The Grand-Ducal Palace, Luxembourg

The Grand Duke looked out of the window. He saw the massive artificial sea, set-up 10 years ago. It was around a square kilometer large, and lighted up in the sunlight. In the last days, the temperature had gone up again, from a mediocre 23 degrees Celsius to a hot 33 degrees Celsius. Luckily, every room of the Palace had been airconditioned, and the temperature didn't top the 21 degrees within the palace.

The Grand Duke was however thinking about the UPEO, the Universal Peace Enforcement Organization. They didn;t had too much support from the international community, and were still awaiting new members. A conference on the UPEO would be great to solve their problems. He reacted by turning his luxurious office chair around, and pushing a button on the telephone standing on his desk. Moments later, a secretary came in, with a laptop under his arm.

Yes, Sir?

I would like you to send some invitations, Fernando.

No problem, Sir.

The secretary sat down on the other side of the desk, starting his laptop in the progress. Upon loading a copy of Word, he nodded that the Grand Duke could start.

To the Nations of the World

The Universal Peace Enforcement Organization, or UPEO, will be holding a conference in the Van Luxemburgian Grand-Ducal Palace, to discuss Trade Agreements, The Military, Diplomatical and Humanitarian Role of the UPEO, the amount of democracy in the UPEO, and ofcourse the improvements which could be made to the organization. We will be inviting Non-Member nations to join us in this conference, and allow them to give their comments, and possibly become members aswell. All security will be took care of by Van Luxemburgian and UPEO troops, commanded by the current President of the UPEO, the Van Luxemburgian General Aksel Heggelund. He will also join in the conference, on the side of the Van Luxemburgian Grand Duke Koen, and several other Heads of State. The Van Luxemburgian Grand Duchy and the Universal Peace Enforcement Organisation welcome you in the gracious Grand-Ducal Palace, where everything will be taken care of. Guests are allowed to take a maximum of 4 guards, which will need to have concealed small arms.

All aircraft can land on Luxembourg's International Airport Findel, where every guest will be picked up and driven to the Palace. Security will be tight, but guests will be able to head into Luxembourg, as Van Luxemburg encourages, to go and ask opinions of citizens. Van Luxemburg is a free nation, and the Heads of state will be free to go outside the conferences held every day. The Conference will take 7 days. The Programme is as follows:

Monday: Arrival and welcoming in the Grand-Ducal Palace, rooms will be assigned, and there will be space for relaxation.
Tuesday: Conference on Trade Agreements from 11:00 AM to 3:00 PM. Lunch buffet available. In the evening, the guests are free to do what they please on the Palace.
Wednesday: Conference on the Diplomatical and Humanitarian aspect of the UPEO from 10:00 AM to 6:00 PM. One hour off at Lunch Time.
Thursday: Conference on the Military aspect of the UPEO, from 11:00 AM to 4:00 PM. Lunch Buffet.
Friday: Conference on the UPEO's Improvements, from 1:00 PM to 5:00 PM.
Saturday: Presentation of the UPEO's inventory and possible actions. Military Demonstration by the UPEO Military, in the Palace Gardens, in cooperation with the Van Luxemburgian Airforce and Navy and the Vuhifellian Air Force.
Sunday: Day off in Van Luxemburg, free to travel around, or ability to leave earlier.

The Grand Duchy of Van Luxemburg was a state that a young Union of Southeast Asian Nations had come into contact with a long time ago, but had little contact since. However, thanks to the fact that an allied nation of the Grand Duchy, which was also nearby the Union of Southeast Asian Nations geographically, the Democratic States of Wingarde, and the fact that the Vuhifellian Federation was officially allied to Southeast Asia because of the fact that the two states mutually possessed membership with the International Allied Defense Federation. What bolstered this oppurtunity to increase the likelihood of formalizing relations with the Grand Duchy from being merely neutrality to positiveness, was the fact that the Grand Duchy of Van Luxemburg's Chief-of-State sent a communique (http://forums.jolt.co.uk/showpost.php?p=9997105&postcount=18) to His Excellency Joshua Lin Cheuk Kitt, Southeast Asia's very first Minister of Foreign Affairs regarding the Southeast Asian diplomatic survey (http://forums.jolt.co.uk/showthread.php?t=455720) and it's stance on the Union of Southeast Asian Nations.

This only sped up the process.

And in speaking of the Southeast Asian diplomatic survey, there was yet another nation which held Southeast Asia high in regard - the Libertarian Concordance of Czardas. It had also sent a communique (http://forums.jolt.co.uk/showpost.php?p=10063698&postcount=31) to the Foreign Minister and the two states both had diplomatic relations with the Democratic States of Wingarde. Southeast Asia also had considered joining the International Alliance for Safety and Peace, which the Grand Duchy had a huge role in it's establishment just like the Universal Peace Enforcement Organization (UPEO). The Libertarian Concordance was also a member-state of the IASP, which in essence allied itself with the Grand Duchy by treaty terms. And now at last, what could be called the "final nail in the coffin" was set in place, and a discussion was in-session.

"Prime Minister Neo," spoke Lin via telephone holding up a fax detailing information about the UPEO, "we have a little situation on our hands involving the Grand Duchy of Van Luxemburg."

"The Grand Duchy?" wondered Neo, "What is it about this time, Mr. Lin, yet again enforcing internal security in domestically-troubled states and trying to maintain order across the planet?"

"Yes, Your Leadership, you are indeed right. They've jointly formed, yet again, another peace-keeping multi-national bloc, with their allies in the Vuhifellian Federation. This one's called the Universal Peace Enforcement Organization."

Neo thought for a moment to gather his words, the internally and internationally reverred Prime Minister rolled his eyes here and there twice.

"I will be having the Upper and Lower Houses of the Federal Parliament hold a debate. While this may be likely turn out to be impractical, in the sense that enforcing peace in every single hot spot of every four corners of the planet, I figure that the Southeast Asian Armed Forces could use a little brushing up here and there in the peacekeeping department, especially the sub-deparment of the Southeast Asian Peacekeeping Corps., and that Southeast Asia could use a few more trade ties."

"I understand. See you later, Mr. Neo."

"Likewise." Neo responded, then hung up the telephone the same time as the Foreign Minister did.

Some hours of debating in both Houses of Federal Parliament later and legislative approval....

It is an honor to be in communication with you two gentlemen. As the Prime Minister of the Union of Southeast Asian Nations, I really wish that I could be of presence at this conference. However, thanks to the fact that I have several internal dilemmas to attend to, His Excellency Joshua Lin Cheuk Kitt shall attend to this conference regarding the Universal Peace Enforcement Organization and what benefits can result from this multinational bloc for our two states.

This is good timing of the release of this communique, especially considering the fact that some months ago, we established relations with the Vuhifellian Federation; officially a mutual ally due to the fact that the Grand Duchy is allied to the Federation and Southeast Asia is a member-state of the IADF, however, unofficially, we are only starting to bud relations due to a lack of contact diplomatically, culturally and in other forms.

I wish to rectify this error, and I am glad to say for Joshua Lin Cheuk Kitt that he is interested in doing this for me too.

After a brief discussion the Commonwealth of Saint Fedski has decided upon a diplomatic party to send to the UPEO introductory conference.

The Commonwealth of Saint Fedski strives to achieve three main goals in its current peacekeeping actions:

1) A lasting peace.
2) A society free from hate, cruelty and violence towards humans of other races, ethnicities, religions and sexes.
3) An open channel of communication between all nations involved prior to and after the initiation of peace keeping operations.

Heading the delegation will be the Secretary of State, Edward Teach.
Accompanying him will be Deputy Minister of Foreign Affairs Sahdka Misoui, and Chief Advisor: International Relations, Denson MacDonald.

I wish the Grand Duchy the best of luck with its UPEO program and I look forward to further communication and interaction between our great nations.

Ministry of Defense

The Kahanistanian military has made several grievous errors (http://ns.goobergunch.net/wiki/index.php/Occupation_of_Torontia) in its peacekeeping doctrine, which led to the murders of thousands of prisoners of war.

While the offending top-level generals are being prosecuted, the Kahanistanian military wishes to discuss its experiences and hopefully learn to stand up more effectively for the ideals for which so many hundreds of millions of our people have died over the years.

I will personally attend this conference, along with a veteran peacekeeping commander, Major General Abdul Aziz Kantari.

We are glad that other nations around the world have shown interest in the Peace the UPEO and it's Allies could bring to the world, if the Alliance will be strong enough. The Van Luxemburgian Grand-Ducal Marechaussee will be awaiting you at Luxembourg-Findel, together with me personally. Our Host, the Grand Duke himself, will be awaiting your delegations at the Palace, where the delegations will also be housed for the week. The luxurious Palace will have all of it's equipment available to the guests, including the two huge swimming pools, and the artificial sea. Food will be prepared by a selection of Van Luxemburg's best Chefs, which master an enormous range of different dishes.

The Van Luxemburgian Grand Duchy also points out that transports will be available from the Grand Duke's private collection, and that keys can be given out from the reception. Van Luxemburg has always been a nation in love with cars, and the Grand Duchy's Government would like to share this feeling with it's guests.

Beyond Cars, Technology is another favourite of the Van Luxemburgian people. The Palace's Auditorium, with seating for 1200 people, will be used for speeches and discussions, while the Ballroom will be used for the buffets, and the Meeting Rooms will be used for intimate discussions between guests.

Included with this letter are the pattern entry instructions for Luxembourg-Findel Airport, which allows landing for most large airliners or private aircraft. This can be used by your pilots for a direct approach to the airport, while the pilots will only need to mention the conference to gain instant access to the runway.

Aksel Heggelund sat down on the luxurious sofa in the VIP Quarters of Findel, before asking the Marechaussee standing near the window if he saw anything incoming.

No, not yet Sir.

Heggelund knew the answer was no. He had asked it half a minute ago, and nothing was coming. How could that situation improve in those few seconds?
A staff member of the airport knocked on the door, before one of the Marechaussees opened the door to let him in.

The vehicles are waiting, Mr. Heggelund.

Perfectly. Warn the Police, I need motorbike escorts, plus the Marechaussee here will take care of the further security. Thank you.

They will be here within 5 minutes, I hope.

5 Minutes later, a group of Yamaha Motorbikes arrived, which parked up in front of the row of Bentleys standing ready to transport any guests to the Palace. Along the roads, pockets of Riot Police, the Van Luxemburgian ME, had formed up to prevent any holdupas along the way. Mostly, they were drinking coffee in their vehicles, as they had nothing to do on this calm and hot day. The temperature was nearing 33 degrees Celsius, and still growing. However, everyone had fun, or had nothing to do, as they sat around and waited for something to happen. Meanwhile, the Palace's staff was doing the last preparations, cleaning up, instructing the Marechaussees in ceremonial gear at the gates and main entrances, or were busy with the menu's for lunch and dinner at the different kitchens of the Palace.

Meanwhile, Heggelund and his men, also in ceremonial clothing but still armed with JK-13 Assault Rifles, enjoyed the airconditioned air of the large VIP hall. A beamer, linked up to a powerful Laptop, showed the UPEO logo, and several pictures of Peacekeepers around the world, before switching to a slideshow of the Grand-Ducal Palace. Everybody was ready, but waiting for the guests.

RKS Ajax, a Nimitz-class aircraft carrier

A light transport aircraft landed on the carrier, to be joined by two F-22 Raptors. The transport containing the two generals refueled and launched with its escorts.

As it closed with the Van Luxemburgish coast, the escorts broke off and returned to their carrier, letting the transport land.

The two Kahanistanian generals exited, a tall, bulky white man in his early 60's with four stars, and a short Arab man of average weight, in his late 40's with two stars.

The aircraft maintained formation as they waited for a response.

"President Daniels? Sir? You called me up from the cabin?" asked an aide to the former president, whose hair had gone completely grey since the last time he saw the Grand Duke.

"Yes." he said, as he appeared from behind a stack of papers, all marked with the Seal of the UPEO. "I...have inquired as to why I was sent on this delegation when we already have a perfectly capable UPEO Ambassador?"

"Well...." the aide was about to answer...albiet inefficiently, when the pilot's voice could be ehard on the intercom.

"Ladies and gentlemen, please remain seated for the rest of this flight, and secure all loose items, thank you." The pilot turned off the intercom system, before turning to his co-pilot. "Luxembourg-Findel International. This is ExAir 03 of the VAF, requesting permission to land on any cleared runway. Coming in at one-hundred-ninety-two knots. Wind speed nineteen knots coming from the southeast. Beautiful day for flying."

The Air Traffic Controller picked up his binoculars before pointing it in several directions, until he saw the aircraft coming.

Flight 88, This is ATC. Permission has been granted for runway 09 Left. Maintain course and descend to make IFR approach.

On the other side, another controller looked out over the skies, before answering the Vuhifellian Call.

ExAir03, Vuhifellian Air Force, Runway 36 Right is cleared. Attention, traffic incoming on 09 Left, Flight 88. Please make approach 090 and descend until landing. IFR Approach.

VIP Hall, Luxembourg Findel Intl.

Heggelund quickly approached the two Kahanistanian Generals, and welcomed them.

Welcome to van Luxemburg, Gentlemen. The security will be in the hands of these men of the Marechaussee until the Palace. If you will follow them, please? They will escort you to the cars.

A small group of Marechaussees walked up in front of the two Generals, saluted, and then guided them through the doors of the VIP Hall. Outside, they were directed into a Bentley Continental Flying Spur, which drove off, escorted by the motorbikes. The planned route went along the Route de Trèves, then the N1, before taking Motorway A1 fror a few hundred meters, then taking the A7, exiting it in favour of the N11, and then arriving at the Grand-Ducal Palace, where they would be asked to wait until all guests had arrived.

ExAir 03 made it down on the runway smoothly, its tires bounced a little when it hit the tarmac, and it soon pulled next to a nearby terminal to unload it's passenger.

"Mr. President, sir! Shall we unload the APC now?"

"Yes, that would be splendid." said Stevan as he exited the plane, a few minutes later an unarmed APC drove up to President Daniels, emblazened in the UPEO emblem. It read 'Vuhifellian Mission to the UPEO' in English, Russian, and Japanese on the sides; while a driver got out of his compartment door and released the electronic lock on the rear seating booth, he wasn't wearing a VA uniform, but he was wearing a UPEO uniform, made specifically for the occasion.

"Mr. President, sir. I should arrive at the Grand-Ducal Palace in about five-ten minutes lf if traffic is well."

"Wonderful. Wonderful. Now, can we get a move on, I may be old, but I am impatient."

"Yes sir!" With that, the UPEO APC made its way towards the checkpoint at the airport entrance, it's destination was the UPEO conference at the Grand-Ducal Palace where, if everything went as planned, Stevan would just give a speech a few days from now, and he would be heading back home in a few days after that.

As soon as the APC halted, The Marechaussee guard at the entry of the Palace saluted, and a few Aides welcomed Daniels, aswell as helping the driver of the APC out on where to park.

Sir Daniels, if you would like to follow me, the Grand Duke already awaits you.

One Aide said. He turned around and walked inside, up the stairs, and knocked on the Grand Duke's office door.

Come in.

Sir, Mister Daniels is here.

The Grand Duke turned around from the window, and looked at Daniels.

Mister Stevan Daniels, ex-president of the Vuhifellian States. You are here to do a speech on the UPEO, isn't it? I might want to point out your room is down this hallway and the last one in the row. You may use one of the conference rooms to train for the speech if you wish so. And you attend this conference in the name of Vuhifell? Great. I hope you are able to amuse yourself while here. I'm afraid I have more work to do here, so you can get your keys from my aide.

The Grand Duke turned his attention to the PC he had in front of him, and the Aide handed the keys of the room to Daniels, before turning to guide him to his room. At the end of the hallway, one of 16 Palace Suites was ready for ex-president Daniels.

Stevan Daniels decided to take a suite at the end of the hall, it had a nice view, but it wasn't like looking out of his old bedroom window and seeing the Bay of Hivez every morning...

Oh? His mobile phone was ringing? Who was this?

"Hello, Stevan here."

"Hey, dad." the person on the other end of the line stressed the 'dad', only one possibility.

"Hey, Patrick. Good work in the Middle East, good work...but I'm busy now."

"Well, if you must insist on me getting off the line, I just wanted to send you a copy of your speech, you can't speak without one. You forgot it in your house back in Arlon."

"Oh...blast and damn! Fax it over here! And how did you get into my house?"

"Eheh...let's work out the damage after you get back, I'ma fax the thing over to the Grand-Ducal Palace right now." As Patrick got off the line, Stevan sat down and watched the activity outside his window. Hopefully it wasn't going to take too long to get to Thurday, after all, Stevan was an impatient man.

Since the IVD had promised not to listen to the phone conversations of the guests, the Palace household crew knew nothing about the fax coming in, but immediately saw it was meant for the Vuhifellian ex-President Daniels, as it looked like his speech. It was recorded in the Palace's Communications centre, and an Aide was sent to the suite of Daniels, with the speech. He knocked on the door after some hesitation, and entered.

Mister Daniels, I suppose this is your speech? We acquired it by fax.

The Aide looked around, and made a slight bow before he walked out the room. He however halted halfway the hall, and returned.

Mister Daniels, You are free to explore the Palace and it's Gardens, since the rest of the guests, with exception of the Kahanistanian delegation, have not yet arrived. Please do.

The Aide exited the Suite, and walked back to the Communications Centre, where he sat down again, and got back to his work.

A plane was on the way to Luxembourg-Findel International Airport, and it would be quite clear what the colors of the aircraft indicated what was the origin and what was the Boeing 747-8 containing. It was originating from the Union of Southeast Asian Nations, as indicated by the It was a modified Boeing 747-8. And the important individual it contained was His Excellency Joshua Lin Cheuk Kitt, the Minister of Foreign Affairs of the Union of Southeast Asian Nations, also known as the United Sovereign Nations of Southeast Asia. Why? Because the homeland of the Minister of Foreign Affairs, had two official titles, and it since it was general knowledge that both were one and the same, there was little point in specifying which because of that.

And right now, there was a discussion going on between Lin and the Prime Minister…..

In Lin’s Private Office Room aboard his Aircraft….
Some two hundred plus nautical miles away from Van Luxemburg….

A well-dressed man whose parents had set up shop in the former Malaysian Federation many years ago, and had returned back to the now defunct Hong Kong Special Administrative Region of the also-defunct People’s Republic of China, holding a cordless telephone to his right ear. Lin had a five foot, six inch frame height, which was considered tall at one point for one of East Asian descent, but now slightly below average. He was also slightly plump, and often wore lavish tuxedoes. Combine the two facts about him, with his cynical nature (which occasionally revealed itself out in public), one would think of him to be an elitist, self-righteous snob. But he wasn’t.

The reason he was cynical was because he was more of a pragmatist, and despite the fact that he and Neo disagreed on theories regarding International Relations, the two men had a long friendship (thus drawing more criticism to the Neo Administration), and thus got along well the most of the time. He was in actuality a very polite and a nice fellow, and quite a philanthropist. He and Neo shared highly similar values, such as when it came to politics and the like. But enough talk about the relationship between Lin and Neo, let’s move onto the talk.

“How’s the flight, old friend?” questioned the Prime Minister politely.

“Twas’ great, Nelson.” Lin came back with a warm response, “Too bad you couldn’t go over, the Grand Duke—along with the other attendees—would likely have preferred it, but then again, internal problems Nelson.”

“Likewise. By attendees, I assume that you are referring to the delegations. The Soviet Republic has sent a couple of representatives from their Ministry of Defense. And if I’m not wrong, our old friends in the Saint Fedskian Commonwealth shall be attending.”

“Excellent. Killing two plus birds with one stone.” Neo grinned, “this conference is going to be most beneficial for us indeed.”

By the time Lin landed, Lin would be able to say the basics eighty percent correct, thanks to the fact that Lin had experience in Western languages like German and French.

Aksel Heggelund switched off the radio on which he had followed the conversation between the Air Traffic Controller and the Southeast Asian Flight. He then checked his tie before he stood up and cleaned the latest remains of dust off his Armani suit, while he alarmed the Marechaussees playing cards on one of the tables around. They immediately ran to their places, and made a line along the hallway to Gate 22 Heavy. Saluting with their left hands and holding their rifles with the right, they were commanded by the General Heggelund was.

The group gave attention, and Aksel Heggelund walked down the hallway, giving away a short salute to the men. He then shortly welcomed Lin to Van Luxemburg and the airport, before walking him to his car. A Diamond Black Bentley Continental Flying Spur awaited, while two motorbikes of the Luxembourg Police Department awaited in front of the vehicle. Behind it, a Phantomblack Audi RS4 was parked with two IVD agents waiting inside it, while three Marechaussees were having a chat together with their hands loosely laid down on the car or their belts. as soon as Lin appeared from the doors of the Terminal, the three Marechaussees opened the doors of the Audi, and got in. Meanwhile, the vehicles' engines started, and the door was opened for Lin. As soon as he got in, and shook hands with Heggelund, the vehicles drove off, the two motorbikes and the Audi with screaming sirens and flashing lights. The convoy headed onto the Route de Trèves, and took the entrance to the A1 after mere seconds. The vehicles catapulted towards the 200 kilometres per hour, before jumping on the brakes and taking the A7. A few hundred meters away, inside the tunnel under the Grand-Ducal Palace, the cars and bikes took the exit leading onto the N11, where they took a roundabout leading into the Palace. The two Marechaussees at the gate saluted while the convoy headed through, and drove onto the lane. With some exceptional steering, the vehicles ended up at the entrance, where another guard awaited. The group of Marechaussees saluted the same way as the guard on the airport, while lin entered the building. Meanwhile, the Audi and Bentley drove back to the garage, while the motorbikes headed back to the airport.

The receptionist seemed delighted to receive Lin, like he had been delighted to receive the two Kahanistanian Generals and the Vuhifellian ex-president.

With his belongings (like say, his luggage and his colleagues' items) being taken care of by the Van Luxemburgers, Lin was looking forward to a good trip. The only thing that bothered him slightly was the car being as swift as possible, because he was safety-mindful man, but he did not voice it out for the sake of not feeding the vultures of the press. Southeast Asia had plans for the Universal Peace Enforcement Organization, and especially with regards to the individual states, especially because when one thought of the individual, they would realize that the individual is the smallest minority on the planet all of humankind shared: Earth.

And especially with regards to the Democratic Soviet Republic of Kahanistan. Deputy Minister of Defense Iosif N. Malakov and his long-time peacekeeper commander of a colleague, Major-General Abdul Aziz Kantari. The populace of the Soviet Republic had a passionate love for human rights, secularism, socialism and democracy in general, hence why the term "humanitarian operations" was used to describe Kahanistanian military force deployment to troubled areas like the former New Order Republic of Torontia and also against various other violators like those of the Kraven Corporation and it's Slave States and the Imperivm Doomanvm. The latter, being Latin for "Empire of Doomingsland." The Democratic Soviet Republic of Kahanistan had been on the receiving end of benefits thanks to the proposal by His Excellency Paul David Nettleton, Minister of Defense of the Union of Southeast Asian Nations. Why? Because of ideology and pragmatism. The Imperivm Doomanvm and its allies had exposed the Republic Guard and Republic Navy (during the ViZionarian Civil War) as being outdated in the face of technological level, along with skill. Nettleton had proposed to both the Royal Shipyards of Isselmere-Nieland and the Government of Kahanistan for the establishment of an RSIN-KMI partnership in order for a better shipbuilding industry in the Soviet Republic and for better technological levels.

Besides, even His Isselmerian and Nielander Majesty's Government (HINMG) was most willing to deploy RINN (http://ns.goobergunch.net/wiki/index.php/Royal_Isselmere-Nieland_Navy) naval armadas to Kahanistan as to hold war-games, and this would only improve relations with the Soviet Republic. Nettleton even offered to have his country's admirals throw their hats into the so-called fray. Along with diplomatic courses on the behalf of the Foreign Ministry of Southeast Asia.

And what would help in future Kahanistanian Presidential Administrations would be the Grand Duchy of Van Luxemburg and the Vuhifellian Federation. Why? Because in spite of the fact that the two aforementioned parties were not as influential as the Union was, it had the potential to be. And they often were tactful, using violence as a last resort of getting means done. And they were loyal allies, to one another. Countless times, have they repaid favors to one another. The Soviet Republic was lacking allies thanks to it's faith in sheer ideology and not pragmatism. Hence why it's old friends in the Eternal Republic and the Infinite Empire were abandoning it because the latter parties were believers in the international relations theory of "realism."

The Grand Duchy and Federation were good models, and it was time for Southeast Asia to kill as many birds with one stone as possible. Now, enough backstory. Time to go for the conversation.

Now, if it hadn't been for the change of power within the last few days, everything at the UPEO conference would be fine, at least politically. Both Stevan Daniels, and his daughter (now a former president herself) were members of the Democratic Party. With Alicia as president, Stevan was free as he was to negotiate with other nations at the conference.

Of course, democratic countries didn't have permanently incumbent leaders. The Democratic Party was defeated in an embarrassing landslide election, the Kazach Party siezed power of the Presidency and the Federational Congress; this being said, new president Seryozha Viktrovich Nikanor didn't agree at all with most of the policies of the Democrats.

An Augusta-Bell A109 helicopter landed on the grass on the other side of the lake, while two men in orange vests jumped out. they both carried the markings of the Van Luxemburgian Police Force, and waited for the helicopter to take off again. In the distance, several trucks slowly moved in position, while several Liebherr cranes from the 52nd Engineers lifted into the air. on the trucks, several light patrol Boats from both the Coast Guard and the Marine awaited to be lifted into the water, ready for their demonstration. There also were a few other yachts, all nearing the 50 metres in length.

Down a bit, LEFT!

With a sudden move, the cranes turned to the left, making a patrol boat swoosh over the water, missing a tree by mere metres. After that, the cranes lowered the boat into the water, from where the crew of the boat untied the cranes' connections and slowly made their way onto the lake. Several other ships followed, until all had been lifted into the water.

That was all guys, Finish it, I want a cup of coffee

The vehicles drove away, including the cranes, while the two Policiers took to the skies again in their helicopter.

He ordered his bodyguards to keep a distance (but as always, guarded), and he entered with the style of formality and upright posture. And in a diplomatic mood, not a straightforward gunboat diplomat style.

"It is an honor to make your most intimate acquaintance, Mr. Malakov, I presume?" he asked formally in a mixed Asian-Western accent (a result of mixed education from both the Far East and the Western world), outstretching his arm for a formal handshake to the man of Russian descent that worked in the Kahanistanian armed forces and defense ministry.

Stevan Daniels was releshing the beauty of the gardens when they had arrived. Sniffing flowers was rumored in the Arlon-Mund Daily to lower blood pressure. And after being taken prisoner, ending a war, befriending former terrorists, and having Patrick Malone as a son-in-law...he needed to get his blood pressure down.

"Don't think anything of it. We're simply here to make sure you don't make any decisions that would argue against the policies of the Kazach Party. We will be returning to our state rooms now, go ahead, meet anyone you would like. Just don't fill them up with any Democratic Party nonsense."

"Yeah. I'll think about that." said Stevan, though he doubted they could hear him. Both Sherry and Uhn walked off, accompanied by two VPU guards, leaving the one soldier by Stevan.

Within the Imperial Administrative Island, or the Semper Vides Gladus, the site of the Imperial Pyra-ut it was decided in a discusion of senior advisors and the Imperial House that The Chancellor Ethnarch would be the representative in the UPEO meetings. Although the Chancellor Ethnarch was not officially staffed for external affairs, in lieu of the Emperor or the Logotheth, the Chancellor Ethnarch seemed like a good canidate to take in The Grand Duchy and represent in general the Emperor, and otra Imperium in the affair.

Earlier in the day the C.E. Hans Fhkurst set out via a Dian aircraft, that had been in state service for many years now, good aircraft produced at bottom basement prices. By now it was converted as a VIP/Cargo transport and after a lengthy flight it arived safely with little turbulence.

Hans being greeted and taken to a more extended area.

Upon meeting with the entry staff he asked " Is it posible if I can arrange to have some files hand delivered to the Grand Duke, as they are proposed items for ICCD's participation in the UPEO as well as a number of confidential contacts in case of need."

Otherwise after the initial question Hans was set for perhaps a few pit stops picking up some food and taking in some of Van Luxemburg. It wasn't often he travelled outside of the Empire and his scheduel was often just confirming and passing notes, and that was when he didn't have local duties for his Provincia, or the Ethnarchs council.

The Foreign Minister of Southeast Asia shaked the lower ranking military official of Kahanistan as well, both hand-shakes were formal and respectful to that of just about any delegation from a foreign state. Southeast Asia, after all, was a firm believer in "diplomacy over force". Lin then took a seat on a couch opposite of the Kahanistani delegates, sitting formally and respectfully, maintaining a friendly expression.

"So, General Malakov and Major-General Aziz Kantari, what brings the Soviet Republic to the Grand Duchy of Van Luxemburg? Besides the most likely primary reason as to why of course: peacekeeping duties, I assume?"

The Southeast Asian Foreign Minister highlighted the word 'Besides' as to further emphasize that he (speaking on the behalf of his nation) was indeed curious of what brought the Democratic Soviet Republic besides peacekeeping duties. Throughout the time he spoke, he had, as always, maintained his friendly outlook of conduct; patiently awaiting the Kahanistani delegations' replies.

Heggelund jumped up from behind his laptop as the Saint Fedski Delegation arrived. He shook the hands of all three persons, before Allowing them to follow him towards the front of the building, where another three Bentley Continentals had been parked. Escorted by the motorbikes and an Audi S6, the convoy left the Airport, and used the same road to the Palace as they had used before with the Kahanistanian and Southeast Asian delegates. Once again, the vehicles blasted past the 200 km/h barrier, which was a legal speed in Van Luxemburg, once you had the right driving licenses. The vehicles then took the exit heading onto the N11, before halting in front of the Palace. The Honour Guard there saluted, while the delegation walked into the Palace. They were welcomed by the receptionist once again.

Welcome to the Grand-Ducal Palace of van Luxemburg, Edward Teach, Sahdka Misoui and Denson MacDonald, I presume? The Grand Duke waits for all guests to arrive, so you have been asked to go to the Al Majlis Lounge. The Grand Duke will welcome all delegations there. Please, I'll lead you there.

The receptionist walked into the large hallway, where several wide-open doors all had a function. Different style restaurants, conference rooms, offices, and the Al Majlis lounge. The receptionist waited at the door, and waved the delegation inside, where an almost empty lounge, warmly lighted by the sun, awaited.

Flight 981 for Van Luxemburg left Farbanti International on a bright morning in the nation's capitol, four Raptor's flying escort for the medium Leerjet. Since this was a diplomatic meeting on a smaller scale, Urmev decided to go in light, only a few aids and staff would accompany him aswell as 10 bodygaurds who would operate in shifts in order to comply with the 4 personel rule.

The flight was for the most part uneventful and Urmev spent most of his time studying papers detailing the customs of Van Luexemburg and info on the Conference.

A few hours later Flight 981 was ready for its decsent.

"This is flight 981, Groznyj, carrying President Urmev inbound for the UPEO conference. Requesting permission to land over."

Moments later the tower radioed its confirmation and Flight 981 landed on the runway. Urmev though to himself, releived after a restless flight,

As soon as the Learjet arrived, the guards had took up their positions, and Aksel walked through the tunnel made by them to greet President Urmev. He made a short salute, before shaking hands, and guiding him to the cars. A single Mercedes-Benz S65 AMG Long had been parked next to a Koenigsegg CCX sportscar, which was manned by two policiers, standing next to it, still cleaning off the last dirt. While every other delegations had been driven to the Palace by a Bentley Continental Flying Spur, the cars hadn't been able to be on time at the airport, and the vehicle of the Minister of Traffic had been driven to the airport, escorted by one of the Autobahnpolizei's Koenigseggs. The Koenigsegg, the second-fastest car in the world (after the Bugatti 16.4 Veyron), was the vehicle that held the highest traffic fine in the world, but when operated with the Autobahnpolizei (Motorwaypolice), it had prevented many potential kills, by arriving on time at the spot. The Policiers quickly got inside the vehicle, aswell as the Minister of Traffic's Driver did, upon seeing the President of Groznyj. The two car engines of both the Mercedes and the Koenigsegg started with a dark howl, And the vehicles drove away. While the two motorbikes and the Koenigsegg used their warning lights and sirens, the Mercedes kept silent, moving inbetween the two noisy vehicles. The convoy accelerated to 200 km/h on the A1, Before taking the A7 and then heading onto the N11, where it took the road to the Palace. Shortly after, the Receptionist welcomed President Urmev.

Stevan was officially lost. Although the Grand-Ducal Palace was a good size smaller than the Palace back at New Hivez (thanks in part to three new palaces being built at the moment), he had no idea in hell where he was going. He was supposed to meet those...South...Southwest Asians were they? No.

"Damn it all to hell!" he cursed aloud. The VPU guard next to him jumped a bit to the side, and asked what was the matter. "Not only are we lost, but I forgot the nationality of the folks I was supposed to meet!"

"Old age getting to you?" said the VPU guard.
"The hell-- what happened to that courtesy you were showing a few moments ago?"
"My patience wore out. Look, the folks from Southeast Asia are dealing with some other guests, Stevan. Why don't you take a nap or something?"

Luckily his Prism was able to go online via the local cellular network and he was speaking with the State External Division, specifically the Logothes office.

"Yes I'm in an escort taxi now, I'll be going to Luxembourg-Findel, to meet with the other delegates, then if I have time I'm going to check in with local tourism."

While he was on route he was looking out the window enjoying the above ground roadway. Back home he was use to the tunnels, this seems much more agronomic and had his mind racing. Off course his thoughts were interupted not by the person on the other end but by an incoming phonecall.

"Hi, this is Lord Fkurst speaking,my secretary isn't available at the moment after the beep leave a message and she will get back to you as soon as possible. BEEEEEP."

and so the day continued, no crisis at home so to speak just a fairly plain day on the way to meet some fairly bigwigs. Hans was use to this sort of thing locally, of course Dians were quite laid back, and he was a politician, not a leader.

The relatively fit man in his late 40's wearing what looks like a toga with pants (mumuish) his hair tied in a pony tail, and wearing sunglasses indoors, minorly outfitted with a "toga" pocket protector with a small palm type computer. "And wearing a backpack which he takes off just before sitting down' He then looks seemingly for where the water glasses are on the table for a second before pulling out a water bottle from his bag, stetches his legs out and starts drinking. The helicopter chopped in low and fast, until it finally halted above the helipad, and descended the last few metrers towards the ground. A Tigre Attack Helicopter passed low over, and vanished towards Diekirch. It had escorted the other helicopter, an NH-90, from several ministries to the airport and back to the Palace. Four men exited the helicopter, talking to one another under the sound of the dying helicopter engines. Several small Yamaha 4x4's awaited, as used by the Palace staff to get around the Palace Park. The vehicles drove away from the helipad, and made their way through the empty asphalted paths to the main entrance of the Palace, where a member of the Palace Staff awaited. While catching up with the rest of the group, he reported how the delegations were doing.

Sir, We almost got everything on our list. Except for the delegation from The Lone Alliance, then.

Yes, I know. Aircraft is late.

They seem to be conversating about everything and anything. I haven't been able to make up what they were talking about exactly, but some people have been introducing eachother, and some others have been talking about Peacekeeping.

He was a young man, with brown hair, and blue/grey eyes. He wasn't a person that caught the eye immediately, and rather was an average man, which you could pass by on the street.

I would like to say that the delegation from The Lone Alliance is somewhat late, but it'll have to do. The Van Luxemburgian Grand Duchy welcomes you warmly in the Palace, where You'll reside this week. Before I hand out the suites, I would like to give Aksel Heggelund, President of the UPEO, and ambassador from the Van Luxemburgian Grand Duchy, the turn to speak. Oh, before I forget, please approach me with questions about anything Van Luxemburgian.

Aksel Heggelund was the oldest man of the four standing together. He had grey hair, but steelblue eyes, which depicted a strong will. He had been with the Van Luxemburgian Military since his early twenties, and now, at 45 years of age, he was a General in the Van Luxemburgian Army.

Welcome all in our beautiful Nation, Delegates of The Vuhifellian States, Intracircumcordei, Southeast Asia, Kahanistan, Saint Fedski, Groznyj, and, eventually, the Lone Alliance aswell. It is an honour for us to be able to host this Conference. Some of our nations might be Allies, Friends, Friendly, or we might have never met before. But, there is one thing we're all here for: Peace. Peace is the wish that many people do in Miss Elections, for Christmas, New Year, or whenever it is possible. We, ladies and gentlemen, are able to make that wish come true. With peacekeeping forces, we can ensure safety and stability around the world, However, this is not limited only to peacekeeping forces, but we can also prevent war by diplomatic means, or by conferences like these. We are not here to discuss which tanks should roll through the streets of an occupied nation, we should decide what to do when peacekeeping forces are allowed in a nation. Should they be able to open fire? Should they have Police-like powers? These are all possibilities someone here will see after this conference, we hope. Please approach me if you have questions about the UPEO, or about Van Luxemburg. With this said, I hand my microphone over to Philippe Dermont, Minister of Defence.

A 33-year old man took over the microphone, and shortly looked at his public, who was, he hoped, eagerly waiting for his speech. The man put his glasses on, which masked his brown eyes, and shortly moved his hand through his brown hair.

The Van Luxemburgian Military might be an unknown power in this world, it's focus on Peacekeeping is a quite specific approach to the problem called war. The Van Luxemburgians have a special design for peacekeeping duties, which mixes all the best of the Marechaussee, Camouflage and "white" design uniforms. All soldiers have a white helmet, to go with their uniform, and the troops have learned how to operate from secure areas, and gather intelligence, patrol in hostile environments, but they also learn how they should handle traumatised people, how to make contact with citizens, amongst other things. The Civilians are a major part of a peacekeeping operation. They know the region, know where dissidents might be located, etcetera. We hope we can transfer this knowledge to others in this coference. He took a few steps back, and a 39-year old man, named Jens Blom, stepped forward. His hairline was already retreating, but the man, with his blue eyes and blond hair didn't seem to have any problems with it.

Blom looked sideways to Heggelund and Dermont, before he continued.

However, that is not the part of this welcoming. We would like to ask you to follow instructions of the personnel, and do not hesitate to make any requests towards them. They are specialised in this work. They have had special trainings. They know what demands are. After the Grand Duke has handed you the key to your room, there is space for relaxation. Blom turned off his microphone, and the Grand Duke took the lead again.

The Grand Duke folded his laptop in again, and put it down on a table standing next to him, from where he picked up another item.

Before I get complaints, with your key, we have included a small Touchscreen monitor. This contains the Palace map, and also the rest of Van Luxemburg. Every room has some info added to it. I will now go and have a soda at the Cascades, near the pool.
The Grand Duke left his laptop behind, and walked out, followed by his two ministers. Aksel Heggelund took the stairs to the Palace Suites, where he opened the door to number 9, which was his. He quickly dropped his luggage off, and then continued to the Cascades, where he would join the rest of the group. He had decided to go for a round of golf later on the day, but for now, he would be with the rest at the Cascades.

The Saint Fedskian delegation arrived just in time for the Grand Duke's opening remarks, they quickly gathered at a table nearer the back of the room. Accompanying the three representatives were four members of the External Security Force.

Dressed in scarlet red suits, black shoes and black uniform caps. A gold badge of a moose head above two solid golden lines with the words 'Commonwealth of' engraved on the top line and 'Saint Fedski' on the bottom lime, completed the standard uniform. Concealed in holsters around their waists were their personal sidearms. Unlike their counterparts in the Internal Security Force, the ESF was free to cuztomize their personal weapons and free to choose their attire for informal or casual assignments.

"Let's head to the rooms" Edward Teach grumbled in low low gruff voice.

The three men representing the Government of Saint Fedski quickly proceeded to their rooms, followed by their armed entourage.

"Sir, what is the plan for the evening?" The head of security asked Teach.

"Well we need dinner...so want to head to one of the dining areas?"

"Sure why not." Sahdka chipped in.

"Sounds good to us" The other guards added.

"What about you Denson?" Teach asked.

"Yeah sure what the hell. I am hungry. Which of those areas seems to be rather, private, Ed?"

"Well this one here does. It looks to be a fair distance away from anything else and the other groups."

"Let's go."

"Alright. Colonel, we're going here, you're welcome to join us."

"Thank you Sir. I think we well." The guard replied to Edward's invitation.

Hm, thought Lin, I'd expected the Grand Duke to be dressed in more....ceremonial items, but one cannot judge from appearance, can one? Those were his opinions with regards to his first impression on the Van Luxemburger Head-of-State.

As soon as the rooms had been announced, he nodded as the Grand Duke left as a way of saying 'thank you', and then, escorted by his aides, left the room. They would be having some plans with the other delegations indeed.

The three VPU guards waited outside. Less for security reasons than to not disturb the guests with their uniforms. Sherry and Uhn were pleased to hear that they would be getting rooms, while Stevan was wondering about what topics would be discussed, and what would be the outcomes of discussions between the nations, but he was not free anymore to decide and negotiate the economic policy of the Federation. That would be Sherry and Uhn's job now, he was just there to make the Federation look nicer, after all, those two had no emotions at all.

The room was filled with unfamiliar faces, powerful men and women whom Ramzan had not the oppurtunity to be aquanted with. This was that oppurtunity. He made his way toward one of them while everyone was getting up to leave the auditoreum. He offered his hand and greeted the individual with an old smile and a gesture of friendliness.

"Hello, I am President Ramzan Urmev of the Republic of Groznyj" he said hand held out.

A few meters behind two of the security detail, Major Kreig Zimmerman, and Colonel Stark Richards spoke to each other about how much they admired the automobiles in the motercade.

After the meeting Hans Fkurst was feeling a little tenderized from the interesting speach. He handed off his package to the aide to give to the Grand Duke, included in which was a note stating that the Grand Duke could ask any question to the contact or the C.E. Fkurst while he was there. He also asked if a Dian "business" card be handed to the representatives who came for the event. He also sought to order a bottle of Dian Wine sent to each member alliance via courier to the respective governments as an alliance gift, and an attempt to each delegate as a souvenier from the Dian Folk.

"It isn't necisary to see the Grand Duke personally, you can invite him to meet with me though, if he would like to. Just to confirm there is no conspiracy in your government or information slippage for very important details that I can only reply to in person etc.. not that there is necisarily anything particular; however if there was."

After some of the delegates parted from the room Hans chirped in
"White is colder in hot enviroments too, that is always an advantage when you are standing around waiting for something to go wrong where you'd need to put on the camoflauge and kick some &#$%!"

"Oh just for future," he tells the aid quitely, "the proper address is Lord Fkurst not Mr."

"These touchscreen monitors look nifty," he asks the/an aide, " is there a tourist center anywhere as I'm sort of interested in taking in a bit of the country."

"This is our chance to come out of our isolation since the war, this is the first meeting we've been to in awhile." Verta said. "Saint Fedski and Kahanistan are to be there..." Terof said. "The same people in which those terrorists made a fool of us in front of?" "That was a long time ago, we have to show the world that just because we got attacked we won't fade into isolation forever, the people are afraid of the outside world, if we can suceed in this meeting perhaps those in our homeland will feel stronger, and they are what matter." Verta finished as the ride concluded at the Palace.

There's a Tourist information office in Luxembourg, but, you're here with the leaders of the nation. They presumably know something of this country, isn't it?

The Aide awaited Hans' answer, while ensuring that his personnel delivered the requested items.

While The Conference was off to a start, the life was slowly continued in Luxembourg after the Delegates' quick transition from Airport to Palace. For the first time in 16 years, fighters patrolled the skies, and security was tightened.

Operating from Büchel and Mendig AFB, two F-4F Phantom II fighter jets slowly turned towards the Palace, their Air-to-Air Missiles ready to fire. The F-4F Phantom jets had been the only ones that were ready for deployment, since all flight acivities on Köln-Bonn AFB had been halted for the Rafales stationed there. The techncicians had encountered a fault in the Aircraft's computersw, causing it to immediately engage it's afterburners when throttling up, while this should be handled by a separate button. The F-4F's from Mendig and Büchel were now used, awaiting the arrival from two DAS.2 Spectre's from Florennes AFB in the Ardennes. The F-4F's were piloted by the National Reserve, the recently renamed units from the Van Luxemburgian Civil Defence Forces.

Meanwhile, on the ground, Marechaussees waved traffic through on all major roads around Luxembourg, which had been blocked off for the arrival of the delegations. Now, the cars freely flowed through the veins of Luxembourg, while Marechaussee members carefully watched the traffic. Several Mowag Eagle IV 4x4's patrolled the roads around the Palace, it's remote-controlled Machinegun skimming the horizon. Meanwhile, helicopters awaited at Luxembourg-Findel, their inscriptions "Police" glancing in the sunlight. Counterterrorism operatives walked around near the helicopters, ready to take action the moment they got orders. Helicopters also awaited at Castle Vianden and Castle Bourscheid, One being the home of the IVD Intelligence Service, the other the HQ of Van Luxemburg's Special Forces. At the road to the Palace several Mercedes-benz vans awaited, while men with rubber truncheons and shields awaited next to it, mainly drinking water due to the high temperatures. They were the ME, the Police's Counter-riot department. The Police had accounted for a few protestants, but at this time, everything was calm, and the ME had nothing to do.

For the rest, it was a very normal day. People returned from their work at 5 o'clock, and school children relaxed at the swimming pools after school was out. One would almost forget there was an important conference was going on....

All the delegates seemed quite professional, so they had a hard time, but we can give some estimates of the personalities of some of the delegates. The only one we left out of this is Ex-President Daniels, since you've met him before, several times.

His two aides, or whatever they are, are not very warm and friendly persons. Our driver even said he got the chills of the two. And, knowing the IVD, that's rare. Beyond that, they don't seem very interested in what they are doing, a thing which I also saw.

The other reasonably known person is Lin. How was he?

It was hard to get something out of him, but he seems to be a careful person, not the one to go gambling or so. His driver thought he wasn't charmed of the driving style we adapted, expecially the speed. It was hard to get an expression to clearly show off him, but during the acceleration he could clearly see Lin didn't expect these speeds. Keep that in mind, will you? Lower speeds and more security next time.

Then we got the Kahanistanian Generals, isn't it?

Yes. Skilled men, like all delegates, we presume, but the driver thought it was strange they sent two Generals. I didn't think so, but still. The Driver apparently expected Diplomatic personnel, instead of Military, but anyways. I haven't got any other remarks on them. For Saint Fedski, one seems to be in charge, as always, ofcourse, but he seems to actually head everything in the right direction. On Groznyj, the two military members seemed to be interested in the cars, and the President was eager to meet someone. I can't say anything about The Lone Alliance, since they only just arrived.

Just as Heggelund's report ended, one of the local phones rang, and the Heggelund answered. After several "Yes" and "No"'s, he laid down the phone again, and turned to the group of waiting men.

There seem to be some protests outside the gate, gentlemen. Ironically enough, pacifists.

N11, Outside the Palace

Policiers from the ME stood closely linked together, leaning on their shields, waiting for the moment they would need them. two officers had took up positions on one of the vans, equipped with a water cannon. One was ready to coordinate fire if needed, and the other operated the cannon. On the other side of the line of officers, a group of around 50 protestants blocked off the road, while shouting at the riot police standing in front of them.

No Invasions to Give Peace! one shouted, while another sign read "Peace doesn't need wars!". Other signs read "Help me! I'm liberated!", "Peace Operations only endanger Peace". The Police didn't seem to be to interested. Extra police had arrived, and officers calmly leaned on the doors of their vehicles, while observing the crowd. So far, nothing happened. Police awaited until the protestants started, protestants waited until the Police started. Both were waiting for eachother, and couldn't care less that it was all calm.

Attention! This is the Police! Could you please remove yourselves from the road, you are blocking traffic. I repeat...

The protestants quickly stepped backwards, onto the trottoir, and continued their peaceful protest. Traffic started moving again, still slow due to the amount of onlookers at the Palace gate, where the group of protestants awaited. The riot police soon saw that there was nothing to be afraid of, and decreased the amount of officers standing at the gate by returning half of all policiers to their vehicles.

Stevan sighed loudly and collapsed down onto the mattress. This was exactly what he fought against in his presidency, the expansion of the military. He glanced outside: roadblocks, patrols, cameras, riot police. Where was the trust in the people? Oh well. As soon as this conference was over, he would just settle back down in the Mund Valley and become a grandfather, until then, he had to try his best to sway the deals in this conference in the favor of idealism.

The two DAS. 2 Spectres closed in on their older brothers, The F-4F Phantom II's that had been patrolling the skies above Luxembourg until then. The two highly advanced Isselmere-Nielander jetfighters dropped down from 2100 feet, and ended up next to the two F-4's, which pilots shortly saluted their colleagues from the cockpit of their aircraft. The Spectre pilots greeted back by showing their hand, and communicating to the pilots of the F-4's that they should bank to leave the area. The Phantom's quickly pulled up, and turned around, quickly engaging their afterburners and vanishing in the distance. At that moment, the first communication between the other fighters took place.

That wasn't bad, but I have to say, not smart. It was a no-go to use afterburners without the need for it in our mission briefing.

The pilot of the other jet replied, while checking several settings on his aircraft.

The two aircraft made a hard bank, and performed a 180-degree turn, before turning back once again and climbed to eventually end up next to the E-3 noted as EP671 on their radar screens. After having greeted the pilots of the large aircraft, the jets synchronized their radar with eachother, and then returned back to their own CAP, flying in formation.

They are enthusiastic about it, but we will need to retrain the peacekeepers who were corrupted by associating with people who shot prisoners upon capture. A training scenario including the handling of prisoners will probably help immensely, and of course there will be combat scenarios, if I read correctly. That would be best held immediately before any prisoner scenario, soldiers are more likely to shoot prisoners right after a battle."

The Palace Suite provided by the host of the UPEO conference in Van Luxemburg, Grand Duke Koen van Luxemburg, was an excellent room indeed. Lin had been impressed by the Palace Suite provided, along with the rest of the Grand Ducal-Palace. A private palace within a palace indeed. thought the Southeast Asian Foreign Minister to himself. The bodyguards of his would have also thought that deep inside themselves. But of course, one could not be so foolish to assume that the IVD Department were honst, so they immediately scanned the room for bugs. After that, one pair of guards took post outside, letting in only the Van Luxemburgers that delivered Lin's baggage (and theirs).

Two guards would stay inside and be relaxing, but their eyes remained peeled like that of eagles in case of trouble. Lin would be having a shower. Why? For one thing, a long flight to a faraway country like the Grand Duchy was exhausting. Two, he wanted to meet the Grand Duke. Why? For good impressions and as such. When Lin had exited the shower-room, he had discarded his black-suit-and-tie for a sleeker black, newer tuxedo with a red bowtie.

Then, he took the two guards that were off duty, then put them back on duty. The outside guards were sent inside. Then Lin remembered something: Malakov. He wanted to talk with him. After getting outside, he asked the new set of guards to await orders in his native Bahasa Melayu (http://en.wikipedia.org/wiki/Malay_language), and knocked on the neighboring room's door of the Palace Suite that was Deputy Defense Minister General Iosif N. Malakov's.

Switching back to English, he knocked on the door. "Hello General Malakov, apologies for the interruption, but I wish to have a word with you on your role here in Van Luxemburg for the Universal Peace Enforcement Organization, among other things. This is His Excellency Joshua Lin Cheuk Kitt speaking. Would you mind to have a little conversation, please?"

The general tried to conceal the outrage he felt at this revelation. "Was there something more to it than merely people speaking in favor of the enemy? We have anti-war protests in Kahanistan, and some of the demonstrators openly state support for the enemy."

Quite a few of our cities were home to large numbers of a certain ethnic group, an ethnic group that was waging war against us...so, the cities which wouldn't give up their populations for inspection, or the cities which wouldn't allow our death squads to move in...we firebombed." She knew she was devulging too much information about the War. But that didn't matter now.

"It was a part of our Security Doctrine back then, but I assure you, we didn't devastate that many cities, there were only - including the fifteen cities that were nuked during the Civil War - I would say, nineteen cities were destroyed." She said the facts plainly, she was still in college when twelve western cities were nuked, and those were on the west coast. It wasn't as if any of the firebombings or nukings actually affected the important East Island cities...

Uhn, however, was somewhat disturbed by Sherry's insensitivity towards the War. His brown eyes and black hair were really colored contact lenses and hair dye. Not only was he a member of the Greykan tribe (the ethnic group targeted for genocide during the War), but he was a survivor of the firebombing of Hoffnung.

His own nation had once had a great deal of hostility to Arabs like himself, but that was long before he was born. The Soviet Republic was now a liberal, democratic, and multi-ethnic state. "What is your nation like today?" He was not very familiar with the situation, but he wanted to get information about the Vuhifellian States, and find out if they were suitable candidates for allies.

I represent the Kahanistanian government here until the military exercises begin. Until then, I'm here to discuss peacekeeping, but I'll be commanding one of the MILEX divisions. Perhaps we will meet in battle?"

The general smiled. Despite his appearance, he was a formidable opponent on the battlefield, having experienced battle with Kraven. He waited for the Groznian's reply.

"It would have been an honor for Groznian forces to serve along side your experienced troops, but for reasons I haven't been informed of we will not be participating but perhaps observing in some way." he added, "I've heard alot about your nation and its military; middle-eastern am I correct?"

Prior to being nominated and accepted to office, Ibrahim Karachay served as CEO for Isilim Miltary Industries (named for Groznyj's largest industrial center) and after that as mayor of Port Kanti, the largest city and most important port in Groznyj; the job was regarded with equal respect as that of sub-province governors. However in contrast to his impressive resume, Ibrahim was a very plain, unimposing looking man of Georgian ethnicity, clean shaven and standing at 5'11", all hiding the fact that he was on of the most powerful figures in his country. It was often his personality and business-sense that won him respect from those he had dealings with.

Lin was now getting somewhat conscious of the time, as he had plans to meet with Grand Duke Koen van Luxemburg himself. He hoped to get at least a solid confirmation with the General on the status quo of relations between the Grand Duchy and the Federation before meeting the Van Luxemburger head-of-state himself.

Taking long strides down a hallway of the Palace was Stevan Daniels; one of the VPA agents had picked up a copy of the Belkan Herald for him, and he was reading the headlines while he went.

"Heir to Daniels Family proved to be Male!" was written in large, black letters on the front page, with an ultrasound image just below that. Stevan simply smiled, before turning to the second page.

All of us born after the year 2020 have seen his face. He's been everywhere from billboards, to jets and blimps, to cruise ships and ski boats, even the many skyscrapers of Golden Skies City, you couldn't go anywhere on the continent without hearing his name: David Macker.

Of course, many of us don't remember what he was like before the Consortium Affair of 2077; his name has been forever tarnished by the black soot of international terrorism. But was he really such an enemy to warrant the 13 consecutive life sentences & 3000 years in Okchabursk Federal Prison?

The answer is both: yes and no. David Phillip Macker was born to a poor, Erusean family in 1992; July 10, 1992 - surprisingly enough, the exact date and year when the modern Federation was founded. Some myths even say he was born on the exact second John Daniels signed the Official Document of Federation. In just 28 years, he would become our greatest hero, possibly even rivaling the reverment of Michael Daniels himself.

June 16, 2020, Foxtecha Corporation is founded by David Macker and his wife Katrina from the ashes of Urez International, the MegaCorporation made imfamous for its financing of Villa Ananko's Communist rule. It's primary asset, was the nascent natural resources of Strategic Airspace B7R "The Round Table", and the massive oil reserves of the Comona Islands. One year later, the Kazach Order was turned from a humble religious institution to a terrorist organization under the guise and leadership of 'Greykan-One', a man whose identity remains unknown to this day, even as he spends his life in Murska Federal Prison. It was this Declaration of Holy War that made Foxtecha so rich. The military needed supplies, supplies which only Foxtecha had...

Fast forward to the year 2055. June 30, 2055. Five days after the tragic "Twelve Pillars" incident. Foxtechan scientists working for HIARC (Human Intelligence Advancement Research Center; it was shut down in 2081 for its former ties to the Consortium and Foxtecha) discover the near-magical bacteria known as 'Strafez Organism', with it, it could eliminate radiation, nano-replicate our raw materials, clean up pollution, and cure diseases...But its most appealing trait was that of Eternal Youth. An accidental discovery.

After David's wife had come down with a serious illness that not even the HIARC Medical Staff could cure, he ordered (he was Director of HIARC back in 2055) that she be given Strafez Organism, to see if its magical properties were true. Within a week of the treatment, Katrina was cured of the disease, and her dexterity, among other things, were returned to the days of her youth, including her outward appearance.

Reacting without thinking to the situation, David ordered him, and all six of his children to be injected with Strafez Organism, he then ordered all stockpiles destroyed, all data erased, and called for the murder of the 21 man team that led the effort to discovery the bacterium. This was in response to the growing political power of his rival for the 2058 Valgan Senatorial Campaign - Stevan Daniels. Although Stevan won the election, David did not use the EBG to act upon this.

Again, we fast forward, and the year is 2072. David has ordered all EBG Squads to fight against the Kazach Order. Over the past 17 years, he has donated over 4.9 Trillion Credits several humanitarian agencies; including one which was set up for the reconstruction of Anfang, one of the four cities firebombed during the last War. Although Foxtechan equipment was discovered to have been used by several terrorist organizations all over the world, no action was taken against David, or his beloved company.

This all changed after the War. This is the David we now know. The traitor. On August 31, 2076. Stevan Daniels' last day as President, before his daughter was to take his place. David Macker was convicted of several crimes; including, but not limited to: treason, aiding an enemy of the state, providing weapons tot terrorists, extortion, murder, grand larceny, premeditated murder, and unauthorized ownership of weaponry. He was sentenced to 13 life sentences and 3000 years in Federal Prison. All seven members of his family were also convicted of crimes. The highest conviction of his family was against his oldest son, Michael Macker, the President of Foxtecha, with 2 life sentences and 40,000 hours of community service. The lowest conviction was against his wife, Katrina Macker, who recieved 13 years in Bastok Federal Prison, she was released last year, but declined comments. Unfortunately for John Macker - the first of the family to become convicted - the death penalty was declared illegal by the High Court only two days after his sentencing, and they ruled that all existing death penalties must be respected.

Yet, one must ask, why? Why did this all happen? What caused the hero of the people to become corrupt? It wasn't power...it was the very thing keeping him alive. The University of Dinsmark recently re-discovered Strafez Organism, and conducted an intensive study into its effects on the human brain. Their findings: Prolonged exposure to Strafez Organism can result in nueral mutation. To the point where - it's not you who's controlling your actions. It's the Organism.

Could this have been what caused David and his family to betray the Federation? We will never truly know. When they entered prison, the Strafez was completely removed from their bodies. Can we really ever know the truth...

Not too many headlines today... "High Court approves new Federal Law Review; Federational Congress lowers minor age from 17 to 16!; Golden Skies Slums Shrinking! but that was mostly it. Besides that, the Economy Section was buffer today. Economists in Farbanti were naming today the "Hivezian Miracle", the Vuhifellian Hydrogen Corporation built a new processing plant in the Northern Regions; as a result, energy could be converted from gas to electricity and chemicals quicker and cheaper than before. The price to manufacture goods fell by several Credits; and the shipping costs fell by many Credit Divisions (Equivalent to the word "cents"); final prices were lowered slightly, but not significantly, and every business across the Federation witnessed a profit gain of at least 100% across the board.

300 Permanent Seats Added to Farbanti Exchange

FARBANTI, JAKE PEDISTA FACCTORA - Today, as the Hivezian Miracle was unfolding in the North, the Farbanti Exchange opened up 300 new seats to businesses as the construction of the much anticipated Northern Wing was completed. Among the corporations lucky enough to bid high enough to gain a seat on the Farbanti Exchange was the Faith Park Electric Company; a small, but growing energy corporation which draws energy from the high solar and geo-thermal activity in the Faith Park Valley System.

And GloboMantle Incorporated. A dismantling corporation contracted by the VA to dismantle over 800 former military bases across the Federation; including the MEGALITH Missile Silos, which were closed nine years ago.

There are still 40 seats left to be bidded upon in the North Wing of the Farbanti Exchange, those that win the bids gain incredible honor and recognition among the Federation's investors.

Lin, noticing the general's reaction of iron determination, and not wanting to escalate the situation, got the message. "I was not trying to impose my will onto you, and I can respect your decision." the politician responded, keeping his traditional outlook of calmness and politeness. "And I can respect your decision. Good day."

Lin was about to leave when one of his associates' mobile phones rang. He was speaking in the Malay tongue.

"Yes?" he asked, the aide's face betrayed no emotion.

The receiving end spoke in the same tongue, Malay. It was an associate of His Right Honorable Prime-Executive Leadership.

"This is urgent news."

"Who is this?"

"An aide to the Office. The Kraven Corporation has made threats, and the Prime Minister wishes to speak with Minister Lin."

The aide passed the mobile phone to the Minister, subtly indicating to the Southeast Asian with the highest authority in its foreign policy via light body language that it was urgent.

"Mr. Prime Minister?" Lin asked.

"Correct. No time for formalities.....we need to evaluate decisions, Mr. Lin."

"How so is it?" Lin asked, his old friend's voice was calm, yet sighing, indicating something they all knew.

"The Kraven Corporation has issued verbal threats to the Union about usage of military force."

Lin's eyes and eyebrows briefly gave a reflection of alarmed feeling, then he suppressed it quietly and swiftly. It would not take a genius to figure something was going on, and that something major could affect everybody.

"Yes of course, we must elaborate all this...." Lin responded yet again in Malay, as the entire conversation had been going through.

That evening Ibrahim was in his suite he had just finished changing into his evening clothes when the colonel walked up to him with a satellite phone in his hand with some sort of device clamped to the bottom of it.

"Sir, important phone call, it's from Farbanti"

Ibrahim was a little surprised but didn't show it. he took the phone and answered it.

"This is the Secretary of State.."

an automated message played from the other side: the security system checking his voice print
one moment please......welcome Mr. Karachay, redirecting....

Karachay's eyes widened when he learned of the news.

"Yes I see. The president wants to speak with me? Ok"

Thing's weren't looking too good and it seemed Ibrahim wouldn't be able to stay at the conference for much longer..
