The Tashkent Accord (Earth V)

Even as Sistan began to dissolve into anarchy with what appeared to be a number of coups staged one after another, the UARCA knew that something had to be done with the territories in question. Premier Navarbayev's impassioned speech pledging that, as a regional matter, the solution would come from the region and not outsiders quickly set the situation down that storied raod of regional diplomacy.

And so every nation bordering Sistan in the region was contacted with what amounted to, as diplomatically as possible, an order- get someone with decision-making skills to Tashkent as quickly as you can. The stability of the region depends on it.

The UARCA's diplomats had already drawn up a plan and it was rumored that the Premier himself would be the UARCA's representative at the hurriedly-convened summit. That was not normal- but this entire situation was anything but.

The UARCA's Proposal
I. Each nation in the region has a right and a duty to safeguard the peoples of the region from outside interference.

II. Each aforementioned nation, as a perogative of that duty, shall be called upon to provide security and leadership for a sector of the former Sistani territory.

III. All nations, in undertaking that action, shall be allowed free reign over the area in which they are called to take leadership over to speedily and with justice restore rule of law and security to their appropriate sector.

IV. Each nation shall be given a sector corresponding to their level of readiness for providing security and leadership, to their prior threat from Sistan, and to their territories adjacent to ex-Sistani land.

V. Each nation shall assume control over their given sector at the time of ratification of this accord.

VI. The Sectors shall be as follows:

The United Caucasus Republic will be sending Vice-Foreign Minister Sasha Koslov to Tashkent. She will be leaving from Baku International Airport and will be arriving shortly.

We hope that this will be a meeting that will hopefully end the hostilities in the Region.

The UARCA welcomes all nations, especially those from the REd Sea Alliance and expresses again its desire to work with all members of the region for a lasting peace for the area. In that vein, the UARCA says it is completely open to any suggested re-organization of sectors, as it realizes that there will be disagreements over that tense matter. Diplomats and military leaders are looking closely at Red Sea Alliance wishes to determine the best possible arrangement for sectors.

The UARCA presents the second proposed security division, after input from the RSA over the first. Negotiable Sectors are sectors which, at this time, are in no-one's direct area of pacification. Thus, at a alter period in time, these areas will be secured after negotiations as to who should do the securing.

Diplomats may note the apparant discrepancy of the size of the UARCA"s sector with their nation's own, but the UARCA points out the vast majority of its sector is relatively ubndefended hinterland and desert, suitable for rapid movement of the UARCA's forces from their readiness positions. The UARCA also proposes that all energy production in areas once belonging to Sistan directly (i.e: all Persian territories) should go to the renovation of infrastructure in lands decimated by Sistani aggression, payments to nations subjected to Sistani aggression, and improvement efforts in all areas once under Sistani control. The UARCA feels this is the most jsut use of resources from the former sistan, as it directly repays all nations involved in fighting with Sistan.

After confering with my Leaders and after deliberating with many military commanders. We, The United Caucasus Republic of Granate, have this statement.

The United Caucasus Republic Agrees to most of the Resolution and will begin to move troops into it's sector. Around 200,000 Soldiers, 200 T-72 Tanks, and around 700 Armored Vehicles will move out soon. To coincide with this, the reserves called up during the Sistani conflict shall remain in the Military until further notice. The Reserves shall be used to act as border patrols within The Caucasus Republic itself and do other duties which would other wise be for Regular Soldiers.

After the soldiers have quelled most of the resistance in the sector, engineering Brigades will move in to repair the damage and to help the Infrastructure of the Sector. These engineers have instructed to help the locals whenever possible as a goodwill offering.

Martial Law shall reign in the sector until 3 months of no fighting have been reported in the Sector. Then and only then will The Caucasus Republic allow Local Law Enforcment to take over. Even then UCR Troops will be there to assist whenever possible.

The Sector shall remain under the control of The Republic for an undisclosed amount of time between 2 and 15 years. Once the time comes that the region may seek autonomy, the Parliament and Represenetives from the Sector will meet and discuss plans.

Note: The Parliament hasn't ruled out Annexation of the Sector due to it's high Azeri population, but it's split between annexation and just Policing it. We at this time will only be policing the sector.

Sel Appa will only accept the first provision, or a slightly modified version of it. We request at least control of all Kurdish land, formerly part of Sistan.

The leading delegate of Bree Tonia has chosen to send his second-in-command, currently Captain Andrey Zaitzev of the SSG, to attend this summit, and provisionally apply to take control of the southeastern sector marked 'Negotiable', that borders on former Pakistan.

The area marked 'Negotiable' to the west of the above, containing Bandar, would also be preferred within this deal, subject to discussion at the summit.

Operation: Thunderstrike.

Operation Thunderstrike, the UCRG's invasion of their sector, has begun today. 200,000 Men and 200 Tanks rolled out from their posistions near Kapan, Armenia and Astara, Azerbaijan to move into former Sistani Iran. The sector layed out for them includeds The East and West Azerbaijani Provinces which are high on the list for pacification according to a source within the military. Even so, the first target for the Troops is to get to Tabriz. From there most of the troops will be moving towards the coast.

Reports are already coming in of resistance. Most of it being light. The largest contingent of the Resistance is focused north of Tabriz and near the coast.

Here is a Map of the Current Area of Control and roughly the line where our Sector stops. The Line is still up for deliberation.

India has no part anywhere.

India did recieve agression fromthe Sistani territories, and demands that atleast a base lease in one of the territories be alotted, while the new Bree tonian nations recieved no agression, but has a sizeable chunk.

We cannot understand why you should participate in the work with splitting up the former Sistani territory. On the other hand Kopparbergs doesn’t have any kind of interest in the motherland of Sistan (Iran).

Sel Appa didn't help us when Sistan attacked Iraq and Syria. Was it by cowardice, are we asking us? It's only now when the Sistani troops are gone, you dare to enter Syrian territory.

The Kingdom of Kopparbergs lost many lifes in Sistani attacks. Only in Eilat there were several hundred Israelis killed in the first attack made by Sistan.

We are yet to come up with a suggestion of the territory split up.

The Empire objects to the current proceedings on the grounds that most of the nations that now lay claim to former Sistani lands never participated in defending the helpless against his mad agressions. The Empire of Vineyard will, regardless of what this council decides, occupy Jordan, Syria, Iraq and Kuwait; in accordance with RSA agreements. We also condemn the very purpose of this council, as it is the defending nation that had endevored to bring about the downfall of Sistan, not those nations which sat by like idle schoolboys!

Delegates,

While Bree Tonia agrees that what the Sistan military did was horrendous and needed to be stopped, we had our own issues, namely being invaded by India, at the time.

We did have spare military units however the former and rather complacent government cared not for anything that didn't enrich them.

I assure the world that should we be given control of the designated sector(s), we will watch over them and the countries surrounding carefully, and should any attacks like the one conducted by Sisten come about oncemore, we will intervene in the best way possible.

Operation Thunderstrike: Week 2

We are currently two weeks into Operation Thunderstrike. Currently UCR Soldiers are beginning to enter the suburbs of Tabriz. Reports are coming in of very heavy fighting. Casualty reports are not available at this time, but speculation puts the death toll of UCR Soldiers at around 700 so far. Military officials say that Resistance Deaths are much higher somewhere around 2000. Military officials also say that most likey a Seige of Tabriz will take place to ensure that the city is taken from the Resistance.

Fighting is also been tough on the coastline as forces continue to push towards Rasht. This comes nearly a week after troops captured Arbadil with very little resistance. Reports say that the death toll on the coast is near 400 total with the resistance suffering nearly triple that.

Here's some good news. Forces have arrived near Lake Urmia without resistance and have begun to sweep the area for incoming troops. The Lake are is host to many Azeri's who from reports welcomes the troops with open arms. This is a stark contrast to the fighting in and around the Coast and Tabriz.

It has come to my attention that nations seek to divide the lands of Sistan. It was no secret that Sistan and Arabicia had their fair share of difficulties. Those difficulties lead to a full scale conflict, one which only our Red Sea Alliance allies fought in. The People's Republic of Arabicia finds it horrendous that any nations other than those that actively were involved in the conflicts with Sistan would attempt to take any land belonging to that nation. The lands of Sistan are not yours by birth, or because you merely happen to be located in the vicinity. This conclusions have lead me to the belief that the Tashkent Accords will in no way satisfy any nation's demands. The Accord must be restructured or it will threaten the security of not only the former lands of Sistan, but also the stabillity of the entire Middle East.

"It seems clear to me that the nations of the Red Sea Alliance seem to forget exactly what the situation is in the Middle East at this time. It seems that they forget the fact that the central administrative territories of Sistan have devolved into small self-ruled and anarchaic entites that threaten to levy harm and destruction upon the people and the land of the UARCA in their death threoes. To state outright, as the Vineyardian delegate did, that only nations who fought Sistani troops shall be allowed to move into Sistani territories at all smacks of outright ignorance of political and moral responsibilities to the people of the nation that I am beholden to.

"The views expressed by the RSA and Vineyard in particular show both me and my nation that dialogue between nations cannot work; that self-serving nations will never look to see the threat to others and will only act in the school of Realpolitik- whatever it takes, for we and we alone. The UARCA cannot let all other nations in the region coldly live by that and doom the safety of the UARCA"s borders. It is clear to me that, no matter what my nation may put forward, any inch of Sistani territory administered by us under any plan will be too much, any iota of breathing space will be disupted, and any safety net will be attempted to be torn down. The UARCA refuses to attempt to even continue the folly of negotitaions under this atmosphere.

"As such, I am announcing the following change to what I and Premier Navabayevs had hoped would have been a group effort to help the people of the Middle East but has instead devolved into petty claims of Sistani territory by RSA nations, who somehow feel that every parcel of anything claimked by sistan is theirs by undeniable right. The tashkent Accord Confernce is dissolved- we will not work to attempt to decide any settlement. Where the People's Guard moves, to the extent of territory determined to be necessary for the very safety of the Autonomus Republics, the UARCA shall administer. A safety buffer will be establsihed regardless of foreign opinion and this buffer will ensure the safety of my nation, despite the best efforts of foreign nations to prevent this safeguard.

"I leave you with this suggestion- at the very least, follow what was suggested by my nation and use the energy resources in what was Iran to funbd the reconstruction of the Middle East. Help the people in the lands you are hell-bent on aquiring, for once they are in your sphere they fall under your care. As per earlier orders, if the People's Guard comes upon any foreign troops they will immediately halt. However, until that time, they will move to positions deemed necessary for our nation's safety."

The United Caucasus Republic is saddened by the news of the Taskkent Accords failure. It will not however be stopping Operation Thunderstrike as it was stated before the Tashkent Accords that The UCR would be assimilated 4 north-western provinces. After the accords it would seem that more may be assimilated.

We are truly sorry that this coference did not go over well. We hope that Relations between the UCR and UARCA will not sour. We would dearly hate to have out neighbor across the Caspian mad at us.
