Following the Great Coalition, the Charlottetown Conference the Quebec Conference of 1864, and the London Conference of 1866, the three colonies—Canada, Nova Scotia, and New Brunswick—undertook the process of Confederation. The British North America Act created "one dominion under the name of Canada", with four provinces: Ontario, Quebec, Nova Scotia, and New Brunswick. After Canada assumed control of Rupert's Land and the North-Western Territory, which together formed the Northwest Territories in 1870, inattention to the Métis led to the Red River Rebellion and ultimately to the creation of the province of Manitoba and its entry into Confederation in July 1870. British Columbia and Vancouver Island (which had united in 1866) and the colony of Prince Edward Island joined the Confederation in 1871 and 1873, respectively. To connect the union and assert authority over the western provinces, Canada constructed three trans-continental railways, most notably the Canadian Pacific Railway, encouraged immigrants to develop the prairies with the Dominion Lands Act, and established the North West Mounted Police. As settlers went to the prairies on the railway and the population grew, regions of the Northwest Territories were given provincial status forming Alberta and Saskatchewan in 1905.

Laurier Announces Renewed Initiative For Free Trade; Tories Protest

In a short speech last Monday morning, Prime Minister Wilfrid Laurier announced his continued commitment towards the establishment of "trade reciprocity" with the United States.

Even prior to the foundation of the Confederation, the economies of both Canada and the United States have shared a relatively close bond. Forged first by the blostering fur trade of the late 18th and early 19th century, the continuing rise of the American Industrial Giant and Canada's abundant natural reasources have proved condusive to a fruitful relationship.

Thus, in an effort to encourage further prosperity, especially among the farmers of the Western Plains who provide the base of Laurier's Liberal Party and rely on American-made equipment every day, it has been suggested for many years that a state of reciprocity, or a state of no protective tariffs on all imports and exports, be established between Canada and the United States.

However, even despite Laurier's soothing assurances, the reception of such ideas has been met with protest by the majority of Tories across the country and in the House of Commons. So far, conservative leaders, including party leader Robert Borden, have denounced the planned agreement as a "sell-out" to the Canadian people, claiming that free trade would provide one less barrier to American annexation and domination over Canada.

"It is foolish that we must abandon the Old policies upon which are country thrives," noted the Tory leader in a press conference shortly after the Prime Minister's speech. "The National Policy, since its inception, has only served to the greater good of the Confederation. Thus it is imperative that it be kept alive and well so we may do more good for future generations."

Already, despite the growing opposition against such policies among the majority of citizens, the cabinet is expected to dispatch an envoy to Washington to discuss the possibility of such an arrangement by the end of the week, ensuring more controversy to come.

Governor-General Makes Appearance In New Automobile

On the streets of Ottawa, a new creature has been spotted on the streets. The Honorable Governor-General Grey, a man who has been known to enjoy the finer delicacies of life, has recently displayed to the public and press his new automobile.

Constructed by Rolls-Royce Limited of Manchester, England, the "Silver Ghost," as it has been christened sports a sleek silver carriage, broad, sloping lines and bright metallic fixtures across its long body. And, with a fifty-horsepower engine as silent as well...a ghost, it is sure to be a common sight amongst the city streets.

OOC: It seems this was a rather large matter of controversy during this time period (after all, it was the deciding factor in the 1911 National Elections). So I would imagine Ottawa has some control over the matter, although I am not sure as to what extent.

IC: The United States happily welcomes the talk of closer ties with Canada. The Canadian envoy is warmly received in Washington where Congress is petitioned to relax trade restrictions with the nation's northern neighbor. Tariffs are reduced somewhat on most goods crossing the border, though lumber and foodstuffs remain slightly restricted as to protect the interests of those midwestern states that vote Republican. Further reductions are possible as our two nations grow closer together.

Colonel Francois Armand stood paitently atop his post, a stubby tower of faded wood that stood no more than 15 feet above the gravel and mud road that had whisked him to his assignment only hours ago. As Assistant Commandant to the Royal Arsenal, it was his regular duty to view the peacetime morning ordinance drills and, although he did not like the job much after 20 years of being out in the field, it was a rather soothing line of work.

Below him, half a dozen frail recruits shivered in the late Canadian winter, their newly issued rifles, once polished and gleaming brightly in the northern sun, now covered in frost from the half-frozen snow that covered the field ahead of the fox-holes in which they sat. Since 4:00 AM these soldiers had sat in their positions, adjusting their sights and loading the countless magazines of ammunition they had been supplied. Now, with the Sun finally well over the horizon, it was time to get down to business.

"Take aim!" a lone Officer shouted, his deep, crystalline voice carried by the frequent gusts of wind that shuddered through the range at random intervals.

At once each man, now calming their shaking nerves, steadied their rifles and aimed down their sights, aligning the thin iron crosshairs with that of a tiny red bulls-eye nearly 300 yards away nearest a thicket of emerald green firs, whilst their index fingers gently pressed against the trigger of their weapons.

Finally, after a brief lingering silence, the order was given.

"FIRE!"

A volley of Pop!'s and a series of bright flashes filled the range for only a millisecond as the .303 calibre shell in each rifle was ignited and screeched forth from its rifled confines. Using his binoculars, the Colonel quickly scanned down-range, following each red hot tracer that gracefully cascaded towards its target. At first the results looked promising. Four of the targets had been thuroughly pierced through the center, revealing a hole barely a quarter of an inch wide. The fifth target, although pierced as well, was a slight bit less accurate, the same very hole nearly a fingers length to the left of the bulls-eye, but still, nonetheless, an acceptable shot on such a blustery day. However, upon viewing the sixth target, the Colonel discovered, much to his annoyance, that the heavy board lay unmolested.

Immeadately setting down his binoculars, the Colonel looked towards the farthest foxhole in search of the problem.

"Corporal Johnson!" he called, "I demand an explanation for your poor marksmanship! This is the third shot you have missed this morning."

To mere Private in training, three missed shots in one session wouldn't have been too bad. As a matter of fact, had that same very recruit only missed those three shots, he would have most likely been lauded by his Commanding Officer as a "natural." However, for a man like Corporal William "Buck" Johnson, a practical legend among his fellow soldiers for his amazing displays of unparalleled marksmanship during the 2nd Boer War, it was simply unacceptable.

Having not recieved a response from the grizzled corporal, the Colonel, now quite flustered, made his away down the ladder onto the frozen earth and, with the local Warrant Officer, a Scotchman known for his temper, at his side, approached the Corporal's foxhole.

"Goddamn blasted fucking..." the Corporal mumbled out loud, feverishly struggling with the bolt on his rifle.

"Corporal, what is the meaning of this!" shouted the Warrant Officer as he and Francois both peered into the slimy hole in which Buck sat. Looking up, the middle-aged man, after whispering a few more curses, kicked the wall of his fox-hole in anger before giving a hastily concieved answer.

"It's this damn rifle again, sir." he replied. "Fucking Jammed as always!"

"Let me see it." the Colonel ordered, quickly taking the rifle from the soldier's hands and examining it for himself.

As one of the new Model 1905 Ross Rifles, the weapon, as advertised by the Ministry of Defense, was supposed to be flawless, the 113 manufacturing defects of the previous model having been corrected and the bolt, a revolutionary "striaght-bolt" system (which unlike its cousins in the UK or German, could be operated without turning the bolt first, theoretically allowing for a greater rate of fire) "drastically" improved. However, just like the original model, the M1905 soon displayed a its uncanny ability to jam and (in more severe cases) disassemble itself in the cleanest of conditions (much to the bane of the military brass).

Upon further inspection of the rifle, the Colonel, tinkering with the bolt himself, discovered the problem. The screw threads, a series of tiny steel pieces which held the bolt-lugs in place, had been covered in a finite amount of dirt, effectively preventing the rifle from firing.

"I'm telling you, sir," the Corporal continued on, "They should've never given these bloody bastards to the Army. Only gonna get a lot of clueless greenhorns dead when they come up against a Mauser or Springfield. Would've made alot more sense to sell 'em to the civies."

"And why is that, dear Corporal?" asked Armand as he used his gloves to pry each grain of dirt from the weapon now straddled between his thighs.

"Well sir, I must admit this little fucker works great on most types of game. Hell, I'm sure if you gave the slug in there a little more 'umphf', the bastard could reak havoc on pretty much anything on four legs. Grizzlies, Elk, Moose; one good shot and they wouldn't know what hit them." the Corporal responded with a grin.

With only a grunt, the Colonel, deeming his work satisfactory, handed it back to the Corporal who also gave it a quick inspection before lining up his sights yet again and squeezing the trigger.

Pop!

"There we go, right down the centre." said Buck with pride, turning back to meet his CO's blank stare.

"Corporal, could you please do that again." Francois politely ordered, gazing intently at the target far ahead of him.

"Of course, sir." the soldier replied.

Like clockwork, he pulled the bolt straight back, ejecting the spent shell casing onto the earth below whilst loading a new one into the chamber. Moments later, another pop filled the air and another hole appeared only millimeters from the last.

"To tell you the truth. She shoots just like an arrow." said Johnson, cycling the bolt yet again in preperation for another shot. "Hell, I figure if one were good enough, they could shoot the cigarette of some bastard a good 1000 yards away, no problem."

Again, without a word, the Colonel stood up and began to pace, his right hand firmly cupped around his chin. Then, with a smirk, he returned to the foxhole, hands planted around his waist.

"Then let's try it." he said bluntly.

The two men in front of, now competely perplexed, stared nervously at their Commanding Officer.

"Go on, Berkley," he continued. "Have them move the targets out to 700 metres and we'll continue our drill from there."

After another short silence, the Warrant Officer, still rather confused, rushed off to hound the nearby aides. After all, it was not common-place in the Military, let alone in most other circles besides exhibition shooting, to actively engage a target more than 500 meters away. However, orders were orders and, in only a few minutes, the experiment was ready.

For once in 2 years, Colonel Francois Armand, as he viewed the next volley of shots, had a wonderful idea. An idea that would revolutionize his line of work.

OOC: In truth, the Ross Rifle has typically been assessed by most historians as a sporting rifle asked to work in the trenches. In other words, it had phenominal accuracy out to very long ranges (600 yards and beyond). However, even with the smallest quantities of dust or mud, the weapon, open or closed, had an unfortunante tendancy to jam on a regular basis. And with its rather peculiar bolt-design, if wrongly assembled, the bolt, when firing, could dislodge and impale its user (although such occasions were rare).

The envoy, having recieved word of Congress's actions, dearly thanks his hosts for their time and cooperation in this matter and assures them such legislation will only come to benefit both nations. Before leaving, the envoy also hinted at the possibility of forging a more substantial agreement in the near future, but did not yield any details, prefering not to deter the progress already made.

In Canada, the news is recieved with mixed results.

At once, the Tories and their allies in the House of Commons, as predicted by most, protested quite vehemently, threatening a 'vote of no-confidence' if the Whigs attempted to push the new deal through the legislature for ratification. In Quebec, Montreal, and Tornoto, several demostrations were organized against local authorities by conservative leaders, although the size of each demonstration was quite small.

However, with the firm backing of authorities in the Breadbasket provinces, along with the Governor-General's rather apathetic stance on the matter, Laurier and his party stood strong. Declaring the threats of Borden and his Conservatives as "hollow" and "without precedent," the Liberals pushed the new legislation to an up-or-down vote three weeks later, securing the majority they needed.

As a result, tariffs on various American imports, including various farming equipment and other finished goods, have been slighly lowered in conjuction with the United States. However, knowing that any further attempt to dismantle the National System would surely lead to his ousting from Parliament, the Prime Minister kept the changes modest.

OOC: To tell you the truth, I'm not really sure if the Canadian Government had the power to grant loans to Foreign Nations as of this time (may require some clarification by the Mods). However, considering that Ottawa is able to adjust its trading policies with that of the United States, I see no problem in handing out loans (unless London tells me not to ;) ). Of course, in the event the moderators rule that Canada is incapable of issuing credit/loans, consider the following statement below to be void.

IC:

The Kingdom of Italy is welcome to borrow funds from the Dominion for its own purposes. Upon further review, a loan totaling C$30,000,000 (3 points) shall be granted to the Kingdom of Italy in return for an annual interest payment of 15% (.45 points) until the loan in question has been re-paid in full to the Bank of Canada, with the first payment due on January 1st, 1908. Failure to make such payments on time will result in penalties no less than an additional C$10,000,000 (1 point) the following fiscal year.

It is hoped that such terms are acceptable.

When Sun gets to Canada with a small security detail, he moves to speak in Toronto, then Vancouver to the Chinese there and potential sympathizers.

To his Chinese audience, he emphasizes the need for a strong China, democratically governed with the People's Welfare in mind. To his non-Chinese audience, he speaks of a strong, democratic China, though he modifies the more controversial parts of his message out. He also quietly speaks to Chinese in Vancouver and Toronto about organizing Tongmenhui branches.

Washington quietly leans on its friends in Ottawa to resist British pressures of this variety. The United States has no quarrel with Britain and in fact hopes that a naval arms race can be averted. However, assisting this unfortunate business can only cause more tension between the US and the UK. And perhaps even more unfortunately, the US and Canada....

The Canadian House of Commons and Office of the Prime Minister, upon further deliberation, agrees to London's request, and thus shall henceforth devote 50% of its yearly national surpluses towards the Modernization and Expansion of His Majesty's Royal Navy. The First Payment has been scheduled for the 1908 Fiscal Year.

The request and Parliament's response has been met with much discord primarily in the Province of Quebec where anti-British sentiment continues to grow. Across the country, local Liberal organizations also noted their relative discontent, but with the situation in Europe quickly deteriorating and war a likely scenario for the near future, most Canandians have placed the needs of security ahead of their Party's respective ideaologies.

The Kingdom of Norway, after being politely rebuffed by Britain on the matter of a loan but advised to look to Ottawa, approaches the Canadian government asking for the exact loan and terms of loan that had been requested from the British. Though its ambassador is not on as close terms with the Canadians as in Britain, Norway instructs him to mention both British friendship towards Norway and the fact Britain suggested that the Kingdom look to Canada. Its ambassador assures officials that the loan will be repaid in full, noting that Norway has had a long and friendly history with Britain and the commonwealth and that a loan the size requested is a paltry sum to the Canadians, which they stand to make some decent money off of in a decade's time.


[OOC- I'm basically asking for a loan of 6 in 1908 and 3 in 1909, with .75 to be paid back each year (loan to be paid off in 12 years if payment is kept standard) and interest added on, 2.5 points to be gained from loan after 14 years. So you'll give 9 in two years, you'll get 11.5 in 14 years at most, though it will be quicker since I have an industrial center finally going up in another two or three years. Norway is also willing to try to pay it off as quickly as possible, to get rid of the payments and make some politicians pleasantly surprised by a quicker repayment. So you can hold our feet to the fire for funds at some point if the need arises. ]

Once again Wilfrid Laurier and his Liberal Party of Canada were re-elected for a fourth consecutive term in government with a solid majority in the House of Commons of more than 133 seats, defeating the Conservative and Liberal-Conservative Coalition under Robert Borden. The victory itself has been attributed mostly to the country's continuing prosperity and Laurier's recent efforts towards furthering the National Security of the Dominion.

Although the victory was indeed unprecedented, it did not come without its complications for the Liberals. Continuing arguements over trade policy with the United States, along with the Prime Minister's unpopular decision to provide increased military assistance to London cost the Liberals four seats and an additional 2% of the popular vote, as many former loyal strongholds in Quebec and the Central Provinces switching their allegience in favor of Borden (who also gained an additional ten seats from the Independents and Socialists). To make matters worse, local elections in Ontario, Saskatchewan and Ontario all resulted in Conservative victories, further reinforcing fears on the left that a major conservative victory is close on the horizon.

Nonetheless, Laurier is undaunted. In his last speech of the year, he again renewed his commitments to the Canadian peoples, promising to encourage Industrial growth whilst protecting the interests of the Dominion. Furthermore, he also announced his intentions to press forward with new legislation to ban Opium and other Narcotic substances that have continued to trickle into the nation from the Far East, a proposal viewed as widely popular on both sides of the asile.

But despite whatever predictions are made, it is obvious the Liberals are still strong in Canada and will continue to exert their interests into the future.

The Bank of Canada is more than willing to contribute the requested funds from that of the Ottoman Empire during the 2nd quarter of the 1909 fiscal year. In return, it has been agreed that the Ottoman Empire must make an initial down-payment of 1 point, followed by an annual compounded interest rate of 8% (roughly .5 points) until the amount borrowed has been returned in full.

Failure to meet the annual payment requested will result in adverse consequences including the termination of the agreement (resulting the immediate return of the funds borrowed) in question along with an additional penalty of 3 points, as we take such matters very seriously.

We hope such terms are acceptable.

Chiang Kai Shek approaches the Canadian Government and the Bank of Canada for any sort of potential financial assistance for his regime--say, loans or grants, etc.

Although the Canadian Government certainly sympathizes with the position of Mr. Kai Shek and his Republican movement, the Dominion of Canada, without the approval of a higher authority in London, cannot sanction such assistance.

Nonetheless, it is advised that, until such complications have been cleared, the Kuomintang Party should seek financial assistance from the Private Canadian Banking and Financing sector.
