Comrades! Recent unrest in Nepal has reached such levels that Comrade Premier Zhao has hinted that it may be time to provide peacekeeping services in neighbouring areas. A government spokesperson has stated that the unrest could lead to hostile elements filtering over our border and endangering our citizens, something which shall not be permitted to happen.

In other news, the government of Free Palau has requested assistance from our government as they strive to combat similar unrest closer to home. We will of course keep our people updated as the struggle for freedom continues!

"This could be exactly we need. The fiasco in Grenada will be swept under the rug, and we will trumpet the unification with 'Nepal State'; the other territories in question will be added to existing state structures or formed into a state of their own."

Premier Zhao nodded as Foreign Minister Bei went over plans with the rest of the cabinet. "Excellent Ruiyan, excellent. Huanren, as Interior Minister it will be your job to integrate those territories successfully; I assume we will be using Protocol Zero-One for them?"

Minister Yuan agreed. "It's the perfect protocol. These lands are already bordered by us, we should be able to secure them easily enough. Of course, they may require pacification, but that, of course, is where I come in."

"Indeed. Wanfeng, are our boys ready for action?"

Defence Minister Qong brought up a projection of the border regions on the large screen.

"We currently have 50,000 troops and associated support moving into position along our border with Arunachal Pradesh, they should be there within five days; as usual we are using forces already in theatre. Nepal and Uttaranchal will be slightly more difficult due to the mountainous terrain, so we will be using special forces in conjunction with mountain warfare divisions from Tibet State. Once we have a reduced anti-aircraft threat from Nepalese territory, we shall start airlifting forces into Bihar. We'll be using a modified version of the doctrines we developed in case we needed to intervene in Afghanistan."

Zhao gave his assent before continuing. "What about Palau? Our comrades in Free Palau will likely appreciate our assistance there."

Qong brought up a map of Palau. "We have the Sixth Projection Fleet docked there as part of our alliance with Free Palau; Free Palauan forces have received a great deal of training and equipment from us, so they should be able to take the rest of Palau themselves. Just in case, the Sixth Fleet will be available for support."

"So we're going into Nepal? We won't be able to take that sort of....more troops are on the way? Yes Comrade Minister, I understand. Yes, I will do so. Goodbye."

General Pan seemed slightly unnerved after the conversation with Defence Minister Qong. Pan was to oversee the liberation of Nepal and Uttaranchal, with Beijing dispatching some 60,000 extra mountain warfare troops to bolster his existing 70,000. From what he'd heard on the military grapevine, General Lu had the easier task of liberating Arunachal Pradesh, with Beijing having sent 50,000 troops to support Lu's usual command of almost 100,000.

Free Palau

"Comrades! Your revolutionary brethren in the United Eastasian Republic are here for you if you need us! We have the utmost faith in your capabilities, but if the capitalist dogs pull any trickery then we shall assist you in any way possible."

Admiral Chaozu knew the importance of Palau in the 'master plan' of Kristan Zhao; they were an independent government, allied with the UER, modelled after the UER. They were there to show that 'Zhaoism' worked outside the UER, so Beijing were very protective of them. Now that there was the superb opportunity to unite Palau under Communism, the UER Sixth Projection Fleet had orders to ensure victory no matter the cost. If the Free Palauans objected, Beijing would smooth things over.

Kathmandu International Airport, Nepal

The first indication of trouble came as two Eastasian cargo planes flew overhead, flanked by SU-30MKKs; the aircraft began circling the airport as paratroopers began dropping. The Eastasian Special Forces units were tasked with seizing the airport, which would allow the airlifting of supplies and reinforcements until other forces could seize the capital.

UER - Nepalese Border

The steady drone of helicopters alerted border towns to the Eastasian 'restoration of order'. With Hind helicopters providing air support, mountain warfare troops began crossing the border and entering towns, taking care not to openly antagonise the locals. Unit commanders were under orders to liase with local authorities so that 'peace could be restored'. Similar scenes were repeated along the border with Uttaranchal.

The border between the UER and Arunachal Pradesh saw the movement of motorised divisions into border settlements, where the Eastasians followed the same orders as their comrades further north; Beijing was once again painting a conquest as a liberation. Following established doctrines already used in previous liberations, humanitarian aid and Eastasian facilitators were on standby for deployment to liberated areas.

Free Palau - Nepalese Palau border

The land border was the site for a mass crossing of trained Free Palauan troops, moving in Eastasian trucks and supported by a small number of Eastasian Type-63A tanks. Flying the flag of Free Palau, these troops were to secure any areas they could to show the Eastasians that Free Palau knew what they were doing.

The Eastasian Sixth Projection Fleet left Koror to seize any outlying Palauan islands; the highly-trained marines aboard had seen action during the liberation of Formosa, so Palauan resistance was expected to be easily swept aside.

Palau

The campaign was unsurprisingly easy for the combined Free Palauan-Eastasian forces, who overran the remaining sections of Palau within a few days. The UER Sixth Projection Fleet aided heavily in the liberation, dropping marine units on outlying islands and providing considerable air support against the outmatched Palauan defenders. The defenders were heavily outgunned and, with no hope of assistance from elsewhere, the formal surrender came before too many casualties were inflicted.

Kathmandu International Airport, under Eastasian military control

With the airport secured, regular flights carrying reinforcements and necessary supplies began to pour in. Kathmandu itself was about five kilometres east of the position, and special forces were already infiltrating the city identifying targets. The Eastasians had opened dialogue with the city in an attempt to secure a peaceful surrender, but the talks were stalling; the UER were now dropping leaflets and broadcasting propaganda in an attempt to spark a popular revolt.

Things were going much more smoothly in Uttaranchal, however. Slow and steady advancement was establishing a secure supply line as well as a good relationship with the locals; as always, the Eastasians were polite, paying for anything they took and providing humanitarian aid. The campaign in Arunachal Pradesh was proceeding along similar lines, although more air support was having to be called in to deal with resistance.

In Bihar, Eastasian action to the north sparked a series of revolts by local leftist groups; although Beijing hoped that the local groups would take Bihar themselves, they still had plans to enter Bihar under the flag of liberation if the locals failed.

News that there were other forces invading Nepalese territory provided the Eastasians with a propaganda opportunity. Broadcasts were soon relaying Premier Kristan Zhao's personal message of brotherhood and unity to the Nepalese people, telling them that aggressive powers were intent on carving up their nation for colonial exploitation. The UER was intent on protecting as much of Nepal from imperialists as possible, promising that they would remain autonomous within the umbrella of Eastasian military strength. They would elect their own leaders, run their own affairs, and receive all the rights of Eastasian citizens. Any territories 'rescued' by the Eastasian military would be held together as Nepali State, the fortieth state of the UER, with all the rights and responsibilities therein. Zhao also promised heavy investment to rebuild Nepal and establish it as a shining example of Asian prosperity.

Privately, existing leaders were promised cushy positions within the Eastasian bureaucracy if they requested Eastasian assiatance and joined the communist juggernaut. Of course, they weren't told that they would 'disappear' after Nepal's accession because if they were willing to sell out nepal then they might be willing to sell out the UER. The previous socialist bent of the Nepalese government meant that the Eastasians could probably find local bureaucrats who would understand the Eastasian system and work with it.

In Free Palau, major celebrations were taking place as the island state was finally reunited. As always, Eastasian facilitators were available to the Free Palauan government to assist with the development of a united economy.

"Progress report on the Second Southern Liberation?"

Defence Minister Wanfang Qong gestured to the map screen as it zoomed in on the areas in question.

"As you can see, Comrade Premier, our progress into Nepal itself is progressing steadily; Uttaranchal is estimated to fall within the next forty-eight hours, either from our restoring of order or the natives surrendering. Arunachal Pradesh is a little more stubborn, but we should finish operations within the next two weeks.

Kathmandu has surrendered, at last, and our forces are now actively engaging the civilians in a peaceful fashion. Our agents in Bihar have established contact with the new Patna People's Soviet, who are themselves establishing popular control. I would suggest engaging them diplomatically.

Palau, of course, has been united, with Eastasian forces happy to let the Free Palauans take the credit for it."

Premier Zhao nodded and smiled at the rest of the cabinet. "So far so good, comrades. I never doubted our ability or our conviction, and our armed forces are doing themselves proud. Within a month we should have achieved all of our objectives."

Wanfeng Qong's prediction about Uttaranchal proved prophetic; with the Japanese, Romans and Saint Lazare having grabbed areas of the former Nepalese territory and conflict erupting further down the subcontinent, it was a case of better the devil you know. Before Carthage had been reduced to the Kingdom of Nepal, they had been a socialist state; the Eastasians now offered the opportunity to join the dominant socialist state in the world. New propaganda spewing forth from Beijing presented the choice: autonomy under Beijing, fascist exploitation under Tokyo or imperialist exploitation under either Rome or Lazare.

The remaining civilian authorities in Uttaranchal called a ceasefire pending negotiations on the accession of Uttaranchal to the UER. Elsewhere in the former Nepalese state, Arunachal Pradesh showed signs of faltering, with several towns requesting Eastasian assistance. Nepal itself was gradually falling under Eastasian domination as mountain warfare divisions tracked down insurgents, marking them for elimination by the Eastasian Air Force. In Bihar, the Patna People's Soviet had requested assistance from Beijing to help restore public order; Eastasian transport aircraft were now en route to Patna with fresh special forces to 'ease Bihar's transition'.

Premier Zhao smiled politely over the dinner table at Rajesh Nehru, leader of the Patna People's Soviet and the intended Governor of Nepali State once all relevant territories had been acquired.

"So tell me Rajesh, you accept Eastasian as your new nationality? A very daring move I must admit; some would believe that you sold yourself to us."

"Comrade Premier, do not think that I have betrayed my people or my nation. Nepal is a dead kingdom, it was a pathetic attempt by the former rulers of Carthage to hold onto power. My only regret is that the UER was unable to secure all of the former Nepalese territory, but I recognise the difficulty faced when surrounded by imperialists."

"Well, it is not easy. To the south we are now bordered by two mighty empires, one small empire-in-waiting and a now-former ally who just cut all ties with us. Securing so much territory in the face of such adversity would not have been easy, and could have led to all-out war. Not that we are afraid of war, you understand. In fact, in the light of Tokyo's actions, we are going to be increasing our military stature. I don't know what's coming, but we shall be ready for it when it arrives.

Enough of this though. We shall hold elections in the newly-formed Nepali State once it is viable; the elected governor will receive Beijing's complete backing. Nepali State will receive the same privileges as every other state within the UER; federal funding, military defense, federal security presence, as well as all of the state-level bodies that Beijing will help to create. If you became governor, I for one could see a bright and prosperous future for Nepali State."

Nehru bowed his head. "Many thanks, Comrade Premier. Hopefully it will not be long before I am here again in a more official capacity."

The official end of operations was declared to great celebration from the Eastasian people, as yet another region was liberated in their name. The territories of Bihar, Nepal, Uttaranchal and Arunachal Pradesh were officially organised into Nepali State, the fortieth state of the United Eastasian Republic. As planned, Rajesh Nehru was officially appointed as Governor due to his loyalty to Beijing and his former position as leader of the Patna People's Soviet.

The Eastasian bureaucracy quickly insinuated itself into the newly-aquired areas, asserting Eastasian law and absorbing all local law enforcement into the People's Internal Police. All local military bases and equipment were handed over to the Eastasian military; some of the forces used to capture the territories were left behind to garrison the Republic's new frontier, while the rest returned to their previous assignments.

With the acquisition of Nepal, the UER was expanding its hold over a greater expanse of territory, which was recognised by Beijing as having the potential to cause conflict with nations which had previously been friendly. It was decided that the Eastasian government would draw up new measures to counteract this possibility.
