Brief Historical Background

The Union of South Africa came into being in 1906, resulting in the consolidation of the two Boer Republics with the two British Colonies under one system of government. The two British colonies, the Cape Colony and Natal Colony, were combined with the two defeated Boer states, the South African Republic and Orange Free State, known thereafter as the Cape Province, Natal, Transvaal and the Orange Free State, respectively.

In November of 1906, Parliament votes to combine the four colonies of South Africa into the Union of South Africa. The Union will be a dominion much like Australia, Canada and New Zealand. It its hoped that the Union will allow South Africa to be more easily administered, and will hopefully consolidate the current South African British Holdings.

The Governor-Generals Proposal was brought brought before the Volksraad by a politican of British ancestry. After a day of heated debate, a vote was finally held, with 80% of the Volksrad (240 members) voting against, 45 members (15%) voting for, and 5% (15 members) abstaining. The majority of those voting for the proposal were of British ancestry.

I'm confused on a few things;

1. How many factories do I have?

2. What are the resources I have (I want to know what they are).

3. When should I reach tech level 4? The requirements say you need to have Level III Social Spending and 1 Production Center per 50 million people, and I think I have those.

4. Whats a LC? The 1911 Build says

"3 LC-6 points (paid) year 1/2"

Do you mean 3 CL? Which means 3 Light Cruisers? The Military thread says that the Abreviation for Light Cruiser is CL.

5. What do I produce Energy Wise?

In the Volksraad, Prime Minister Botha brings forth "The Defense Act No 12". The Prime Minister summarized it as:

"The Defence Act states that all white males between the ages of 16 and 45 are to serve in the South African Army. The Army is to be formed of the Union Defense Force (a small, professional force of light infantry and cavalry) and the Active Citizen Force, a much larger Landwehr-type army made up of white volunteers and conscripts."

The Act was hotly debated for over 3 days, due to the fact that the military evolved within the tradition of frontier warfare fought by popular militias and small irregular commando forces, reinforced by the Afrikaners' historical distrust of large standing armies. However, the act had sufficient popularity to pass, with 69% (207 Members) voting Yes, 25% (75 members) voting No, and 6% (18 members) abstaining.

OOC: You have to buy your own energy (the Empire is sadly lacking in energy sources). You also have to maintain 1 Naval Base at Capetown (I have another British one there. Important place) which is .1 points.

Also, the Admiralty requests that you construct several more Light Cruisers or Protected Cruisers to assist in protecting trade routes in that vital area.

OOC: I don't have a large enough white population to increase my amount of active soldiers. I can technically only have 36,000 active soldiers, but since I factored in Asian volunteers, I have 40,000.

And don't think I can just get rid of apartheid. If I tried, every single Afrikaner would rise up against the gov't.

Our Boys have returned!

As they stepped off their boats in Kaapstad (Cape Town) harbour, the Boer volunteers who went off to serve in the German army were greeted by thousands of cheering people. Due to the fact that these Volunteers all went off to war without any government input at all, the rally for the returning volunteers was technically illegal. However, the Police made no move to stop the cheering crowds, and many in fact joined in the celebrations.

As you may know, our lads were a key part of the German forces in French Africa. They spearheaded the invasion of Equatorial Guinea, and lead the German forces all the way to Dakar, in West Africa. Their cavalry expertise was put to excelent use, and without them it is probable that the Germans would not have had as much success in Africa.

General J.B.M. Hertzog, the commander of the volunteers, has been offered the position of Minister of Defence, a position formerly held by Jan Smuts. Prime Minister Botha stated that this decision was due to the fact that "Mr. Hertzog is a man who has military experience...much more recent than that of the Honourable General Smuts." Many, however, view this as a political move; Mr. Hertzog has views that are much more conservative than Mr. Botha and many in the South African Party, and with his newfound popularity (added on to his reputation from the South African War), he could potentially be on his way to becoming Prime Minister himself. It seems that Mr. Botha is a fan of the term "Keep your friends close, and your enemies closer".

The Reform of the Union Defence Force

Just days after being given the post of Minister of Defence, J.B.M. Hertzog has put forth a plan to reform the Union Defence Force. "Our plan for a defence force", he began, "was designed for a war similar to the South African War. However, as the Great War has shown us, new technologies have made our tactics out of date. In this war, we have all seen the carnage caused by new inventions. The Machine gun, in particular, has caused extensive damage to units, especially cavalry.

"The problem with this, of course, is that we as a people are used to cavalry warfare. This new century, however, is proving to be a century where cavalry will eventually become obsolete. We will most likely never again fight a war similar to the South African War, but the chances of us fighting a more 'traditional' war are high. I have therefore put into motion a plan to reform the Union Defence Force. Instead of it being a Cavalry force, it shall be a Motorized Infantry force. This will allow us to use many of the tactics many of us are used to, save that we will now be riding around in trucks instead of horses.

"I know that this plan will not be popular with many. Under normal circumstances, I would be the first to oppose changing our culture for military reasons. However, I would rather we trade in our horses for trucks than see our young boys be mowed down by machine guns. It must be said, however, that this plan only applies to the Union Defence Force, not the Active Citizen Force. The Active Citizen Force shall remain a cavalry-force, due to the problems of training and maintaining such a large reservist force with this modern equipment. It must also be reminded that the Active Citizen Force is a force that is for the defence of the homeland, and due to our extensive knowledge of this land, the ACF is best suited to defend it in its current state."

Due to his position as Minister of Defence, Mr. Hertzog does not have to gain Volksraad support for his decision. However, a poll made by this paper shows the majority of South Africans (61% of those polled) favor his new plans. However, a similar number of South Africans (57%) are opposed to reforming the Active Citizen Force, due to the fact that it is a reserve force, and many of the reservists are already trained in horse-ridding, and training them to be infantry would not be practical.

1918 South African General Elections

In the first nation-wide elections since the foundation of the Union of South Africa, 40% of those eligible to vote (281,456 people) participated. The results were as follows:

Volksraad Elections:
South African Party: 189 seats (63%)
National Party: 111 seats (37%)

Prime Minister Elections:
Louis Botha: 168,874 (60%)
J.B.M. Hertzog: 112,584 (40%)

The results show that the SAP and Louis Botha remain in firm control of the Union. It appears that the electorate is against many of the National Party's extreme ideas. However, a sizable percentage of the electorate vote for the National Party and Mr. Hertzog, which means that perhaps there is hope for them after all.

With the recent re-election of the pro-British South Africa Party in South Africa, it appears that the threat of popular revolt against British rule is gone. However, a slight majority of Boers voted for the more republican/nationalist National Party. In an effort to appease the National Party (as well as to please many members of the SAP as well), the government has decided to send a delegation to try and negotiate an eventual relinquishing of Crown control of South Africa's military and foreign policy.

(OOC: Basically, an early Statute of Westminster, although not necessarily for all the Dominions. I'm not looking for instant independence, but I just want a date and such. It also doesn't mean I'm going to go all renegade and stuff, because I'm still going to keep the Crown as the HOS, let British troops stay, have strong economic ties with UK, etc. I just want to be able to pursue my territorial ambitions through peaceful means[read: I want to be able to spend the extra 25 points a year I make on purchasing insignificant colonies from other countries])

New Flag For South Africa

Seizing his chance to further the nationalist cause, the Minister of Defence (J.B.M Hertzog) proposed a new flag for the Union of South Africa:

In order to appease the pro-British elements in South Africa, the new flag would always be flown side-by-side with the Union Jack, thus meaning that South Africa had two official flags. Mr. Hertzog, the flags designer, stated that "the Prinsevlag is to be the first flag hoisted on South African soil that is politically neutral, as it is not the national flag of any nation other than South Africa."

After a heated debate in the Volksraad, the Flag Act (1920) was passed with 67% of the Volksraad (201 MPs) voting Yes, and 33% (99 MPs) voting No.

The South African government is informed that His Majesty's Government would be willing to discuss independence, dependent on certain terms being met, once the world economy begins to improve.

When this news is leaked to the press by opposition members in the Cabinet, the National Party raises an uproar. As one member of the Volksraad, Daniel François Malan, stated "This shows that the Crown has no interest in what is best for the South African people, and that it only wishes to continue its exploitation of South Africa's natural resources. By stating that they will only begin negotiations once the economic situation begins to improve, they show that it is their wish to hold off negotiations as long as possible, and that the King wish esto use South African hard labor in order for the royalty to continue living in opulent style."

After this statement, the Volksraad was filled with furious debating. Eventually, however, it was decided that it would be up to the people to decide, as new elections were planned for next year (1926).

The SAP seizes its chance to pull the carpet out from under the NP, and the British proposal is accepted with a vote of 67% of the Volksraad (201 MPs) voting Yes, and 33% (99 MPs) voting No. The substantial opposition is, according to the opposition, "Because we do not believe that the African Population is suited to rule South Africa."
