Prelude to Disaster (Diplomatic Crisis RP; ATTN Undershi)

The streets were teeming with rioters. The massive metropolis of New Oklahoma City, capital of the Proletarian Republic of Free Tulsa, was in the grips of a devastating riot. However, there were no police on the streets, no looters raiding stores, no fires being lit by angry pedestrians. This was a riot with organization, with purpose. Several thousand people, many of them armed, were marching towards the embassy of the Undershi Empire, intent on burning it to the ground and lynching its inhabitants.
Four days previously, a Free Tulsan reporter had successfully snuck into a city in recently conquered Undershi territory, and had witnessed and filmed the horrific treatment the captured populace was subjected to. This was the final spark that ignited a massive powder keg of anti-Undershi sentiment that had been growing for years. A group of veterans from the Rebellion spread the word of a plan to oust all Undershi citizens from Free Tulsan territory, sending a clear message to the Empire that their policies would not be tolerated by the people of Free Tulsa. Police officers made private arrangements to find other places to be on the day of the riot. Entire precincts went on "vacation" en masse, leaving the entire city of twelve million with fewer than a dozen police officers.
Approximately 0730 on September 4, over six thousand men and women marched through the streets of New Oklahoma City towards the Undershi embassy. Leading them were seventy-three survivors of the California Resistance, clutching their decades-old battle rifles to their chests and marching forward with grim faces and straight backs. At about 0800, the leading edge of the mob came within earshot of the Embassy.

The embassy compound was surrounded with fences - high and solid and iron, but not proof against a mob. Behind the fences, guards in Army grey stood at attention... or rather, at this moment, knelt behind sandbags, watching as the rioters approached.
The Undershis were used to fighting mobs - they had conquered enough cities, after all, for there to have been quite a few "unfortunate incidents" in their history. Therefore, they didn't panic.
As soon as the battle armoured guard had sent his message, black armoured IIS soldiers began to appear from within the embassy. As the crowd outside the fence began to grow, the ambassador made an announcement:
"This is the Undershi ambassador. The Undershi Embassy is considered by custom and international law to be Undershi soil. Therefore, should any of your number cross the line or scale the fence... you will be shot with no further warnings." that said, the P.A. system cracked with static, then was switched off.
They were the Undershi - nothing more remained to be said.

Many of the rioters had no wish to be cut down by gunfire, and so they came to a stop, surrounding the embassy building on all sides with their picket signs and their rifles held high. The shouting gradually died down, and every indication pointed to preparations for a lengthy siege. After all, the Undershi had to leave that building eventually, didn't they? That was when the first shot was fired. It had been an accidental discharge from a rioter near the embassy gates, but someone somewhere apparently believed that the Undershi were responsible, and this rumor spread like wildfire through the crush of people. Immediately the shouting started anew, and, unable to control their rage any longer, the crowd rushed towards the gates.

As soon as the first shot went off, the embassy guards were ready for trouble, their rifles raised... they watched in horror as the rioters charged the fence, but there wasn't that much more they could do - the Lieutenant in command of the guard detail ordered his men to hold their fire for a moment while he fired a "warning shot" - although it could hardly be called a warning shot when it was aimed for the mid-torso of the furthest forward armed rioter.
Mostly it was meant to cause fear - they would see what a Gauss round could do and hesitate. After all, a hole about eight inches in diameter had just been blasted through the rioter by the Gauss shell, which penetrated through with enough force left to kill whoever was behind the target as well... of course, it wasn't enough, or it was misinterpreted or something - the rioters charged the fence, and the Undershi soldiers opened fire with their rifles, cutting down dozens as they came, while marksmen on the embassy roof opened fire with their rifles set on semi-automatic, and their scopes activated.
The Undershi fire was horrific, but not as horrific as what came next - as the first few seconds passed, someone opened fire with the grenade launcher attatchment of his rifle, resulting in the others adding their rifle grenades to the firing... which added to the slaughter.
Each rifle grenade launcher had a five grenade magazine - on the Army soldiers that magazine held one tear gas grenade and four fragmentation grenades, while with the IIS troopers... with them, there were one fragmentation and four white phospherous grenades in their magazines. Within seconds of that escalation, the ambassador apparently paniced, assuming that the grenades meant that the guards were having a hard time holding the rioters off... and ordered the Reserve Force of one squad with heavy weapons to deploy and add their fire to the defense - suddenly the rioters were also recieving fire from two Gauss autos and a shoulder launched missile unit loaded with anti-personel warheads.
To put it bluntly, it was a slaughter - the Undershis were in powered armour, were heavily armed, well deployed and supported by heavy weapons. To make matters worse, the IIS troopers began to fire off more incindiary grenades as they reloaded, this time aiming for the rear of the crowd, acting on instinct to cut off the rout of retreat... things looked bad.

White phosphorous lit the streets with a harsh white light, playing a bitter counterpoint to the sun just rising on the eastern horizon. The organizers of the riot were all dead, save for one man who had been intelligent enough to remain at the back of the crowd and had left as soon as the shooting started. Bodies and pieces of bodies literally carpeted the streets, hundreds of people ripped to shreds by brutal gunfire. The few people who had survived crawled, staggered, and hobbled around aimlessly, or simply sat, staring blankly forward. All was quiet, for a while. And then, a noise. Diesel engines, several of them. Trucks appeared on the horizon. Inside them were two platoons of the 1st Cherokee Mounted Rifles - the Principal Chief's personal division. They dismounted, and took up positions around the trucks. The sounds of retching filled the air, and several troopers lifted their faceplates and vomited - they had never seen combat before. Immediately behind them, a large forest green sport utility vehicle drove up, and the Principal Chief himself stepped out of the vehicle. He was a tall, obviously Native American man in his early forties, with shoulder-length black hair and brown eyes. He was wearing a suit and tie, and, like nearly all Free Tulsan citizens traditionally did, had a rifle slung over his shoulder . He strode calmly forward, stepping over the broken bodies of his constituents. He was immediately surrounded by a ring of soldiers in full combat armor, who stepped gingerly through the mass of flesh to avoid treading on the corpses littering the ground. About halfway there, he stopped and surveyed the carnage. Ambulances were beginning to arrive by the dozens, and a few survivors were walking away under their own power. Several cars burned, and numerous framents of WP smoldered on the ground. He lifted a radio to his face. "Bring me a helicopter," he said.

The Great Dictator watched the news with a smile on his face. This was yet another population of an entire city who were too stupid to notice that they didn't have power anymore. The Dictator turned and watched his butler, Jonas Gonsan, stand straight and alert.
"Call the council of war..." said the Dictator softly.
"Immediately, sir" The butler turned around and walked off.

5 Minutes later...
The council of war sat, assembled around the Great Dictator's grand sining table. Clockwise, from the big china cupboard were Kolni Vohn, the major of the airforce, Joe Kont, commander of the infantry and former police officer, Monty Polt, captain of the navy, and Feloj Kaboom, leader of Special Operations. The Great Dictator himself stood in front of a giant plasma TV screen.
"I'm sure you're all aware with the situation in Free Tulsa...", started the Dictator. The council of war nodded. Even though some of them, like Kolni Vohn didn't know, didn't know, they preffered lying to being executed.
"Well," continued the Great Dictator. "The idea I instantly got when watching the show, was to let these rotten nations sod off. Then i got another idea. If we help these Undershi oppressors out, they will owe us a favor. We will use that favor to conquer some extra territory... you know, just to have some extra people to get taxes from and improve our military! What do you people think?"
"It's not the most brilliant idea ever, but it'll do!" said Kolni. He saw the Dictator's eyes grow wide.
"How dare you mock me!!" shouted the furious dictator. He drew a Sig-sauer out of his pocket and aimed it at Kolni... and shot. Bits of brain splattered across the room.
"Jonas... remember to clean that up...

As the local troops arrived, the Undershis reflexively assumed defensive positions, thier Gauss rifles at the ready. As if to provide proof that they were not invincible, watery blood leaked from the shoulder seal on the armour of one of the Army soldiers, providing the only spot of bright color amidst the industrial greys and blacks of the Undershi armour, running down onto the false silver of the exposed metal that formed the Undershi star.
Still, even the wounded soldier seemed ready for a fight... and so they waited, as their leader spoke:
"Well now... now, where were you when these peasants came to attack us?"

The Chief ignored that comment, and strode calmly toward the Undershi troops. He was enraged, but his face and demeanor betrayed nothing, nor did his voice. When he spoke, it was calm and steady. "Gentlemen, I would suggest finding alternate lodgings for the forseeable future, because if you are still in this city when the evening news is broadcast the citizens of this country will quite literally tear you apart. You will be disarmed and escorted under military guard to an abandoned offshore research colony, where you will remain until your government can evacuate you. If you choose to refuse this generous request, in exactly forty-five minutes the public militia armories will be opened. These armories contain magnetic accelerator weapons, combat armor, and armored fighting vehicles. I doubt very seriously that my people would hesitate to use them. You've made yourselves a powerful enemy today, gentlemen. A powerful enemy indeed."

6 falcon-class helicopters flew over the Undershi embassy. On command, 20 Martentopian Gaurd Corps members jumped out. They were followed by Lok Cenom, Martentopis's new airforce commander. Lok undid the tangle of his parachute, and walked over to the Undershi leader.
"We are Martentopians, and we have come with peaceful intentions", said Lok in perfect Undershi. "Or atleast, we mean no harm to you and your people. We shall help you out, in return for a special favor... what do you say? would you rather be ripped to shreds by these peasants, or would you like to crush them under our united boot?"
Meanwhile, Martentopian commandos were arriving from the air by the second, and the embassy garden was filling up with people, weapons, and discarded parachutes.

The Free Tulsan Reality Police readied a barrage from their heavy I.G.N.O.R.E. cannons, and fired, sending waves of utter silence over the Martenopian godmodders, who disappeared.

The ambasador had made his way to the garden by then, and arrived in time to hear the request to disarm. He seemed suprised by that suggestion, and asked:
"And what do we have to ensure that you will not just hack us to pieces when we have surrendered? We will hardly offer up our lives into your hands without some reasonable belief in your good intentions."

By this time, a few news crews were starting to arrive. Fortunately, they were too shocked by the carnage around them to get about the business of setting up their equipment, and they were too far away to hear the conversation being held at the embassy gates. Even so, the Chief gestured with his hand, and several soldiers went to kindly but firmly lead them away.

The Undershi ambassador seemed to consider this for a moment, before nodding, and grimly responding:
"Alright. We'll do as you say. Just remember that Undershi has quite a few ICBMs... but, threats aside, we'll cooperate." he gestured to the embassy guards, telling them to:
"Hand over your weapons. We'll trust him... it isn't like we have a choice."

The transport helicopter the Chief had requested came to a low hover about a meter off the ground. The Free Tulsan troops collected the Undershi weapons and deposited them in a pile in the back of the transport, then took positions in front of the pile. The sergeant in charge of the detachment gestured for the Undershi to get into the helicopter. "There is your transportation," said the Chief.

The Undershi Embassy to Free Tulsa had a total of 10 Undershi Army security staff, 15 IIS security staff and 50 diplomats, so one helicopter would prove insufficient...
