In 1906, the Ottoman Empire met with provincial leaders of Albania to discuss their pleas towards national soverignity and independance, these taks were fruitful as the Ottomans have been moving lately to remove their prescence from the Balkans while establishing friendly relations as they left with the nations that will spring up in place.
The Republic of Albania was created from the lands that had predominantly Albanian ethnicities, in addition to this the Republic was charged with overseeing the Vicinity of Macedonia.
Later that year, distinguished members and representatives of the people gathered to draft the nation's constitution after three months of deliberation it was agreed to the following:
-Establishment of a representative Parlament and government headed by the former Ottoman diplomat and well respected old gentlemen, Turkhan Pasha as President of Albania.
-Local Mayors will be appointed indirectly by the people through City and Provincial Councils, which will be directly elected by the people.
-Powers of government shall be divided in a way in which to strengthen Parlament and calls for strict seperaton between parties and government.
-The President shall serve a term of four years with no possibility of re-election along with strict limits on sucession.
-The Military of Albania shall be a drafted army (conscription).
-Macedonia (FYR of Macedonia minus the Albanian parts) is to be given a special status due to its unique Identity and Charecter, this status will include granting the inhabitants of the region greater reprsentation in parlament in matters regarding to Macedonia where they will have a stronger say than others.
In addition, given enough support within the region, the Republic of Albania will proceed to prepare for a referendum to be held in Macedonia to allow it to determine their own status as a people.
