Nobody will ever know why he did it. His diary is jumbled and his notes are written semi-coherently. The best clue is that he was probably insane, like many criminals of his kind.

On the 18th of September, 2xxx, Narciss H. Grimm walked out of his house armed. In itself, that made him no different from the other people in the crowd. However, unlike these people, Narviss H. Grimm had a nefarious goal in mind.

He tosses several large boxes into his truck and drove it through the city. He passed by the bank and the Charleton Heston Memorial High School, knowing full well neither would make for good targets for his plot. Besides, he already had one all picked out for himself.

It was a small kindergarten on the outskirts of Liberty-City, called ‘Sweet Dreams’ by it’s owners. There was a guard of course – half-asleep on his chair at the entrance. Grimm didn’t really blame the guard for being complacent – after all, who attacks kindergartens?

So it was until Grimm’s truck accelerated and punched through the guard and his seat at sixty miles per hour. And then it began.

Several hours later

…we are breaking this broadcast to report that a horrific multiple-victim assault has occurred at a kindergarten in Liberty-City. Our sources tell us that the kindergarten is named ‘Sweet Dreams’, I repeat, Sweet Dreams. Apparently, the attacker had first killed the guard and then proceeded to attack the children playing in the institution’s play ground.

So far we believe that five children were killed, and six injured by combined use of vehicular assault and homemade explosives. Police reports claim that Headmistress Gertrude Singh then shot and injured the attacker, as he go out of the car to try and attack more children.

At this point, it is not cleared what happened next, however the LCPD had shot and killed the attacker. We stand by for an information feed from the LCPD or other parties…

Millions throughout the country were shocked by these news. Yes, the attacker had been killed, but that was not enough for the Allaneans now. They were reminded that a person could attack anywhere – indeed, strike their very children – without any real reason at all. Any person – so it seemed – could become such an attacker.

Two questions now hung in the air.

What had happened?

And what could Allanea do about it?

The Kahanistanian Foreign Minister sat at her desk, watching TV after finishing a threatening letter to some slave-holding country called Silian. Suddenly, an Allanean story popped up.

...information is unclear, so far several bodies have been found...

"Draw up a letter to the Allaneans. Offer up condolences or something, just let them know we care. Hell, offer to pay for the funerals of the children whose parents can't afford it."

A few hours later, the Minister's secretary returned with a letter, which was soon on its way to Allanea.

In another episode of the failure of small governments worldwide, the United States of Allanea has suffered a tragedy of great implications in the form of an armed attack against a kindergarten of all things.

At this time, we as Brettonians are thankful for our armed citizens and the ever-vigiliant members of Civil Protection who are constantly on the lookout for dangers to our safety as a people and a nation. Allanea would do well to follow our example, for the future of their children if for nothing else.

Earlier, our glorious Chancellor Donner had remarked on-

"...no. As inane as those are, no. They sell more newspapers because they find more interesting things to report!! So, why don't you stop wasting my time, and start finding something worth printing!"

OOC: You know, I'm a little suprised at this from you. Letters? Even if he doesn't frequently open mail, this is just the sort of excuse he needs to start. *shrug*. But you probably know him better than me so...

‘… shall firmly secure the Eternal Republic’s future prosperity and impressive educational reputation, continuing to increase public investment in tertiary education whilst further raising the already quite remarkable quality of Xirnium’s higher education system.’

Célestin Sielmaëthôr, parliamentary member of the House of Assembly and junior backbencher in the current Progressive Democracy Government, smiled cheerfully as he finished addressing the reporter’s detailed question. It had been, upon reflection, a relatively quite difficult question to answer properly (those posed by the pre-eminent journalists from The Naèräth Times, usually were), but Célestin thought he had done a reasonably satisfactory job of it. In any case, as an up-and-coming politician in the Xirniumite Parliament, Lord Sielmaëthôr needed to maximise his exposure to the media, not shy away from what might prove to be inconvenient inquiries.

Such was why the young parliamentarian was here now, standing outside on the steps of the Supreme Parliament House of Gálatilliön and holding an informal press conference with a number of gathered reporters. The day’s weather was rather pleasant - slightly windy, and uncharacteristically sunny compared with the norm in the capital of the Eternal Republic - which made the whole thing a rather relaxed, casual affair.

‘If we can perhaps leave the contentious issue of the Government’s proposed amendments to the Higher Education Act for just a brief moment, Lord Sielmaëthôr... could you please describe your personal reaction to the international response which has been generated following the latest tragedy in Allanea - where some six individuals were killed and several others wounded (mostly children) by a lone gunman who went on a spree killing at a residential Liberty-City kindergarten?’ asked one of the journalists who were present.

‘Of course,’ replied the politician after a moment’s quick thought. ‘Generally, I think, it appears that there has been a rather laudable outpouring of commiseration from amongst various nations in the international community following what has been an unfathomably heinous crime. The Xirniumite Government, as you all well know, has already conveyed its deepest and most sincere sympathies and condolences to the families of those whose loved ones were so cruelly murdered yesterday.

I could not help but notice, however, the curious nature of the reaction that came from the Kahanistanian government, which incidentally happened to be one of the first nations to express its supposed grief. One would have thought it beneath even the admittedly contemptible standards of the Valens Administration to so cynically and shamelessly exploit this terrible tragedy for partisan political gain. Unfortunately not so, it seems. Indeed, the bodies of the slain children are not even cold yet, and already the opportunistic Kahanistanian government has eagerly jumped at the golden chance to take advantage of this appalling multiple homicide in order to endorse the Allanean Government’s pro gun policy – and by logical extension Kahanistan’s own liberal gun ownership laws. Not wasting any time, therefore, the Valens Administration has already attempted to utilise the raw anguish and distress that has been elicited to promote its own political policies. It has made its self-serving political deductions, I might add, without even having access to the full details of what precisely occured, preferring instead to emotively pre-empt any factual conclusions that might come from an in-depth inquiry or criminal investigation.

Clearly, the Kahanistanian government has neither the slightest amount of shame, nor even the barest level of consideration for the victims of this crime and their families. Instead, the Valens Administration seems to view those butchered as mere opportune political pawns with which to advance its partisan agenda. Quite outrageous, but hardly suprising given that it comes from the government of the Democratic Soviet Republic, a government which has showed a consistent lack of any notions of integrity or decency.’

The parliamentarian paused reflectively before listening to the next question.

“We have so far refused Federal aid in the investigation. It appears that Narviss Green, nineteen years old, has carried out this foul murder – yes, foul, hideous murder of innocents. I do not fear to use the word in this circumstance. He had apparently carried out this murder, but was first injured by a bystander and then shot to death by police officers.

“As of now, seven children are dead – two run over by the suspect’s vehicle, and four more killed by homemade explosives. The seventh child has died as she was being delivered to the hospital. Also, about a dozen children were injured by the explosions.”

“It is apparent that the suspect did have in his possession an assortment of firearms and bladed weapons, and if not for the bravery of Margaret K. Shawn, the headmistress of ‘Sweet Dreams’ kindergarten, he would have been able to employ this – rather small, but effective – assortment of weapons to kill and injure more innocents.”

The Sheriff pauses. He’s a tall, intelligent-looking man. Those who will make these inquiries will find out that he has been a lawyer for several years before running for Sheriff and winning the race by a landslide.

“The suspect’s diary had been recovered during a police search on his family home. We are currently seeking the permission of the suspect’s mother to publish the diary, however it is not clear if it will be received. “Here’s a hint, honorable Célestin Saëlmaëthor – your very speaking of political compromise in connection to dead Allanean children is vile. You are nothing but a manager of a plantation the size of a third of the United States of Allanea. You’re a hypocrite – after all, would you compromise your political system to be more like ours? You’re hypocrite who doesn’t deserve to bear an elven name. I hope the Menelmacari notice you and slap you all a good one.”

In the meanwhile, an encoded email found its way to several major church leaders throughout the Greater Prussian Empire. It read simply:
