Background
Under pressure from the West, Japan and Russia for years, its government failing visibly, its Qing Dynasty failing under the rule of the Empress Cixi, China has reached a major crossroads in its history by 1908.
Then the hand of god or the whims of fate took a hand.
An astronomical body utterly destroys the ancient city of Beijing, destroying the last of the ruling dynasty, vast amounts of historical treasures and killing outright or soon after 5 million people. This event, soon to be known as the Dragons Fire (Long Huo), has left China in confusion.
Confusion that the Kuomintang (KMT) Party under Chiang Kai-Shek uses to its advantage, followed by the Japanese and then others.

The Chinese army is organised around each province raising it’s own regular troops and militias. The largest and best trained (they trained in the European style) of the regulars was the Beiyang Army, the same province controlled the navy as well. The KMT promptly relocates its Tokyo staff to Fuzhou, which is now serving as the provisional capital of the Republic of China. Meanwhile, KMT personnel in Manchuria flee by any means possible, trying to reach KMT areas.

In the meantime, "word on the street" intelligence from the missionaries sympathetic to the KMT indicates that simply put, the Great Powers of Britian, Japan, Russia and France are planning to carve up China (though Japan's actions are painfully obvious). Chiang acts upon the info, asking the missionaries to keep watch upon foreign movements and in the meantime, for the KMT to focus on consolidating its power against other Chinese, and not to touch the foreigners unless absolutely necessary--they don't have the resources to get into trouble with the Great Powers.

Japanese Army was being preemptive... remember, Japanese Military will sometimes act without necessarily paying attention to what the government orders (Manchurian Incident, various coup attempts etc). So far its a on a mild scale, but it will err on the side of caution when acting against the Chinese
incidently, refer to the provience maps that have links above and note the proviences you control or de facto control
incidently, the Army mostly expelled KMT people and rarely arrested them. They also didn't get them all, but you wouldn't know that

January – April
Yuan Shikai organizes his 4 provinces and secures his control. He manages to buy arms and equipment from the Dutch and expands his army to 375,000 men, all reasonably well trained and equipped with modern (although not state of the art) European weapons. At the end of April he declares himself Emporer and ruler of the new Shikai dynasty.
Meanwhile, the old Imperial Fleet is essentially left to rot as sailors and officers, unpaid for months, desert and leave the fleet of 7 obsolete or obsolescent cruisers and a flotilla of obsolescent torpedo boats to rust as they sit in the harbor of Tientsin.
The Germans and British solidify their political and military control of Tientsin and Shanghai respectively, while the Japanese solidify their control over Manchuria and essentially annex the 3 provinces they have. War threatens in Manchuria between the Russians and Japanese before gradually the threat lessens. Meanwhile, the Russians solidify their control over Sinkiang and essentially annex it.
The French, having already solidified their control over Hainan island reinforce the defenses there.
In addition to the areas controlled by the KMT, Yuan Shikai, and foreign powers, 8 other major provincial governors have seized control of their areas and have formed little states of their own.

December 31st, 1909-
A deal reached between the Republic of China and the United Kingdom in negotiations in Hong Kong has resulted in Shanghai becoming an "Economic Trusteeship" of the United Kingdom. Under the terms of the Treaty of Hong Kong, the city would accept British protection, its resources to be managed by the United Kingdom to aid in development of the local economy. Negotiations would occur in 50 years concerning the Trusteeship.
In exchange, the RoC will recieve a fixed amount of development aid from the UK, and will also be recognized by said state.
The treaty itself has provoked division in Parliament; though its wording, played to save face, has deflected some of the anger. Still, Chaing's discussions with the other KMT bigwigs get it passed.

Japanese forces move into eastern Nei Mongolia (inner Mongolia) and occupy it, facing more difficulties from the rugged terrain and weather then from any opposition. Meanwhile, Russian forces occuply Mongolia (RL Mongolia) with similar difficulties.
Other Japanese forces occuply Beijing province, including the ruins of the city.
In Shandong province, the pro KMT governor is assassinated by one of his generals, who then invites German forces into Jinan, pointing out to the German government that Jinan would allow rail links between German forces in Tsingtao and Tientsin (ooc and incidently keeping the Japanese and Russians from invading his province).
Shikai forces from Shanxi province crush local warlord troops in Lanchow and take over Gansu and Ningxai provinces, gaining substantial resources.
Gouzhou province decides to ally itself with the KMT. (ooc giving the KMT that province, its resources and troops)

The Japanese attack with 8 corps (4 regular, 4 reserve) supported by 2 HQ units (their 1st and 2nd Armies) while the Imperial forces defend with 3 infantry corps and use the rugged terrain as best they can.

none, as Shangdong province has Tsingtao and Jinin in it, while Tientsin is a seperate administrative area from Heibi, which is south and east of Beijing. Beijng was its own administrative area (and has been overrun by 2 corps of Japanese troops).

As the Japanese and Imperial troops are fighting a major battle, the KMT, with foreign monetary assistance, attempts a countercoup in Shandong province which fails. Several assassination attempts are made against the Chinese general ruling the province and they fail as well, as German advisors and long experience dealing with palace intrigue serves the General well.

In fierce fighting, the Japanese manage to take Kalgan, but at the cost of 30,000 casualties (and one corps destroyed). Imperial losses are heavy as well, nearly 60,000 (destroying a corps and driving the other 2 out of the area).

The Japanese are forced to use both HQs to reorganize 2 corps to keep the pressure on

The Japanese continue to advance, and badly mauled, the Imperials fall back to make a stand at Taiyuan. Another major battle results, but this time the IImperials hold at the cost of 20,000 casualties (no game effect in terms of unit losses) while the Japanese suffer 30,000 casaulties (and lose another corps)

Japan has lost 1 regular and 1 reserve infantry corps, the Imperials one infantry corps but to buy tech level 4 or better units now costs the Imperials twice as much due to the fact that they have difficulty getting foreign weapons (ooc in secret the Russians are providing them, but now these weapons and ammunition must now go across the Gobi by camel instead of by road and rail from Russia directly). This aid is not yet known by the Japanese.

The fighting does however exhaust Japanese munitions supplies (ooc remember that unit maintenance costs twice as much to extend combat operations beyond 3 months). This forces an end to Japanese offensive operations unless additional munitions (ooc more points spent this year) can reach the front.
Meanwhile, Yunnan declares itself independent and allies itself with France, while KMT forces overrun Anhui province and Sichuan province makes a deal with the KMT and joins the Republic of China.

IC:Germany is officially anouncing a protectorate over Shandong province and Tientsin.
France recognizes Yunnan, and begins assisting the Hainanese in creating a military. The Légion étrangère begins recruiting from the Hainanese population, though widespread illiteracy and little knowledge of the French language mean that the "Hainan Brigade" will be some time before it is combat ready. The eventual goal, as per a joint Franco-Hainanese statement, is that veterans of the Hainan Brigade will be able to form a cadre from which to train a useful military force for the republic.
Russian troops are ordered to secure South-West Inner Mongolia and Qinghai as soon as possible.
The United States formally recognizes the Republic of China effective January 1st, 1910 as comprising of Fujian, Guangdong, Shandong, Hunan, Zhejiang, Jiangxi and Guangxi Provinces. Any foreign violation of this territory will be looked upon most unfavorably. In addition, Washington recognizes the Republic's vested interest in reunifying all the territories of the recently shattered Chinese Empire.

The Chinese Support Government de jure administers the following Chinese Provinces: Beijing, Hebei, and the occupied portions of Shanxi (the majority of which is still under Imperial Control), however de facto control rests solely with the Japanese Army. The Provinces of North East Outer Mongolia, Lianoning, Jillin, and Heilongjiang have been officially annexed into the Japanese Empire and Japan no longer considers those areas to be part of China.

Japanese forces secure Heibei province and move up troops to renew the attack on Taiyuan in Shanxi province after scrapping up all reserve ammunition (ooc the Japanese had some points available as a contingency). The Imperials still have 2 corps defending the city, while the Japanese have managed to bring up 3 more corps to reinforce the corps remaining in the area from the previous battle. This time the Japanese are able to take the city, suffering the loss of another 30,000 men (and another corps destroyed) while the Chinese are badly mauled, losing 35,000 men (and a corps destroyed). The Imperials then counterattack out of Henan with 2 cavalry corps, catching the Japanese still disorganized from the attack on Taiyuan. The counteroffensive fails to drive the Japanese out of the province but does take back Taiyuan. The extremely costly battle results in 60,000 Chinese and 60,000 Japanese casualties (and 2 Japanese infantry corps and 2 Chinese cavalry corps are destroyed). (ooc Japanese lose 3 regular corps in this battle incidently).
Meanwhile, Japanese plans to conduct amphibious operations are delayed to due bad weather.
A large Italian fleet leaves the Mediterranean bound for East Asia (ooc won’t arrive until January)
KMT forces occupy Hubei province with its important communications center of Wuhan (gaining 25 million but no resources or troops but 12 food production). The KMT also overruns Anhui province, preventing Imperial China from getting it (as it was busy fighting the Japanese in any case). The KMT also overruns the Jaingsu province (another 20 million people, 30 food production but no resources). The prevents a British attempt to gain influence in the area after the KMT government stands the warlord up against the wall and shoots him for treason.
Tibet declares its independence and signs a defense and commercial treaty with the British.
In Yunnan the pro French ruler defeats a coup and assassination attempt.

Chaing Kai-Shek has the example of the Jiangsu Governor placed in the newspapers in the RoC as a warning to those who "would oppose the unification of China and betray our homeland." He also praises the "brave soldiers who have retaken the rebel provinces in the name of the Republic and the Chinese people."
The efforts boost support for him in the Legislative Yuan (which makes things easier, though Chaing has the ultimate power), and it certainly increases trust in Chaing--after all, he's producing results!

In response to the situation in China, the Portuguese parliment votes in favour of commisioning a Portuguese Asian Expeditionary Force. A corps of volunteers in the Portuguese army is dispatched to Macau from where it will march to join the armies of the Republic of China in their struggle.

Reinforced Japanese forces attack Taiyuan again, and this time take the city at the cost of 10,000 casualties, while destroying the Imperial corps defending the city (and inflicting 75,000 casualties). The city falls and the Japanese then secure the remainder of Shanxi province against little resistance. They then attack into the remainder of Inner Mongolia and Henan provinces. Here they face more determined resistance.
In Inner Mongolia 4 Japanese corps and 1 HQ face 2 militia corps and 2 light infantry divisions fighting to defend the key cities of Houhot and Baotou. The Chinese hold their positions in Inner Mongolia, in spite of losing another 35,000 men and inflict 15,000 casualties on the Japanese.
In Henan, the KMT commander of the Hubei province decides to assist the Imperials, whatever the KMT government thinks, and sends a pair of garrison divisions to help defend Zhengzhou, already defended by an Imperial infantry corps. The Japanese attack with 2 infantry corps and 1 HQ but are held at the cost of 5,000 Japanese and 15,000 Chinese casualties (mostly KMT).
At Fujian province, the Italians land an infantry corps at the treaty port, and then use that corps along with an amphibious landing to secure the rest of the city in the face of KMT forces including 1 garrison division, 2 light infantry divisions, and 2 infantry corps. In the fighting, which becomes very intense, much to the surprise of the Italians, naval gunfire support is critical in the fighting, and also wrecks much of the city. The Italians bring ashore another infantry corps, and that is enough to finally take the ruined city after nearly a month of fighting and then hold it in the face of determined counter attacks by a KMT force of 2 Infantry corps, 2 cavalry divisions and 1 light infantry division.
The KMT loses 130,000 men, along with 2 infantry corps, 2 light infantry divisions, 1 garrison division and 1 cavalry division, while Italian losses are limited to a mere 15,000 men and no units are destroyed. However civilian losses run nearly 100,000, and a strong KMT army of 2 infantry corps, 1 light infantry division and 1 cavalry division remain outside the city preventing further Italian movement outside of the city.
Meanwhile, a corps of Portuguese troops arrives in Macau
Russia continues to funnel aid to the Imperials (OOC: 14 points in 1910). In addition, they issue an objection to Italy's unprovoked attack against the Republic of China. It is noted that Italy did not even declare war against what is essentially a soverign nation. The Tsar's government promises the Republic that Russian diplomats will do their best to talk to the Italians.

Chiang makes an address to the people of China, praising the actions of the soldiers at Fuzhou and proclaiming that those who died "defending China against the Caesars. He remains silent on the Imperial issue. Though the Henan Commander disobeyed his orders and went rogue, he did end up boosting the KMT's popularity at home. So, only a token rebuke is sent.

On May 20, The Emperor Yuan Shikai decides to borrow a page from the Roman Empire, and appoints Duàn Qíruì as his successor after the death of Yan Xishan as well as Shikai's son by Japanese assassins in early May. Although a break from Chinese tradition, it offers continuity that is badly needed.

Japanese forces halt in place as threat of war with Russia forces the Japanese High Command to delay offensive operations until they are sure they aren't facing attack elsewhere. Only in northwest Mongolia does the fighting continue at a heavy pace as Japanese forces attack Hohhot. The Imperial defenders, with 2 militia and 1 infantry corps fight bravely, inflicting 20,000 Japanese casualties and the cost of 40,000 Chinese casualties (and 1 militia corps) and manage to hold on.
Meanwhile, in Fujian province, the Italians push out from Fuzhow, and rather than face battle, the KMT Army falls back in order to avoid casualties. Other then skirmishes, the fighting is light and Italian forces secure a 100 mile perimeter around the city. Additional Italian forces arrive, including 1 HQ and 2 cavalry divisions, while the Italian fleet now musters 1 battleship, 2 armored cruisers, 2 protected cruisers and 1 destroyer flotilla, plus several transport units and merchant shipping units that provide a supply link all the way back to Italy via the South China Sea, Indian Ocean, Suez Canal and Mediterranean.
A pair of KMT protected cruisers leaves port and steams away from China for points south and east.
Meanwhile, Duan marries one of Yuan Shikai's daughters, formalizing the link between the two men by marriage.

The war scare between Japan and Russia ends, and the Russians send even more aid to the Imperials (ooc another 6 points, used to equip 3 more light infantry divisions that show up in November).
The Battle of Hohhot continues and the Imperial army continues to hold its ground, inflicting 5,000 Japanese casualties at the cost of 20,000 Chinese casualtes (and another Imperial militia corps destroyed). The city itself no longer exists except as a pile of ruins, and miles and miles of trenches make up the lines on both sides.

Further south, the Japanese launch a new effort to take Zhengzhou and get south of the Hwang Ho River. The line, held by 2 Imperial militia corps, 1 Imperial infantry corps and 1 KMT Garrison division (which is now an Imperial Light Infantry division as its changed factions) is assaulted by 4 Japanese infantry corps, and continues to hold, inflicting 30,000 Japanese casualties (and destroying a Japanese infantry corps) while suffering 35,000 Chinese casualties (and another militia corps destroyed).
However the important thing is that in both battles the Imperial Government has held off the Japanese and gained still more credibility with the Chinese people.
With the majority of the Japanese strength focused on Henan and Western Inner Mongolia, Shanxi province is held by a pair of Japanese reserve infantry corps, along with a corps of Chinese support government troops (puppet troops) only recently equipped and trained. Shikai himself takes command of the Shaanxi Army and launches a counteroffensive in August with 9 light infantry divisions. He gains complete surprise, and utterly destroys the Japanese army in the area, wiping out both the puppet troops and a corps of Japanese reservists and shattering the other Japanese corps and inflicting 65,000 casualties (40,000 of which are Japanese) (in effect, all three corps are destroyed) while suffering a mere 5,000 casaulties in return.

The Chinese plunge deep into Shanxi, taking Taiyuan on the run before a defense can be organized, and forcing the Japanese to send troops from Manchuria and Korea to organize a defense in Heibei province. The Japanese commander in Henan, frustrated at another failure to crack the Hwang Ho line, and worried about his flanks and rear, orders a retreat, and Japanese forces pull out of Henan province as well.
It is a massive Japanese defeat, and more of the Japanese government demands an end to the war which is now clearly stalemated at best. In a mere 2 months, another 75,000 Japanese have become casualties, and no where has a victory been won.
Meanwhile, further south, the KMT continues to glare at the Italians. Advisors from Germany and equipment from overseas continues to arrive as the KMT attempts to whip its army into shape.
In the Indian Ocean, 2 KMT protected cruisers begin hunting Italian merchant shipping and manage to capture and sink 10 Italian ships (and stop another 20 British, 3 American, 4 Dutch, 5 French and 2 German ships as well for inspection). However, one of the Italian ships manages to get a message off, and an Italian armored cruiser on its way from Italy to China is close enough to respond, catching one of the Chinese cruisers and sinking it in a one sided battle (Italians have bigger guns, longer range, better armor, better training and more experience and suffer no significant damage or casualties while killing nearly all of the Chinese crew... 40 prisoners are taken, including a Briton who is serving as a mercenary officer, and the captian, a Dutch mercenary commander).
The Marinha Portuguesa replies that the Seita De Carga will be helping the RCN in a training capacity only and never had any intention of attacking fellow Europeans.
The Portuguese as a nation are appalled at the suspicous and rude nature of the Italian statement. The notorious portuguese tabloid press jumps on the issue and a series of scathing articles nad cartoons appear.

Piracy would be to allow the theft of the Treaty Port owned by Austria, Italy, Britain, US, etc. We simply cannot allow our land to be taken and thus, have secured ourselves.
The Russian military observers with Shikai's staff offer him congratulations on his stunning victory. Several days after the battle it is trumpeted through out major Russian cities by the newspapers, a telegram arrives from the Tsar, personally congratulating his fellow monarch on the excellent job his troops have done against the "imperialist" Japanese. More aid is promised next year and the Tsar writes thath he "hopes our two great nations may become closer then ever before."
The Russians also take notes on the war and methods of fighting being used.

Notable events so far
Machine guns are becoming more common, especially in the hands of the European and Japanese troops. The Imperial and KMT have them as well, but not as many and without the ammunition supply. Fast firing artillery is discovered to be the major cause of casualties, a principal reason Chinese casualties are generally much higher then European and Japanese casualties.
Horse cavalry charges are suicide against infantry armed with magazine rifles and machine guns, as are infantry charges. Many attacks fail, which European observers put down to improper training and the typical "what do you expect from wogs" mentality.
The first use of an aircraft occurs, as several French and American built aircraft are used on an experimental basis by the Japanese for observation, while the Italians use several seaplanese at Fuzhow (no notable game effect yet though).

The Americans never unrecognized the Imperials from when they used to control all of China, and recognizes the Republic of China in only a few provinces. Defacto, therefore the Imperials have recognition. The US does not adjust this position for the time being.

September - December 1910
the KMT Navy, consisting of 1 light cruiser and 2 protected cruisers, begins making night time minelaying runs to the approaches of Fuzhow on September 21 The first couple of trips are unobserved, and mines claim the battleship Benedetto Brin, and protected cruiser Calabria and over 1,200 men
drowned. On the third trip, the Italian armored cruisers Marco Polo and Carlo Alberto spot the three Chinese cruisers as they nearly collide, and exchange fire but to no real effect other then to prevent the Chinese from completing their mission.
Over the next 2 weeks, as weather and conditions permit, the Chinese continue their sorties, and mines claim 20 Italian merchant ships damaged or sunk. Not until October 15 are the Italians able to intercept again and once again the 2 Italian armored cruisers exchange fire, this time damaging a light cruiser and protected cruiser, and sinking another at no loss to themselves.
Meanwhile, in the Indian Ocean, the remaining KMT protected cruiser manages to sink 12 Italian merchant ships carrying supplies to China before it to is found and sunk by the Italian protected cruiser Elba, which is also sunk in the fight.
By November, winter gales and rain make planned actions by the Italian fleet impossible, but they do send a pair of battleships to hunt down the damaged Chinese cruisers, and eventually find them, destroying both as they lay under repair.

The Chinese naval offensive does have some effect though, as it forces the Italians to commit nearly all of their cruisers to the Indian Ocean and South China Sea to protect supply lines, and stalls planned offensive actions. It also reduces supplies to a trickle, preventing any offensive activity.
On land the KMT is not idle either, launching continuous probes and patrol actions against the Italian perimeter and inflicting low but steady losses.

Money is also spent to provide medical clinics and schools for the urban population of the Chinese Empire. On December 1st 1910, the US, officially as a precautionary matter to shore up defenses in East Asia, orders the transfer of the following forces to the Philippines for a "show the flag" mission of unspecified duration:

Following the Shanghai incident, the Local Garrison Commander and the Shanghai Governor-General are sacked and replaced by more careful personnel. In reponse, 120,000 (.61 points) pounds are given to the families of the victims.

Fujian campaign
Italy, tired of the protracted fighting around Fuzhou, launches a major offensive aimed at nothing less then clearing all of Fujian province of KMT forces and imposing a peace on the KMT government. The weather is also reasonable, allowing a campaign to be launched.
Using destroyers and protected cruisers, the Italian fleet is able to send a warship to each of the Chinese treaty ports capable of handling a warship, effectively preventing the Chinese Navy from recovering from the losses it suffered the previous year (as it has no place to go). Italian battleships also take station near Guangzhou, effectively preventing KMT forces in the Guangdong province from moving and also bombarding KMT military positions.

Although driven out of the province, the KMT Army decides to pull everything it can together for an offensive to punish the Italian Army and possibly get the province back, or at least half of it.
Pulling forces from Goungdong, Sichuan and elsewhere, the KMT Army manages to assemble 2 infantry corps and 6 light infantry divisions and launches an attack in early February. In bitter and desperate fighting, the Italians are forced to retreat, giving up the western half of the province and suffering 15,000 casualties (and another corps destroyed) but at a heavy cost in Chinese casualties, 60,000 in all and 4 light infantry divisions destroyed.
Both sides now exhausted, the fighting ends for now.

After a series of tense negotiations, the KMT brass, including Song Jiaoren and Chiang Kai Shek, plus representatives from the Kingdom of Italy (their Shanghai Consulate, mainly, plus the commander of the Italian East Asia Expeditionary Force), have agreed upon the following:
1.The island of Quemoy and associated islands shall be ceded to the Kingdom of Italy for their use as a military base.
2.The Kingdom, in exchange, shall vacate its forces from Fujian Province proper.
3.We also resolve that the Kingdom of Italy and the Republic of China, having experienced untold suffering and damage to property and personnel, shall resolve to refrain from aggressive actions in the future against one another (OOC: A nonaggression clause).

In March, a corps of Russian infantry is deployed to Bautou to provide training cadre for the Imperial Army, and to also provide a tripwire in case the Japanese attack again.
Italy has agreed to this proposal, and immediatly begins to pull back. Preperations are made to bring home all the troops except for the two Fortress Corps which will protect the Islands.
Italian Plans for the Island include a rather large Naval Yard, Walled Island with a Naval Fortress, along with a large trade sector.

In early June 1911, Russian forces move into Henan province, along with the bulk of the Imperial regular Army. On June 12, the Imperials attack Shandong Province and the German heavy infantry corps present, as well as the 2 local warlord garrison divisions. Imperial casualties are heavy, but they massively outnumber the German and puppet Chinese forces, and smash them, taking first Jinan, and then threatening to overrun Tsingtao, and forcing the Germans to evacuate their civilians and remaining soldiers by June 30.

It is clearly a concerted effort. Other foreigners are killed occasionally, but the main targets are clearly Japanese businessmen and diplomats.
No group takes responsibility, but placards appear in public places calling for all good Chinese to drive the Japanese barbarians out of China.
No such incidents occur in Imperial China (although there are fewer foreigners there in any case).

Several thousand more are black-listed and tailed by Japanese Intelligence agents.

Ministry of State Security elements fan out all over KMT China, rounding up Socialist Labor leaders, members of medium and small sized socialist factions, and local politicians and even military felt to be threats to the KMT (either by sectionalism or by sheer crookedness), and accusing them all of "treason," "conspiracy," and being "threats to the social order." They are put on trial in a series of show trials in Guangdong, Wuhan, and other major cities, where evidence and witnesses, real or not, are used to convict many of these suspects.
A good many of the more important figures are shot in public executions; those judged to be lower level figures by MSS are put into chain gangs.

On August 12, 1912, when it becomes clear that the French Empire in Indochina has been destroyed, the government of Yunnan declares for the KMT and Republic of China and interns all French and Allied personnel (having already done so to all Coalition citizens at the start of the war). These people are then handed over to the Nationalist Government to deal with.
Meanwhile, the situation in Sichuan worsens for its role in the Republic of China. Considerable disapproval over the proposed treaty with Japan exists in the halls of government and careful arrangements are made.
On August 23, the government of Sichuan secedes from the Republic of China, and takes with it 3 garrison units and 1 cavalry division (which starts marching for home

Regular "grunts" are promptly sentenced to hard labor for the mutiny, NCOs and the commander are executed for mutiny charges.

A fairly prominent US State Department official is quoted as saying that the American terms for Japan at the upcoming Arlington Conference look more than reasonable in light of recent events. The Japanese keeping even Manchuria and Korea could be construed as generous at this point (in light of Japanese aggression) and that Tokyo pushing for anything more is not going to look good at all...

the following have expressed interest in playing Imperial China... Middle Snu, Ato-Sara, and Amestria. My first choice would be Middle Snu as he didn't get to play a major power last game, and was extremely helpful both games, with Ato-Sara being second choice for same reasons (although he did get to play a major power in the form of USAE for the 1940s-60s period). Amestria got to play France for a while this game, a major power, which is why she is my third choice.
Middle Snu, indicate interest by TG or replying to this post. Imperial China will not be available however until 1914, and I will handle its 1914 build. It becomes a PC nation when the current Emperor Yuan dies (as he did around this time period, probably from heart attack in 1915 in RL). As he has a designated successor, transfer of power should be seemless enough this time.

The First Communist Revolution in China 1924
As oppression by the KMT intensifies, and corruption continues to by a serious problem in the Republic of China, the Chinese Communist Party gets increasingly eager to attempt to overthrow the KMT. By 1923, revolutionary cadres are in all of the major cities, and they have convinced themselves that the people will rise with them if only given the signal. By the fall of 1923, and into the winter, increasing steps are made to attempt revolution, and the Party has convinced itself, in spite of dissent and warnings by some junior party members, that success is inevitable.
On February 5, 1924, as the Chinese New Year begins, the CCP launches its revolution. Armed militia groups rise up throughout China and call for the workers to join them.
Sadly for the CCP, the workers aren’t in the mood to die for the Party, and watch with detachment as the KMT Army and Police move in and kill Communist militia by the thousands.
Within days its over, and the CCP has taken a severe blow. Survivors flee or go underground and rethink their strategy, and more importantly, their doctrine.

CCP had 8 untrained militia units, and are easily as they attack KMT garrison, regular army and police units. KMT losses are minimal.
Over 90,000 Communists are killed.
This opens the way for the CCP to shift its objectives from an urban proletarian revolution to a rural peasant based revolution and will ultimately open the door for Mao. Serious setbacks and disasters however are likely in the future.
Parthini is now the CCP player, and 5% of the KMT budget is lost each year as it actually goes to the CCP. So now there is a third faction in Divided China.

In the wake of the failed revolt, the KMT leadership congratulates the Special Republican Peacekeeping Force and the regular Army's success in suppressing Communist revolt. Secretly however, it begins to consider a truce with the Communists in the event of war with ithe Imperals, knowing that if war breaks out, it would pay to have them at the very least not hurting the KMT actively.
Meanwhile, the leadership also steps up its land reform plan....(OOC: Think continued pointage to that end.)

The Depression raises tensions in China and millions are thrown out of work in all three China's. In Manchuria and Korea, Japanese industrialist behave normally, and following the usual Japanese cultural pattern, lay off Koreans and Manchurians first, while doing their best to keep any Japanese workers.
This naturally creates bitter resentment on top of already considerable resentment over Japanese colonization and the obvious attempt by Japan to submerge Korean and Manchurian culture and demographics with their own.
Terrorist type attacks begin in Manchuria and Korea, starting with assassinations and continuing with bombings, sabotage and robberies of Japanese people and businesses.

CCP has a guerilla unit in Port Arthur and Harbin, and Koreans have a guerilla unit in Seoul. Although the Japanese have a very considerable secret police and intelligence network, it is the police and garrison units in Korea that are what ends up fighting the campaign. Heavily outnumbered, the Korean guerilla unit is gradually destroyed via attrition over the course of 1925.. 5,000 Koreans killed or captured (and then killed), along with 30,000 more rounded up and imprisoned. Japan suffers 2,000 casualties.
Meanwhile, in Manchuria, 2 CCP guerilla units face off Japanese police divisions and an attritional war there lasts over the year. Along with the fighting, the CCP launches strikes by Manchurian workers to hurt the Japanese economy. This results in Japan suffering serious disruptions in coal and iron ore production from Manchuria this year (no growth for 1925 in addition to existing Depression effects). The guerilla units are gradually destroyed as well, with 10,000 Chinese dead, along with another 100,000 Manchurians imprisoned (Japan can use them for slave labor should it desire).
In Imperial China, in the mountians northwest of Lanchow, the CCP begins currying the favor of the locals, building up local support.
In the Republic of China, endemic economic inefficiencies and corruption are a serious problem and in spite of the large KMT national police force, the CCP places guerilla units in Chungking, Chengtu, Kweiyang, and Changsha. With 19 police divisions, the KMT react fiercely, and attritional combat continues over the course of the year, resulting in the destruction of all of the CCP guerilla units and resulting in government forces killing 200,000 people. However, over 40,000 KMT troops are also lost (along with 2 police divisions).
The guerilla war brings industrial production to a standstill however, forcing the KMT government to go to wartime spending as it borrows huge amounts of money to keep itself going.

Greatly worried by the number of high interest loans being made to the KMT government by French banks, the Ministries of National Economy, Finance, and Commerce announce that the French State will be assuming all existing French loans to KMT China at the start of 1926 and, as of August 1925, are forbidding French banks from making any further loans to KMT China.
Says Minister of Commerce Paul Painlevé to the French press, "We have no confidence in the KMT's long term viability, much less its future ability to repay its debts."
