The Proletarian Republic of Free Tulsa had recently decided (read: been ordered to by the regional council) terminate its nuclear program, and to that effect thousands of nuclear warheads were stored in a massive long-term storage complex at Valhalla Naval Shipyards on Chastity Island, awaiting transport to a dismantling facility in orbit, where they could be safely dismantled without fear of accidental contamination of the archipelago. The Free Tulsan ISO (Internal Security/Overwatch) had grown complacent over the years, having never been needed to counter a major terrorist threat in the nation's history. They operated under the belief that bad stuff only happened to other people, so why should they bother to prepare? It was reasoning like this that caused the nation to store its entire nuclear arsenal in a large, unmonitored building that ony had sixteen lightly armed rent-a-cops patrolling it. It was reasoning like this that allowed fifty-seven heavily armed men and women to walk right into the Valhalla complex one night, literally walk into the storage facility through the front door, and steal six forty-kiloton tactical nuclear warheads, which they loaded on three tractor-trailers, two bombs to a truck. The ISO personnel on site failed to notice them, despite the fact that they were there nearly five hours, and made no effort to conceal themselves. This theft caused an uproar. The ISO was immediately disbanded, and the 1st Cherokee Mounted Rifles was assigned the task of taking over for them. The Free Tulsan government quickly drafted and dispatched a letter to the world in general, requesting assistance from any nation who was willing to help them locate the missing atomics. The message reads as follows:

TO: All interested parties
FROM: Chief Mitchel Runnels, Principal Chief of the Nation of Free Tulsa, Head of the Cherokee Tribe, Chieftan of the 1st Cherokee Mounted Rifles, etc.
SUBJECT: Call for help

My friends and associates,
These truly are dark times we live in. Today, I have learned of a potential threat to the wellbeing of millions. At approximately 0130 hours this morning, six nuclear warheads were stolen from our long-term storage facility at Valhalla Naval Shipyards. We are not currently aware of who stole the weapons, nor do we know their intentions. However, we wish to apprehend those responsible as soon as possible. We respectfully ask all those who are able to assist us in locating and recovering these devices before they are used.
