The Blackhelm Confederacy has recently established a new city, known as New Atlanta. It is located about midway between Divinity and Paradise City. The city was nesscary, as Paradise City was overly congested with people, and foreigners were becoming more and more discriminated against. Chancellor Lucius Blackhelm invites all nations to assist us in building the worlds next great city.

We may use some office space but will mostly reserve space for new industries to take advantage of the economic boom of this City, we will also construct the Factories outside of the City but wish to remain within easy commuting range of the City, we propose a distance of no less than 10 miles from the City Limits.

We can begin assembly of the Maglev system right away. The track sections are pre-fabricated for easy assembly. The Maglev system is a raised rail line that can follow above major streets, thus saving space. Each section has two tracks side-by-side to run trains in opposite directions. Freight and commuter trains can use the same track. Warehouses can install freight doors on upper floors to load the trains, thus saving on traffic with freight trucks. We can offer 20 commuter trainsets (12 cars each) for $50 million, and 20 freight sets (12 cars each) for $40 million. Cost for the entire network will cost $1.75 billion, for a total of $1.84 billion.

I send this on behalf of my lord and boss, Count JWolf, we wants to offer a deal about this new city of yours. He wants to buy forty acres to built a palace on. It will be a copy of Palais du Luxembourg in Paris, France. The palace will be placed in the center of the forty acres. A twenty car garage will be placed on five hundred yards to the right of the palace. It will have a paved driveway that goes to the gate.

On the outer edge of the forty acres, a large iron fence will be built. It will be eight foot tall. There will only be one gate, which will be located in the west of the forty acres.

Guard buildings will be placed in areas of the land. One will be placed to the right side of the gate. The rest will be placed in the NE, NW, SE, and SW locations of the land. They will be housing for the guards at the land.

The land will have gardens in areas. Two helipads, that can land large helicopters. On helipad will be located in the back yard of the palace and the other one will be located near the NE guard barrack. A small six area lake near the SE guard barrack. Paved roads will be made to link the four barracks.

The Count ask how much for the land and the rest will be paid by himself and the work done by sub-companies of Timber Wolf Inc.

Crews immediatly arrive, seemingly out of nowhere, in typical Ri-an fashion. They get to work, studying the overall plans for the transportation systems as well as where other buildings are going and what they will be serving. Based upon their findings they calculate the most strategic locations to open up Public markets serving the greatest number of people, with the greatest degree of convienience. The number of products are great indeed, they are Diverse, cheap, but also of good quality.

Then in the residential areas, libraries went up. Out in the Industrial section, they built a massive warehouse that 5 stories high, and 5 miles deep, and brought forth equipent of all kinds, and sealed it off from the general public for their safety. Eventually it would be open for tours, but in the mean time, a list went out to sign up for research time.

All in all, it takes nearly 8 months for all buildings to be completed.
