The Ethiopian Government dislikes that Italy has taken another African Colony. This would the third one in the span of ten years. Our government cries out to other European countries not to get anymore land to Italy in Africa.
Italy would like to point out that the Italian-Africans in its possession have a higher standard of living than those in Ethiopia and other independant African Nations that, it would seem, are unable to care for themselves.

Greece unveils plans for a union with the Cretan Republic, which the Ottoman Empire has renounced its claims on the island. Elefthérios Venizélos, the Cretan Councilor of Justice and the recently appointed High Commisioner of Crete, Alexandros Zaimis, invite the four Great Powers (Russia, UK, Italy, and France) to attend a conference to listen to a proposal for the union of the Cretan Republic, and the Kingdom of Greece.
OOC - the "Great Powers" currently protect Crete from the Ottomans, but at the same time stop a union with Greece to appease the Ottomans.
Italy shall attend, especially since we must meet regarding other things.

Various officials from the French Foreign Ministry and several French Railroad companies approach the Italian Government and offer build a railway network throughout Italian Libya, free of charge, in exchange for several guarantees. If agreed to construction will begin at the start of 1908.
French-Italian Libyan Railroad Accords
1. All railways built by France in Libya will remain the permanent property of the French State and shall be administered by the Government of France or Private Companies selected by the Government of France.
2. Goods transported from French Algeria to or through Italian Libya by the French railways shall not have taxes or duties imposed upon them.
3. The Government of Italy may not obstruct or hinder the passage French dignitaries, citizens, goods, supplies, and troops through Libya by means of the French railway system.
Unfortunatly we do feel that many of the requirements do violate Italian Sovereinty in regards to controlling what happens within its own lands. At this point in time it will require further thought unless something better can be brought to the table.
While we appreciate the gesture, we disagree with the first and third requirements.

Greece again puts pressure on Italy to send troops to Albania. It also requests that Italy allows volunteers to travel to Greece to fight. (In the RL Balkans War, a brigade of Italian volunteers fought, and i see no reason why this would be different, especially as Italian troops formed the leadership of the Cretan Gendarmerie until a couple of years ago).

The Vittorio Emanuele II was designed as a Mediterranean Hunter, with the ability to perform well in not only Mediterranean Seas but also the Atlantic as well as the Adriatic Sea. The numerous guns are designed to strike multiple targets simultaniously in order to maintain confusion and disorganization.
Due to the large armaments, the defense of the vessel has been reduced as well as its range, however the speed of the Vittorio Emanuele II has not suffered as such.
The purpose as stated before, is to attack shipping quickly, doing as much damage to as many targets as possible. Thus, there are Three fire control centers; Two cover the bow and the stern turrets (A, B / Y, X) While the Third controls the Port and Starboard Turrets. There is another Firecontrol Room, which connects all three, ensuring coordination between the three.
It is also theorized that the Vittorio Emanuele II could very well hold its own against Armoured, Protected, Light, Heavy, and even other Battle Cruisers.

IC: On May 16th 1910 President Roosevelt arrives in Milan on his European Tour. He plans to spend the day in meetings with Italian officials, and then spending the 17th in Venice sightseeing before moving into the Balkans.
More OOC: if you have anything in particular to discuss fluid time can let us resolve anything in this thread while I finish the tour. The only foriegn policy issue we have in common right now though is the China thing and as the US position is pretty opposed to Italian moves, there may not be too much to say.

Italy is asked by the Spanish if they would be interested in signing the Alliance of Seville, in which France has already signed. The current balance in Europe is degrading with the end of the Entente, and it is imperiative that the balance is returned to prevent a war. If one side has an alliance and the others are a rabble of different countries, then how can they hope to have peace. It is stated that Italy's Alliance with France can be joined or seperate from the Alliance of Seville.
Giovanni Giolitti has replaced Luigi Luzzatti in the role of Prime Minister of Italy, after a heated election following the invasion of China. This is Giolitti's fourth time taking the office, and has pledged to remedy the embarrassing effects of Luzzatti's government.
A stage of rehabilitation is to occur. Overall, The majority of Italy's leaders are proud of their armed forces abilities, however several glaring errors and problems were exposed. Paticularily, the navy requires urgent attention if it is to maintain control of Italian Seas.
Plans for Quemoy continue, as Italian engineers begin drawing the plans for the Island.
The main island will be walled off, much like the Island of Malta in the Medeterranian, with the addition of a large Coastal Fortress, capable of laying down artillery fire into the sea-lane approaches, Formosa Straight, as well as mainland china itself. Large caliber guns will be installed, to provide a proper defense against a bombardment from the mainland, or a blockade by naval vessels.
Hundreds of mines will be kept within Quemoy, to be deployed if ever necessary. A Fortress Corp will be occupying the main island, while a garrison corp controls the smaller island chain as well as a good portion on the interior of Quemoy itself.
A Naval Yard is planned on the South Eastern Portion of Quemoy, under the protection of the rather large Coastal Fortress.
On the many smaller islands, smaller fortifications are to be made, including Artillery Positions to inflict damage on shipping and naval vessels, as well as reap havoc on any landing parties. Large observation towers are to be built as well.
(In the future, when there is RADAR... expect that too :D)

The French Ministry of Foreign Affairs inquires as to whether the Kingdom of Italy would be willing to take over the French protectorate of the Republic of Hainan. As Italy has a more significant military presence in the Pacific it would be more suited to take over the role of Hainans protector. If the Italian Government is in favor of the idea, a formal treaty shall be worked out.
