The Royal Family of Maraque is seeking a private contractor to construct four major projects in the four continents that comprise the massive empire.

The work includes the design and creation of four new major cities in four different provinces in four different continents. These cities will range from 50,000 square miles to 85,000 square miles. They will also replace the current capitals of all four said provinces and house an estimated 270 million citizens all together.

The first city to be built, will be placed in the province of Hythoria - a very rural area that is in dire need of an overhaul and we believe this new city will jump start the economy, bringing in high tech business and other modern touches to a province that's far behind compared to the rest of the country. It will be 50,000 square miles.

The second city is to be built in Atrons - a province already highly developed, but like Hythoria is in dire need of an overhaul as the economy is pretty much stagnant and we believe this new city will bring in better jobs and business to this already highly wealthy province. It will be 65,000 square miles.


The third city is to be built in Ankartha - This province has nothing particularly special about it and we believe a mega city would suite this rather low key province quite well. We'd like a 75,000 square mile city.

The fourth and final city will be built in Addeis Abaus - this sprawling province is home to some of the most beautiful scenery in the empire, along with much historical value including ancient ruins estimated to be as old as 39,000 years old, fortunately it also has more than 1,000,000 square miles of undeveloped land and thus will not disrupt the natural beauty of the region with this enormous city. It will be 85,000 square miles.

We'd like the total cost of the project to be no more than $10 trillion Universal Standard Dollars (4.949 trillion Maras), plus whatever charges your company applies for your services.

Pale Rider Arms would like to enter its bid to construct these cities. PRA would be willing to front all costs itself. Construction would consist of various patterns of PRA arcologies forming the cores of these cities, with additional conventional structures surrounding. Pale Rider Arms would retain leases on all structures it constructs for ninety years, and would sublet space to the Maraquan public and government.

Ankartha Proposal

The Planned Cities Bill of 1975 has opened up a whole new range of expertise to Relorian contracting companies, and Ressila Ltd is at the forefront of the field. A blend of practicality, aesthetics and high technology establish the foundations of a highly effective planned urban settlement program.

The transportation systems, plumbing facilities, electric and gas infrastructures will be integrated at no extra charge.

'Ankartha' will have a highly structured layout, arranged in a 'spider web' formation. The following is a basic preliminary outline of the city design.



City Centre

At the exact centre of the Ankartha Concept the local government headquarters will be situated, at the centre of a large public park. This situation is not merely a symbolic gesture. It grants the city government access to all the transportation systems in the city, and likewise makes it easily accessible to citizens of the city. It is for similar reasons that the primary police headquarters, fire service headquarters and hospital headquarters for the city will be located adjacent to the city government building. The park itself will consist of artificial woodland, as well as constructed gardens and child play areas.

Surrounding this centre will be an enormous shopping district. An indoor mall consisting of multiple tiers and space for thousands of high-street stores will serve as a centralised commercial base. Roads to the centre of the city will literally pass right beneath it, as will rail solutions.

Surrounding this shopping mall like a wrapping will be the main commercial area. Skyscrapers designed to house offices of high-profile companies will have similar access to the transportation solutions of the city, and will place prospective clients in a centralised and convenient location.

All of these areas will feature distinct architectural design and plenty of decorative plants, fountains, open squares and pedestrian areas, creating the illusion of space in a densely-packed urban centre.

Transportation for this area of the city will move away from automobiles and roads. The high speed maglev train network will converge at a main station at the city centre, and tracks will spread out from here in a spider web formation to provide transportation all over the city. For the most part however, a personal rapid transit system will be used to discourage the use of automobiles. This clean and safe system will run on a system of raised guideways integrated into the form of the surrounding buildings, and will provide a flexible and efficient service to travellers, avoiding the pitfalls of public mass transit and the pollution and congestion of automobiles. Stops will be placed at key destinations, and near car parks and train stations.



Urban Residences

The bulk of the area surrounding the main city centre will consist of high-density residential housing, primarily being high-rise apartment blocks to accommodate the large population requirements of the city. These blocks will be interspersed with parkland, and will have convenient access to both road and rail networks.

The residences themselves will be a mix of affordable flats to high-class, expensive apartment complexes, with various levels of quality in-between. Police and fire stations will be located in key areas, as will medical clinics (unless otherwise instructed due to a lack of public health care systems). Various types of school buildings will be sited in easy access locations. To avoid high pollution and congestion from the use of automobiles, the high-speed maglev train system will be encouraged as a primary means of locomotion, with PRT systems used to ferry people on short journeys or between train stations. Roads will of course also be built, with emphasis on pedestrianisation.

Small to mid-scale commercial premises will also be made available, for local shopping, local businesses and other commercial ventures outside of the city centre.



Suburbs

Accessible primarily by roads, low-density residential housing will be situated at the outer-edges of the city. Designed primarily with families in mind, various tiers will be established as before, with an equal dispersal of affordable and expensive housing. Various localised amenities will be catered for, as well as some of the largest distributions of parkland in the city. Out of town shopping areas will be provided, as well as some more local small-scale commercial sites.



Industry

Numerous industrial estates will be sited outside of the urban centre, away from any residential areas. Thus regardless of industrial pollution legislation in your country, residential areas will be unaffected by any unpleasant industrial ventures. There will be several dozen of these large industrial estates with a view to expansion. Highways and trains will link the estates with the main city, the other estates, and your country as a whole.



Air

Accommodations will be made for a large international airport, with both commercial and industrial capabilities, at the edge of the city limits. Trains and highways will link the airport to the main city and your country as a whole. The airport itself, however, will need to be constructed separately from this contract.



Budget

The initial estimated cost for the construction of Ankartha Concept is roughly $300 billion, with a 10% margin for error. The Ankartha Concept will take approximately fifty years to reach completion, however it will be completed in a modular format to allow sections of the city to be used as soon as they are completed. Technologies used in the city will be updated as necessary with no extra charge until the final completion date.

Addeis Abaus Model

Tactical Solutions wishes to offer a model we have been working on over the years. It involves a combination of dense urban environment, with natural green space integrated between different zones. This design has two purposes: aesthetic appeal and functionality, creating a natural green space that will shield peaceful residential suburbs from the noise of busy financial districts and the pollution of industrial sectors. This is a basic outline, and it will be helpful to know what sort of industry will occur in these cities, and if there will be access to coast (If there is, we have additions for our design). We would like to know more about the city you wish to rehabilitate (ie-what industry does it have, what is the socioeconomic situation etc.). The Community, as most of its roads are privately owned highways, tends to rely heavily on public transportation (Save for a few roads that allow the few drivers and the emergency services to efficiently navigate the city), however if you do not wish to pay for the public transportation service, Tactical Solutions will manage it, using profits from heavily travelled routes to subsidize routes outside of the city, allowing all to travel for minimal cost. (We have managed a system like this in Esmund, the capitol of Siap, and in the Skyetech Industrial park and surrounding residential districts)

City Center

The city center will rest atop the point where all of the main subway and light rail networks converge. This building, like many other large buildings, would be constructed primarily with glass and plexiglass exteriors, allowing for heating and cooling to be done as efficiently as possible. It is also connected to the local power plants with superconductors, allowing power to enter the city without any loss of energy. The road networks will also converge here, as the police and fire department headquarters and primary hospital will be located adjacent to the city center, so as to allow immediate access to all parts of the city without interfering with the space of the city administrators.

The building itself will be predominantly commercial space, retail on the lower floors and offices and/or luxury housing near the top. The adjacent police, fire, and hospital buildings will be connected to the city center on the ground through walkways that travel through a park that will have greenspace and playgrounds for children, and also with occasional spots of natural life (koi pond or the like). The buildings will also be connected by tunnels underground and by bridges every several floors up, so that important administrators may travel quickly and perform their tasks efficiently.

Financial District

This section is modeled after the financial district of Neo-Chicago (The second most populated city in Esmund) and New York's Wall Street. It is within walking distance of the City center and will serve as home to administrative offices, as well as several grand office towers that surround the common plaza. The lower levels of the plaza will serve for low-end commerce (restraunts, light retail outlets, coffee shops etc.) facing inward to the plaza, with a grand marble fountain in the center. The upper floors will be office suites, catering to those in the financial industry. The Siapian Financial District is home to the Siapian Stock Exchange, and the design can be made to accomodate a trading floor. The roofs of all these buildings contain solar panels, so that they may generate their own power and function as cleanly and as efficiently as possible. The surrounding commercial district will contain modern buildings with the Spanish design of a patio in the center, in which natural gardens can grow with ample sunlight, and allow people to retreat into a natural paradise while only being steps away from work. The commercial district will quickly retreat into a natural forest, with (if possible) a stream flowing through it that can be used for water sports such as canoeing and kayaking.

Cultural District

This area is designed after the citadel surrounding the Basilica of St. Michael in Esmund. Many of the buildings in this area will be designed as a combination of Gothic and Baroque styles, giving the area a feeling of an ancient castle. The area itself is interspersed with many green areas and, like its counterpart in Esmund, is intended for museums, sculpture gardens, and a university campus (Esmund University's uptown campus surounds St. Michael's Basilica). Public transportation is quite readily available, but is discretely tucked away, allowing for one to escape the city without going too far out of one's way. The layout of this area in Esmund is such that the District melds with the ruins of the ancient citadel-fortress that was the grandfather of The Community. Pending studies of local ruins, architecture could be altered and matched so as to create a similar effects with the local ruins.

Airport
The Airport is surrounded by a dense woodland that creates the image of a true emerald city for the approaching passenger, while simultaneously absoarbing the roar of aircraft. Service roads and heavy rail exit out of the east end of the airport near the commercial and industrial hangars, heading straight for the industrial park and the warehouse district, while passengers exit out of the opposite end, where they have access to roads and subway into the city's retail and residential districts, and light rail, highways and maglevs into the outlying suburbs.

Public Housing Sector
To accomodate those who service the city and cannot afford the suburbs, affordable housing has been designed. These apartments will be from middle to low income families, with easy access to public transportation and a direct road connections to the emergency facilities at the center of the city, as well as local precincts. The housing units wil be seperated by open green space, with the roofs of each housing unit used as greenspace (to reduce on heating and cooling costs) or for solar panels. The housing complexes and the surrounding parks are designed with wide open spaces, to reduce the sensation of dense urban living, and to make it easier to light the area, deterring potential criminals. Schools are smaller and are placed near each housing unit. This design is intended to produce smaller classrooms, so each student can get individual attention, and generally receive a better education.


Suburbs
Striving to break away from the traditional mold of suburbs (hundreds of houses exactly identical, white picket fences), the sububs are modeled after Washington DC's Georgetown. The houses are designed with the aid of historical design consultants, creating a more urban feel, giving each a unique feel, and each cluster of houses is intersparsed with light retail and commerce, and small schools and police, fire and EMS precincts, with discrete, but easily accesible public transportation and roads, creating a safe, but not dull environment. Also linked by direct roads to the city center.

Industrial Park

Away from the city and surrounded by green space to shield from the noice and pollution, but linked by direct roads to the city center, and by subway and light rail to the residential districts, and by heavy rail and freight roads to truckyards, the airport and docks (if applicable). Artificial streams are created in chemically neutral soil to serve the cooling (or aesthetic) needs to local firms, without risk of endangering local wildlife from pollution. Large factory roofs are covered with solar panels, and the main electrical substation is linked to power sources, and also links the city with superconductors, so industry can function at maximum capacity without consuming nearly as much power.

Notes

This design is open to review and modification by the clients. Infrastructure is included (power, water etc.) It has several variations, including the creation of smaller towns outside the city, agricultural development even further out, and special coastal designs. Tactical Solutions also has the capacity to manage the public transportation, public housing, waste management, power and water systems, if so desired, for an additional cost (depending on the population).


Estimate

This project is estimated to cost $420 Billion, and will take 70 years to complete. The city should begin operating after the first year, and will continue to rapidly approach its peak operating capacity within the first 20 years. Industry and commerce will be able to begin immediately, however it will take time for the green space to become fully mature. If such green space is desired, Industry and commerce will have to be held back slightly, however the efficiencies in the design should more than compensate for the loss.

Utilities

Utilities shall be at various corners of the city. Primarly up to the city planers and actual builders. This avoids potental mass utility loss in the event of a natural disaster, terrorist attack, power failure etc.

Non will be cenetralized to any one grid. We strongly advise to rig to various grids through out the country, to avoid mass shortages, especially in emergency situations.

Gass, Electrical, Water, and all basics can be provided at little cost.

City Center

The city center shall feature a grand jet fountain. Water can be synched to shoot up with music. It should be also a major attraction. The Main fountain in Carmina Gadalica, Kanami has proven to be a major attraction. It's one of our best designes. We can have any type of crest put onto the center. Be it the Coat of armes, national animal, whatever you chose.

Shopping shall stretch along the interior (Closest to the fountain) Mulitple shops acting as a big out-door mall. Easy and safe pedestrian walk-ways, minmal traffic fuss.

If you chose us, well show you multiple sketch books, and let you chose your style of archetecture. Though a giant arch, with WELCOME, would be a nice addition. Some of the basic archetecture can be included, we can even give a bit of basic Japanese archetecture.

City Exterior

Outside the shopping center, will rest any civic buildings, and buisness offices. Other stores can dwell here, if you so chose.

If traffic is presently heavy in other parts of your nation, we can run it along a three-four lane devided high-way, with well timed and placed traffic lights. Several alternate routes around the city can be provided in times of road construction, or heavy traffic. Police, Fire and Medical will have specially designated emergency lanes for them.

All emergency will be spreaded out, enough to ensure quick repsonse time in various areas of the city, but also close together to ensure a strong police unity, and crime prevention, and quick atuo accident response, to get traffic flowing quickly.

Offices and other skyscrapers will span the skies majestically. But to ensure no sunlight is blocked, we have methods of doing open spaces to allow plentiful ammounts of sunshine come down. We'll also allow places for trees and bushes to grow, to give it a natural feel, as oppose to all artifical.

Buildings will be well spaced to provide room for fire fighters, and prevent spread of fire. All tall buildings will be equiped with lightning rods, and all buildings exceeding 200 feet (60.96 meters) will be equiped with fixed red light beacons.

Recreation centers such as public pools, tennis courts, sports arenas can be
built, many within each other.

We would put an airport more in the outter city, to reduce noise pollution of jet planes. We can equip airports with heleports as well.

If you have a costal city, we can build a large sea port to equipe from large cruise liners, to small vessles.

Housing and Urban Living


Thoes living in the city will have acess to afordable, but spacious living apartments. If space becomes limited, we can build up (opposed to build out) to save space. While we strongly reccomende to do that as a last reorte due to fire danger from high rises.

Then we can move into suburban neighborhoods. Not all can be private communties, if they desire. These neighbor hoods can be acessed by multiple roads and streets.


If anyone in the royal family desires a special resorte house, we can build one of thoes as well, to your desires.

Public Transportation


Various forms of public transportation can be arranged. Adequate and efficent subway systems, and bus systems. We can also assemble bullet train rail ways, and other monorail services.

Taxis could also be done, but we would put that forward to your Heads of Transportation.

All Industry will be acessable throgh these ways, other than water.

Costs

Our costs start around roughly $100 billion dollars, and go up depending on the services you ask of our company. We offer many packages and discounts. All basic packages include the things above. More advance packages will run you a couple hundred billion, but its usually worth it. Few have had complaints.

It has been nearly a quarter of a century since your wonderful country built quite possibly some of the finest cities on the face of the planet on our lands, and I could not be any happier with the results and successes of each city.

As such, I wish to offer you yet another proposal to revitalize a very poorly built section of the city of Schlansia, which is a border city of the capital Super City, the world renowned mega metropolis known for its opulence and wealth.

The section of Schlansia in question is the Sikhonia District, which means "Excellence," in Maraquean. The section is only known for its dilapidated and graffiti-sprawled buildings, and is certainly a scar on a otherwise glorious city.

We wish for the entire section to be demolished and then rebuilt from the ground up with brand new office complexes, residential apartment buildings, a spacious park with lots of greenery, a public transportation network that will be the central staging point for a whole revitalization of the entire city's transportation network, among other things.

2. The second plan, our "Silver" plan, would not only provide the aforementioned infrastructure but construct trunk lines and data centers linking the cities, turning them in to hubs for Bellatrix and other companies that have contracts with us for bandwidth. Not only would you have the aforementioned trunk lines, but your cities would also be home to four network nodes, the most powerful computing and data allocation systems available for data transfer on the market. Using our newly developed sentient AI systems, these facilities are capable of streaming data at unprecedented speeds as well as provide for our prototype neural interface system, allowing a literally unrivaled experience that will only grow and improve as the technologies behind them advance. Rough cost estimates for these systems based upon current Vetalian installation and operation costs:

Basic: $120 billion installation cost (over 5 years), $4-5 billion yearly maintenance, upgrade and operation costs. We estimate 10,000-20,000 permanent jobs will be created and 50,000 construction workers will be employed over this timeframe.

Silver: $290 billion installation cost (over 7 years), $6 billion yearly maintenance, upgrade, and operation costs. We estimate 30,000 full-time positions and 70,000 construction workers will be employed over this timeframe.

Gold: $540 billion installation cost (over 8-10 years), $2-3 billion yearly maintenance, upgrade, and operation costs. 50,000 full-time workers and 100,000 construction workers will be employed during this timeframe.

Figures reflecting expected population and economic growth in these cities would be helpful in calculating our own costs, since these estimates are based solely on data gathered from our current operating markets and based upon current economic conditions in the sample areas. As a result, these estimates are likely to change based upon the real-world data you provide.

We are pleased to hear that you are satisfied with our previous contracts in your great nation, and even more so that you have contacted us once again regarding the possibility of a further business contract. The previous contract we completed for Maraque was a most amicable arrangement for all concerned and we welcome the opportunity to work with your government once more.

Regeneration projects are amongst our most common contracts, especially in recent years with the boom in living standards and population growth that has occurred in this company's home country. As such we are supremely skilled at the task, and would be more than happy to take on additional contracts in this area.

The Sikhonia District Project appears to be a fairly straightforward one, and unless there are any objections we shall retain the same architectural styles, planning layouts and transportation solutions that we have used in previous projects. As you well know this company favours the use of personal rapid transit systems and maglev train networks in regards to mass transit. We hope that these transportation solutions served well in Hythoria, Atrons, Ankartha and Addeis Abaus, and once more we shall aim to employ a similar solution in Sikhonia District unless there are objections.
