Carla Baileygates was sitting at her desk, writing numerous letters. Robert macIntyre had returned from the strategy session with the other GFFA members, and as usual, was taking charge of overall planning. Still, Carla was the diplomat, thus she made the invitations. One of the invitiations she was supposed to make was to the Xanthalians. Apparently, it wouldn't do to have just mere relations with a fellow Socialist nation. He'd like them to be closer, if at all possible, especially since it would make good PR and produce future benefits as well for the Workers State.
So, she was stuck with writing the letter inviting the Xanthalians to send a representative to New Dornalia. She opted to host the conference in a hot spring somewhere outside of Sapporo, where it would be both scenic and relaxing, a welcome change of pace from the busy schedule of being Alliance Consul.
"Dear Comrades-in-Arms-
We in the Workers State of New Dornalia feel that perhaps it is time to establish a deeper dialogue with the Socialist Republic of Xanthal, and maybe even negotiate agreements with them beyond the GFFA-mandated ones.
Thus, we invite you to a conference on Earth, in the city of Sapporo, where we will be situated in a hot springs resort and inn, perfectly secluded and relaxing enough to allow for good discussion.
I await your reply.

You can come to the resort at around 12:00pm tomorrow; we will have lunch ready in the form of a Japanese meal. Afterwards, we will adjourn to one of the conference rooms for discussions until 6:00pm, whereupon dinner will be served and we will be able to enjoy ourselves afterwards. So rest assuredly, we will be able to play just as hard as we work.
The conference will last for about two, three days, time permitting. We will understand if you need less or more. We will also provide transportation from Sapporo International Airport to the resort, and if you desire, a security detail.
I hope these terms are acceptable.

Several days and hours later-
Solar System, Earth SSR--
The control tower at Sapporo International, since modified for space travel, was instructed to await the Xanthalian emissary. The Planetary defenses around Earth were instructed to let them in as well.
Meanwhile, as this occurred, the Inn's staff rushed about to set up the food and drink needed. The manager of the hotel, a kindly old woman, rushed about, delivering most of the orders herself, and frantically encouraging everybody to pick up the pace. The hot springs were warm, the environment a sweet summer's day, with a good crossbreeze, and the inn itself, made nice and neat, was the height of traditional Japanese design.
All in all, a calming, cheerful place.
In it was the Commissar of Foreign Affairs herself. Trying out the local kimono, she sized herself up in a mirror, saying to her Acolyte adjutant, "How do I look?"
The Acolyte replied, "Very well, ma'am. It is very fitting on you...."
Looking at her arms, legs and elbows, Carla thought it slightly hilarious that an Anglo, descended from old Connecticut Yankee and French Canadian stock that moved to California in search of bigger dreams, was in this silky, exotic dress. Well, at least she looked good in it. Not bad for a woman voted "Best Jackie Kennedy Lookalike" at her high school.
She then took it off, and then put on her standard business suit, telling the waiting staff member, "Tell Matsuri-chan I'll take it."
Afterwards, she stepped outside, and got into the limo. Afterwards, she instructed the driver, "Go to the airport, we will be waiting for our guest there."
OOC: Your move.
The Xanthalian delegation arrives punctually at the airport in a small käleka-type (http://ns.goobergunch.net/wiki/index.php/Xanthalian_spacecraft) shuttle. Eko Oeşe (http://ns.goobergunch.net/wiki/index.php/Eiko_Oishi) is first to emerge onto the short stairway down to the tarmac, wearing a traditional flowered kimono and holding a matching pink paper parasol above her head to shield her pale skin from the sun. Close on her heels, a distressed-looking young human man looks about worriedly while trying to avoid stepping on the Lanalphin's garment, which trails slightly when she steps down. He is short and clean-shaven, looks to have a hint of Asian ancestry, but more closely resembles an African. His black jumpsuit with blue-grey shoulders, formal attire for executive branch staff, clashes with his nervous body language. He hangs behind his superior, closing his eyes and apparently saying a silent prayer as they make it to the ground.
Two more individuals, both clad in a uniform similar to the aide's, but with a golden strip and buckle down the front, emerge from the shuttle once Oishi is on the pavement. The first is an older human woman, perhaps in her sixties, with long blonde hair tied in a bun behind her head, reading silently from an electronic notepad as she decends. Behind her, a lanky sapphire than walks straight and tall, looking decidedly the most composed of the quartet. The group approaches the New Dornalian motorcade and their hostess in their varied manners.
Oeşe bypasses Carla altogether, breezing past her and into the nearest open car door as though the Commissar is invisible. The hapless staffer casts an apologetic glance at Baileygates as he ducks into the vehicle as well. The human diplomat places the pad she has been reading under her arm as she approaches their welcoming party. She offers her hand and, with a firm shake and a small bow, fulfills the requirements of formal greeting. "I am Hannelore Yates, an authorized representative of the Socialist Republic of Xanthal." She then stands aside, and allows her compatriot to take her place.
The than mirrors her greeting, taking the Commissar's hand in its cold, bone-plated grasp, being careful not to pinch her skin in its joints. It chitters, clicks, and screeches a greeting in its own language, which an automatic translation device in its pocket relays as "I am Curse Of Charlatans, an authorized representative of the Socialist Republic of Xanthal."

Baileygates was surprised and slightly offended by Eiko's sudden rush into the nearest waiting limousine, but before she could protest, Eiko's aides had gotten to her. She merely returned their slight bows and handshakes with, "Greetings, comrades. In the name of the Workers And Peasants of New Dornalia, I bid you welcome of the Workers State."
She then told the Representatives, "Ms. Yates and the Curse of Charlatans, please follow me into the awaiting motorcades, as Ms. Oeşe has already done."
Carla then got inside her own limousine, and awaited for them to come along, saying, "I couldn't help but notice your boss was eager to get work..."
Hannelore takes a deep breath, not entirely comfortable with the subject. "The Triumvir is here only as an auxiliary. I and Neeleyj are representing the Republic in this function."

Carla motioned for the driver to begin moving (OOC: This is assuming your men are already upon the limos.), saying, "To the inn."
Sitting back, she then replied, noticing their discomfort, "Very well. I was not expecting this development, but I am perfectly willing to negotiate with you."

The Motorcade began passing through the highways outside of Sapporo, driving alng paths rural and urban to make it back to the resort. Glimpses of the city of Sapporo, one of the many beneficiaries of the MacIntyre Renaissance, could be seen, with ultramodern skyscrapers and vistas of bustling urban environments, plus the occasional tranquil glade of trees and farms.
In transit, Neliz occupies itself observing the scenery and people as they pass. Hănĕlor alternates between making casual conversation with the Commissar and working on her pad, which is apparently a sort of computer. Both are quite at ease, secure in their training and experience. Underneath the surface, however, Hănĕlor is secretly fretting. Carla, meanwhile, looked out at the skyline, and had to admire it. It wasn't like Los Angeles, but it was sure as hell somewhat more organized.
Eventually, the driver said, "Comrade Commissar Baileygates, we are at the destination."
Carla replied, with a tinge of regret, "Alas, so soon does the journey end....anyway, we're at the inn."
She then opened her door and got out, the staff moving to open the doors of the other cars to let out the other Xanthalian diplomats, with speed.
Both diplomats simply follow their hostess as protocol requires. Oeşe, however, takes a long moment to survey the scenery. Her aide fidgets nervously, then leans in and whispers something to his charge. Eko laughs, declaring in a soft, but nonetheless clearly audible voice, "Entertainment is near, a sensuality that invigorates and affirms life itself. We are slaves to such passions; but for a task so pleasureable the revolt against our servitude is geat. Let us proceed, and explore the flesh of Earth."
Hănĕlor has to hiss softly to bring Neliz's attention back to the Commissar, which it does with an unhurried motion conveying neither eagerness nor reluctance. The Triumvir's aide, blushing furiously, follows them in behind Oeşe.

Carla heard that, and merely found herself confused by the Trirumvir's statement. She said nothing for fear of offense, but she merely led them inside the inn. The staff eagerly stood back and bowed in reverence to the guests, and the hostess, the kindly old lady mentioned before, bowed and said, "Welcome to our humble inn. Lunch is ready for you, please follow me."
The kindly old lady beckoned them to follow, leading them to a room with tatami mats and low tables, in the traditional style. Carla followed, though she found the setup took some getting used to.
Eiko adapts to the traditional Japanese setup quite easily, even assuming the correct position of legs under the body without a second thought or a hint of effort. Her aide mirrors the position, with considerably more concentration and strain, sitting beside her. Hannelore sits across from Carla, and is joined by Curse, who, simply lacking the flexibility of the other attendees, sits with its legs extended fully under the table, which takes up nearly the entire space. Fortunately the setup isn't a kotatsu, or the scene could be considerably more chaotic.

Tea was served, as was the first course, a simple appetizer of buns and shrimp tempura, with sashimi to the side; something the inn usually served as a light beginning and as a basic intro for tourists. Carla fumbled slightly with the chopsticks, but tried to remember her student days with takeout, to minimize the embarassment. The soy sauce and tempura sauces she poured into a side dish, and began using to eat her food quietly, with restrained decorum. The arrangements weren't an issue; things could be worse.
She then asked Hannelore, stopping her eating for a moment and swallowing whatever morsel she had in her mouth, "So, what do you think of the food so far?"
"The food is excellent," Hannelore responds, without hesitation. She smiles. "What type of agreement is your government interested in making with the Socialist Republic?"

Carla replied, taking another bite, said, "We are interested in civilian agreements mainly, such as a trade agreement, plus a possible student and cultural exchange. Also, if possible, we'd like to make possible reciprocal basing agreements. If there's anything you'd like to add, you may."

Carla thought for a moment, looking up into the air. She then remembered what was going to be said, and said, finishing her plate as well, "Oh yes. We would like, if possible, a mutual lessening of tariffs from both parties. Plus, on our end, we would relax incorporation restrictions; that is, normally, if large concerns wanted to invest, we'd have to make them form Workers Committees onsite to govern that division, made up of experienced personnel and labor interests. But, we decided to modify our stance somewhat in this case, and allow you to forgo that."
Carla then continued, adding: "Especially since you are a fellow Socialist state. We trust any concern from Xanthal that decides to set up shop will treat their workers well and obey our labor laws. Having said that, we would naturally do the same for our future investments in Xanthal."
She then stood up, stretching her legs since they were on the verge of falling asleep, and then sat back down, saying, "And we'd also love to have artists and musicians from our two nations play and display their works in each other's states; these agreements may be able to extend to science as well. Plus, by basing, I mean we might be able to base troops in Xanthal, and Xanthalians might be able to put men in New Monterrey and the New Territories."
"We can certainly negotiate tariff adjustments, but I cannot recommend special treatment for New Dornalian corporate expansion into the Socialist Republic. What rules you set for private companies moving into your own jurisdiction is not a concern of the Xanthalian government," Hannelore responds.
"Xanthal is not known for its artists," she continues, "but you are more than welcome to contact them regarding opportunities for performance and display in the Workers State. Regarding military establishments, the Labule and Nahbule are not currently interested in placing infrastructure outside the Republic. A New Dornalian base in Xanthalian territory may be possible, but it would be subject to extensive regulation by the Triumvirate."

As you know, our already-limited military capabilities were severely damaged in that conflict. Unfortunately, that means that my priorities have been shifted from facilitating cultural exchanges to obtaining defense agreements. The New Dornalian armed forces served heroically defending my homeland. Their accomplishments and sacrifices for Xanthal went far beyond what the Galactic Federation required, and for that I add my personal thanks to the gratitude and goodwill of the Xanthalian nation and state. Alas, though Xanthal still stands, it is vulnerable now more than ever. Alas, though Xanthal still stands, it is vulnerable now more than ever. She then stretched her hands out, and then folded them onto the table, continuing, "...one of the reasons I asked about that military base. Anyway, a mutual defense pact beyond the GFFA requirements is in our best interests. After all, reassurance is a good thing, especially when it has muscle.
As for other options beyond the simple mutual defensive pact, the Workers State may be able to facilitate arms shipments and technology to the Socialist Republic, with free familiarization involved to speed reconstruction of your forces. If that is not acceptable, our Military Reservations and civilian contractors may be able to take orders for Xanthalian-made equipment and help resupply your armories.
As well, we can also perform joint military exercises to increase our mutual readiness, and perform an officer exchange."
She thought of another idea, and put it out: "Perhaps we may also be able to partake of some kind of joint command arrangement, like with NORAD on Earth in the 20th Century."
"I am unfamiliar with NORAD," Hannelore admits, "but military exercises and the probing of possibilities for practical partnership are promising propositions."

She then continued, "And about NORAD, in the 20th Century, it was a joint command created by the United States and Canada, two nations on Earth that existed before the Apocalypse. These nations created NORAD, or the North American Aerospace Defense Command, to protect their states from threats by air and nuclear attack.
I brought them up because I was thinking perhaps, we could use their organization as a model to defend versus future incursions. They were known for utilizing technologies such as long range scanners, mobile and static, plus readily available mobile and static defensive units to react to any future assaults. I suggest we could do the same, if this is suitable."
Hannelore replies as her gaze tracks the Triumvir rising from her place and silently drifting out of the room, leaving her aide behind with a defeated expression on his face. "Xanthalian technology is significantly more limited than your own, but I believe the Triumvirate will be pleased to cooperate with your government however it can." Her tone is understandably somewhat distracted. Once Eiko has disappeared from view, she turns her attention back to Carla, apparently deciding that further investigation into Oishi's behavior isn't worth the effort.

"Xanthalian technology is significantly more limited than your own, but I believe the Triumvirate will be pleased to cooperate with your government however it can." Her tone is understandably somewhat distracted. Once Eiko has disappeared from view, she turns her attention back to Carla, apparently deciding that further investigation into Oishi's behavior isn't worth the effort.
Carla then smiled and said warmly, "I'm glad we could agree on that. I have no qualms about technological issues; some kind of elements out there are appreciated."
She noticed Hannelore's tone was somewhat distracted, even somewhat concerned. Taking note about how Hannelore tracked Oishi before she left, Carla thought, "She must be something, if she worries all her adjutants."
Yates smiles congenially. "I do not know the Second Triumvir well personally. However, her eccentricities are well-documented." She stands up, a move mirrored by her thanic comrade, albeit a bit more awkwardly. Curse takes the opportunity to chime in its opinion.
"I believe we should suspend our negotiations until your staff has drafted a formal agreement for us to examine."
Hannelore examines the Carla questioningly. "If you concur, Commissar."

Hannelore examines the Carla questioningly. "If you concur, Commissar."
Carla then nodded and replied, "Ah yes...time flies when you work. I am glad we could get business done here, in the meantime, I will send in the good news to my staff and have them draft a document by tomorrow."
She then got up, and said, "Excuse me while I make my report, it will not be long," proceeding to her room to make the report. She detailed the business conducted to her Acolyte adjutant, who proceeded to send the details to Los Angeles, where her staff would get to work...
..in the meantime, she came back and said, "Ah yes. Now that I've finished, why don't we enjoy the facilities here? I hear they have an amazing set of hot springs."
"Of course," Hannelore assents.

Getting up, she walked to the womens' hot spring. She then entered the changing room, and put her stuff on the side, disrobing. She then put a towel around herself, and then wandered to the bath. Laying the towel by the side, she took the dip in the tub, soaking in the warmth of the tub. Negotiations were hard work, and it was time to recharge....
Hannelore and Curse follow her example, removing their clothes and entering the water. Oishi's aide, naturally, doesn't follow them, instead wandering off on his own, presumably to locate the Triumvir. Yates seems to enjoy the water, choosing a smooth rock to lay against. She then leaned back, and began humming random music....the feeling was of warmth and almost serene relaxation, as she found a nice place to sit and begin thinking about life. She wondered what she'd do after her career was up. Well, she had a future with the GFFA as a Consul. So she would be working hard still. Ultimately, she was glad it would mean the eventual break owing to term limits--she had any number of plans, including that deep sea fishing business.

She then went back to relaxing, before asking, unaware of just how crazy Eiko really could be: "Where is the Second Triumvir, anyway? I'm sure she'd like to take a dip as well."
"I could only guess. However, it would not surprise me if she was bathing," Hannelore says suggestively, nodding towards the divider between the men's and women's sections.

Her expression then became vaguely suspicious as she asked, "No offense, but is there something I don't want or should know about her?"
OOC: Feel free to riff upon the fact she didn't do a visual inspection, but obviously, keep it PG-13 or lesser. Reason I put this here is because its getting late on my end...

Carla replied, trying to reply her question as best as possible: "Culturally, we're relatively middle-of-the-road in terms of sexual mores in general; we allow a pretty good body of women's rights, and to some extent homosexuality and abortions. We also are tolerant as well as premarital and what you'd call 'kinky' stuff. Ultimately, it depends on the region of New Dornalia you visit, some are more liberal than others, though we do censor the more egregious stuff from the TV or put it at late night, with a disclaimer. The big no-nos would be adultery, incest, rape, and abuse, regardless of age."
She then said, "As for personal views, I generally don't think about it too much, only that I generally would rather keep it within the rules of law and personal consent. Why?"
"We may be relaxing," Hannelore points out, "but I am still here on behalf of my country. It would be inappropriate to engage in gossip, especially regarding one in such high standing as the Triumvir. I have already said more than the normal boundaries of protocol allow."

Carla replied, shocked, "Very well. I didn't mean to make it seem like I was indulging in gossip."
She then shrugged and said, "I just wonder what the fuss is about."
After Carla finished talking, she stood up and took a quick peek over the divider, just to check for herself what indeed, the fuss was all about.
In the men's bath, sure enough, is a naked Eiko, pressed up against a rock, half in, half out of the water. She is bonded with a muscular young man standing in the spring, her arms and legs wrapped around him tightly as she breathes deeply, grinding her body against his. They both seem to be having a good time, to put it mildly.

Carla then went right back into her bath, slightly embarassed at the sight and blushing as she said, simply: "I see she decided to enjoy herself with the locals, if you get the drift."
Sitting back down in the spring, she understood one reason why the aide was so worried...

She then sat back, and looked up at the sky. It was just her luck. Carla sighed, and decided to ignore it for now; it seemed to be too sensitive for them to handle. She then began whistling "Hogan's Heroes," and thinkin to herself, Jeez...if its worth causing that much fuss, maybe there is something wrong.
After a time, Curse walks around the pool to Hannelore and the two have a quiet conversation together. This lasts about two minutes, then Curse walks back the bath house to dress. Hannelore, on the other hand, seems perfectly content to bask in the afternoon sun and the warm water of the spring.

Brushing her hair, she then continued, "Just out of curiosity."
Hannelore floats by on her back. "Not near where I live, but such things do exist, yes. Most of them are public establishments, however."

Their reverie is interrupted by Eiko, who enters the pool area still naked and smelling of sweat and intimate bodily fluids. She eases into the water near Carla, but shows no interest in her beyond proximity. "Those who yearn most for drink are those who have not enough. In time, those who dwell in the desert are satisfied that not enough is a great privilige, for there are those with none." She turns her head to look at the Commissar. "I am Eiko. She turns her head to look at the Commissar. "I am Eiko. Has this meeting been worthwhile for Carla?" Her tone is soft, yet powerful, and her voice a flawlessly beautiful alto. Her smile is gentle and her eyes piercing, seeming to plumb the depths of Carla's mind and soul just by their being fixed upon her.
Carla was surprised by the sudden appearance of the Second Trirumvir, and moved to the side just a little. Eiko was as cryptic as ever, and after seeing her charge into the bath in the buff and witnessing her little show back there, Carla was somewhat concerned for (among other things) her personal space. Not frightened outright, but a little puzzled and more watchful. That smile of hers was disarming, yet it had a strangely creepy quality to it, as it seemed to stare into her soul.
What the hell? Better mind myself....she's damn unpredictable. was her line of thought.
She then replied, with some nervousness in her voice masked by happiness and slight reassurance: "This meeting has been worthwhile, Ms. Oishi. How has it been for you?"
"A most welcome stimulation; though those responsibilities with which I have been entrusted by the Xanthalian people call me to assure that your negotiations are fruitful." Eiko stands again, pacing through the waist-deep water so delicately that she seems to simply drift along, creating barely a ripple in her wake. "Alas, I am but a mortal, and a woman of vice; the reparations I must pay perpetually to the office that holds me willing captive. Repentance has no value, only that I do what is best for they who trust me."
She moves towards the Commissar, bending in close until their lips almost touch, then moves her head to the side so that she might whisper in her ear, wrapping her arms around her in an embrace. "We are weak now, assailed by those consumed with wrath, crippled by needless destruction. Faith is needed in these times: faith in one another. Ideals will stand even as the nations built around them crumble to dust, but ideals are nothing without structure. We both depend upon it. It is our duty, our sacred privilege to protect it. Your comrades cry out for salvation, surrounded by an infinite void. They need you, and you need them."
The Triumvir tightens her embrace momentarily, then disengages herself from Carla, stepping up and out of the pool, droplets of water falling from her pale skin to the cold, hard stone. She stares at those drops staining the floor, as if seeing something there beyond understanding. "Let us be... together." She bows down low, her back to the pool and its occupants, and walks slowly, steadily, with great concentration and purpose, out.

Carla knew that was going to happen. Somehow, it seemed sadly inevitable....all she could think was, That was....odd. She has a point though. Hope that's the last time that happens though as she straightened herself up with a slightly disturbed look.
Of course, the audacity of it all stunned her, to the point where she could only say, with some sarcasm, "Charming," before electing to stay in the spring for a few moments before quietly moving to another part of it, wiping herself off with the towel she brought after getting behind a rock, and proceeding to relax once more inside the spring, trying to whistle. Quite simply, the very fact she knew where Eiko had been made her do it.

Carla replied after getting back into the tub, with a slight bit of discontent: "Some really inspiring Nationalistic stuff, about the need for comrades to stick up for one another. I'm not worried about that. The thing that got me was the delivery. And the way she left."
She then said, with a bit of concern, "She mumbled something about us being together. Again, what got me was the delivery. It seemed that during her whole discourse, she meant something more than just Xanthal and New Dornalia joining forces. Am I being paranoid to think so?"
The Xanthalian seems to consider the question for a long moment before replying. "Triumvir Oishi is an enigma. Only those who know her intimitely could advise you well on how to handle her. If you are really troubled, I suggest that you seek out her aide."

Carla thought for a moment, and said, "I may do that. Thanks." She then got up, and left the spring, drying off and putting her clothes back on. She then decided to seek out Oishi's aide, to figure out the truth behind her.
Carla finds the young negro in a living room area, sitting cross-legged on a couch and typing a report with a grim look on his face. He looks up upon hearing her entrance and smiles vaguely before returning his gaze to his work.

He looks up again, caught off-guard. He pulls a small device from his pocket, a standard Xanthalian automatic verbal translator, and sets it. He speaks in Mirfakan, which is relayed in English. "Please repeat what you just said."

I'm taking all this in, and then bends in way too close--we're talking about makeout distance--then she moved her head to the side, glomped me, and whispered to me: "We are weak now, assailed by those consumed with wrath, crippled by needless destruction." She then continued, somewhat nervously: "You said one thing, which could be taken one way. But the way you seemed to act--shall we call it wistful?--seemed to give another impression."
Eiko tilts her head slightly, as if trying to understand something. "Are you ashamed?"

She then grew serious and said, "--We're you coming onto me in the spring? Or am I being paranoid? If I am being paranoid, I'll just drop the issue and I apologize for the mistake. But if it is the former, to use another Earth expression, I do not swing that way, though the sentiment is appreciated."
Eiko smiles gently, returning to her normal tone as quickly as she abandoned it. "You must remember that you are speaking with one who is ignorant. Colloquial Earth English is unfamiliar to children of other worlds."

Or perhaps did I misunderstand you horribly? And if it was the former, I understand your sentiments, but I cannot return them. If it was the latter, I apologize severely for my mistake and will never speak of this again."

But I suppose I must give you my stance on this issue, before we continue: here on Earth, we trust one another, but we like to respect what is called 'personal space,' where we can communicate, but using not much physical contact, unless one happens to know the person. I would presume there are similar traditions on Xanthal."
She then said, staring into the ceiling a moment and then looking at Eiko, speaking in a conciliatory manner, "Then again, I suppose we know each other already. And I would rather not compromise the negotiations as it is. So, in essence, I have, er, accepted. Just be aware of that fact I mentioned, okay?"

Carla thought for a moment, one of many moments to consider the question. Eiko was making her work today, and all she wanted to do was relax...well, at least it was in new company. Dad always did say it was good to meet new company. Though he might have thought Eiko odd, if he would have extended her the same courtesies he'd extend any of his other friends and family.
She replied thusly: "I believe not, at least not to me. To my society, I cannot be sure. Intimacy itself is not terrible, and is rather loving. I know for a fact my Dad gave me a hug and a goodnight kiss before he tucked me in each night, when I was a child. I used to give my friends a good, hearty slap on the back for a joke well told. And, I used to kiss my boyfriend when we would finish a date.
However, what I meant was that in our society, there is a time and place for it. I did not mean to say it was a threat. I just wanted to say my piece."
Carla continued, "Having said that, I respect your personal views upon the subject. After all, it isn't my business to tell you what to do, I suppose--we're fellow government leaders, it'd be as useless as telling a fish to eat a crustacean to try and force my views on the Second Trirumvir of Xanthal. That would be counterproductive now, wouldn't it?"
"None but you and the system in which you choose to live has a right to judge you," Eiko says simply, returning to sit on the bed.

Then, an employee of the hotel said, "Commissar, dinner is ready."
Perhaps in consideration of the Commissar, Eiko takes the evening meal in her own quarters. Hannelore hauls herself out of bed to heed to call, while Max opts to continue his work in the common area. As for Curse, it can't have been too busy, because the than is already there sitting at a table when Carla and Hannelore arrive. Both diplomats are back in their formal attire.

Carla keeps her suit on, as she arrives at dinner. This time, it is a heartier meal, consisting of kitsune udon stew, a sushi boat, dumplings and a dessert consisting of cream puffs. And the setting is changed, with the addition of a small band playing traditional tunes on the shamisen and a flute, provided by the staff for that night's entertainment.
She seats herself in the traditional style, improved since last time. She can only remark, "That's a lot of food..."
"Is there a timeframe in which we can expect to recieve a draft copy of a treaty?" Hannelore asks gently. "I should include it in my report."

Carla replies, "Tomorrow morning by the earliest, you will see a draft copy of a treaty. No worries."
She then ate some of her kitsune udon, and had a couple of sushis. She tried out the egg sushi first, to see if the chef was good. Finding it reasonably awesome, she then continued eating the rest....
Both Xanthalians seem to enjoy the food, and go to bed shortly after they finish eating.

The defense of Socialism shall also be bolstered by the creation of the Joint People's Defense Command, a body made up officers from the New Dornalian People's Navy and the Xanthalian Nahbule that will utilize technologies such as long range scanners, mobile and static, plus readily available mobile and static defensive units to react to any future assaults.
4. The Workers State shall maintain a military base in Xanthal, to be placed at the Trirumvirate's choosing and subject to local law.

The meal itself, consisting of natto, or sticky sweet soybeans, as well as various kinds of buns and rice porridge, was something Carla was not used to, but she ate it anyway. She then replied to Hannelore's statement, "Well, this inn has been kept pristine, with minimal upgrades such as electricity and TV hookups, for a long time now. Mainly, I would imagine this is for reasons of local tradition, and partly for marketing savvy. But yes, it does have a very simple, natural look to it, I would agree."

Carla raised an eyebrow and said, nodding, "I see. My staff had thought that portion would be agreeable; after all we are both Socialist nations, and our ideal is rare these days. Having said that, if it must be altered in that respect, would not 'defense of our mutual interests' be more suitable?"
Hannelore types at the document for a solid three minutes before handing it back to Carla. "I did some clarifying of sections two and three while I was at it. How does it look to you?"

Carla thought about the consequences, and said, "Well, its purpose is to aid in the defense of Xanthal...I suppose I can acquiesce to the inspections, though I am nervous about the sensitive material bit--this is sensitive material we are mentioning...I suppose I can excuse that on the grounds of cooperation. And the commandeering bit sounds doable, but we do prefer joint or independent command whenever possible."
She then thought for a bit, and replied, "Perhaps the latter portion should be mentioned under a clause inserted into Article 4 saying, oh, 'In the event of invasion, the Trirumvirate has the full permission of New Dornalia to utilize the resources of said military base until aid arrives?' Not that I do not trust you or your government, but that way, it doesn't sound like you're just waltzing in there and saying, 'Do this, do that' to our personnel. No offense, of course."

She then settled down and said, "Right. Lemme send this to the Commissariat in Los Angeles, they'll process it and send it to Congress for a vote. My boss will make it priority one, so this will be quick."
She then pushed some buttons, and sent it off....when it got there, it was quickly printed out, copied, and sent off for a vote in that day's Congressional session.
"Well then," Hannelore stands and stretches, "if you do not mind, I will go enjoy the spring."

She then walked out of the room, and went to her room to change into a tracksuit, before proceeding to jog around the premises to the tune of Pat Benatar's "Invincible."
Along the way, she sees Max standing by the path, looking down into a ditch where Eiko is gazing with her usual intensity at a bed of flowers. He looks up when he hears Carla coming and smiles in greeting before returning to his vigil.

Carla nodded and smiled at him, before continuing her jog across the grounds. She had to admire Max; he reminded her of those Special Ed aides she had seen over at her school when she was a teenager--somehow cheerful and calm, despite what his charge could do. Still, she had to admire Eiko as well--say what you will, she was a truthful person who seemed to be one of the good guys. That was just fine.
The song switching to "Who Are You?" by The Who, she then ran through a grove of cherry blossoms, before finishing her run back at her room.
With the Triumvir and her aide on their stroll, Hannelore soaking in the hot spring, and Curse brooding in its room, the inn is conspicuously quiet, with just a few regular guests and staff about in the indoor common areas.

She then stood proudly, proceeding to boast, "Jensen laid the foundation for the first Mao Zedong battleships. They made some of the first mecha, battle computing equipment, and space fighters for the Workers State. We still are the best private supplier to the People's Navy and Red Army, though Ft. MacAllister is outpacing us, the Military Reservations can't be beat in terms of production. We have stiff competition, but we have a legacy of quality and service that is unbeatable. Plus, we make some pretty sturdy freighters."
She then grew embarassed, and sat back down in the spring, realizing her circumstances...

I SWEAR TO GOD!" before a staff member ran to her, and she then explained everything, resulting in a massive goose chase as the staff member, Carla, and her adjutant ran after Kimmy....

She then turned to Eiko and then said, turning polite: "This unfortunate lady you bumped into stole that bundle of clothes from me, for her amusement. Can I have them back please?"
Kimmy then screamed at Carla, "Kimberley Tcholokian Jensen! That's Kimberly Tcholokian Jensen to you, you old, humorless hag!"
Eiko looks distressed, and backs off a few steps. "Please, there is no need for such anger."

"My title is irrelevant to this interaction," Eiko smiles, glad for a bit of calm, even if it is a forced one. Max is still agitated, but stays out of the way. "These are yours?" she asks, examining the clothes in her hands.

Carla then nodded and said, politely: "Yes. I think I'll need them back, if you please."
As she said this, Kimmy was making faces in imitation of Carla, being as bratty as ever. The Adjutant frowned, and she stopped.
Eiko holds the articles out. As Carla takes them, Oishi wonders aloud, "This is a custom I am not familiar with. Do you play with other people's clothing often?"

Kimmy then looked at Eiko with a look that can only be described as a "deer in the headlights" look. She could only impetously think, Wow....she really has to lay off the fortune cookies...
But she didn't say that, getting the angry look from Carla's Adjutant. She could only say, "Umm....wisely put, ma'am."
"Sincerety, too, is a virtue," Eiko replies, then moves quietly away, back towards the lodge. Max, after shooting a final disapproving gare at Kim, follows.

The Adjutant then had a staff member take Kim to her room, and Carla took the step of ordering her security detail to watch the girl for the rest of the time Carla was here. No way was she letting that happen again.
The Adjutant then said, "My apologies, Comrade--"
Holding her hand up, Carla said, "For future reference, I'll let this one slide, as you had work to do. But leave some security for when I decide to take the local waters, m'kay?"
She then wandered back to her room, and picked up the finished copy of the treaty. She then walked back to the bath, and said, leaving her things in the care of her now-ever present Adjutant, she spoke to Hannelore, saying, "Well, dinner call's to be made soon. While we dine, we can go ahead and sign the finished treaty."
She then said, bowing slightly, "Oh yeah...I do apologize for the ruckus. Really."
"In the Socialist Republic, it is not unusual to see people in public without clothes on. Do not worry about me. I will go home naked if I have to." She smiles reassuringly. She then went to her room, and curled up with a copy of King Rat, trying to calm down....
Hannelore just smiles in reply, and leaves the pool shortly thereafter.

Carla then supped by herself; she then finished her meal and began preparing for the signing, going to her room and obtaining the document in question before consulting the staff, and finding a good place to hold the ceremony.
The matron in charge of the place suggested one of the multipurpose rooms; Carla examined it for herself. She found it was a large room, a ballroom and an area for functions like the one to be held...a table was placed, along with chairs and a formal setting, suitable for occasions like this.
She then informed Hannelore of the development.
Hannelore Yates and Curse Of Charlatans spend most about an hour in the room, making sure everything is set up to their satisfaction. When they are finished, Hannelore informs Carla that the Xanthalian delegation is ready to officiate the agreement.

Curse stands to the right of the treaty, further forward, almost tousching the table's leading edge. Hannelore moves to the center position and picks up the pen there as Max holds a recording device to capture the action from the other side of the table. It is a strangely formal set-up considering that there is no audience, but protocol is protocol, and the Xanthalians are quite serious about the whole thing.
Each of the participants identifies itself on camera, including Max, then Hannelore announces, "I, Hannelore Yates, official representative of the Socialist Republic of Xanthal, hereby write my signature on the Treaty of Sapporo, and thus approve it on behalf of the Triumvirate." She scribbles her name on the paper and steps back. Curse moves forward and examines the paper briefly before addressing the camera in thanic. Once she finishes, her translator relays, "Curse Of Charlatans witnesses and confirms the authenticity of Hannelore Yates' agreement to the Treaty of Sapporo."

She then called up one of the members of the staff, who nodded and came back with that trademark New Dornalian liquor given to friends, a rare 1925 Glenlivet scotch whiskey. Glasses were distributed, and the staff poured them, before speedily fleeing the scene. All the while, the Commissar then picked up her shot glass, and said, "To a new friendship, to bonds between nations that shall not be broken. As we say on Earth, L'chaim!"
Carla then added, pronouncing the word as best as possible, "And to ămär!"
Tacking multiple languages together in one sentence has always sounded awkward to Hannelore, but she has grown to appreciate the sentiment of such token acknowledgements, and the spirit of the toast is honorable. The guests drink from their glasses. Hannelore only takes a sip; Max drinks the whole thing in one gulp, looking unsure of the taste and quite ignorant of its alcoholic content. Eiko sets her glass aside after raising it in agreement with the toast, uninterested in the contents. Similarly, Curse maintains a hold on her own drink, but does not partake of the liquid. Hannelore begins to think that this might look quite awkward, so she strikes up a conversation with Carla to cover for her comrades. "Your duties as Commissar and Consul must keep you quite busy," she prompts, stepping in closer.

Though as Consul, I don't get as much work as I expected--though it has improved my strategic brain some, in terms of military planning. As Commissar of Foreign Affairs though, filing all sorts of paperwork, racking problems that would detonate the heads of lesser beings, dealing with employees, and a workload that would snap your back in two over endless meals of greasy fast food tends to make for a busy day."
She then continued, saying: "At least I get some peace at home, though even then, work calls. I play lots of video games, and even surf the HoloNet for fun stuff. Gotta make time to relax."
"That sounds complicated," Hannelore says sympathetically. "What countries have you been dealing with recently? Besides Xanthal of course."

Carla replies, "Well, I can't say I have dealt with them personally, but my colleague Taniel Gibarian had to mess with the Otagians and the Maker Mind...try advising him on how to deal with homicidal robots. Hell of a night that was. Otherwise, its been mostly writing summaries, analyses on GFFA member nations, including expanding trade with Allanea a while back, advising the People's Acolytes on how to go about things...."
She then said, "Oof. So much to do...I almost forgot my drink!" She then downed her shot of whiskey, and said, "Yowza! That's the stuff. Real Scottish whiskey...wakes you up. How do you like it?"
Hannelore looks down at her glass and takes another drink. "It is excellent." She smiles. "It has been a lovely two days. Your country's hospitality is commendable."

Carla was surprised at the blank look and somewhat worried by this; she only said, "Are you alright?" Her research had not uncovered that generally, Xanthalians did not drink on duty, even at diplomatic functions; or if it did, Carla had tried to show them hospitality, New Dornalian style. Now she could see how it was awkward for them to enjoy the Scotch...especially since her adjutant was strangely missing.
She said to Max, "Excuse me for a moment," and ran out, where the Adjutant was standing watch. She then brought him in to provide translation, as his Mirfakian was better than hers, Carla then explained everything. The adjutant then said in Mirfakian, "Um....is something the matter?"
Max smiles. "Ea. Wa ea dol kahmper wal, ah wa ea arkai owari ak Carla. Saio."
(Translation: "No. I did not bring my translator, so I cannot speak with Carla. I apologize.")

Carla then said, "Put that down for future reference, and inform the Hospitality Committee to only furnish liquor if asked."
