Across the known universe, a press conference that was being held within the Copen Galaxy could be seen on every news station, be it local or intergalactic. A podium with the flag of the Copen Galaxy (consisting of the four major nations)...

...could be seen at the front of the large room. Two doors could also be seen, one on each side of the podium just behind it.
The left door opened, and two security officials came through the door, followed by the Supreme Chancellor of the Protectorate, Devon Parker.
He walked up towards the podium, positioning himself behind it.
"Good evening, ladies and gentlemen. My name is Devon Parker, Supreme Chancellor of the Copen Galactic Protectorate.
As many of you know, war has been a commonplace event throughout history. Not once has there ever been a moment of peace within the universe. Every nation, big or small, has been caught in at least one war.
Which is why I am here today. I am proposing to the entire known universe the chance to join our Galactic Protectorate, where every member nation will be free to do what they wish, within the rule sets that have been established.
The Copen Galaxy is neutral in all extra-galactic affairs, and provides every nation willing to join the opportunity to develope their nation without the fear of a war unravelling all that they have accomplished.
I implore every nation to consider joining our pact for peace.
Thank you for your time."
