Background
In 1906, the Ottoman Empire grants independence to Albania and Bulgaria and makes a settlement with Greece awarding it Cyprus and some territory near Thrace. Rumania, Greece and their backer Russia decide to take advantage of the situation and make plans to acquire territory in the Balkans. Meanwhile, an aggressive France seizes Morocco with the help of Germany and Spain, and the British attempt to pressure Spain into giving up territory. In Africa, Ethiopia attempts to regain its territory in Eritrea that it lost in the 1880s, and attacks Italian forces which ultimately leads to its demise as an independent nation (leaving Liberia as the last independent portion of Africa, and its a US client state). The Americans are busy policing their backyard in the Caribbean and are not involved with Europe at this time.

In May 1907, Rumania and Greece attack Bulgaria and Albania and war begins.

They make rapid progress at first, overrunning much of eastern Bulgaria and Macedonia. The Bulgarians and Albanians plea for help and with Russia backing their enemies, and the Ottoman Turks unwilling to fight in Europe again, they have nowhere to turn but to Austria. Austria orders the Rumanians and Greeks to withdraw, but the 2 nations refuse, and Russian troops enter Rumania to defend it. Austria mobilizes, and then Germany mobilizes, and then Russia mobilizes, and France is forced to mobilize.

By August 2, the world holds its breath as Europe is about to plunge into a general war.

When it is realized that France will not be fulfilling their treaty obligations several furious telegrams are sent to Paris before reality sets in and the Tsar calls an emergency meeting with his advisors.

After several hours of deliberation, the Tsar makes a public announcement:

Russia will withdraw totallly and completely from the Balkans and comply fully with the German ultimatum. As a show of good faith, all reservists are ordered to stand down and return to their homes. All Regular troops are ordered to their peace time stations. Mobilization will cease at once. All troops in Rumania are ordered withdrawn.

The Tsar is overheard muttering to one of his advisors, "It is better to be humbled then destroyed."

Meanwhile, France and Italy both end their alliances with the Russians and Germans (respectively) and announce they will not enter the war. Meanwhile, Russia offers to meet German demands.

Spain being a neutral power in such relations to the Balkans, offers itself as mediator.

Rumania begins a general withdrawal from Bulgaria, following Russia in acceding to German and Austro-Hungarian demands. The Rumanian High Command begins prepartations for disbanding at least two corps of the reserve army and offers to pay reparations to the Bulgarian government of 2 points a year for 5 years.

Rumanian troops along the Austro-Hungarian border continue to dig in, in case this is not enough to appease the Germans and the Austrians.

Germany will accept peace, but demands the following.

Rumania:
1. Will give up N Dobruja to Bulgaria
2. Pay 2 points a year for 5 years to Bulgaria
3. Will disband 2 corps worth of reservists and will not rebuild units destroyed in the fighting
4. Will cut ALL agreements, treaties and alliances with Russia and Serbia
5. Will pull out completely from Bulgaria, immediately(Almost forget)

Greece:
1. Will pull out completely from both Bulgaria AND Albania
2. Will pay 1 point a year for 3 years to Bulgaria
3. Will pay 1 point a year for 3 years to Albania
4. Will pay 1 point to Austria sometime over the next 5 years(Whenever you want)
5. Will cut all alliance, agreements and treaties with Serbia and Russia.

Serbia:
1. Will disband 1 fortress corp, not to be replaced.
2. Will cut all ties with the nation of Russia and Rumania
3. Will not annex or in any way control the nation of Montenegro which is to be jointly overseen by Austria and Albania.

Russia:
1. Withdraw all troops from the Balkans

[OOC- Safehaven, I'm taking your position over to the conference thread and posting it up there. Possibly do all diplomacy between nations regarding a possible peaceful settlement there?]

Serbia will give into the demands so no men are killed, but the Fortess Corp will be disbanned by late 1907. Once the telegram was sent Serbia cut off all ties to Russia and Rumania. Also they declared themeselves neutral in the on going war.

to get things moving again I am going to assume the following:

1. France spends the rest of 1907 in political disarray (Malkyer takes over in 1908)
2. Rumania and Greece pull out of Bulgaria, and along with Serbia remain in talks with Germany and Austria to comply with their demands.
3. Everyone demobilizes their reserves for now
