At this time the Austro-Hungarian Empire has no intentions of involving itself in any foreign conflicts if it can help it.

David Wolffsohn, president of the ZO, plans, as part of his pre-conference tour, a stop in Vienna, before heading north to Munchen (Munich). He publishes this information ahead of time, and makes it known that if the Austrian government objects, he will forgo the stop.

The Austro-Hungarian government will not prevent David Wolffsohn from visiting and will provide additional security (ooc: read spies) to help protect him during his stay.

The newly created Repubic of Albania approaches its most serene neighbor the Dual Monarchy in hopes of establishing stable diplomatic relations between our two nations.

The Republic also notes that the Dual Monarchy has always been a profitable market for our Farmers and Laborers wares and Produce.

The Greek ambassador to the Dual Monarchy states that Greek troops are only reclaiming rightfully Greek lands. The capitals of Albania and Bulgaria will not be harmed. Also, all non-Greek citizens in the occupied lands will be free to leave wherever they want after the duration of the conflict. Having received no ultimatum from Austria-Hungary, Greek troops are under orders not to fire upon Austro-Hungarian troops unless they are attacked first, a situation which we hope does not arise.

The Austro-Hungarian Government announced today the 1907 Ausgleich. While the debate was furious and intense, new, dramatic changes were introduced to the government structures. While Austria and Hungary would retain their respective parliaments which would retain their powers in regards to domestic matters, a third parliament is to be created whose members would be taken equally from the Austrian and Hungarian halves of the government and would be elected by the people. This body would deal with all matters relating to foreign affairs and related matters. The new parliament also has the power to put in place national laws that shall be enforced over the entire nation. However, these national laws must be submitted to the National Parliament by a two-thirds majority of either the Austrian or Hungarian Parliament.

Further more, Bosnia has been officially annexed into the Austro-Hungarian government and shall be ruled equally by both halves of the government.

Spain finds itself trying to get better relations with all nations. It finds itself in a query with Austria Hungary. Spain's relations with Russia have always been rather interesting, and while ties with France are very strong, the ties with Germany are not hostile in the least. In fact Spanish troops have fought and communed with German troops in Morroco. So in truth we are wondering what Austro-Hungary might have with Spain.

On June 1st 1910, President Roosevelt arrives in Budapest as part of his European tour. Although time restraints unfortunately dictate that the President will not be able to visit Vienna as he hoped, Roosevelt is adamant that a major city of the Austro-Hungarian Empire is visited.

TR spends the next three days touring the city and countryside and meeting with state officials before departing for Warsaw by train. While in the country, he makes a point to applaud the government for its firm hand in avoiding a more general war in Europe over the Balkans just a few short years previously.

Franz Joseph and his advisors are assured that any visit to the United States in the future would be greated most warmly--the upcoming congressional elections in 1910 are likely too soon for any observation, but the presidential election two years later would be a fine event to watch.

The Emperor did however go so far as to say that "In recent years the Slavic people have proved themselves to be loyal subjects of the Empire and should be treated as such."

The Austro-Hungarian Empire fully recognizes the new nation of Poland and announces the creation of a provisional Ukrainian government in Galicia. This body will eventually be put in charge of the Ukraine as it is liberated from Russian domination and will receive aid from the Austro-Hungarian government until the great Ukrainian people, brothers and sisters of all Austro-Hungarian citizens, are once strong enough to stand on their own.

In other news, several politicians introduced legislation into the National Parliament that would create a Kingdom of Croats, Bosnians and Slovenes and would include much of southern Austria-Hungary (RL Yugoslavia minus Serbia obviously). While other politicians have suggested granting autonomy to this region before, this is the first bill that would create a government that would be equal to Austria and Hungary.

Despite tense relations, and the negative view in most SPainard eyes in relation to Germany, Spain wishes to forewarn Franz Josef that there are possible anarchist and communist cells in his country. The remainder of Spanish anarchists have been flushed out, and there with the large amount of regicide in Europe recently, it might be prudent for Austria Hungary to guard it's leaders.

Public opinion across the AHE, while largely in support of the war, is slowly turning anti-war especially in areas that are heavily Serbian or Rumanian, for the AHE's involvment in what many protestors are calling 'a strictly German affair'.

Others are expressing more concern about dealing with Serbia and Rumanian then dealing with the Russians who are seen by some as the thing that prevented a war in the Balkans a few years ago.

If you would rather wait until the war is over to begin paying, that is fine, but you will need to add a 7th year of payment (for a total of 14 points back) if you do. Let me know what your plans are please.

Archduke Ferdinand is killed when a bomb explodes at a train station in Sarajevo after he completes an inspection of troops in that region. He and 21 others are killed, and police capture 4 ethnic Serbs.

Interrogation soon reveals their connection the the Black Hand and its connection to the Serb government.

The Danish King Frederick VIII sends a personal letter of condolences the the Empire expressing his sorrow both the the Archduke's family but also to the Austrian and to a lesser extent the hungarians.

Official Austro-Hungarian Diplomatic message to Serbia:

It is clear from the statements and confessions of the criminal authors of the assassination, that the murder at Sarajevo was conceived at Belgrade, that the murderers received the weapons and the bombs with which they were equipped from Serbian officers and officials who belonged to the Narodna Odbrana, and, finally, that the dispatch of the criminals and of their weapons to Bosnia was arranged and effected under the conduct of Serbian frontier authorities.

The results brought out by the inquiry no longer permit the Imperial and Royal Government to maintain the attitude of patient tolerance which it has observed for years toward those agitations which center at Belgrade and are spread thence into the territories of the Monarchy. Instead, these results impose upon the Imperial and Royal Government the obligation to put an end to those intrigues, which constitute a standing menace to the peace of the Monarchy.

In order to attain this end, the Imperial and Royal Government finds itself compelled to demand that the Serbian Government give official assurance that it will condemn the propaganda directed against Austria-Hungary, that is to say, the whole body of the efforts whose ultimate object it is to separate from the Monarchy territories that belong to it; and that it will obligate itself to suppress with all the means at its command this criminal and terroristic propaganda. In order to give these assurances a character of solemnity, the Royal Serbian Government will publish on the first page of its official organ, the following declaration:

"The Royal Serbian Government condemns the propaganda directed against Austria-Hungary, that is to say, the whole body of the efforts whose ultimate object it is to separate from the Austro- Hungarian Monarchy territories that belong to it, and it most sincerely regrets the dreadful consequences of these criminal transactions.

"The Royal Serbian Government regrets that Serbian officers and officials should have taken part in the above-mentioned propaganda and thus have endangered the friendly and neighborly relations, to the cultivation of which the Royal Government had most solemnly pledged itself.

"The Royal Government, which disapproves and repels every idea and every attempt to interfere in the destinies of the population of whatever portion of Austria-Hungary, regards it as its duty most expressly to call attention of the officers, officials, and the whole population of the kingdom to the fact that for the future it will proceed with the utmost rigor against any persons who shall become guilty of any such activities, activities to prevent and to suppress which, the Government will bend every effort."

This declaration shall be brought to the attention of the Royal army simultaneously by an order of the day from His Majesty the King, and by publication in the official organ of the army.
The Royal Serbian Government will furthermore pledge itself:

1. to suppress every publication which shall incite to hatred and contempt of the Monarchy, and the general tendency of which shall be directed against the territorial integrity of the latter;

2. to proceed at once to the dissolution of the Narodna Odbrana to confiscate all of its means of propaganda, and in the same manner to proceed against the other unions and associations in Serbia which occupy themselves with propaganda against Austria-Hungary; the Royal Government will take such measures as are necessary to make sure that the dissolved associations may not continue their activities under other names or in other forms;

3. to eliminate without delay from public instruction in Serbia, everything, whether connected with the teaching corps or with the methods of teaching, that serves or may serve to nourish the propaganda against Austria-Hungary;

4. to remove from the military and administrative service in general all officers and officials who have been guilty of carrying on the propaganda against Austria-Hungary, whose names the Imperial and Royal Government reserves the right to make known to the Royal Government when communicating the material evidence now in its possession;

5. to agree to the cooperation in Serbia of the organs of the Imperial and Royal Government in the suppression of the subversive movement directed against the integrity of the Monarchy;

6. to institute a judicial inquiry against every participant in the conspiracy of the twenty-eighth of June who may be found in Serbian territory; the organs of the Imperial and Royal Government delegated for this purpose will take part in the proceedings held for this purpose;

7. to undertake with all haste the arrest of Major Voislav Tankosic and of one Milan Ciganovitch, a Serbian official, who have been compromised by the results of the inquiry;

8. by efficient measures to prevent the participation of Serbian authorities in the smuggling of weapons and explosives across the frontier; to dismiss from the service and to punish severely those members of the Frontier Service at Schabats and Losnitza who assisted the authors of the crime of Sarajevo to cross the frontier;

9. to make explanations to the Imperial and Royal Government concerning the unjustifiable utterances of high Serbian functionaries in Serbia and abroad, who, without regard for their official position, have not hesitated to express themselves in a manner hostile toward Austria-Hungary since the assassination;

10. to inform the Imperial and Royal Government without delay of the execution of the measures comprised in the foregoing points.


The Imperial and Royal Government awaits the reply of the Royal Government. Failure to meet these demands will result in a state of war and the destruction of Serbia as a sovereign nation, the salting of its land and the immediate execution all persons deemed a threat to Austro-Hungarian safety including but not limited to the Serbian Royal Family and all government officials.

Celebrations erupt across the AHE as people openly dance in the street in celebration after the Allied troops in the Balkans have been completely smashed. Support for the monarchy is at an all time high and many people now call for Russia to be finished off while making sure the French and Spanish (or more commonly referred to as ‘Dummes Kinder’) learn the error of their ways for getting involved in other people’s business.

Meanwhile in a more somber note, the first memorial is dedicated to the slain Archduke Franz Ferdinand. Though modest in size, the black marble statue moved many onlookers to tears when it was unveiled. Many people also note that the unveiling of the monument coincided with the passing of the “Archduke Plan” in the National Parliament that would create a special administrative zone that would include the Southern Slavic region of the AHE, Bosnia, and occupied Serbia and would be given many rights currently given only to Austria and Hungary.

Emperor Franz Joseph praised the qualities of the AHE's army in a recent tour of troops near the former Serbian border He stated that "Anyone who doubts the qualities of the fighting men of Austria-Hungary is one who has never fought against one."

He also stated that the old beliefs that non-Austrian or non-Hungarian troops were inferior were 'outdated and wrong' and stated that "All the men fighting and dying for Austria-Hungary, regardless of race or religion, have proven themselves equal of their fellow countrymen again and again." and that "To say that the Czechs or the Bosnians or the Poles cannot fight as well as Germans or Austrians or Hungarians has no basis in fact."

the Emperor also announced that the Austro-Hungarian government condems the rumors of innocent civilians being killed in Serbia and that an independent group of AHE government officials and military personel would be established to investigate the stories.

The Austro-Hungarian government is quietly informed by the French that should Greece continue to hold up the finalization of the peace treaty and that government somehow not fall in a coup by factions more willing to make peace, and thus leading to a continued state of hostilities between Greece and the Coalition powers, the Allies will seize the Greek islands in the Mediterranean and sign the peace treaty on behalf of the Greek Government-in-Exile.

Those islands designated to be handed over to various other states in the Treaty of Arlington shall be handed over, with Italy becoming protector of the others.

What the Spanish call the Austria Hungarians is rather similiar, making them more like squabling siblings than anything, but the Spanish know that were Spain to stamp down on Morocco again, the Austrians would be one of the loudest of complaint. It's also muttered behind closed doors that Austria didn't mind it's own business when it declared war on Russia. RUssian internal problems weren't respected. The phrase attributed to Austria is, Said the Kettle to the Pot, "How BLack Though Art."

But Spain remains cordial at least to it's former enemy, and reminds Austria that it is a simple recommendation. Spain knows personally about sowing the seeds of it's own problems in South America. And was giving a friendly warning, just as it gave to the United States in relation to Mexico.

Spain does show a sort of renewed interest when support is given for it's anarchism stamped out issue. It's mentioned that most ethnic groups (A special concern for Austria Hungary.) Are actually not violent. And that it's anarchists that breed dissent. Vigirous laws against anarchism, and sending out warnings towards other nations of criminals escaped is a good idea. Portugal and Spain have already traded lists of criminals to eachother to make sure they do not continue their treason outside the nation. Spain is more than willing to send it's lists to Austria HUngary, and to have it in return sent to Spain. Any Austrian Anarchists will not find sanctuary in Spain.

Spain also does give a parellel between the Serbian Issue and Anarchism. It's a rather well written report on anarchists propoganda, and how it's used to cause ethnic rifts. Spain's own ethnic problems (Mostly regional) can be traced to anarchism, and in fact the whole ethnic issue can be traced to anarchism. Get rid of anarchism and the racial ceremony disintergrates like dust in the wind. Austria is asked if it can bring Germany into an anti-anarchists viewpoint. It'll be hard, as German Anarchists are a strong part of Germany. But Spain will attempt to convince France and Italy of the dangers of anarchism as well. And the Republics will be much harder to convince. This could be the uniting factor of Europe. The crushing of anarchism.

In Austria-Hungary, the National Parliament assembles for the first time since the end of the war. Among the first speakers is heir to the throne Karl I. Well known to most of the PM’s, Karl has been an active member of Parliamentary society, often speaking to the National Parliament and both the Hungarian and Austrian Parliaments as well, often speaking for the rights of various minority groups in the AHE. Today however would be different. What he called for the National Parliament today was to support a radical change to the Austro-Hungarian Empire.

The new constitution he submitted was a radical change from the old system: a new, third kingdom, the Kingdom of Croats, Bosnians and Slovenes would rule over the southern portion of the AHE, replacing the semi-autonomous region of Yugoslavia which had been created in the war, the Hungarian and Austrian parliaments would have further powers taken from them, allowing them to do little while increasing the power of the now-renamed Supreme Parliament. Furthermore, the power of the Prime Minister would also increase (ooc: similar to that of a President in the USA) though the Emperor would retain exclusive rights to veto laws, create laws by decry in ‘extraordinary circumstances’ and the exclusive right to declare war and make peace among others. In addition, universal male suffrage is initiated in all of the Empire and limited voting rights are given to women who are widows or are employed by the government in some capacity.

The measure passes but not without a few minor uproars, especially from the Hungarian members concerning minority and women’s rights which the constitution strongly supports. While the National Parliament voting to change the constitution technically needs the Emperors approval before becoming official, it is expected to be accepted by the Emperor relatively soon.

While there are no indications on if the name of the Austro-Hungarian Empire would change with the addition of the Kingdom of Croats, Bosnians and Slovenes though rumors abound including the United States of Central Europe.

Ooc: I know this doesn’t seem like that big of a change, but things like universal male suffrage wasn’t around in RL Hungary during WWI so this is a big step towards improving civil liberties as well as centralizing the government.
