Sultan Abd-ul-Hamid II announced major series of reforms for the Ottoman Empire in order to prevent the fall of our beloved state.
1. The total withdraw from the Balkans, they are no longer useful for the Empire and are a drain on the Empire funds. All Ottoman Garrisons within these listed regions will be withdraw over a period of one year and will be completely out of the region by 1907. The divide of the Ottoman Balkans goes as the following
A. Bulgaria is officially independent from the Ottoman Empire
B. Greece is here by cede the following lands (Thessaly, Epirus, Ionian Islands, Crete, Greek Macedonia,Athos,Sporades, and Cyclades) in return for Non Aggression Pact
C. (OOC: The Ottoman Empire is keeping the following lands Thrace, North Aegean Islands, Aegean Islands and Dodecanese Islands)

2. The National Parliament of the Ottoman Empire is here by restored; elections for Parliament will take place in 1907. Also the Constitution of 1878 is here by restored.
3. Grand Vizier Avlonyalı Mehmed Ferid Pasha is here by dismiss from his post as Grand Vizier, and Kıbrıslı Mehmed Kamil Pasha will be appoints as the new Grand Vizier the of Ottoman Empire.
4. The Empire will begin a series of transportation improvements in order to connect all the regions of the Empire to each other. Here is a list of the railway projects

B. More funding will be granted to Hejaz railway project(To be compete by 1908)

Also the Army and Navy will be buying up on modern weapons in order to protect the Empire from attack.( These reforms will take over about 10 years to show effect)
6. Introduction of modern agricultural techniques and establishment of model farms ( over the period of 10 years)
7. Abolition of tithes( will be phase out of by 1912)
8. Arabic and Ottoman Turkish will be made the officially languages of the Empire.
9. New Industrial projects will be set up in Turkey, Levant and Mesopotamia over the course of the next 10 years.
Note:urkhan Pasha will be the Provisional President of Provisional Government of Albania; he will be in change of handing the transition from Ottoman Rule to total self-rule.

The Treaty of Kars
The Ottoman and Russian Government after a series of intense meeting have signed a new peace treaty to ensure peace between the two empires. The Treaty itself is called " The Treaty of Kars"

David Wolffsohn, head of the Zionist Congress, plans a tour of major cities to gain support and increase awareness of the Zionist cause before the 1907 Congress in the Hague, Netherlands. Pending approval from the various governments, Wolffsohn will end his Capetown vacation in late 1906, heading towards New York and Boston. There he will meet with Jewish community leaders and recent immigrants, as most European immigrants enter through New York or Boston. From there, he will hopefully visit the Moroccan Jewish community, though if the situation has deteriorated this segment may be omitted. Crossing the Mediterranean, he will spend some time in Palestine, visiting recently established Jewish settlements. The tour will conclude with stops in Vienna, Munich, and Cologne (the ZO's head offices are in Cologne), before arriving in the Hague to begin the conference.
Some leaders of the Zionist community express concern about the affect this might have on Wolffsohn's health (his South African vacation was for medical purposes). However, Wolffsohn has made the trip a top priority.
While no meetings with government officials are requested, any government who wishes to consult with Mr. Wolffsohn will be welcome to, if they have any questions, want him to present any statements to the conference, etc.

reform like this is dangerous, it could work, or just as easily, blow up into revolution. Historically revolutions occur when reforms are viewed as either too radical or not radical enough or both.

The Reublic of Albania cordially approaches the Sublime Porte in hopes of the establishment of stable relations as equels.
An issue to be addressed is the Turkish-German plans to build a railroad through parts of Albania and Macedonia (OOC: known to the president since he was a former Ottoman diplomat).
We view this project as beneficial to all those involved, this is why we shall be wholeheartedly granting the nessecery permission to allow the railroad through and will try to get Bulgarian support in allowing the railroad aswell (unless you want it to go through Greece then it won't be nessecery).

Sultan Abd-ul-Hamid II agrees to take off the Abolition of the tithes for the time being, in other words he voids that part of the reforms for now. Also it should be noted that issue might not be brought up for a while, well during his rule as the Sultan, just because he won't risk doing something like that again or a face coup..

Greece unveils plans for a union with the Cretan Republic, which the Ottoman Empire has renounced its claims on the island. Elefthérios Venizélos, the Cretan Councilor of Justice and the recently appointed High Commisioner of Crete, Alexandros Zaimis, invite the four Great Powers (Russia, UK, Italy, and France) to attend a conference to listen to a proposal for the union of the Cretan Republic, and the Kingdom of Greece.
OOC - the "Great Powers" currently protect Crete from the Ottomans, but at the same time stop a union with Greece to appease the Ottomans.

Side note The General Assembly is composed of two chambers: the Chamber of Notables or Senate, and the Chamber of Deputies. The Opening session of the General Assembly aka the Ottoman Parliament will take palace Feb.12, 1907.

Wolffsohn arrives in Palestine after a long trip from England. The trip's affect on his health is apparent. Any rejuvenating affect from his health has dissapeared on the journey.
After some anxious moments with Ottoman customs officials, he is granted admission. His biggest speech is at Mikveh Israel, thanking immigrants for their courage and hard work in the region. While, in public and in front of Ottoman officials, he must be careful with his words, private meetings with various leaders, both religous leaders and leaders of Jewish settlements, are not under such scrutiny. He pledges to advocate for the further immigration, and for funds to better develop Jewish communities, and make them more attractive for immigrants who motivated by reasons beyond basic safety (the biggest motivator of Russian and Arab Jewish immigrants). He also pays visits to most major religious sites in Jerusalem, Jericho, and other cities.
From Palestine, he leaves for Vienna, with the congress fast approaching.

In contrast, China, as you know, is ruled by the Qing Dynasty, and as many have witnessed, they are far from willing to reform.
I am sure the Ottoman Empire, at the very least, has bothered to put its nation's welfare as a whole first--after all, you have a modern constitution, while the Qing, excessive in behavior, refuse to change from their outdated and cumbersome system of laws. The Qing, in contrast, have neglected the nation's welfare. For example, the Dowager Empress Cixi, for example, spent monies meant for modernization on lavish parties and a marble boat in an artificial lake--for the reason only that she was afraid to attract unwanted foreign intervention. Excessive, don't you think?
And they have also allowed famine to occur in Northern China before, forcing millions to starve. I am sure the Ottoman Empire, for all the troubles it has had, has not let its people feel the hard hand of famine even by mistake or by force of nature.
And while foreign investment is good for economic reasons, China's economy is also dominated by foreign elements, and thus cannot become competitive and sustain its role in the world economy unless it can reform itself. You know this kind of domination well. After, have not the Europeans proved domineering in their relations with you? You can relate to China's plight in this regard, I am sure. But at least you maintain some sense of national control. The Qing have become, to use an American term, doormats for the Powers.
Can the Qing be trusted to lead them into the modern age? I think not."

The answer is that my organization, the United League, is committed to reform and to reforming China to end this weakness and allow for fair, just rule of the Chinese people and to enable China to become a functioning member of the World Community once more.

Fun fact of the day from the Ottoman Empire
The TuAF was founded in June 1909, making it one of the oldest combat aviation organizations in the world. Its formation came about after the Ottoman Empire sent two Turkish pilots to the International Aviation Conference in Paris. After witnessing the growing importance of an air combat support branch, the Turkish government decided to organize its own military aviation program. For this purpose, officers were sent to Europe by the end of 1910 to participate in the study of combat flight. However, because of bad living conditions, the student program was aborted and the trainees returned to Turkey in the spring of 1911.
Although left without any governmental guidelines for establishing an air force, the Turkish Minister of Defence of the time, Mahmut Şevket, continued to encourage the idea of a military aviation program and sent officers Fesa and Yusuf Kenan, who achieved the highest maneuvering points in a piloting test conducted in 1911, to France to receive a more satisfactory flight education.
In late 1911 Süreyya Ilmen was instructed with founding the Havacılık Komisyonu (Aviation Commission) bound to the Harbiye Bakanlığı Fen Kıtaları Müstahkem Genel Müfettişliği (War Ministry Science Detachment General Inspectorship).

On May 24th 1910, President Roosevelt arrives by train in Istanbul on the next leg of his European tour. It is the farthest from home that a President of the United States has ever travelled from home, and the Ottomans are quite a foriegn culture to the Americans.
Roosevelt spends the next 3 days touring the city and meeting with Ottoman officials on various minor matters, as the two nations do not have many overlapping interests. Finally with a cheerful goodbye the President departs for Budapest, by way of Bucharest.

The ramification of the treaty on what remains of the Ottoman Empire were massive…..what public support for that Young Turks had disappear over night. The Public viewed the Young Turks as traitors, who didn’t brother to stand up for the Empire at the summit, they said nothing about harsh terms of the treaty for the Empire…. they said nothing…became a motto for opposition groups within Turkey.
Within the Young Turks organization, massive infighting was occurring between the factions within the organization, over the matters of policy and what to do next. Then a Tragic event hit the already crippled Young Turk… The Three Pashas, the heads of the OE and leaders of Young Turks, were killed in a car bombing blast, which killed all three pashas. It was later found out that Armenian Nationalist planted a bomb in the car. The killing of the heads of the Young Turks and Government bought chaos throughout the OE. (date, Jan, 10, 1914)
A group of disillusion Turkish Nationalist Army Officers led by Bridger General Mustafa Kemel, decide it was time for a new government to take over and save their beloved nation from further ruin. On Feb 12, 1914, a Coup took place and Mustafa Kemel and his follows proclaim themselves the new government of Turkey, after speaking with the Sultan (forcing him more or less), he called for new Parliament Elections in March and to begin a new set of reforms to rebuild their ruin nation…just a new era was about to begin in Turkey.
The Third Republic of France officially recognizes the Republic of Turkey as the legitimate governing body of the territories of the much-decreased and now defunct Ottoman Empire.
The Turkish head of state also receives a private letter from Prime Minister Reynaud, who hopes that relations between France and the new Turkey may take a more pleasant route than those between France and the Ottoman Empire.

Rise of Modern Turkey
With Parliament Elections in March, the Republican People’s Party (Kemelist) won the most seats in the Parliament, coming in second was the dieing Young Turk faction parties and last Pan Islamic parties. Mustafa Kemel was elected to Senate and made by his supporters as the President of the Senate.
The first act of the Nationalist Parliament was to move the seat of government from Istanbul to Ankara, which Kemel backed and another act to meager the two houses of Parliament to create a single assembly called Grand National Assembly. With the move of the Government from Istanbul, the Sultan was effective cut off from his ministers and left powerless in his palace in Istanbul.(Which was done on purpose)
In April, with Grand National Assembly meeting Ankara, President Kemel calls for dissolution of the Sultanate and to create a true republic. With that, the Act was passed and the proclamation of the republic was the abolishment of the powers of the Ottoman Dynasty which had ruled since 1218, and ordering the last members of the dynasty to leave the country, on April 12,1914.
All that was left of the Ottoman Empire was the Khailfah in Istanbul, the Khaif was Abdul Mejid II, and he was powerless and just remnant of a bygone era. As for the members of the Osman ex royal family, most of them fled to Britain seeking asylums.
