No Mans Landia

For anyone familiar with the Batman No Man's Land comics, this is based off of that. Essentially, some loonys in my government decide to seal off the major city, ironically already called 'No Man's Land' because it drew way too much food. What with having eighty percent of the population in it.
No Man's Land is situated on an island. The bridges are blown up and the water is mined.
Control has fallen to a number of Cyberlords, that is, experiments who were genetically or cybernetically enhanced and dumped on the island before it was sealed off.
Here's who there is...
The Professor: A brilliant scientist who made a fortune with his invention, he controls a small sector with state of the art weaponry, and people tend to disappear off of those streets to 'participate' in his experiments.
Arsenal: Arsenal is a living armory. His arms have been replaced with metal cylinders containing an astonishing variety of weaponry. He controls the only working factory, which melts down scrap metal to make it into ammunition for Arsenal's loads.
The Gentleman: The Gentleman is a psychotic. The pinnacle of human martial arts capability, he rules, quite literally with an iron fist, as the cracked heads of those who defy him will testify. He is rumored to have a supply in and out of No Man's Land.
The Brotherhood of Cleansing: A religious cult dedicated to wiping clean the blight that is No Man's Land. They are rumored to have a small supply of plutonium and be working on constructing a nuclear weapon. They are led by a superhumanly charismatic woman known as Lady Grey.
Here's what I'm looking for.
Small groups of people sent by countries or organizations to gain a foothold here before the bridges were blown out.
Smugglers whom have the layout of the mines and transport speed boat loads of food, munitions, etc.
What I'm not looking for:
Godmodders, trolls, or people with huge numbers. Like I said, small. Once you establish a foothold you can recruit footsoldiers from the ample population in the city but...
Any further supplies will have to come from the smugglers.
