The sultan has been notriously known for two things; his weakness as shown by his unsucessful efforts to better the nation by levying taxes for public works, the money instead employed to purchasing firearms.
The second is his constant leaning towards Europeans, who have been accused of spoiling the sultan and are seen attempting to spoil the nation.
Needless to say, this has caused a great degree of unrest throughout the country and several tribesmen and prominant figures begin to consider their options and may even act.
Now as the Tangiers Crisis develops Moroccan delegates are dispatched to The Algeciras Conference to oversee the handling the matter, the future of Morocco as an independant nation is uncertain.

The French Ambassador to Morocco, before departing Rabat for the safety of Spanish Ceuta (with the French Embassies staff), warns Sultan Mulai Abd-al-Aziz IV that his refusal to sign The Algeciras Treaty will result in his governments "total annihilation."

Another copy of the treaty is sent to the Sultan, the messenger making it very clear that this is Mulai Abd-al-Aziz IV’s last chance to save his dynasty.

The Algeciras Treaty

Preamble: This agreement shall cover the organization of Morocco's police and customs, regulations concerning repressing the smuggling of armaments, the recognition of the special nature of France’s interest in maintaining order on the frontier of her Overseas Territories in North Africa, the recognition of significant Spanish and German interests in Morocco, and concessions to various European economic interests.

Section I: Finance

A. A new State Bank of Morocco shall be formed, issuing banknotes backed by gold, with a 40-year term. The new state bank will act as Morocco's Treasury Department, with a strict cap on spending, with administrators appointed by the national banks that guaranteed the loans: the German Empire, the United Kingdom, France and Spain.

B. Moroccan Taxes are to be levied towards public works.

C. Spanish currency will continue to circulate in Morocco.


Section II: Economic and Legal Concessions

A. The rights of Europeans to own land will be firmly established, and the Government of Morocco shall through the treaty cede the right to ever deprive them of that land. A separate legal system shall be created to exclusively handle legal matters regarding European citizens.

B. France, German, and Spanish companies shall be granted exclusive rights by the Moroccan Government to develop Morocco’s resources.

C. Opium and kif (hashish) shall no longer be a government monopoly of the Sultan’s; it shall become a joint monopoly of the Governments of France and Germany (through a public company by which both control 50%).


Section III: Policing and Customs Regulations

A. The Sultan of Morocco shall not retain control of the police forces in the six port cities, each police force is to be instead controlled by French and German officers, who would also oversee the paymaster (the Amin) and regulate discipline, and who could be recalled and replaced by their Governments. The Inspector-General in charge would be Swiss and reside in Tangiers. The Moroccan Government shall pay for the police forces. Spain, France, and Germany will also have the right to jointly (as in all together consenting to the others actions) police the interior should the Moroccan Government once again fail to maintain order.

Sub-Point 1. France will manage the police forces of 3 port cities (one of which is Casablanca)

Sub-Point 2. Germany will manage the police forces of 3 port cities (one of which is Rabat)

B. Beyond an interior police (ooc: militia units) Morocco will not be allowed a military. Germany, France, and Spain may collectively overrule the Sultans commands over the interior police force and assume direct control if deemed necessary.

C. The treaty shall prohibit Morocco from importing weapons (self explanatory).


Section IV: Spain

A. Spain shall be granted a buffer state surrounding its two possessions of Melilla and Ceuta, as well as the duty of policing/developing the RIF, and assumes the role of protecting power over the northern and southern Saharan zones.


Section VI: Naval Bases

A. No naval bases shall be created in Morocco without the collective consent of France, Germany, and Spain.

The treaty is returned back with the messenger indicating that it shall not be signed, This nation shall not bow down to the Franks without a fight.

David Wolffsohn, head of the Zionist Congress, plans a tour of major cities to gain support and increase awareness of the Zionist cause before the 1907 Congress in the Hague, Netherlands. Pending approval from the various governments, Wolffsohn will end his Capetown vacation in late 1906, heading towards New York and Boston. There he will meet with Jewish community leaders and recent immigrants, as most European immigrants enter through New York or Boston. From there, he will hopefully visit the Moroccan Jewish community, though if the situation has deteriorated this segment may be omitted. Crossing the Mediterranean, he will spend some time in Palestine, visiting recently established Jewish settlements. The tour will conclude with stops in Vienna, Munich, and Cologne (the ZO's head offices are in Cologne), before arriving in the Hague to begin the conference.

Some leaders of the Zionist community express concern about the affect this might have on Wolffsohn's health (his South African vacation was for medical purposes). However, Wolffsohn has made the trip a top priority.

While no meetings with government officials are requested, any government who wishes to consult with Mr. Wolffsohn will be welcome to, if they have any questions, want him to present any statements to the conference, etc.

(OOC: The vacation and trip are both historical, although the tour focused on Eastern Europe, and was not on so great a scale. If a nation does not want Wolffsohn to attend, he will obey their wishes.)

The Sultan issues a decree calling Tangiers to be a "neutral zone" and advises all American Civilians and all other foriegn civilians to head to the city, this includes the Jewish comunity if they so wish. David Wolffsohn may choose to visit them there. Exception is given towards non-resident German, French and Spanish civilians who will be imprisoned or killed on sight.

The Tribes of El-Rif have given their oath to police the region while the forign powers to which these citizens belong decide on what to do.

As a German citizen, Wolffsohn decides to forgo the Moroccan visit, and spend the extra time in Palestine instead.
