Historical background
The 1859 ascendancy of Alexander John Cuza as prince of both Moldavia and Wallachia under the nominal suzerainty of the Ottoman Empire united an identifiably Romanian nation under a single ruler. On February 5, 1862 (January 24 Old Style) the two principalities were formally united to form Romania, with Bucharest as its capital.

On February 23, 1866 a so-called Monstrous coalition, composed of Conservatives and radical Liberals, forced Cuza to abdicate. The German prince Carol (Charles) of Hohenzollern-Sigmaringen was appointed as Prince of Romania, in a move to assure German backing to unity and future independence.

In 1877, following a Russian-Romanian-Turkish war, Romania was recognized as independent by the Treaty of Berlin, 1878, and acquired Dobruja, although she was forced to surrender southern Bessarabia (Budjak) to Russia. Charles was crowned as Carol, the first King of Romania, in 1881.

The new state, squeezed between the Ottoman, Austro-Hungarian, and Russian empires, with Slavic populations on its southwestern, southern and northeastern borders, the Black Sea due east, and Magyar neighbors on its western and northwestern borders, looked to the West, particularly France, for its cultural, educational and administrative models.

In late 1906, the Tsar sends diplomatic representatives to the capitlas of three countries: Rumania, Serbia, and Greece. They bear an invitation to a conference in Odessa to discuss the future of the Balkans.

however, reformist social spending by the Rumanian government defuses tensions and prevents outright rebellion. Some protests continue throughout the year but the growing industrial sector eases tensions by providing jobs to displaced famers.

In recent elections, Ion I. C. Brătianu has been elected prime minister and the Conservative party gained ground, stressing closer ties to Germany and peaceful agitation for the return of Rumanian lands.

The ultra-nationalistic "Iron Guard" also gained several seats in Parliament, demanding that Dobruja be returned to Rumania by force if nessecary. It is not known whether whether the views of either of these parties are widely supported.

On May 29th 1910, President Roosevelt's train stops in Bucharest as part of his European tour. The city is a staging point between Istanbul and Budapest, and though the President's busy schedule will not afford more than a day in Rumania, he makes a point to show himself to crowds and meet with a few state officials before warmly departing.

Roosevelt is warmyl greeted and several short speeches praising the Americna president are made. He is also presented with the key to the city of Bucharest by the mayor at a short ceremony attended by the King himself.

Germany informs Rumania that it is in violation of the treaty it just recently signed ending the Balkan war by rebuilding its army.

Rumania states that it is merely rebuilding it's armed forces in order to insure it's continued neutrality, and that most of the forces will be disbanded at the end of the current hostilities in Eastern Europe.

On the same day, the government orders it's already mobolised army into positions to defend againt any attack from the Bulgarian, Austro-Hungarian, and German forces.

As a result of the war, 700,000 rumanian civilians are killed, 2,100,000 injured, and 3,500,000 find themselves temporarily without homes.

A further 36,500 are killed or missing in action, 18,750 wounded, and 161,250 are POWs who will return home.

The flu claims the lives of 70,000 Rumanian civilians, as well as 24,000 Rumanian soldiers. Just over 732,000 Rumanians in total catch the disease.

In all, At the end 1915, 830,500 Rumanians wil have died as a result of war and disease.

The government does its best to get all the homeless into new homes and to provide for it's veterans. In 1914, a new election brings General Averscu into the post of Prime Minister, due to his immense popularity. The parliament, however, is decidedly pro-Neutral.

In late Septmber of 1914, King Carol I catches the flu that is currently sweeping across the world, and despite the best care his physicians can provide, dies on October 10, 1914. A period of national mourning begins the next week, and there is large state funeral, with all flags at half-mast as the ruler who the Rumanian people through the Great War is laid to rest in Bucharest.

Crown Prince Ferdinand is scheduled to be crowned king in January of 1915.

In late 1914, the Parliament of Rumania passes and enacts a law, extending joint citizenship to ethnic Rumanians in Dobruja making htem citizens of both Rumania and Bulgaria. This will allow them to cross the border freely and vote via absentee ballots in Rumanian elections.

In addition, a statute is passed that requires all (male) Bulgarian citizens who are not affected by the aforementioned law to salute, doff their hats, or otherwise show proper respect to the Rumanian flag when crossing the border via Dobruja.

A large war memorial is unveiled in Bucharest. Surrounded by a large park, the monument is a statue of a group of Rumanian soldiers, defiantly facing in all directions in an attitude of valiant defense. The plaque reads "In memory of all those who died in the defense of their nation in the Great War. They gave their lives in the name of liberty and justice. Their sacrifice will never be forgotten by the Rumanian people."

A formal note of protest is forwarded to the the Rumanian government stressing that laws concerning the Bulgarian Territory of Dobrudja shall not be recognised until approved by the Bulgarian Government.

As such, Dual Citizenship shall not be permitted at this time in Dobrudja; no citizens of Rumania are to be considerd living in Dobrudja and all people living in Dobrudja are required to be either be Bulgarian Citizens or retain suitable permits allowing them to remain there. It is further stressed that any Person who wish to retain Rumanian Citzenship is free to immigrate to Rumania and apply for such.

In addition, It is also protested that Bulgarian Subjects are obliged to show respect to another nations symbol; it is stressed that Bulgarians are only expected to pledge alliegence to God, King Ferdinand and Bulgaria and any policy obliging them to do otherwise shall be met with scrutiny.

As such the Rumanian Government is urged to drop this measure aswell.

The Rumanian Government is informed that the Bulgarian stance remain as is; No dual citzenship is allowed in Dobrudja and no Bulgarian is obliged to show any kind of repsect to the symbol of a nation that has threatened the very existance of Bulgaria.

Demand for reversal of these measures are re-stated.

The Bulgarians inform the Dual Monarchy that such extreme measures are not likely to be nessecery and that the Bulgarian Government would go only as far as placing punitive tariffs on Rumanian goods (unless provoked further) to the Port of Constatna should this insolence continues.

The Canadian Governor-General informs Rumania that the 15 points that are to be given to Rumania will not arrive if Rumania does not drop its silly demands. He feels that Rumania may be too unstable an investment, and aiding it may be only throwing money away.

Canadian Bankers politely inform the Governor-General that the loan to Rumania was confirmed earlier in the year and it’s too late to cancel it as Rumania has already received and spent the money (ooc: it is the last turn of 1914 after all, a little too late to cancel it I’m afraid).

Rumania politely points out that it has the right to make laws within their own soveriegn borders and about who can enter said borders and how. Again, it is pointed out that no one in Dobruja is being forced to become a dual citizen. It is merely an option.

As to the tariffs, the Rumanian government invites the Bulgarians to do as they wish, since Rumania can simply have goods shipped to Odessa or other Ukrainian ports, and then south via rail to Rumania.

A private communication is sent to both the Bulgarian and Austrian governments, pointing out that both nations have signed Non-Aggression Pacts with Rumania. Bulgaria in the treaty of Arlignton, and the Austrians in exchange for Rumania dropping it's claims on Transylvania.

A cartoon appear in several Rumanian newspapers, showing Tsar Ferdinand I of Bulgaria as a small child, tugging on the pants leg of Franz Josef as he points at an even smaller Ferdinand I of Rumania as he says' "Uncle! Uncle! Ferdinand isn't playing nicely!"

In other papers, a story is published prominently about Tsar Ferdinand I of Bulgaria's rather licentious affections for young, blonde men. It also hints that the Tsar is addicted to opium (whether this is true or not doesn't matter to Rumanians, who eat the stuff up. The Tsar quickly becomes the butt of many Rumanian jokes).

Prime Minister Averscu gives a speech to the Parliament, mostly regarding Bulgaria.

“We accept as our conquerors the Germans and the Austrians, but we refuse to recognize any Bulgarian role in Rumania’s defeat, as there was none. Twice we have defeated them on the field of battle and twice they were saved by those two Empires to our North. We have nothing to fear from them. Their petulant insistence on the modification of our own soveriegn laws shows them to be weak and petty people who do not deserve the respect of any decent Rumanian.”

Officials and assorted experts at the Bulgarian and Austro-Hungarian Foreign Ministries point out that the Kingdom of Rumania currently has non-aggression treaties with both the Kingdom of Bulgaria and Austrian-Hungarian Empire (the one with Bulgaria being permanent as specified in the Treaty of Arlington, which Bulgaria requested). Both governments are reminded the universal condemnation heaped upon the Empire of Japan, the defunct Ottoman Empire, the Kingdom of Rumania, the former Kingdom of Serbia, and the Kingdom of Greece when they all violated similar pre-existing treaties (the fact that all five states suffered greatly as a result of doing so, two of which ceased to exist, is also extensively mentioned in various meetings and briefs). Using military force against Rumania over an equal trading of trivial diplomatic insults between itself and Bulgaria, it is advised, would thus be a very bad idea.

Again, We inform you that we are not allowing this option to be open to the inhabitants of Bulgarian Territory at this time and ask the Rumanian Government to refrain from passing laws regarding Bulgarian Dobrudja.

Recent Publications by Rumanian State Media do not appeal well either to the people of Bulgaria.

Spain mentions that Bulgaria seems to see invaders everywhere around her, and appears to be getting on the stage of paranoia. To tell the truth, the more BUlgaria speaks, the more it seems that they just desire to invade all of RUmania and Greece for themselves.

Spain mentions this, as it's time the Balkans stop degrading into war. The Balkans have already dragged the world into war, and not 2 years after the Great War has ended, they desire more. How much blood before this silliness is over with? And before you mention that SPain should mind it's own business, the last time something started, Spain sacrificed 100,000 men. It's about time that Bulgaria stop throwing threats around, and start to just deal with certain issues through peaceful means instead of constantly seeing war on the horizon.

A joint statement is issued by the Imperium and Russia urging both sides to refraim from doing any action, economic or militarially that may worsen the conflict. Both nations also offer to jointly negotiate the Rumanian-Bulgarian 'disagreement.'

Russia issues another statement supporting this and calls on both sides to remain calm.

Rumania is called upon to retract the laws in question and issue an apology, while Bulgaria is asked to refrain from making threats or doing anything rash and also to end it's punitive tariffs.

Rumania's parliament quietly repeals the dual citizenship law, as well as the law concerning border crossings, while the Rumanian government offers a less then public apology for any 'slander' that the Bulgarians believe has been directed against them.

The avereage RUmanian citizen continues to joke about the Tsar and to generally look down upon their neighbors to the south, despite the government's official change in position.

This would include; the Imperium, Montenegro, Albania, Bulgaria, Romania, Greece and Turkey as voting members and Russia receiving a non-voting seat in recognition of its influence in the Balkans. By joining the League, all nations whether voting or not, would be required to recognize the current borders as legitimate and permanent, pledge to protect all ethnicities within their borders and to sign a non-aggression pact with all other League members. The purpose of this League is to deal with all Balkan-related matters in a peaceful and fair manner so that any violence is snuffed out before allowed to blossom.

Rumania flatly refuses to join any organization that recognises Northern Dobruja as permenantly Bulgarian territory.

Also, since Rumania is not allowed to have a conscript army, you are only allowed 2% of your 7.1 million people in your army which equels 142,000 men, meaning that you are 23,000 men over the limit, but don't worry you are allowed a further 2% (another 142,000) as reservists who are availlable at wartime. So you can switch about two divisions to reserve.

In late 1919, a new and extremely Right-Wing political party known as the Legiunea Arhanghelul Mihail (Legion of the Archangel Michael) (http://en.wikipedia.org/wiki/Iron_Guard) is formed in Rumania, and is led (among others) by a young Army officer named Ion Victor Antonescu (http://en.wikipedia.org/wiki/Ion_Antonescu) and a politician, Alexandru C. Cuza (http://en.wikipedia.org/wiki/A.C._Cuza). A paramilitary arm of the party is formed soon after, called the Garda de Fier (Iron Guard). A young Corneliu Zelea Codreanu (http://en.wikipedia.org/wiki/Corneliu_Zelea_Codreanu), a recent graduate of the military school at Bacău, is one of the members. This branch of the party is commonly known as Cămăşile verzi, or Greenshirts after the green uniforms they wear.

The party calls for closer ties with Tzarist Russia, the return of Dobruja to Rumania, and the unification of Transylvania with Rumania, though the government does it's best to clamp down on these last sentiments, as a treaty with the Imperium has voided all Rumanian claims on Transylvania in exchange for a non-aggression pact. The party is also virulently anti-Semitic, anti-Communist, anti-liberal, and anti-parliamentary. The League presents itself as an alternative to corrupt, clientelist parties. Currently, it's membership consists mostly of disgruntled Army men and veterans of the last two wars who are disgruntled and angered over Rumania's short stick.

November, 1923

In late 1923, mutterings among right-wing elements in Romania culminate in a startling and unexpected move. On November 4th, members of the para-military arm of the Legiunea Arhanghelul Mihail, the Garda de Fier, or Iron Guard beginning gathering in Bucharest. The government notes this with some concern, having kept tabs on the members of the only semi-legal organization. By November 9th, almost all of the Iron Guard’s members have arrived in the nation’s capital. Extra police are called, and the local army troops are activated by Parliament, hoping to contain any possible violence.

Unfortunately for them this tactic backfires. On November 10th, the Guard marches on Parliament, and begins a loud demonstration, calling on the “corrupt, spineless politicians” to resign and allow the Legion to take over he governance of the country. Parliament responds by ordering the army to put down the demonstrators. The response from the general in command of the local troops is to order his soldiers to stand down. Without the army, Parliament is helpless

The Guard take Parliament by force and faces only minor resistance from the police. In a short but violent gun battle, 3 police officers are killed and 6 injured, while 8 Guard members die, and 20 are injured. All present members of Parliament are placed under arrest, excluding members of other right wing parties, as well as General Averescu, who is hailed as a hero by both the Legion and the rest of the nation. He is, however, politely asked to retire from politics and limit his role to that of the Chief of Staff of the Romanian Army. Taking over as Head of Government is Alexandru C. Cuza, leader of the Legion. The rest of the Parliament positions are other members of the Guard, and the few other right wing parties are allowed to retain their positions.

The King, Ferdinand I, is horrified by the coup, but finds himself unable to act. He is now kept, along with his wife and children, a virtual prisoner in his own home by the army and members of the Iron Guard. He is now little more then a figurehead king, brought out to make speeches and to rubber stamp what laws and actions are dictated to Parliament by Cuza, who has become virtual dictator of Romania.

Therefore His Majesty has decided in the spirit of reconciliation, to authorize his government to approach with a series of proposed measures.

Among these, are:
-The Formal Signature of a 7-10 year official non aggression treaty between Bulgaria and Romania.
-The Implementation of a Dual-Citizenship system for ethnic Romanians residing in Dobrudja over a timely period of time with joint supervision of both governments.
-The Provision of Facilities and measures to allow a part of Romanian Shipping to operate from Constanta with a special clause to allow preferential employment for ethnic Romanians, after proper registration handled during the Dual Citizenship Program.
-Exchange of available data on escaped criminals and fugitive political enemies, gradually at first.

Excellent, Then it is Official, Let it be known that in the year of the Lord Nineteen Hundred and Twenty Five that a treaty of Non-aggression has been conceived between the sovereign Kingdoms of Romania and Bulgaria, in which both parties vow before God Almighty and as the International community as its witness to not undertake any actions that harm or can potentially harm the interests of each other and to hold existing frontiers and agreements as inviolable and in high stature.

This agreement is set for period of Eight Years.
