Opening: Hello, fellow world leaders! There is a new alliance that focuses on humanitarian aid for both members and non-members who really need it. There are no guidelines to join. This alliance will be known as Global Humanitarian Aid Council, better known as GHAC. There are two points to this council.
Point One: Civilian
The GHAC will give out any humanitarian aid to civilians who are being mistreated by governments or are rebuilding after a natural disaster (floods, hurricanes, tsunamis, etc, etc.).
1. If civilian are being abused by governments, humanitarian aid will be sent as well as sanctions against the government, military action will be taken if necessary.
2. If civilians are trying to recuperate from natural disasters, response teams will be immediatley dispatched and aid will be given to those in need, to citizens of member nations and non-member nations.
3. If a GHAC nation is found to be mistreating its civilians in any way (such as discrimination by sex, ethnicity, religion, or another reason), said nation will be immediately expelled and sanctions will be used.
4. If a GHAC nation needs help recovering from a disaster, it will get help, as will any non-member nations.
5. GHAC member nations cannot refuse necessary help on account of morality or religion (i.e., not giving out contraceptives to AIDS victims because of one's religion).
Point Two: Military
A GHAC nation's military should not mistreat foreign civilians in any way, and occasionally military action will be used, though only if necessary.
1. A GHAC nation's military must be ready to respond to any situation in which help would be needed.
2. Member nations must not discriminate against anyone who wishes to join its military. Doing this will result in suspension from the GHAC.
3. GHAC military officials cannot mistreat civilians of any country for any reason.
4. A member nation's military cannot use torture or other types of abuse against prisoners of war.
Appropriate action will be taken against any member nation that violates these laws, and again, help will be given to any who need it.
