As a friendly gesture in 1906 (and more pragmatically, to assure that South America remains friendly to American interests) Congress passes a bill for foriegn aid to that region. Included are funds for Chile (totalling in game terms 9 points). The implication with the gift is that should the money be used to invest in a merchant marine fleet, American shipbuilders would be happy to have the dollars flow right back to them (I can build those if you want).

Britain informs Chile that the Bank of Canada will be giving Chile's loan instead and that the repayment should be sent to it instead.

The Chilean Parliament, dominated by the oligarchy of the leading land owners and business leaders, impeaches and removes the President after learning of his attempts to interfere in Bolivia. A formal apology is issued to Bolivia, and Chile announces that the previous military expansion program and aggressive behavior is renounced.
In addition, the Chilean government decides to make loan repayments a matter of national urgency and cuts defense spending.
The Army is reorganized, several programs are cut or sharply reduced and more emphasis is made to fielding a local defense force with a small regular army modeled more on the Swiss and Swedish system.
