History: The Grand Duchy of Saint Lazare shares much of its history with the The Great House of Huahin, having declared their independence recently. Under the reign of Huahin, the principate was known as Monaco, with its capital set at Monte Carlo. However, for reasons still undisclosed, Huahin unilaterally offered independence to the people of Monaco, who promptly elected Albert Roumillet as first Grand Duke of the State. To signify the change in state, Albert Roumillet had the entire state change its name to honor the Saint Lazarus, from the Biblical parable of the poor beggar who earned his share in Heaven for his sufferings on Earth. And despite having just separated from Huahin, the population is still considerably favorable to their former rulers.

The city of Saint Lazare [formerly Monte Carlo] covers nearly the entire sprawling area of the Duchy, which makes it quite impossible to cultivate any land for agriculture or any serious industry. The one railline running through the country to its sole neighbor - The Fourth Reich is the only land connection, while the port of Saint Lazare and Fontvielle serve as primary naval connections. Despite being so small, the land is teeming with commercial resources, with numerous banking and entertainment facilities.

The greatest challenge for the Grand Duchy is to make a lasting impression in international trade and politics while maintaining its sovereignity amidst powerul nations.

The constitution has been ratified by the people of the Grand Duchy. It can be viewed under the government section [the link is embedded in the word, and the constitution is in original French - and no, Monaco does not have a constitution IRL].

The Grad Duke is very pleased to see this development. Additionally, the inquisition [questioning - not the purging] of a possible alliance is something is that we can discuss. The Grand Duke is currently away on family holiday [something is amiss here...], and the new government will be willing to hold talks to determine we can resolve.

The young Republic of Koryan sends ambassadors to the Grand Duchy in hopes of arranging an embassy exchange and negotiating free trade between our two nations.

The Grand Duchy receives the delegation and grants an audience, interested in hearing the possibility of diplomatic exchanges, and perhaps even FTA talks.

We believe it is in the best interest of both of our nations to reduce or remove any trade barriers that might be in place so that our economies can function to their greatest potential. As you may know, my country possesses “adequate” petroleum and natural gas reserves, which your consumers will most likely need. By removing possible tariffs, your citizens can receive a reasonably priced and unthreatened supply of gasoline and your power plants will always have a back-up resource, should your current power production every fail.

Also, my country has a small dilemma. Our capital, Doha, would be easily accessible to enemy forces should the republic ever be attacked. Although the nation’s leaders most likely won’t be harmed, our treasury could be plundered which would be devastating to Koryan’s public services. Perhaps after these negotiations my ambassadors can examine the Bank of Saint Lazare and determine whether it would be a safe location for an “emergency treasury”.

PM Jacques Lillois will be meet your ambassador at the CEI [Centre des Etats Internationaux] Building, where we are quite confident that bilateral discussions can be conducted. In addition, we will make accommodations to ensure that the Ambassador's arrival [if he is to arrive that is...] into the Grand Duchy is held under tight scrutiny to avoid excessive public involvement until after it is appropriate. WE look very favorably upon these discussions as an opportunity to further tighten the bonds of friendship and good will between our two states, considering the many years of diplomatic impasse that have led to these very strong relations with the Empire, and we hope that the Empire shares this perspective. May the years look forward to our rise in solidarity!

An FTA would be most favorable for our people, considering the wealth of opportunities that our two states can share in mutual understanding with each other, and the likewise numerous opportunities for the Grand Duchy to share part of its economic strength and permit our two states to grow hand-in-hand. Additionally, as clients of the Bank of Saint Lazare, we can confidently say that the Bank of Saint Lazare is not only a very safe and secure bank in which any country is herein encouraged to reserve a partition of its budget into emergency store, we can also say that the Bank boasts the best rates of any bank around in the world. As such, the deposits of your government are strongly encouraged, if you see a need for them - in addition to the safety and security, the Bank maintains a strict confidentiality policy, which most of their clients seem to like [we can't say - they've never told us...]. In any case, we look forward to these discussions with your government, to establish likewise friendly diplomatic relations.

And FYI, I'd like to know what kind of concessions, agreements that the Grand Duchy currently holds with any other E2 member at the moment. On that note, I know that Hirgizstan has officially recognized the Grand Duchy, but I see no embassy currently established - did we settle that out?
