Today the governments of Sigma Octavus and Automagfreek announce that together we are formally reforging the New Alliance Treaty Organization, or NATO.

This is an alliance that has been around almost as long as our planet has, and those who remember the glory days of old will easily remember the exploits of NATO. It has been decided that order and balance need to be restored to this world, and NATO will be the shining pillar of light that all nations can flock to.

Those who formerly called NATO home are more than welcome to help us write this new chapter in our history, and those who wish to join us for the first time are more than welcome.

Today is a grand day, and NATO shall live once more. Our former brethren will be contacted very shortly about rejoining this great and historic alliance.

Charter of the New Alliance Treaty Organization

*The New Alliance Treaty Organization shall herein be referred to as NATO.

*Member Nations are urged to open trade routes with one another. Not every nation must open routes with all consistent members, but trade and interaction on some level is preferred.

*Nations may not petition to join NATO solely for membership and no other action. Upholding of this charter and the responsibilities and duties that come with the status of a NATO member is required. Inactivity or failure to follow the rules and guidelines of this charter will result in a review/dismissal of said nation's membership status.

*Active and Respected Member of the International Community. (OOC: Reputable RP record.)

*Nations may apply for Economic Boost Packages, Defensive Boost Packages, and other benefits that will be exclusive to NATO members.

*Nations may petition for a redress of grievances in the International Consortium Court if they believe a member nation has acted in a manner that is contrary to the Charter. The court will be a panel of 3 persons from nations that do not hold cabinet positions, therein creating a 'check and balance' system. This 3 person panel shall be known as the International Consortium Court.

*No nation may attack another nation within NATO, period. All grievances must be brought before the International Consortium Court. Those nations that do attack a member nation will be expelled from NATO immediately, and summarily have sanctions placed upon them.

* All nations are given the right to rule in sovereignty. NATO or the International Consortium Court may not pass any statute that interferes with the sovereignty of a member nation, save in place of sanctions or other disciplinary actions that may be decided upon by the International Consortium Court.

*NATO shall be ran by a singular individual, and an appointed Council of Twelve. This board shall consist of five nations, appointed by a majority vote from the original founders.

*The International Consortium Court shall be appointed by the head of NATO, with an approval measure of 75% majority vote from the Council of Twelve.

*The head of NATO may propose a new amendment to this charter, or to remove an existing one. The Council of Twelve shall decide to remove or add by a 75% majority vote in accordance with the head of NATO's wishes.

*In cases of tied votes in the Council of Twelve, the head of NATO will make the final decision.

*The head of NATO shall hold Executive Authority to declare an Emergency state on a trade route or Nation/State, and deploy NATO forces to protect them/it. If after 7 days the Council of Twelve decides that there is no Emergency Situation, or the situation no longer requires NATO forces, they may, by a 50% Majority vote, order the withdrawal of forces.

*The Board shall hold the authority to approve or disapprove membership, to a petitioning Nation. This action can be vetoed by the head of NATO if just cause against the applying nation is shown.


*All NATO member nations must stand ready to commit military forces in any conflict against a NATO member. While not required to go to war immediately when when a conflict arises, all members must be ready and on alert if the Council of Twelve feels that said member is innocent of provocation. Provocation of a attack without NATO approval will result in an emergency meeting of the Council of Twelve to discuss the situation and rule on it accordingly. Suspension of NATO membership for unjustified aggression can result at any time by either a 50% vote from the Council of Twelve, a 50% vote from the International Consortium Court, or a singular vote by the head of NATO. This action can only be appealed by a member of the Council or the Court, and NOT by the member in question.

After decades of having a policy non-membership in alliance groups, the Empress feels that it is finally time to rejoin NATO. The Imperium has no objections to the charter and the Empress feels that our armed forces are the equal of any possible enemy of NATO. For the third time, our great nation sees the New Alliance Treaty Organization rise. When long ago we first formed, the world was a much more dangerous place, filled with rogue nations and dictators with overinflated egoes. The power it provided in the gap of the WMNK, the GDODAD and many other old alliances was a necessary and stabalizing power.

The second time it rose, the world was a safer place, but there were still many nations who would rise against the safety of the world and fight us. A much more diplomatic alliance the second time around, we let our words speak more often than our firearms, but any who thought us weakened by this would soon find themselves to be sorely beaten back.

Now, with recent and future incidents, NATO is needed once again to be a symbol of strength and hope to the people of the world.

.... NATO, one of the largest alliances in the past few years has been reformed under the leadership of Automagfreek. The Assembly has decided to join this alliance, supporters state that it will thrust the Island back into the limelight, detractors state that it will put the Island into wars that will destroy them.The President, Mr. Sergei Ilyanov, has this to say.

Ah, Sergei. To you kids he's probably just another random character. To the grown ups he's one of the most beloved. Times has changed in the Republic (for lo, the Liberal Imperialist Party has fallen and the Republic's colonies have been liberated) and the Independents have risen to power. A Moderate party, they control the Assembly but the people elected Sergei since they knew he'd do a good job running the country. He was old, very old, in his 60s. But he still had alot of energy left inside of him. And making public statements is one of the ways he uses that energy.

Sergei stood in front of the classic red Rosian flag, seven stars on each side and a grand rose in the center. He was a bit fatter but not that bad. He wiped his forehead with a handkerchief.

"Ladies, gentlemen, and those who have yet to pick a gender." He started with his thick Russian accent. "I support the Republic's application into NATO. NATO has served the Republic well, bringing it a new era of peace and prosperity. Yes we went into many a war, but out of that we gained respect from the international community, and some fear."

He smirked. "I am also glad that it will Damien running this, for he has experience. I am glad to see old friends joining. Illior, Scandavian States, Sigma Octovus. All friends of the Rosian Republic. We are also going to announce to the international community that we are back."

The audience applauded, yes the isolationism was all well and good but they wanted new cultural influences. Many nations have been founded and many have fallen, they wanted to know what was going on and they wanted to see what's new. 'Sides, being alone sucks.

He smiled. "Yes, thank you. Any nation that wishes to threaten the Republic will be, as the kids say these days, "pwned" and destroyed. Our Navies are powerful, our Air Forces patrol the sky, our Army trains constantly, and our Marines and Special Forces eat raw liver everyday. And there's the fact that every Rosian is armed to the teeth but we won't get into that and then we'll sound like an Allanean knockoff which isn't true because we did it first, I think anyway but point is."

He paused. "You mess with us, you die and you die horribly. Good day and God bless you." He bowed as the audience went into thunderous applause.

A Press Release from the Desk of the President


With news of the reappearance of the NATO treaty organisation I feel that a public comment is necessary from us, a nation that did not have the best relations with NATO in the past due to our commitment to the NWO.

History is history. We hold no grudge against any NATO member or former member and we are truely thankful that conflict never occured between the two alliances. As you know the NWO is long gone, an alliance that was cast into the history books long ago, but shortly before it we worked well with several NATO nations in attempts to tame the RWC.

We have no wish to join NATO, however we would like to retain the friendly relations that followed on from the before mentioned co-operation against the RWC. To reiterate the bad days of us being seen as against NATO are over, we have no wish to be considered an enemy of this alliance if indeed we ever were.

We wish the organisation the best of luck in reforming itself and as ever send friendly greetings to all participating nations.

Through typical Schultarian ingenuity and technical persistence, this nation stands before the NATO leadership a more capable and adaptable force than when we last spoke as a unified force. Our technology can still provide wonders to the world, as can be attested by this very holographic communication, representing advancements in communication and data compression which amount to hundreds of billions of USD in untapped intellectual properties for trade amongst NATO member states. We also would like offer our unique sense of political mission and governmental responsibility to the cavalcade of member states as well, and hopefully it will give greater definition towards the international mission of the New Alliance Treaty Organization.

Our people have long believed the world to be a corrupt and sinful place, with the only Holy Sanctuary left being the Theocracy of Agrandov. However, today we show them the truth, we show them that Our Lord smiles down on other lands, and these blessed ones shall be our brothers!

This is, at last, an alliance which will not screen us out because of our nature, our structure or our faith. This is an alliance that will act alongside us as His Sword and His Shield.

Although our small military and developing economy can offer little to NATO that they can do without, we are more than willing to offer land for "undesirable" buildings such as prisons and POW camps, which could be staffed by the finest Agrandovian personnel.

The UK government is most interested in NATO. We see, in NATO, an opportunity to work together with nations in NATO, whom with some we are well acquainted with but as of yet have not had a chance to work with. Furthermore, we find the ideals of the charter - and indeed of the old NATO, compatible with the United Kingdom and its morals and values, and we see within NATO a group of nations whom some we look at as equals, with some whom we look at with interest, and some whom we look at with a quiet sincerity, but all whom we look at with the highest degrees of respect.

Militarily, the UK believes it is capable of dealing with any threat that arises to NATO, and furthermore assisting in training and doctrinal assistance to NATO nations - especially in the area of naval surface combat - and perhaps, if accepted, the UK's armed forces too would have something to learn from the nations inside NATO.

UK Trade and Industry too have something to learn - and something to gain - and if it is accepted, something to give from NATO, and we see NATO also as a chance to expand upon relations - not just economic - with member states.

We await your response eagerly.

Chellis would like to suggest that Questers not be allowed into this new NATO. Quite aggressive, the nation of Questers has been creating conflicts where there are none, including embargoing the UCN without provocation.

We have a history with NATO, and wish that if nothing else, it would be willing to listen to us on this matter, that admitting Questers would be a very bad desicion for the alliance.

And what part of the charter does this violate? NATO does not, quite rightfully, intervene with sovereignty - these matters are ours and noone elses - and it requests assistance in times of need if innocent of provocation. We don't see what relevance this has to the charter or a reason why the UK would be disallowed.

Official Response from the United States of Allanea

As we see, our allies in the Island of Rose and the Freethinkers are, or have been in the past, members of NATO. We have heard rumours that our friends in Questers are applying for membership as well. As such, we in the United States of Allanea would as well like to apply for NATO membership.

Questers does not violate any part of the charter, it is very vague. However, we are suggesting to NATO that Questers not be allowed, as it is a decision they will regret. It will sully the good name of NATO, and we don't wish for that.

Of course, the decision is the council's, not that of chellis. We are simply making a suggestion, one we feel very strongly about.

'Hmm ... An intriguing proposition. Last time I remember hearing about this alliance it was before my original retirement from politics (OOC: Read: NS) and I was one f the four original signers of the charter, as Haraki was one of the original four founding nations of the original first incarnation of NATO.

'As such, and as we wish to solidify bonds with other nations which are already part of NATO or which are applying for membership in NATO, I would hereby like to apply for Haraki's entrance into this alliance, once again. Like the old days, it would be good to see the NATO flag flown on Harakian soil. I still remember first signing the charter, together with those from Sigma Octavus, Celack, and Ruhr, and helping build the alliance from its first day of existence into the powerhouse it eventually was at the demise of NATO's first incarnation, shortly following my retirement. The APRS has long stood by this worthy group and fought hard for its goals- it pleases the government of Samtonia that NATO rises once again from the ashes of time. Attention nations of NATO, I have been authorized by the Skyian Republican Congress and the Skyian Republican Senate to officially petition for entry into the New Alliance Treaty Organization.

We believe that we can be a good assest to this alliance, we have a very strong military, capable of duking it out with the best, and a roaring and free-market economy is headed off by the super-conglomerate We Buy It Incorporated which operates in forty-one [41] seperate countries besides our own and has a revenue of over $500 trillion USD per year helps to make our country a real player on the international scene.

We also produce our own armaments, namely from Silver Sky National Armaments, which is part of our military success in the past and future.

However, our main reasons to join NATO is to strengthen relations with out allies in Samtonia and Illior and shore up relations with the Scandavian States, The Island of Rose, Southeast Asia, and The Freethinker Commonwealth, as well as create new relations with other members.

Should anyone have any concern about our positions in the Sovereign League and APOC we would like to make it known that we don't share the same views as our allies in Praetonia or Questers hold against AMF, NATO and Gholgoth, and that we are a 'behind-the-scences leader' of the SL, but prefer to leave the limelight to other nations. And we have recently left APOC citing ideological differences between the two sub-blocs of APOC.

With the onset of further hostilities in British Londinium and the turmoil erupting from the situation, the Libertarian Empire has seen fit to apply to the New Alliance Treaty Organization, in the hopes of cementing its ties with friendly nations and finally returning stability to our foreign relations policy. The Second Empire of the Golden Throne comes out of a war of succession victorious. Despite the fact that the war is not yet over [OOC:[b] This little OOC is for me as much as it is for anybody else. I would be joining around November 2017, my calendar. The war doesn't end, but the end is in sight.][size] our armies march victoriously towards the capitals of our foes. We feel as if it is time that the Empire, coming out of the war as regional leader, begins to enter the greater spectrum of international politics. Of all the possibilities it's obvious to us that NATO is the alliance which best fits the character of our great nation and is the best to which we can adhere to - considering our policies. Although our intent is not to join NATO for the good of the alliance per sé, and is more to further our own national interests, we are an asset which we feel NATO cannot pass up. Historically, the Kingdom of Castilla has been diplomatically isolated from the international world. Although the kingdom has enjoyed a fruitful history in the past, specifically in the 14th century, most of its modern history has been plagued with corrupt regents and sporadic military dictatorships pulling the strings of a powerless crown. Far more relevant is the recent military dictatorship in Castilla which followed the crown’s victory during the War of Castillian Succession (1967-1973). During the 70s and early 80s Castilla’s population lived in poverty and even famine, and it has been only with the toppling of the military dictatorship in 1986 that the country has leaped ahead. In the 1990s the kingdom has experienced an ‘economic miracle’ which has broken the market’s depression and has opened the kingdom to vast new possibilities. It should be understood that international relations under the dictatorship proved to be few, given that there are relatively few countries willing to deal with them. Most governments which kept ‘true’ relations with the kingdom were regional and most of them had some sort of stake in the nation’s industry – such as Mekugi and Juumanistra (although the former has almost broken communication due to the recent establishment of four Questerian military bases in Castilla y Belmonte in return for virtually free nuclear technology).

However, with the recent economic prosperity newfound in the society of the kingdom the crown at Cuidad Real (capital city) is interested in propelling the country into international politics. Apart from the establishment of some sort of international recognition for Castilla, which currently is considered nothing more than a backwater state (if recognized at all, that is), the kingdom has specific goals in mind. These goals encompass several different areas which include the economy, national security, national defense and power projection (especially regional wise). Ergo, it can be concluded that the kingdom is formally looking into paths of international progression politically, militarily and economically. We are no longer interested in being a second, or perhaps even third, rate sovereign state. Although several companies, especially in the area of defense, have made progress in the international market (namely MecániCas) this is just skimming the water and we’re looking for something much more representative and much more long-standing.

The first goal is the establishment of a wide-spread barrier-free trade network with any given amount of sovereign nations around the world. In this spirit, Castilla y Belmonte will soon be hosting the 1º Conference on Free Trade at Villa de León with the ambitions of not only a trade network but the creation of some sort of trade alliance. This alliance will specialize in the protection of trade routes between member states. Nevertheless, there are certain limitations. We’re, unfortunately, a small and unknown nation and therefore the amount of interest we can attract has its limits. As a consequence, we don’t expect the formation of a large trade-network with this first conference and the growth of the trade-network will have to rely on time and the government’s ability to slowly make its international presence. Therefore, we see joining NATO as a way of indirectly expanding this trade-network, even if it’s not beneficial to the potential treaty-members of any trade alliance borne by the conference. In other words, we’re looking for new trade partners with the potential of the lack of barriers.

The second goal is the increment of respect for our armed forces. We’re hoping of making a greater footprint by aiding in international wars and peacekeeping operations. We’re well aware of the recent occupation of British Londinium and we’re looking forward to operating loyally in similar operations. We understand that with the size of our army (twelve brigades with the potential of growing past this) makes our aid limited since we can’t afford, for now, to send large amounts of men to war, however be reassured that you will receive at least some aid. While our military may be small, our abilities to supply war material and funds are not! We are certain that we will be of at least enough help in any war to justify our entry into the alliance.

Third, given the current state of the armed forces, we’re looking forward to international cooperation on the defense of the kingdom. In other words, we’re hoping to use NATO as a big brother to keep potential invaders out. We have no current political enemies to speak of, but we want the option just in case. Nobody knows what the future may hold for us, and if we are threatened by a large nation our small military has little hope of a victory – even at home. We have aspirations of enhancing the size of the army to a total of forty-eight peace time brigades, subdivided into a number of corps, but for now we are focusing on the modernization of what we already have. Furthermore, our history with military dictatorships and the recent purge of the officer corps makes military expansion a risky issue.

Fourth, the kingdom is hoping to soon make an impression in our region. Currently our economy is dominated by Mekugi and Juumanistra, and we’re looking forward to more foreign investment from other nations to help make us more financially independent from our regional neighbors. This will allow us to take independent decisions without risking our economic growth rate. It can be established that the growth rate and the recent economic prosperity has a relationship with the evolution of a national democracy and the founding of a constitutional monarchy.

Explanations aside, both courts have ratified the NATO treaty in advanced. We understand that our potential membership is not guaranteed, but the nation wants to underscore its willingness to oblige by the treaty word for word and loyally. Although we have done nothing major to help ease our entrance, and we are a relatively unknown world state, we’d like to make sure it’s understood that allowing entering the treaty will have no negative repercussions. We hope to hear a decision soon, although we patiently wait for any response. Just in case, we want to make clear that those four points described above are not expectations – they are ambitions that may, or may not, come true. In other words, we do not expect to fulfill those four desires by joining NATO – we only believe that becoming a member-state of NATO will help us achieve those aspirations.

Letter to whoever is responsible for NATO’s foreign affairs and entry acceptance
His Majesty Alfonso VI should have already sent his own telegram; however, as minister of foreign affairs I want to make something clear, hoping that in doing so we increment our chances of becoming a member-state. Specifically, I want to address the issue of our recent diplomatic relations with the Empire of Questers. We understand that NATO has had a troublesome history with the Questerian Commonwealth (abbreviated QC through the remainder of this document) and we hope that the recent establishment of four Questerian military bases in the kingdom will not severely handicap our chances of joining NATO. The details of the recent treaty with Questers must be understood, and it should be established that we have little relations with the recent of the QC (except perhaps in the area of military exports, given that MecániCas has recently sold a number of Tiznao-60 military trucks to Northford).

The Kingdom of Castilla y Belmonte has been interested in nuclear power since the 50s, but our unstable government has been incapable of achieving the goal of being a nuclear power until the 90s. Unfortunately, when our nation made public our aspirations of nuclear power as a military détente, and to establish a network of nuclear power for civilian electrical requirements (within five years the civilian electrical grid will be entirely supplied by nuclear sources), we received little offers. Specifically, we received two – one from Mekugi and the other from Questers. Mekugian influence in our market and our goals to make ourselves independent from regional economic pressures made it impossible to accept nuclear technology from Mekugi, given that by doing so we would be further enslaving our nation to the economic interests of said nation. On the other hand, Questers only required four military bases (three air bases and a single naval base). By accepting the treaty our nation guaranteed free nuclear technology, a number of nuclear missiles, and an increment in national defense (potentially, Questers could be a defending nation against any invader given the national interests in their military bases).

So, any analysis of our relations with Questers should be seen through the spectrum I have just described. I hope that this letter hopes to clear up a potential misunderstanding.

Greetings to all members of NATO. One year has passed since the infamous Four Day War, when this great alliance proved it's strength on the field of battle. Now, once again, the forces of tyranny and imperialism rear their ugly heads in the form of the APOC.

As a member of Gholgoth, the Second Prestonian Republic is committed to any fight that may come. However, there is still one further step to be taken. We wish to join the New Alliance Treaty Organization to demonstrate our commitment to the defeat of tyranny wherever it stands.

While the military and economic capabilities of the Republic are currently limited by an ongoing civil war, our gracious brothers in arms in Gholgoth are doing all they can to pacify and reunite the Prestonian people. For this, I am in eternal gratitude.

I foresee a day not far from now when Prestonia can again stand under the light of peace and freedom, and I would be honored to stand their among the glorious nations of NATO.
