The government of Biotopia is pleased to unveil plans for the creation of an international multi-media broadcasting network to be programmed, managed and shared amongst non-capitalist contributors. The government via the Department of Communications and Transport is calling for a show of interest by applicable parties. The new international broadcasting network is to be called the Red Star Alliance and will provide global news, current affairs and entertainment from a non-capitalist perspective. For too long the world media has been dominated by the Capitalist News Network phenomena which has served to reinforce the capitalist monopoly on news and social critique.

Headquarters: Overn, Biotopia

Direction: The purpose of the Read Star Alliance is to provide international access to the Public Broadcasting Agencies of non-capitalist nations. A PBA is defined as a national public television network either majority owned or funded by the government, majority funded by public contribution or a public-mission station owned in majority by its workforce. The Red Star Alliance will also be responsible for developing co-operation between members in the joint-production of programs, news-sharing, technological integration and broadcasting independently produced programs on the Red Star Alliance Network.

All participatory public agencies are to agree to co-operate in the sharing and integration of technical services, to sharing news content with the RSAN and participating PBA parties. Member states must also allow access for journalists from each member agency including the RSAN in accordance to the spirit of international goodwill and co-operation. Broadcasts by individual stations and the RSAN must meet the Broadcasting Standards of Biotopia. Non-participatory states may also purchase access to the RSA and RASN programs with RSA One broadcasting as a free international service.

Management: A Board of Governors composed of representatives from each participating PBA will elect a President annually to oversee program co-ordination, technical integration and general management. The Board of Governors will have control over approving the budget and adjusting programming quotas for the RSAN as well as being able to overturn management appointments made by the President with a 66% majority. The process of appointment will be left at the discretion of each participating party.

Financing: Participating members will pay an equal portion for the costs of distribution, infrastructure development and technological integration as required by the RSA on a year-to-year basis. The Red Star Alliance Network will be broadcast advertisement free, with RSA One being subscription free. The RASN will be funded independently to the RSA and based on equal proportion of each participating PBA. The budget of which will be under management by the President with support from the Board of Governors. Advertising on individual PBA stations will be left at the discretion of each agency. Non-participating parties can also subscribe reception to the complete RSA service with revenue generated directed towards the RSA-RASN general budget.

[/b]Red Star Alliance Network:[/b] The Red Star Alliance Network will produce independent news and current affairs programs as well as broadcasting material sourced from member PBA agencies with an emphasis on those produced in joint-production. The Board of Governors will be free to extend the original mandate and number of RSAN channels however RSA One must remain a free news and current affairs only station. RSA Two is designated as for programming relating to youth, entertainment, documentaries and drama, RSA Three will carry sports and recreation, RSA Four to carry films and drama from around the world and RSA Five is designated for broadcasting business news and information.
