper as well as we have, so that more peoples of the world will see the benefits of Communism. Of course, that does bring up an ideological issue...."

Interior Minister Yuan cleared his throat. "Are they Zhaoists? I mean, Comrade Premier, you recreated Communism to fit the UER, and the People's Government of Free Palau have adopted Zhaoism although it took a bit of pushing. What denomination of Communism do the RCR practise?"

Foreign Minister Bei shrugged. "We honestly don't know. Keep in mind that we are in the preliminary stages of wooing them; we can always introduce them to the virtues of Zhaoism after we've done so."

OOC: Right now, there are troops from every nation involved (myself, Hawdawg, Hirgizstan, Marimaia, Bjornoya, Rome, Doomingsland, etc.) but there are more of Hirgizstan's troops in his lands and more of my troops in Reich lands, etc.

However, each nation is encouraged to protect their own cargo, but I've already established an extensive security force for the Line to protect everyone's stuff.

I'll see if I can find the thread to the Great Eurasian Line.

After several cabinet meetings and inter-ministry discussions, the UER contacts the Russian Communist Republic with a proposal which, in Eastasian eyes, is too good for the Russians to pass up.

The UER offers the RCR an economic aid package, along with ideas about creating Russo-Eastasian cooperatives to help develop natural resources. The UER also raises the question of closer cooperation between the two; feelers are sent out regarding a possible alliance between the two Communist powers. In Beijing's mind, the RCR would be an excellent partner, being able to provide raw materials as well as giving the UER some much-needed backup should any frosty diplomatic relationships suddenly turn hot.
