SIC:

The American NSA passes on to Buenos Aires that it has discovered the source of Bolivian unrest toward Argentina. Chile was smuggling arms across the border. It should be worthy of note that the government in Santiago has recently been ousted in an election and that the policy of involvement in Bolivia has been recently dropped. However, Argentina may do as it wishes with this information.

Secret IC: (takes place in late 1908 and early 1909)

With the discovery of Chile's responibility for funding anti-Argentinian efforts in Bolivia, as well as causing other problems in Bolivia, the Argentinian leadership is outraged. They demand action aganist Chile to punish it for its actions, but keep the planning and discussion of demands in closed door meetings within the Argentinian government (Argentina doesn't talk to Chile yet). After a while, the government settles on a course of action. Secret talks begin with the US, with feelers sent out for possible US aid aganist Chile owing to the US-Argentinian alliance and partnership.

Several Argentinian military units are quietly shifted around, and the brand new Argentinian warships are put out to sea under the premise of "Naval Excerises and Training".

The Argentinian government is preparing for something major.

The United States sends another, smaller aid package to Argentina in 1911 as it furthers its policy of maintaining close ties with important South American allies. Preoccupations with Asia mean that the total is smaller than in previous years, but officials in Washington assure Buenos Aires this does not mean the American-Argentine friendship is waning in the same manner.

Argentina may go to National Effort beginning March (meaning it gets 83% of the extra 10 points it would get if it had gone to national effort at the start of the year, or in this case, an extra 8 points)

The Army wants 4 of those points spent on a theater supply unit, so that by the time its ready (in September) it can be used to get the army moving again so that Bolivia can be wrapped up. Navy wants other 4 points to use to get some mines if war with Brazil or Chile breaks out.

Ultimatum to Argentina

News has reached the Brazilian Government of Argentina's imperialism. These actions will not be tolerated. We have sent three demands that must be met by May 1st or our non-aggression pact will be rendered void and military actions will be taken. The demands are:

1. All Argentine forces shall withdraw from Bolivian territory immediately.

2. The Military of Argentina will stand down to maximum of 50,000 soldiers and all Argentine war vessels will return to port until a formal peace treaty is signed.

3. Argentina will pay (5 points) of war reparations to Bolivia.

The Argentinan government rejects the Brazilian demands, citing counter-points.

1. Argentina shall keep its forces in Bolivia to eliminate all anti-Argentinian activities and terrorism. Bolivia has failed to address the anti-Argentinian activities since 1907. Thousands of Argentinians have been victim to these elements in the past five years.

2. We will not be cowed by threats, and we will not be dictated how to run our own country. We are not Brazil's puppet to be smacked around as Brazil sees fit. We will restore peace to Bolivia, once the terrorists, gurriellas, and so forth are eliminated.

3. We will not pay reparations to Bolivia who has failed to eliminate the ones responible for committing acts of violence, thievery, murder, and other despicable acts upon Argentinians. We will rebuild Bolivia on our own terms, with Argentinian money and resources*.

We acted upon Bolivia to protect its own people from themselves. We will not be intimidated by Brazil. In addition, Brazil has no business in Bolivia as it was Argentinians who suffered atrocities from the Bolivians while the Brazilians were sitting around safely in their cities hundreds or thousands of miles away from the Bolivians.

The Argentine Expeditionary Force in Bolivia suffers 45,000 casualties from disease and exposure and malnutrition as supply is still a trickle. Most (30,000) of these men return to duty, but deaths and permanent disability rates are high (15,000)

Losses in horses are similarly high, and the Argentine Army is forced to disband a cavalry division to keep the remainder of the Army up to strength.

In June, continued harsh weather and lack of supplies cause another 20,000 Argentine casualties. (another cavalry division is disbanded to keep everything else up to strength).

Frustration and anger sets in among the Argentine Army.. mostly directed at their government.

In July, the Argentine Army and its commanders finally are angry and disgruntled enough to act. With no budget additions to fund some logistics units, and casualties continuing to mount from weather and lack of supplies, the Army begins marching back home.

Heavy equipment is abandoned, and the 5 light divisions that remain, plus 1 cavalry division, march home. Another 20,000 become casualties (the last cavalry division is disbanded as its horses die out), but the 75,000 men that remain are battle hardened, and the toughest of the remaining troops.

By the end of July they have completely pulled out of Bolivia and are assembling at Salta

Rebel forces move against Cordoba, planning to march to the capital and deal permanently with the government. Both the Rebels and the Government each pick up a corps worth of untrained militia.

In mid August, the Rebels attack the Loyalist Army at Cordoba.
Rebel forces: 5 light infantry divisions (profiency level 7, +1 for experience)
Loyalist forces: 1 garrison division (profiency level 2), 1 Marine brigade (profiency level 7), 1 mountain division (profiency level 7) and 1 static infantry corps (profiency level 6)

The Rebels suffer 10,000 casualties (and 1 light infantry division destroyed) but inflict 25,000 casualties on the Loyalist forces, and destroy 1 garrison division, 1 mountain division and route the infantry corps, and force the entire Loyalist Army into retreat. The Rebels also take Cordoba.

They also prevent the Loyalist Army from retreating to Buenes Aires and force it south where it eventually ends up at Bahia Blanca, along with the navy and government.

Rebels march into Buenas Aires which falls without a fight on August 25

With the capital now secured, Brazil sends a message to the revolutionary forces in Buenos Aires. They are complimented for their courage to take on their self-centered government and prevent unneccessary deaths. They are also assured that the Brazilian Army will begin demobilization and that they need not fear the Brazilian Republic.

The mood in Washington takes a sour turn as the talks there concerning the South Americans manage to collapse when the Argentinians lose control of their own nation and the other delegates walk out in frustration.

The US remains quietly observing the mess as the Argentine Army advances on Buenos Aires. Washington does not take a side formally in the civil war, though it is worthy of note that no aid is offered to the government in its struggle. The Bolivians are promised assistance in rebuilding in 1912 and while the Brazilians and Chileans are thanked for their patience in this matter and reminded that the United States still considers their welfare a priority, the US takes a step back from interfering directly in South American affairs for the time being.

That chaos in Mexico is beginning to attract more attention...

Rebel forces consisting of 3 light infantry divisions attack the Loyalists at Bahia Blanca and suffer severe casualties (15,000 and the loss of 1 light infantry division) while inflicting only 5,000 casaulties on the Loyalists.

The Loyalists counterattack, suffering another 5,000 casualties and force the Rebels to retreat back to Buenas Aires.

The Civil War continues...

The Navy, which remains loyal to the government, blockades Buenas Aires, preventing the Rebels from gaining direct access to the ocean.

Argentina is now in a depression due to the civil war, no growth and due to the civil war, income is split equally between Loyalist and Rebel forces, and what they get is halved again because of disruption of the economy. Food production is also hit, and no food exports in 1912.

The Rebels, which retained control over POWs taken in the Bolivian War, escorts the POWs to the border and releases them, and asks for Bolivia to return any POWs it has (which it does) and agree to a permanent cease fire with final treaty to be discussed later.

Maintenance is 3.5 for military, and 1.5 for level 3 social services leaving 3 points available, which are used to buy a police unit (2 points) and 2 militia light infantry divisions (1 point).

Loyalists have 1.5 million people under their control, and an army of 1 militia corps, 1 static infantry corps, and 1 light infantry brigade (2 points), navy of 1 battlecruiser, 1x Destroyer Flotilla, 8x Light Cruisers, 1x Torpedo Boat Flotilla

Bolivia no longer sends 3 points a year to Argentina. Now 1 point each goes to Peru, Chile and Brazil beginning in 1915 (post war rebuilding will take care of the rest). Bolivia once again has 1 militia corps worth of troops, but spends money in 1912 to build a police unit (to deal with the insurgents that might remain)

Paraguay politely declines to take advantage of the prod from Brazil to become expansionist (and regain its territory), mainly because it lacks any kind of substantive army (having a single militia corps worth of troops) and no funds to upgrade it.

OOC: Is that an "I would if I could" from Paraguay or a simple no? I'd be willing to help Paraguay build an infantry unit in 1912.

The Brazilian government formally recognizes the new (rebel) government of Argentina and breaks off relations with the former government. A small amount of aid is offered for 1912 to help put an end to the "insurgency" (I'd be willing to pay for a corps or a couple brigades if they can support them). If accepted, the aid package will be escorted by the three old Brazilian Protected Cruisers so the loyalist navy won't intercept it.

Aid is also offered to Bolivia to help rebuild an Infantry Corps or a couple brigades. The Brazilian government explains that since a large Brazilian force could take months to reach Bolivia, it wants to slowly build up the Bolivian Military to help slow invasions long enough for Brazilian forces to arrive.

January / February 1912
Paraguay indicates interest in Brazilian aid, as does the Rebel government. The Loyalists vow to prevent such aid, and when a convoy of 3 Brazilian protected cruisers and 12 merchant ships approaches Buenas Aires on January 18, the Argentine battle cruiser Moreno opens fire after warning the Brazilians away (it was later determined that this signal was missed by the Brazilian flagship), destroying all 3 old cruisers with the much more powerful guns aboard with Argentine ship without suffering any damage in return. In all 900 Brazilian sailors are killed or drowned, including the commanders of all 3 warships.

The Argentine ship then forces all 12 merchant ships surrender and they are impounded as prices of war after it is determined their holds contain war supplies.

The Loyalist government points out that they are the legal government of Argentina and under blockade rules have acted within their rights.

Meanwhile, both sides rest for now and prepare to go at it again in March.

Although they are ordered to obey the wishes of their Argentine allies, Brazilian commanders are secretly told to do whatever possible (short of actually fighting their Argentine allies) to surround and eliminate Loyalist forces. No POWs will be taken. Pressure is also put on the Brazilian naval commanders to not only defeat but completely desolate the Loyalist navy.

The United States stays surprisingly quiet on the outbreak of war. Far too many Americans simply dont give a damn about affairs in so remote a corner of the globe, and Administration officials effectively wash their hands of the whole thing. Washington is waiting to see how things turn out before making another move.
