Maputo was seriously affected by the deluge of sea water that has now encompassed roughly 75% of the city due to the perpetual flooding the nation has endured for over 2 months now...
The pain and anguish resonates throughout the city amoungst her beleagured citizens (who were allready in extreme hardship before the flooding thanks to the bitter civil war the was raging between the "legitimate" marxist goverment based in Maputo and the Rebel group for democratic reform in central and northern mozambique,)
Disease was soon becoming rife and South Africas response was swift (albeit rather suspiciously so. many Mozambiquean scholars and politicians thought at the time..)
A rapid response emergency team was dispatched to Mozambique which consisted of:
18 Sqn, Gaborone, C-130B/BZ/F Hercules. (These primarily transportation planes were sent from Gaborone airforce base... )
15 field engineer regiments.
15 Infantry battalions
1 special forces regiment.

The first Infantry corps landed on a rare unflooded area of maputo. The citizens were disorientated by the situation that was unfolding. the flooding destroyed most of maputos telecommunication and transport infrastructure so the government was isolated from the rest of the city.
People were trying to survive in improvised dirigibles. (such as bathtubs and fallen treetops.) the current situation looks very bleak indeed.
South African emergency forces were initially overwhelmed by the desperate citizens of maputo who wanted aid and help in any form. Politics were briefly forgotten as a sense of solidarity was formed amoungst Maputos citizens and South African forces to survive adversity and rebuild their homeland from this disaster.

After the first few days of the South African arrival preliminary reports indicate that the marxist government of Mozambique has capitulated under the pressure of trying to assist 20 million mozambiquen people in their time of utmost need.
South Africa in response has designated a temporary "governor" to administer aid distribution and to control the South African armed forces who were sent to police the Country once the flooding has subsided. The South African government has promised to the Mozambique provisional government and the international community that general elections will be held in Mozambique once the situation becomes tenable..

The Beautiful central lowlands of Mozambique was the worst hit as before the Flooding the area was plagued by Guerilla warfare and was potentially at risk of famine due to the Previous governments mismanagement of Farming output and "misappripriation of funds."
Now Famine is a stark possibility. South African logistical forces has now increased to 100,000 operating both within and outside Mozambique. and the casualty toll throughout the nation is believed to have risen to 65,000 because of the subsequent diseases that followed the mass flooding.
The flooding in most areas is now subsiding which allows South Africa to Initialise their Mass medication programme. (which includes the rather macabre job of locating and burning all the floating corpses and chlorinating the contamined water supplies around Mozambique.)
Leaflet distribution notifying the Mozambique people of this plan has been put into action.

OCC: What can I say, I'm nice. :)
IC: The Netherlands government will send all available aid. As we speak, I have order the activation of the Air Mobile Command in Madagascar and Sri Lanka to collect as much bottled water, canned food and other food items that won't spoil including MRE's and to load them aboard all available transports for shipment to the Union of South Africa. We can airdrop them or have them be collected at a central point. Let my government know where and when the planes can land.
Further, more the Medical and Engineers of the Army are also being called up to be sent to help in Mozambique.

(ooc, thanks) three weeks after the disaster the flooding in the main regions of Mozambique have subsided greatly. and thanks to dilligent efforts by both the emergency forces of South Africa and the United Netherlands The general infrastructure is getting rebuilt (albeit better than before the flooding as pratically all roads outside Mozambique city centres were ravaged or destroyed by the then ensuing civil war.)
Now is the difficult part. looting and general anarchy is a particular problem especially in Maputo where former government buildings and compounds were looted and burned as a sign of the peoples frustration at the former governments ineptitude at handeling the flooding which now has cost the lives of 68,000 mozambiqueans.
South African military presence has dramatically increased in Mozambique as the reduction of the flood waters has enabled more troops to be sent in from across the border.
Soldiers have been issued with a shoot to disable or kill policy if the gratutious violence in Mozambique escalates. as many as 45 unarmed civilians in maputo alone have been slaughtered by renegade militia in a single day. The south african government has deemed the remaining Mozambique army unable to handle the crises and has decided to handle the situation on its own accord.

A week on and the flood levels have almost dissapated throughout Mozambique and Maputo has been officialy declared a safe zone. approximalty 1000,000 mozambequains have been displaced from their homes and this will be a huge logistical task for the new provisional government to handle...
The massive looting and killing spree perpitrated by loyal militia to the governments predecessor has calmed by fraction. The South African army has sent in 10 more Infantry regiments bringing the total armed personelle in Mozambique to 85,000.
The general elections have rather contraversially been decided to take place amoungst the continuing looting and pillaging in designated "safe zones" throughout mozambiques cities.
-secret meeting between the provisional govenor and his cabinet-
Micheal Bika (the provisional governor of Mozambique.) ordered the specially selected (predomanantly South African and Loyal Mozambique officials) commitee for the reconstruction of Mozambique to convene.
he then said..
"we have orders from Pretoria to manipulate the general elections in Maputo to our favour."
he carried on..
"It has been decided to hold the elections in the turmoil and Anarchy so that the people of Mozambique will realize that union with South Africa is the only way to survive..."
"this is not malicious imperialism its just that Mozambique will be better off with us as opposed to being against us..."
Bika finished allowing his statement to settle in...

The general elections as predicted were held to the cacophony of gunfire and general mayhem. Only 45% of Mozambiques population lived in the designated "safe zones" and about 60% of those participated in the elections. The Maputo safe zone had a huge intimidating garrison of 25,000 elite shock troops but the troops however did create an ambience of reassurance as the Maputo safe zone was almost entirely cleared of Anarchists.
The elections were overwhelmingly In south Africas favour due to the circumstances and the governments "pick your poison" manipulation of the ballot.
Micheal Biko emphasises that without union into South Africa Mozambique will plunge into perpetual chaos once more.
the nation has been immediately absorbed into the union by the government despite the obstacles around 63.6% of the Mozambiqueans who voted in the "safe zones" accepted South Africas proposal and in return will retain some self autonomy and identity on the international stage....
South Africa will still accept help from the United Netherlands to help rebuild the Autonomous state of Mozambique.

Though the United Netherlands were not please with how the elections had been carried out in Mozambique and their opinions felt in the strongest way to the Union of South Africa that new elections should be held once the country is stabilize and that the elections should be free and fair.
Quietly however, the government was pleased that order had been brought into Mozambique even if that order was by force. Along with the continue shipments of food and water to the region, the United Netherlands also started to send building materials, tents and other prefab shelters to the region to provide a place for the displace Mozambique citizens to live until their homes had been rebuilt.
In due time, peace and stability would be restored to the region. As was the hope of the United Netherlands.
