January:

Due to the economical pressure of constant mobilisations and promising talks with the Ottoman Empire (see below), the Hellenic Army is reorganised, and made smaller. It is restructured in to regular troops, territorial army units, and reserves. Geographically, it is divided up in to 4 areas (each based atAthens, Thessaloniki, Ioannina and Larissa respectively)
[Note: This happened in 1906 in RL, but only due to economic pressure]
Negotiations with the Ottoman Empire begun over the transfer of lands which rightfully belong to Greece, and quickly concluded, which see the lands of Thessaly, Greek Macedonia, Epirus, Athos, Sporades, and Cyclades return to Hellenic control. The Ottoman Empire also withdraws claims on Crete, which is currently the autonomous Cretan Republic, which paves the way for a possible enosis (Greek word for union) with Greece.
[Note:Only the RL Greek Epirus was transfered. The remainder was given to the new state of Albania.]
Industrialisation of Athens begins.

May:

Closer ties with Serbia, Montenegro, and Romania are developed.

January:

Odessa Conference begins. Delegations from Romania, Greece, Serbia, and Russia meet to discuss the future of the Balkans.
Destroyer flotilla launched.

March:

Cretan conference begins. A meeting takes place between Greece, the Cretan Republic, and the four Great Powers; Italy, France, Russia, and the United Kingdom. At the end of the meeting, enosis is declared, and Crete joins the Kingdom of Greece. Cretan Gendarmerie (1 Brigade) is gained.

June:

Balkan War begins. Greece and Rumania move against Bulgaria and Albania.

OOC - the "Great Powers" currently protect Crete from the Ottomans, but at the same time stop a union with Greece to appease the Ottomans.

France's Ambassador to Greece will attend the conference in Crete with a delegation of experts to hear the proposal regarding the merger of Greece and Crete into one Nation State.

Upon arriving in Crete the Ambassador extends an invitation for High Commissioner Elefthérios Venizélos to have dinner with him and discuss matters.

France responds to the Greek request for warships with a statement that France will not sell naval vessels to any combatant in a war which does not concern French interests. However, when peace comes to the Balkan peninsula, France will be happy to construct naval vessels for the Royal Hellenic Navy, provided, of course, that the Hellenic Kingdom is able to pay for said ships.

[OOC: Actually, having reviewed both the map of Europe and French priorities as far as the Navy is concerned, I don't need a base in Greece. Toulon, Marseilles, and Oran provide plenty of facilities for my Mediterranean fleet. Sorry, man.]

In late May President Roosevelt's European tour moves across the Balkans. The road from Tirana to Istanbul crosses Greek territory, and although time restraints unfortunately limit the ability of the President to visit Athens, he does order the train to stop for several hours in north Greece.

Roosevelt makes a short speech to Greek crowds, commending their fighting spirit (if not necessarily their motives for said fighting) and the strength of their culture. After all, he remarks "even my house back home looks like something a Greek could have built!"

One quick dinner and friendly discussion with Greek officials later, TR boards his train again and heads off to meet the Turks.

1.) Completely withdraw from Albanian and all Albanian territories immieadtly.
2.) Greece shall pay Albania one point a year, for five years, beginning in 1910.
3.) Greece shall not increase the size of it's standing army to more then 100,000 men.

Albania shall,

1.) Continue to pressure all involved parties to come to a peace agreements.

Both nations shall,

1.) Establish further dimplomatic relations.
2.) Shall begin negotitations of a "Non-Agression Treaty" between the two states.

A French mission is dispatched to Greece, consisting of two mountain divisions and a brigade of the Légion Étrangère. The French troops will be on hand to advise the Greeks tactics and strategy, and it is hoped that the this mission will bring about closer relations between the French Republic and the Hellenic Kingdom.

Citing the failure of Greece to honor its treaty commitments after the Balkan War, and interest due on reparations, the Occupation authority with the help of Austrian troops strips every available bit of Greek industrial plant and sends it to Turkey and Bulgaria.

Junior Officers from both the Royal Hellenic Navy, and the Army, had been scouring telegram transcripts and other communication records for days. In a small barracks in Iraklion, they were trying to find out what had caused the collapse of the Balkan Front in Salonika.

Rumour had it, that the troops had received conflicting orders from different sources, causing confusion amongst the ranks, which allowed the Germans to march right in. Also, where did the section of the Greek Army that was supposed to be on the Albanian border go?

One Junior Officer, a certain Alexander Papagos (http://en.wikipedia.org/wiki/Alexander_Papagos), was, late at night, looking through the transcripts of Ioannis Metaxas , the Officer in charge of the army on the Albanian border. A known Germanophile, however a good Officer, Metaxas' transcripts seemed pretty clean. However, as Papagos reached the transcripts of the day before the Albanian invasion, he saw that Metaxas had ordered the retreat of all his troops to Athens, as well as communicating to the General Staff of the Balkan Front, and also, other communications, possibly to Coalition forces. Metaxas was the one responsible for it all! Alexander rushed out of the Barracks to tell his superiors.

Meanwhile, Metaxas was setting off under the moonlight. He had taken a small boat, and was preparing to go back to Greece, in attempt to lead the occupation Government, and assume control of the country. He started up the boat's engine, and then returned to his quarters, to pick up some belongings. However, Admiral Pavlos Kountouriotis quickly heard of Junior Officer Papagos' news, and immediately issued a warrant for Metaxas' arrest.

As the troops approached Metaxas' quarters, they saw it was already empty, but in the same moment, they heard his boat leave, and saw him aboard, but the troops were too reluctant to shoot him, as they had not heard the full story. Seconds later, the Admiral arrived on the scene, and also saw Metaxas escape, however, he jumped into a boat, identical to the Metaxas' craft, and gave chase.

Using his skills from many years on the boats, the Admiral soon found himself level with the other boat. Metaxas shouted at him:
"Can't you see the war is over? The Germans have won, it is useless for us to fight any further."
"The Germans have won? Tell that to the men and women of Crete, who are still free. Tell that to the men and women of Greece, waiting to be freed. I am here to bring you to justice for your actions. Sending false orders, retreating back to Athens, what did you hope to achieve?"
"It was only a matter of time before the Germans won anyway, and now, they can help us rebuild, for they are our true friends. You will not capture me."
And with that, he fired his pistol at the Admiral. The Admiral dropped to the floor, missing the bullet. He then rammed his ship into the other, causing both ships to drastically cut their speed. The collision threw Metaxas on the floor, and the Admiral jumped across to the other ship. As he went over to Metaxas, a pistol was raised, but before the trigger was pulled, the Admiral shot him dead.

The traitor was dead, and Admiral Pavlos Kountouriotis was a hero.

The terms imposed at the so called "Peace Conference" were unduely harsh on Greece, with Greek land being handed away to the warmongers of Albania and Bulgaria. The Venizelos Government, having led Greece to defeat, faced defeat again in the January elections.

The Treaty of Arlington

Section 1: Europe

Subsection A: Alsace-Lorraine, the Saar, the Rhineland, and the German Territories adjacent to Alsace-Lorraine

a) Alsace-Lorraine shall be ceded by the German Empire to the Republic of France.
i. Alsace-Lorraine shall be kept demilitarized.

b) The Saar Region shall be returned to the Empire of Germany.
i. The Saar region shall be kept demilitarized.

c) The Rhineland shall be returned to the Empire of Germany.
i. The Rhineland shall be kept demilitarized.

d) The German Territories adjacent to Alsace-Lorraine shall be kept demilitarized.


Subsection B: Poland and the Baltic States

a) Poland is to be recreated out of Russian, German, and Austro-Hungarian territory (ooc: everything on the World in Flames map except Poznan, the AHE loses a production center).

b) The Baltic States of Estonia, Lithuenia, and Latvia are to be recreated out of Russian territory (ooc: as they are on the WIF map).


Subsection C: European Russia

a) Byelorussia is to be returned to the Empire of Russia.

b) The Ukraine (ooc defined as Ukraine territory on the WIF map west of the Dneister River and not including Sevastopol) shall be granted autonomy within the Russian Empire; being allowed its own Parliament, local laws, and defense forces.
i. The Ukrainian Defense Forces in times of war or emergency fall under the control of the Russian Central Government.
ii. The Russian Central Government may station 1 Russian corp for every 3 Ukrainian in the Ukraine and shall appoint the Ukrainian Military Governor.
iii. Surplus tax revenue is to go to the Russian Central Government and Ukraine exists within the Russian customs union (ooc Russia gets all the Ukraine’s spare points).
iv. The Russian central government may move troops through the Ukraine unrestricted in both times of peace and war.
v. All nations signing this treaty pledge non-interference in the Russian Empires internal affairs (which includes the Ukraine).


Subsection D: Macedonia and Greece

a) Under the supervision of council consisting of Bulgaria, Albania and The Dual Monarchy, the independent Territory of Macedonia shall be created consisting of Greek Macedonia and Albanian Macedonia (Minus the Ethnic Albanian and equally mixed Macedonian Territories indicated earlier).

b) The Port City of Salonika and surrounding countryside (ooc: the Salonika Hex on the WIF map) is ceded by the Kingdom of Greece to the newly formed Kingdom of Macedonia.
i. Bulgaria shall retain the right to establish, Garrison and maintain both a Naval base and a Fortress in the premises of the City of Salonika near the Greek Border.
ii. Bulgaria shall pay for the relocation of the Greek inhabitants of Salonika (3 points).

e) All Greek territory east of Salonika (ooc: the Salonika Hex on the WIF map) is ceded by the Kingdom of Greece to the Kingdom of Bulgaria.

d) Conscription is prohibited in Greece and no Foreign Troops (excepting those of the United Kingdom) beyond the size of a brigade may be stationed in Greece without the mutual consent of its neighbors.

e) Greece shall give 1 Shipping Unit each to Bulgaria, Albania, Macedonia, and The Dual Monarchy as reparations for its aggression (4 shipping units in total).


Subsection E: Rumania

a) Rumania will return to its prewar borders

b) Rumania will limit it's military to no more then 150,000 man army including reserves; 2 air units, but will not allow any offensive weaponry or heavy artillery (ooc no arty units, no motorized units, no regular/heavy infantry corps) and will only be allowed to have no more than 100 fighter aircraft (ooc 1 fighter unit), the rest of the Rumanian air-force (ooc 1 unit) only being comprised of recon aircraft. No bomber aircraft of any kind is permitted.

c) Rumania will allow the Germans to garrison Ploesti with 1 Garrison, and will sell its oil only to the Austro-Hungarian Empire, Germany, and Bulgaria at standard European market price or use it for domestic purposes unless it receives permission from the above countries.

d) Rumania will sign a permanent non-aggression Pact with Bulgaria


Subsection F: The Mediterranean

a) Rhodes is ceded by the Ottoman Empire to the Kingdom of Italy.

b) The Province of Korkyra is ceded by the Kingdom of Greece to the Republic of Albania.

c) Sazan Island is ceded by the Kingdom of Greece to the Republic of Albania.


Section 2: Colonies

Subsection A: French Equatorial Africa and the French Islands of Reunion and the Comoros are ceded to the German Empire.

Subsection B: All other French and Italian Colonies/Overseas Territories under Coalition occupation are to be immediately returned to France and Italy.

Subsection C: The Coalition will return the Canary Islands to Spain and Spain will return German Morocco to Germany.


Section 3: The Middle East

Subsection A: The Ottoman Empire is to be reduced to Turkish Anatolia and European Turkey.


Subsection B: An independent Armenia is to be created out of Ottoman and Russian territory.
i. Armenia shall become a protectorate of the Empire of Russia


Subsection C: An independent Kurdistan is to be created out of Ottoman, Syrian, Mesopotamian, and Persian territory.
i. Kurdistan is hereby recognized as within Russia’s sphere of influence.
ii. Kurdistan will sign an alliance treaty with the Empire of Russia.

Subsection D: Lebanon and Greater Palestine (Palestine and Trans-Jordan on the WIF map) are to become French Protectorates.
a) The Holy City of Jerusalem shall become an international city governed by a local council with advice provided by a religious body made up of representatives from the cities many faiths.
i. France shall have the duty of policing and protecting Jerusalem and all pilgrims who enter Greater Palestine.


Subsection E: Syria is to become a French Protectorate and remain such until France judges it ready for self-government.


Subsection F: The Kingdom of Baghdad is to be created out of Sunni Mesopotamia and be made a Russian protectorate.


Subsection G: The independent Kingdom of Basra is to be created out of Southern Mesopotamia.
i. Russian merchant ships will have the right to use Basra’s ports in both times of peace and times of war.


Subsection H: Arabia shall be granted independence by the Ottoman Empire and become an independent Kingdom.


Section 4: The Far East

Subsection A: Japan

a) Japan is to vacate all Russian territory and pay France six points in reparations for its violation of the Franco-Japanese Non-Aggression Treaty (payment to be made immediately).

b) Japan may purchase Northern half of Sakhalin Island from Russia for 15 points.


Subsection B: China and Mongolia

a) The provinces of Hebei, Tianjin, and Shandong are to be ceded to Imperial China.

b) All of Outer Mongolia is to be ceded to Imperial China.

c) Russia shall return Sinkiang to Imperial China.


Subsection C: The issue of Indochina has been worked out separately through the Treaty of Phnom Penh.


Section 5: Miscellaneous

Subsection A: Protection of Minorities:

a) All Balkan states (including the Austro-Hungarian and Ottoman Empires) must sign a treaty protecting the rights of minorities within their borders. This treaty will include the promise not to commit acts of state terror, deprive people unlawfully of their land, conduct persecution on religious or ethnic grounds, conduct forced deportations, etc.
i. The relocation of the Greek population of Salonika shall be an exception specifically noted in this treaty.

Subsection B: All standards and military symbols taken in battle are to be returned to their respective countries.
i. The Kingdom of Greece, the former nation of Serbia, the Ottoman Empire, the Kingdom of Rumania, and the Empire of Japan are to be exceptions, in that they must return all standards/symbols but no nation is required to return their standards to them (ooc: punishment for the breaking of internationally recognized treaties).

Treaty of Iraklion


The Kingdom of Greece and the Republic of Turkey agree to a period of non-aggression for at least 10 years.


All Aegean Islands and Dodecanese Islands previously under the control of the Republic of Turkey are to be ceded to Greece in 1915.


The Kingdom of Greece will pay 5 points to the Republic of Turkey in 1915.


All land transfered in this treaty to the Kingdom of Greece is to remain demilitarised, unless permission is gained from the Republic of Turkey.

Dimitrios Gounaris is voted in as the new Prime Minister of Greece with his pledges of rebuilding the economy, and bringing Greece closer to its traditional allies, the British.
Plans to modernise the Royal Hellenic Navy have also been unveiled by Admiral Pavlos Kountouriotis, who is the Minister for Naval Affairs.
