Official Request from the government of Allanea
To: Relevant Tiburonese Authorities

Dear friends!

The time has long come to settle the misunderstanding between us. You may know already of my efforts in the field of promoting Allanea’s reputation in the global community as a peace loving, freedom loving nation – just like the United Solaris Federation.

Among my efforts is an establishment of a Mutual Defense Pact between Allanea and the Zepplin Manufacturer state, the establishment of a peaceful compromise between the Zeppelin Manufacturers and Auman in the recent Martian stand-off, and other accomplishments. You may see from this my approach to current events and the future of Allanea.

Would it be possible for me to visit New York City to further discuss this?

Sincerely yours, Victoria Sheshet,
Allanean Secretary of State

Secretary Sheshet,

I'd be overjoyed to set up a meeting in New York between ourselves. We have heard much about the recent and historical motions of the Allanean government to preseve and promote freedoms, and we believe that we can set aside the history of disagreements that Allanea and the UnAPS has had in the implementation of such freedoms. You're free to come anytime you wish. The Division of State offices are located within the Central Executive Complex on Unity Island.

Sincerely,
Aishwarya Chaudhary,
Secretary of State,
The United Solaris Federation of Tiburon

The standard Universal Diplomatic seaplane is a modest construct – a biplane aircraft, built light and simplistic, painted snow-white. These look equally at ease cruising through the skies of Tiburonese New York City or dodging between the ultraskyscrapers of Liberty-City’s commercial district.

This one is bearing gifts – a large box of high-grade Stossel Tea, several bottles of wine, and a variety of expensive watches, electronics, and so forth. It will be the job of Victoria’s assistants to distribute them to the Tiburonese reporters and diplomats who will want to meet the Allanean representatives.

The Allanean Secretary of state is still wearing bandages from her last duel under her tight clothing, but it doesn’t show and she is even smiling happily as she puts the brush through her beautiful hair a few more times.

As the plane sets up to land in the Unity Channel, she smiles to one of the aides. “Say, Monica – does this city have any good hobby stores? I ought to buy up on some good paint for that Cairn model…”

The path of the plane is tracked, of course- not tracking the paths of planes is stupidity. It is, however, fairly surprising to find that the plane forgoes landing at the new diplomatic airport and lands on the ocean itself. It's been a while since seaplanes have been in major use in Tiburon.

A boat, marked with the words DIVISION OF STATE, UNITED SOLARIS FEDERATION OF TIBURON speeds across Unity Channel shortly afterwards, heading directly towards the seaplane. It's not a custom in Tiburon to give gifts during diplomatic meetings, so they're not prepared for sending or receiving gifts. They're prepared, however, to receive Secretary Sheshet.

The boat arrives at the plane and receives the passengers. Secretary Chaudhary begins. "Secretary Sheshet? Welcome to the United Solaris Federation of Tiburon."

As for the hobby stores- this is New York, after all. Anything can be found here.

The seaplane is one of the most elegant forms of transportation known to man – even in the age of gravitic engines and battleplates – in fact, Allanea maintains a fleet of gravitic space-capable diplomatic seaplanes. The Allaneans have in fact, made the seaplane the trade mark of their diplomatic service primarily because of their elegance. This particular DS is no exception.

The plane’s door rolls sideways without a sound – an effect produced by precision assembly, careful oiling, and some rather inventive engineering – and Secretary of State Victoria Sheshet is revealed to the eyes for the Tiburonese.

Her own eyes are deep brown, and so is her hair – no longer then her shoulders, her haircut just barely concealing the tips of her ears. She looks as if she were from the Middle East – somewhat, perhaps, like the beauties Omar Hayam used to chase after in his time. She is, however, very tall, slender – not the ‘anorexic slender’, but rather the ‘healthy slender’, more like a tennis player then a patient – and she moves with the peculiar grace of someone well in control of their body, like only a person who learned martial arts can truly be.

She gives Chaudhary a beaming smile and answers: “Thank you. Secretary Chaudhary, I presume?”

As for New York – well, the aides phone the stores, and hopefully the right shade of color will be found - in amounts fit to paint an eighty-centimeter long Cairn model.

The boat gently rocks back as Secretary Sheshet steps on, compensating for the additional weight of the secretary. A Navy patrol boat can be seen in the distance- any possibility must be taken into account. Aishwarya Chaudhary is, as the name implies, of Indian origin. Demographically speaking, this is to be expected- the vast majority of Tiburonese are either of Indian, Japanese, North American, or United British origin. To untrained eyes, the two secretaries appear to be of similar origin, just as some say that all people of East Asian origin appear to be of similar origin. Regardless, the Arabo-Turkic facial lines are certainly distinct from Chaudhary's features- beautiful features at that. Discussing Chaudhary's features, however, is out of the scope of this thread.

And so.

Secretary Chaudhary smiles demurely and nods. "You'd be correct. Welcome to New York City and the United Solaris Federation, Secretary Sheshet." The boat departs the seaplane and makes its way back to the shores of this borough. The question must be asked- "We could, of course, begin with the formal negotiations. Or... I could show you the city. It's really up to you... which one would you rather do first?"

The Allanean Secretary of State smiles politely and replies: “Why, I’d be pleased to see the city. I understand Tiburonese New York is much more of a city then anything I’ve seen at home – and I’m certainly curious. I can already see that the architecture is… significantly different.”
