Good Day Neighboring nation. You might have noticed an upscale of our forces in Spain. Two Portuguese SHips were pressed into moving Spanish troops to the Morrocan colonies. We appologize for our local commander's rash decision. Spain will pay for any damages or use of these ships. We also would wish to inform Portugal to watch their North African Colonies very carefully. (If you have any.) It seems unrest is starting to expand in Morroco.

Noticing with extreme distaste the current actions of the Spanish Government in unlawfully siezing Portuguese Ships, the British Ambassador informs Portugal that the United Kingdom will protect the assests of our long standing allies should they desire.

(The SPanish government didn't seize Portuguese Ships Parthina. It was two local commanders who pressed them into service out of a group of about 20 or 30 Spanish ships. Ergo it wasn't anything that Spain did willingly, it was a simple mistake.)

The Portugese government is outraged by the travesty that has occured.
A few official and extremely angry letters of complaint are sent to the Spanish government along with a lot of unofficial and in some cases angrier letters.

An emergency session of the Portugese parliment is held and the demand huge amounts of compensation from the Spanish (1 point). The Marinha Portuguesa makes a show of escorting Portugese merchant shipping headed to and from Spain (Which is greatly reduced as word of rumour has got around that the Spanish are seizing Portugese ships).

In Lisbon and Porto the major newspapers all have rather distasteful charictures and cartoons of Spanish politicians and the King, all accompanied by particularly scathing captions.

The British are thanked for their show of support against Spanish piracy.

Meanwhile during his visit in London, at the various dinner parties he attends during his stay, King Carlos I begins telling some rather rude (and of questionable truth) anecdotal stories about senior Spanish politicians that he has met.

In accordance with a private agreement Portugese ships begin delivering modern artillery and small arms to Siam via Macau.
Strangely the weapons being delivered are of much higher quality and more modern than those manufactured in Portugal, similarly the ships are never seen being loaded in Portugese ports...

As news of Portugal's anti-Spanish exploits reach Brazil, the population finds it quite humorous but a little controversial by European immigrants.

After the conflict begins to cool, Brazilian officials take a trip to Portugal to discuss future Portuguese-Brazilian relations and the threat of piracy against Portuguese merchants headed to Brazil and vice-versa.

The French Ambassador also calls for a neutral committee to be established to determine how much economic damage was in fact done to Portugal by the accidental and temporary seizure of Portuguese ships by Spain and if Portugal is indeed entitled to additional compensation (beyond what Spain is offering). The proposed Committee shall be made up of delegates from the Netherlands, Belgium, and Denmark.

The Brazillian delegates are greeted upon arrival in Lisbon with a big welcoming ceremony and a gun salute from the Armoured Cruiser Rainha Dona Amelia.
King Carlos I, just returned from his visit of London, personally greets the Brazillian delegates along with his Prime Minister João Franco.

The two Portugese leaders welcome the delegates from their former colony and fellow Lusophones. Portugal expresses that it would indeed like to see relations between Portugal and Brazil improve, King Carlos I even proposes to form a Portugese Commonwealth be formed between the two nations.

On the subject of piracy, you should not worry. The Spanish cowards have so far confined their activities to arrogantly harrassing Portugese shipping going to spanish ports. The Mahrina Portugesa Is now activly patrolling to stop these dastardly activties.
In the atlantic the, our long time allie's British Royal Navy does an admirable job of keping the ocean clean from Piracy.

The Portugese Government says that the Siamese are entitled to do with their money what they wish and if they want to buy weapons from Portugal then the governemnt is not going to stop them.

The Portugese meanwhile excliam that the actions of the Spanish have wronged them greatly by taking their ships without permission from either the government or the ship's owners and demand great compensations for their grievances.

The Portugese suggest the formation of the Comunidade de Lusophone (Lusophone Commonwealth) to promote economic and technological growth between Potugese speaking nations.
The Current portugese colonies like Angola and Mozambique, should they ever gain independance will be given the option to join Brazil and Portugal in membership.

The Spanish treat the overwhelming Protguese attack with cordial and kindness. THey agree to the costs. (1 Point) And in fact don't comment on the scathing talks of King Carlos I. In the end Alfonso comes out smelling like a kind monarch willing to make amends for his mistake, and the SPanish newspapers make sure to show Alfonso as a wonderful young man and to reprint the slanderous cartoons by the Portuguese.

A rather funny one makes it to Britain as the new Queen sends the clipping to her uncle. THe note reads. "OH my poor ALfonso, look they even got that right mole on his shoulder correct. Rather interesting that the kings of the world gibe after eachother when such a crisis is starting in Morroco. Did you hear them say they wanted to kill our settlers there or arrest them. HOw barbaric."

Spain itself chooses to ignore the gibes of Portugal, and pays it's 1 Point damages in the middle of the year. (It'll be in my 1906 build stuff when we get this all settled out.) Alfonso even stated that he would like to visit Portugal when the Morroco incident is over so that he may work out some tourism between the two neighbors. Tourism would be the new money maker in the future. Perhaps even around that silly little sport of golf.

After hearing of the Spanish desicion to aquieces to the government's demands many Portugese newspapers are jubilant and print cartoons showing how the Portugese are obviously superior to the Spanish.

Many of the in the government including the Prime Minister and King are astonished that the Spanish caved in and gleefully laugh about it in private, many in the Portugese parliment think of the Spanish as bumbling fools making many a joke at their expense. The Newspapers, quick as ever pick up on this and fire off another salvo of cartoons.

Meanwhile with copius amounts of liqour, in a drunken card game, senior members of the government debate on what to do with the money.

In response to the assisination of the Spanish royalty, the Portugese newspapers tone down or, in the case of the more respectable ones, stop their verbal and cartoon abuse of the Spanish.

The Portugese government issues an official statement of sorrow. Though some grizzled hardliners comment that they got what was comming to them.

The Spanish media sets up a large anti-Portugeuse stance, all but blaming Portugal for the assasinations. The SPanish government quiets them down. Ordering them to take a somber note and not incite the Portuguese. All of them comply due to the threat that they will be shut down if they say a word about the Portuguese. The newspapers in SPain simply show a sorrowful note on their boy king's death. (Meaning they don't say a word about the Portuguese, for those who might misread this.)

The Spanish government does what it always does when the Portuguese may say unsolicited things, they ignore them. King Carlos the I is invited to the funeral in hopes of royal unity.

Assasin Mateu Morral is put on display. His body has been shot four times by a mob, and he's been lynched. The body is still put on display in Barcelona and Madrid.

The Portugese PArliment introduces several new acts that improve the social welfare of citizens in Portugal and the Colonies.
These reforms include state funded high schools, public hospitals and basic state grants.

In the colonies and a universal system of clinics and basic schools have been set up.

The Marinha Portuguesea begins performing some exercises that look curiously like battle manuevers needed to fight more numerous and powerful foes. Practiced ambushes and suprise naval base attacks become the main fixtures in training exercises.

The Portuguese government announces the formation of a modern army to better defend Portugal and it's far flung possestions.
This projected expansion of the armed forces will involve two infantry corps and a mountain infantry division to be raised in Portugal.
Along with other recent social and economic reforms carried out by the Franco in the colonies, a law has been passed allowing natives of Portuguese colonies to serve in the Portuguese army and navy including serving in units based in Portugal itself.
Meanwhile the four new light cruisers of the Invasor class just built in Britain, arrive in Lisbon to much fanfare.

The three old Protected cruisers (Adamastor, Sao Gariel and Candido Reis) of the Marinha Portuguesa are offered to the highest bidder starting at one point each.

In these current times with Eastern Europe preparing to tear itself apart, it's best that Western Europe begin to show itself understanding so that the fate of the East does not fall upon us. In this, Spain offers a trade agreement.

(With the whole hoopla in the East I gather that emotions against Spain probably got tamer by now.)

The construction of an extensive network of well maintained roads is completed throughout the Portuguese colonies in october 1908.

In Lisbon smokestacks begin springing up as a government subsidised boom in manufacturing occurs. Raw materials from Angola and Mozambique are transformed into a vareity of goods for further sale.

The Portuguese parliment begin debating on the question of further integration of the colonies into Portugal, but most radical motions are rejected by the more conservative element of the house.

At 2:30 on the 20th of november an assination attempt is made on King Carlos I whilst he was travelling though Lisbon in a carriage. A known anarchist barged through crowds and loosed off several shots from a revolver at his majesty. The king was hit twice, in the shoulder and torso. The would be asassin tried to flew but was caught by Royal Guardsmen before being put up against a wall and shot.
The king was quickly rushed to a nearby hospital where his wounds were treated. The doctors managed to stop the blood loss and remove the bullet lodged in his shoulder. His condition was said to be stable and the doctors where hopeful he would survive, His Majesty is currently under heavy guard at the Coração Sagrado Hospital in Lisbon.

Meanwhile Prime Minister Joao Franco has quickly seized emergency powers and initiated a crackdown on anarchists known to be affliated with the assailant.

Two Light Cruisers NPR Seita De Carga and NPR Lançasusto are deployed to Hong Kong where they begin patrols of the eastern Portuguese possesions.

On the way they escorted the three old Protected Cruisers; NPR Adamastor, NPR Sao Gariel and NPR Candido Reis to Hong Kong where they are to remain untill their sale is completed.

After fruitful negotiation with the newly formed Republic of China and it's leader Chinag Kai Shek the Macau concession has been enlarged by eleven new territories; Pengsha, Doumen, Jinwan, Jiuzhou, Xiangzhou, Gaolan, Zhuhai, Wanzai, Qiao, Xiaohengqin Dao and Dahengqin Dao.

Construction of a naval base is set to be begin on Jiuzhou in 1911.

Meanwhile the three old Protected Cruisers NPR Adamastor, NPR Sao Gariel and NPR Candido Reis will be handed over to the Republic of China at Guangzhou harbour escorted by the two light cruisers assigned to Portuguese far eastern holdings, NPR Seita De Carga and NPR Lançasusto.

Carlos the I is sent a hopeful request to his recovery, and Prime Minister Weyler sends his hopes that Portugal shall follow SPain's example by outlawing the "Devil existing in our times" of anarchism and to work towards the goal of destroying this farce of a political ideology.

SPain also offers to connect Portuguese and SPanish railroads to allow for better trade.

The Spanish are politely thanked for their concerns and their proposal for cross border railway connections is taken under consideration in Parliment.

Meanwhile whilst King Carlos I slowly recovers from his wounds his Prime Minister Joao Franco begins to slowly but steadily snip away what power the monarchy has left. Some of the more astute conservative members of governemnt take notice but are quickly convinced not to make a fuss.
Joao Franco with his new 'emergency' powers, begins to quietly get rid of his enemies by having them disgraced and removed.
Anarchist and Communist movements are also cracked down upon.


In response to the situation in China, the Portuguese parliment votes in favour of commisioning a Portuguese Asian Expeditionary Force. A corps of volunteers in the Portuguese army is dispatched to Macau from where it will march to join the armies of the Republic of China in their struggle.
It is hoped that vital combat experiance will be gained.

Spain requests to know the progress on the railway proposal, as 1911 will be the last year that Spanish railways are replaced in the new steel process and that it would be easier to connect, as is being done with France, if it is done during this process.

A secret notice is sent to Portugal, that SPain will not allow Italian forces, naval forces, or anything else to pass through or around Spain to invade or harm Portugal. As Spanish territory rings around Portuguese terriotory, this not only limits italy, but makes it almost impossible to wage war against Portugal itself. Personally SPain supports the Republic of China as a possibility of bringing peace to the area. It also mentions that mediation is the best idea with Italy as there are greater dangers in Europe and we must all stick together or die apart.

As word reaches the Brazilian Government of Italy's threats to Portugal, the Brazilian Foreign Minister assures the Portuguese Empire that Brazil will take action if Italian forces attacks you, whether it be in China, Africa, or Europe. The Royal Family is also assured that should anything ever happen to Portugal, they will not be denied aslyum in Brazil.

The first Portuguese troops begin to board ships in Macau headed back to Portugal.
Most of the expeditionary corps is shipping back out, leaving two battalions to help train more Nationalist chinese troops.
Some of the agitation between the two govenments has been transferred to the Portuguese officers.

On June the twenty-first 1912 King Carlos I, Prince Manuel and Prince Luís Filipe, with a troops of the palace guard, where returning through Lisbon from a ride in the countryside after the King finally having recovered from his assaination attempt, when they passed through a small square on the way to the palace.
When the three royals paused to let their horses drink at a trough, a cart at the other side of the square was uncovered to reveal a machine gun, which opened fire along with two men with rifles. The palace guard troopers where cut down in a second, King Carlos wheeled his hose around to escape but he was picked off by rifle fire. His horse bolted and knocked Prince Luís Filipe from his saddle, saving him as the machine gun raked the prince's own horse which fell on him.
Prince Manuel seeing his father killed, drew his sword and charged the men but was cut to pieces by the rapid fire bullets from the machine gun dieing instantly.
After having done their deed the assasins made for the edge of town as fast as they could in their cart and where last seen on the road to Guarda.
A whole company of palace guards arrived on the scene five minutes later, just before a squad of marines from the docks.
King Carlos and Prince Luís Filipe where rushed to a nearby hospital where the King died of blood loss and the Prince was found to have both his legs broken as well as being paralysed below the waist.
Prime Minister Joao Franco acted quickly and brough senior government officials to his Villa ouside Lisbon for an emergency meeting.
He ordered for the killers to be run down, telling Field Marshall Georgio Hacasa to send a whole division of cavalry after them. The Army sent two squads up on the roads to Porto and Guarda nothing was found.
The Assaination is publically blamed on the Carbonária anarchist group, Joao Franco immediatly gives orders for the group to be rounded up and wiped out.

Spain orders all it's police officers on the border of Portugal and Spain to stop any suspicious people trying to cross the border. All trains travelling on the rails are to be stopped, in order to ask Portuguese police to search them.

Spain asks for any descriptions or a list of those who would perpitrate such a horrible crime. And once again iterates the evil of anarchism. Spain wishes to pervay that these murders will not escape Portuguese justice by crossing the border into SPain, and asks Portugal how it can help further.

In the days after the assaination of King Carlos I, his only surviving son Prince Luís Filipe is still comatose and his Prime Minister Joao Franco is conducting the running of the country from his villa outside Lisbon.
On the fourth day Prime Minister Franco was conducting a meeting with several of his most ardent suporters when several explosions where heard by witnesses in the grounds of the house. The entire east wing of the villa was demolished by the explosions, including the conference room, all the occupants where found to be dead. An official investigation proclaimed it to be a bomb attack by the same anarchist goup that had assainated the king.
However several eye witnesses including one who had served with the RoC in China said that a dull thump followed by a high pitched histle had ben heard before the explosions. The ex-soldier said that it had sounded so much like artillery fire that he had ran and ducked for cover when he heard it.
With the death of the Prime Minister, leaving the nation leaderless, the Army and Navy acted quickly and secured vital governement building in Lisbon and Porto. Field Marshall Georgio Hacasa proclaimed ina public address that martial law has been declared and that until the situation retrned to normal that the military would be administering the daily running of the country.

He Spanish are meanwhile thanked for their support and are given full co-operation by the Portuguese police and armed forces.

In the aftermath of the destruction of Portugal's leaders the interim military government appoints a Prime Minister, Former general divisão Eugênio Arqueiro ostensibly to guide the country till a new goverment is elected, however most of the educated population know that he is a mere puppet to a clique of high ranking generals and admirals.

Meanwhile Prince Luís Filipe begins to recover from his injuries and can now walk for short distances with the aid of crutches. As the the last surviving descendant of Carlos I he is King designate and is supported by the interim military government.

The infamous portuguese press has had suprisingly (or suspiciously) little to say one the subject except mostly mirroring the official line with virulent comdemnation of anarchists and socialists.

Under the interim military government spending on the army and navy has blossomed and pro military politicians have started trying to push through a bill for a national service at seventeen. Though there is large opposition in the congresso.

Spain congratulates Portugal in peacefully creating a new government. Behind closed doors SPanish politicians snickers as Portugal did with violence, what SPain was able to accomplish in peace. But, who knows, the new governments were similar, and having a neighbor anti-anarchists was very positive.

Spain also wishes Portugal luck in dealing with the traitorious anarchists. If needed, Spain has a list of Spanish anarchists who might have fled to Portugal. ANd if Portugal has any lists of Portuguese anarchists, SPain would appreciate those for getting those rats out of their hiding place.

Spain warns Portugal that communists are much more dangerous than Socialists. Socialists can be used for proper ends if properlly handled. Communists are unmaneagable.

The Portuguese co-operate to some extent with the spanish.

Meanwhile the interim military government is in a panic, they had never bargained for the Persian flu when they had begun this and don't have a clue what to do.
Being military men they do what the know a begin a system of triage where the sick are isolted from the well. Prince Luis Filipe now partially rcovered but still weak from his injuries is kept away fom outside contact to stop him contracting the disease.
Meanwhile various groups dissatisfied with the interim governemnt begin grumbling and holding a few minor demonstations, though they are quickly broken up by police stating the need to control the epidemic. The infamous Portuguese press, having remained quiet for a short time after the king's death. explodes in scandalous stories and rumours. The interim government already strained with dealing with the epidemic can't reign in the yellow press.
The discontet begins to fester untill mid-july when high temperatures and being mostly confined inside due to disease control measures casue tempers to boil over and the demonstrations began again.
The government quickly disperses them but the strain is beginning to show and on july 24th a massive student protest occurs in Commerce Plaza in Lisbon demanding the return to civilian rule. The crowd in the Plaza kept growing throughout the day untill it filled the whole square and the shouting drouned out all other noise.
The government sent in police and marines to try and disperse the crowds, but they were ineffective and the authorities where unwilling to resort to violence.
When it seemed like all hope was lost and the crowd seemed as if it was about to go on the rampage the injured prince Luis Filipe appeared in an open carriage flanked by guards and a few aides who seemd to by virulently protesting him coming out of the palace.
The whole square fell silent at his arrival and all eyes where on him. Surveying his people the young man told the assembled mass in a queit and weakend voice that they were only endangering themsleves and that they should go peacefully to their homes. He continued to say that the military regime would be shortlived and that he would personally se to it that a new civillian government would be elected.
The crowed let up a great cheer at his message and a shout went up 'Long live King Luis!'
The crowd dispersed and the governemnt could only loom on in despair.

OOC: GB has ruled that there can be no player action concerning the Persian Flu at this point, because no government in the world knows what it is dealing with; not to mention the fact that germs and pandemics are barely understood at this point in history.

The rest of your post is fine, but at this point no one on Earth (melodramatic, but true) is at all aware of the scale of what is going to happen over the next two years...to everyone IC, it's just a particularly bad flu season. All of the details concerning drastic treatment procedures and quarantines are not realistic, since it is currenty March 1913, and the disease is less than a month old.

OOC: The Interim Military government are overreacting and are trying anything they can think of whether it will work or not. They never planned for this and it has messed everything up.
Its a simple reaction, people are getting sick and you do know that the sickness is infectious, what do you do? Try and get they sick people out of the way. They fact that it will make virtually no difference doesn't matter.
And as the time I have to write long posts like that is limited I run on a semi-fluid time with such things and this is why I provide dates where possible

In November 1913, king Luis III of Portugal is crowned is Lisbon. Still having to walk with the aide of crutches, he is helped to the throne by a royal guardsman in full ceremonial dress.
The cermomy itself goes off without a hitch except from a crowd that is a little to enthusiastic about their new king.

A week later he re-organises the government, getting rid of most the recently military appointed ministers and secretaries, but strangely keeping Arquerio as his Prime Minister.
Over the next month he announces his new plan for Portugal and with the help of economic and military advisers they draw up a new guideline budget and development plan.


OOC: and so brings to an end my tenure as Portuguese player. Quite fittingly with the rise of a new government.

The Japanese Imperial Family are thanked for their congratualtions and invitation, but the invitation is respectuflly turned down as it is feard that th long sea journey to Japan would not do the King's injuries any good.
