This is all SIC at the moment!

In the Governmental building, Tel-Aviv Israel

"Call in the National Security Council immediately, we're having something really important to discuss." said King Carl Gustav XXI to his secretary.
"And tell Mr. Lundwall to participate in the meeting, too! We'll start in ten minutes." he added. Joar Lundwall, the Secretary of Finance was not an ordinary member of the NSC, but now and then he was participating in the meetings.

The members of the National Security Council of Kopparbergs are:

King Carl Gustaf XXI, Head of the State
Rav Aluf (Lieutenant General) Dan Halutz, IDF Chief of the General Staff
Ephraim Halevy, Director of Mossad (The Intelligence Service)
General Carl Hamilton, Secretary of Defense
Åke Stålhandske, Secretary of Foreign Affairs

----

Ten minutes later, in the NSC's meeting room.

"Welcome, gentlemen. We're having a couple of issues to discuss here today. First, I want Dan Halutz to tell me about our actual number of combat ready troops in Algeria and Israel." said the King.

"Thank you, sir" said Halutz. He continued "In Israel we're having about 1.9 million troops, whereof about 300,000 troops are located in Jordan and Syria at the moment. In Algeria we're having 2.1 million troops. Every single reserve is in duty. We're moving even more troops from Algeria to Israel."

"Okay, that's a lot of troops, no strange it's so expensive." said the King. "But I understand they're necessary. And with our new plan, you can tell the troops from Algeria to turn back to Algeria Mr. Halutz, the troops in Israel will handle this on their own."

"Excuse me, sir?" said Dan Halutz. "Do you want me to cancel the troop movement?" He was surprised.

"Yes, you heard me. I've discussed the next issue with Mr. Hamilton, and he told me that we can handle the situation with the troops already in Israel." answered Carl Gustaf XXI.

"Okay, I'll send out the new orders as soon as we're finished here. But what's the next issue?" said Halutz.

"I was just coming to that point. Listen carefully now everybody. Yesterday, I had a serious discussion with General Hamilton, and he told me that this is viable. As you probably know we have tried to establish diplomatic connections with Morocco, but they have refused to answer our calls. We have tried to influence them to stop the drug trading from Morocco to Algeria, but they have done nothing. Now we have the answer to their mysterious behavior. There has been a coup in Rabat, and the government has fallen. There are a lot of disturbances in the country, no one is really controlling the police and the military. It seems to me that the drug dealers has taken the power in Morocco, and we must act – and that fast!" said the King. Everybody was listening carefully.

"Okay, so what do you want us to do?" asked Halutz.

"You should give your troops 24 hours to prepare an full scale invasion of Morocco. Cooperate with Ephraim Halevy, he surely has important information about the current state in Morocco. Stålhandske, you may prepare a statement to the world, explaining why we are doing this. Halevy, you should assist Halutz with the planning of the invasion. Hamilton, you're going to help Halevy and Halutz with the plans. Any questions?" said the King.

Mr. Lundwall, the Secretary of Finance, opened his mouth for the first time of the meeting. "I thought we should talk about the current situation with the economy? I'm having a suggestion we really should discuss."

"Well, that must wait I'm afraid. If there really is an urgent situation with the economy, do whatever you need to keep this running. I'm convinced that this is a temporary situation. You have my permission to raise the VAT with one or two percent, and to lower the social security payments with one or two percent. But make sure that everyone understands that this is a temporarily change that will be restored in a month or two. And do not make larger changes that you need."

"Okay, I must go through some figures. I'll keep you informed" answered Lundwall.

"Okay folks. Thank you for your time. Now you have a mission to make. We'll meet here the first thing in tomorrow morning." ended the King.

[OOC: Cut from Wikipedia, about Morocco and drugs:

Morocco ranks among the world’s largest producers and exporters of cannabis, and its cultivation and sale provide the economic base for much of the population of northern Morocco. The cannabis is typically processed into hashish. This activity represents 0.57 per cent of Morocco's Gross Domestic Product (GDP), estimated at US$ 37.3 billion. A UN survey[1] estimated cannabis cultivation at about 1,340 square kilometres (515 sq mi) in Morocco's five northern provinces. This represents 10 % of the total area and 27 per cent of the arable lands of the surveyed territory and 1.5 per cent of Morocco's total arable land. Morocco is a party to the 1988 UN Drug Convention and in 1992 Morocco passed legislation designed to implement the Convention.]

The first thing the IDF-forces made in the Morocco-campaign was to launch a massive air strike against know military installations all around Morocco. With the use of precision guided missiles, such as Nimrod-missiles, the hit accuracy was very high. No bomb carpets were laid, with a couple of exceptions. Every known cannabis cultivation in the northern parts of Morocco was bombed with napalm and Nimrods. The planes participating in this campaign was all from Algeria, most of them were MiG-23, MiG-29 and SU-24MK, but some of them were Israeli-made Lavi-fighters (multi-role).

There were some Moroccan air-force planes in the air, but they were eliminated rather easy. The IDF Air Force lost three MiG-29's in dogfights with Moroccan planes.

1,000 Sayeret Matkal's (Special Elite Forces) were paradropped around the cities of Rabat and Casablanca.

The IDF Sea Corps and IDF Marines were about to take the city of Tangier, just outside the Gibraltar strait.

During the first 24 hours, the IDF-troops "secured" an area of 200-400 km from the Algerian border (it's almost only desert there, and a couple of smaller towns). In the southern part of Morocco they even reached the Atlantic coast.

The troops will keep their positions, and the second wave will be from the naval troops against the Moroccan coastline (started yesterday).

Rabat and Casablanca are under attack from Sayeret Matkal's (Special Elite Forces), but they are not under our control yet. IDF Sea Corps is preparing an invasion of Tangier.

As the Kopparberg forces drew closer to the enclaves of Ceuta and Melilla, the United Netherlands government sent the following prepared message to the Kingdom of Kopparberg.

We ask you to hold off your invasion of the two Spanish enclaves of Ceuta and Melilla until transports can be arranged to transfer the Spanish Civilians to Spain. When, enough transports have been rounded up, a small force will land at Ceuta and Melilla to assist the civilians in gathering their belongs. Once all civilians have been evacuated, the force will depart and the enclaves will be officially handed over to the Kingdom of Kopparberg as per our agreement.

We also ask that until all Spanish Civilians have been removed that you give a wide berth to the enclaves. We don't wish to have any Spanish Civilians killed or injured in your takeover of Morocco.

Sincerely, Willem Drees

Message to Willem Drees, The United Netherlands

We will not enter Ceuta and Melilla before we got an OK from you. These two places are not part of our primary goal, hence they can wait until we're done with the other parts.
It's not in our interest to hurt civilians, we want them to have as small disturbances as possible from our ongoing campaign.

As the war in Morocco proceeded, the Spanish Enclaves of Ceuta and Melilla were being prepared to turned over to the new government of Morocco. LPDs and other craft even warships were being used to house the Spanish citizens on their trip to their new homes on the Spanish Mainland. The evacuation of Melilla was proceeding at a good pace with nearly 5,000 people taken to safely on the first day. However, problems in Ceuta were being run into. Thousands of citizens in Ceuta were taken to the street in protest of having their homes and their livelihood taken away from them without their say and to top it off from a government that was nearly a thousand miles away.

If a solution wasn't found soon, their was no telling what could happen. To secure more time and hopefully a peace solution to this matter, the United Netherlands dispatched a telegram to the Kingdom of Kopparbergs.

To whom it may concern,

We first ask for your understand in this important matter and to keep an open mind. Large numbers of citizens of Ceuta have refused to evacuate (leave) their homes. As of right now, using force to get them to leave is not possible but, may be so in the future. We ask you if it be possible to retain the City of Ceuta under Spanish Control. Only the enclave of Ceuta. We are willing to compensate you in some way for Ceuta to remain under Spanish control. Our government is also open to other possible solutions to resolve this matter. We regret to inform you that until the matter with Ceuta is resolved its going to take more time to turn over the city. However, the turn over of Melilla should be soon. The majority of the people living their support returning to Spain.

We understand your problems with the enclave of Ceuta, and it's in our interest that we come to a solution that we agree to both of us.
We are ready to stand back from the enclave at the moment, and continue the talks about the transfer of the enclave back to Morocco in five years. One of our demands that must be meet to make this possible is that there must be no military installations and no military personnel inside the enclave. An ordinary police force and border guards will be allowed. We would also prefer to have an open border that allows the people of Ceuta to visit Morocco every time they want to, and vice versa.

Once we have the area around Ceuta secured, we will withdraw our forces from the immediate neighborhood of Ceuta.

Our government has no intention of building any military base or stationing any military personnel in the enclave of Ceuta, Military force would only be sent during times of crisis, like their is now. The rest of the time a police force would handle all local matters. We would also prefer an open border. As to the enclave being returned to Morocco, our government would be willing to put it to vote. But, the issue must be decided by the citizens living in Ceuta as to what they want. As of right now, they are for the most part autonomous within Spain. As you can see, they don't want to give that up.

Sincerly, King William I

Thanks to the support from the IDF Sea Corps and the Sayeret Matkal's, the IDF Ground Forces took control over the cities of Tangier, Tetouan, El Jadida, Safi and Agadir. But the most important cities, Rabat and the twin cities Casablanca and Mohammedia were still under Moroccan control.
The IDF Air Force has total air superiority, and the Moroccan navy is either in port or at the sea bottom. The problem is in the cities, where fighting without civilian casualties are very hard.

The Moroccan government refuses to leave the power to Kopparbergs. But eventually they shall be forced to resign.

As the last of the Spanish Citizens living in Melilla were evacuated, they were like those proceeding them given a choice. They could be resettle in Ceuta or somewhere in Spain. Wherever they decided to settle, the government of the Netherlands would pay the cost for their relocation.

With the City abandoned, the Kopparbergs government was contacted. The following message was sent.

Dear Sir,

All Spanish Citizens have been relocated from Melilla and our government as per our agreement is officially turning over the City of Melilla to you. Until your conflict with Morocco ends our military will stay on a heighten alert status. The Ceuta border fence will for now remain intact but, if the smuggling of drugs and people stop our government will consider removing the wall. Once things settle down in Morocco and peace and stability has existed for some time our government will discuss the matter of what to do with the City of Ceuta, but for now it will remain a Spanish Province.

Thank you for your time and understand.

Dear King William I,
We thank you for your cooperation with the two Spanish enclaves in Morocco. We will now take care of Melilla, and there will probably be new inhabitants in the city.

We understand that you want the fence to remain around Ceuta, and we agree to this. Once the problem with the drugs is over in Morocco, the fence can be removed to give the people on both sides the opportunity to enter and leave Ceuta whenever they want to. We imagine that Ceuta will be popular by tourists visiting both Morocco and Algeria.

Report from the fronts in Morocco
Heavy battles are reported from Rabat and Mohammedia. The other "twin-city", Casablanca is now under Kopparbergs' control and the fighting Moroccans from Casablanca has retreated back to Mohammedia. In fact, it's only the area around Mohammedia and Rabat we don't have under control yet. The oilfield outside Meknes is secured without severe damage.

Kopparbergs' casualties so far:
KIA: 2,900
WIA: 6,030
MIA: 3
We've also lost 5 Mig 29, two Agusta AB205 helicopters from the Tunisian Air Force and around 10-15 MBT's (in minefields in the southern part of Morocco, bordering Western Sahara).

We're intensifying the battles in Rabat with more reinforcements (2,000 more troops) from the Algerian Sayeret Matkal's (Special Elite Forces). The forces in Mohammedia will receive reinforcements from the southern part of Morocco, where everything is under control, and only intense patrolling is necessary (sparsely populated area).

The main battle of Rabat (and likely Mohammedia) will likely be later today, when the reinforcements arrive.

When the reinforced troops stormed the cities of Rabat and Mohammedia, heavy fights followed. Rather large casualties on both sides, but the Moroccans where outnumbered by the IDF and Sayeret Matkal's. After 23 hours of fighting inside the cities, the Moroccans gave up and laid down their weapons.

Official announcement from the Kingdom of Kopparbergs
Today the Moroccans laid down their weapons, and handed over the control of both the capital and the country to Kopparbergs. Morocco will be the sixth governorate of the Kingdom of Kopparbergs, and a Moroccan person will be the Governor of Morocco.
Every single cannabis cultivation is either destroyed or will be destroyed within one week. We promise the world that the export of such drugs from Morocco is history now.

The Iberian Netherlands is glad that the fighting has ended in Morocco. Our government officially recognizes the nation of Morocco as the sixth governorate of the Kingdom of Kopparbergs. Our government also offers aid, if the Kingdom so wished, to the Kingdom of Kopparbergs and the Governorate of Morocco for rebuilding their country. We hope that in time the Kingdom of Kopparbergs and the Iberian Netherlands can not only become good friends but allies with the goal of having the free exchange of ideas, trade and people between our two nations and that Peace may exist between our two nations now and forever.
