Today, on the authority of the current president-general of the Lorrian Territories Peter Strasser and Foreign Secretary Karl Hung, I send an appeal to the industrialized nations of the world for their economic and military support of our small and proud nation.

As a country of little more than 7 million, we are at the mercy of the larger industrialized nations of the world for economic support, and as such we would like to offer an open trade and diplomatic invitation with all nations. In order to secure our immediate security, our country has decided to join the Allied Nations of the World as a partner for peace. Yet even with this show of regional solidarity, the people of the Lorrian Territories still seek to develop strong social, economic and diplomatic ties with other non-alliance nations.

Our armed forces are currently small, numbering only a few small brigades and a handful of aircraft, with no existing navy. We are poised to begin a massive expansion program with an estimated cost of over $105 million (USD), but this will only scratch the surface of our country's needs. Our economy is also stable, but small and emerging and in dire need of outside capital investment.

Now is the time for your nation to show it's support to the people of the Lorrian Territories through your diplomatic, military and economic support. We seek to build lasting, close relationships with other nations, and in time you will find the Lorrian people honorable and steadfast international allies. Assisting us in our hour of need only ensures that your nation has yet another ally they can truly call upon when that hour arrives for your nation... And it surely will in this volatile world.

I should note that our guards are armed as heavy as is practical due to the fact that in the likelihood that there is an emergency need to extract our embassy personnel, it may be some time before we can reach them due to our military's rather limited capabilities.

Dear Major General of Infantry Harold Gates III,
You tend to be very lucky, as Illior has a rather large navy, and relied heavily on it's airforce, and like you, has a rather small army for our nation's size, so it is extremely professional and specializes in shock tactics, special assignments and certain types of assaults, and your request has been granted.

Your army officers will train with our 5th Hell jumper divison (Marine equivalent, but much closer to spec ops type training in Rl), and those that wish to specialize in special forces will meet up with 15th Fremen Brigade. Your five senior officers will meet up with the 3rd Division to learn large scale tactics. Your naval officers will go into the 4th fleet, and join officers there who do the same types of things they would, and will do battle simulations. Your Airforce officers will originally go with your Naval officers so they can meet up with the 101st Naval Fighter wing, also known as the Rome Squadron. From there, they will proceed to Narill AFB for ground based operations training. At the end of this, they will all go to Narill for practice on Combined forces techniques, as the Ground relies on air support, and naval supplies and firepower.

And finally, if you need monetary aid, let us know, we;ve got rather deep pockets
Oh and we have an Indigenous aircraft company if you need aircraft.

Once again I thank you for your country's support of our defense. Our officers earmarked for training will have orders cut shortly and will be enroute to training within the week.

After conferring with the secretary of state and the head of the airforce, I can tell you that we are in dire need of financial assistance to support the expansion of our armed forces. It appears that even a modest force will cost my country billions of dollars in funds which are unfortunately not available. Under these conditions, we are highly interested in aid options through your country.

Also, we currently have an airforce with only two F-16s and one UH-60, all of which are grounded due to maintenance issues. We are seeking to build an airforce virtually 'from scratch', and so could certainly use your country's assistance in this area as well.

I am told by the secretary of the interior and the secretary of commerce that my country has significant unexplored oil and gas reserves, and we are certainly willing to discuss these playing a part in any deal that is made with your country and industries.

The title of Imperial Marquess with letters patent giving powers to convey the title of Imperial Baron shall be rendered if the Confederated Territories decides on close ties with the Holy Empire.

The Imperial Marquess of Lorrain will aslo be granted bearing of Count Palatine in regards the Marchelund of Lorrain, insuring autonomy to delegate the structure of the Marchelund.

The Emperor also sends a green velvet cap with celtic rune band stitching of gold and silver. Each Baron so delegated shall be sent a silver ring inscribed with their name and the inscription legis ab ad infinitium. with their house crest indented in the top of the ring, if one exists.

Upon imperial rank the Imperial Marquess will be given a silver with a blue saphpire stone, carved to include the resting of the imperial marchlund seal and the Mark of Lorrain.

This unit will not carry heavy weapons (above light automatic weapon class), and should be considered a purely defensive measure of protection for our citizens on your soil.

2) To answer your question regarding ammunition, our personnel would be stocked with what our army terms 'Basic Load for Long Range Operations'. This roughly equates to about 350 rounds per man, not including light machine guns. This is to ensure that should it be necessary, our embassy force has enough ammunition to defend the grounds until rapid response forces can extract the embassy staff and guards.

3) The question of acceptance of your country's original proposal will go to vote tommorow in the Lorrian Territorial joint congress. I've never heard of aircrafts being priced that low and being any good. $20 million for an AWACS?!?!?! It must have a radar worse than the F-16. And a bomber transport for $35 million??? The B-1B by comparison costs $200+ million.

In no way, unless what your selling is crap and broken down (no offense again), are those prices sane. Not even in the real world. The cheapest fighter I've seen on the market is that Golden Eagle by South Korea that is a trainer/light attack aircraft, which runs for $25 million I think.

Fair point there SU. The only point which is disagree on is the patrol craft. I'm almost certain you can get a cheap commercial light aircraft for that price, and if all you want is patrol, then I guess it fits the bill. When I say cheap, I mean 10+ years old single engine aircraft, and without anything remotely useful in terms of electronics. And I read 20 k as £ 20 000, not $20 000

The full platoon is fine, there are no conventional weapon regulations in ICCD, so there is no need for special weapon clearances, it is understood. ICCD is feudal in nature, and although much of the violence has died down in the last 100 years, there is still substancial civil interchange, although it is usually filtered down to gang violence, as most of the major houses have arangements with one another. As some may say, it is better to be safe then sorry.

Also if you'd like to store more ammo there are a number of storage areas etc in the port district. Where you could stock supplies or otherwise. Although adding a few extra underground floors to your embassy could remove the need for contacted storage. Also the extra floors could serve other useful purposes.

It is understood, ICCD is looking out for your interests, ICCD fully respects the rights of all individuals, especially in self determination. ICCD is here to help.

OOC: In RL many goods prices especially for technology is SUPERINFLATED.. technology companies also make a fair dollar.. they in part claim for R&D costs but it is largely bs, it is for profit.
Also in NS if you take seriously all the territories we arn't dealing with an earth sized body.. I'm not sure how big but it may be more sun sized then earth sized although geography or taking it in terms.. I tend to play it in my mind sort of like a more rifts type environment with gateways between different regions Or an odd mishmass of territories.. however when calculating how much reasources etc.. it would take to arms supply and the populations involved.. I assume that goods would be more abundant... but when you are talking about supplying for populations it may offset.. however all in all I would think that due to the general technology advance of or total 1st world level.. with high populations.. technology goods would be devaluated.. i.e. the china effect.. although there are lots of factors.. imo prices for war goods would be substancially less.. simply because there is so much of it in production.. There is just tons of it.. however attempting to keep stuff tied to RL.. is what many do. but I must say the production cost of a mass produced aircraft is less then one that only 250 are pumped out for.. or 25 and if you take away R&D costs etc.. and inflation and profitmongering.. the price may drop substancially.. imo a state run business with total monopolies on the production elements can better manage the cost to "labour" and transport and production costs only. rather then marketing sales etc.. the costs and price inflation by layering and tendering or waste by multiple goods production is reduced. Thus overall deflating the industry itself. Of course development is important. If you look at the actual costs involved in producing something it always devolves to labour cost.. nothing really costs money.. it costs time.. and you need the resources.
However in keeping with real life notions I think players like to have a sense their store fronts make tons of money... it is all free. WHat it comes down to is labour distrobution.. i.e. who collects and distributes food.. who gets the building maters.. who makes the close.. for ICCD in the game.. it is a controlled economy.. so specific materials are low priced.. because they are state run.. meanwhile rare luxury goods and foreign objects can be more expensive because there is not a big market for them.. dians who do have money tend to go on trips since they avoid paying the 20% goods and services tax.. when they bring goods into the country.. if they bought a car in ICCD the seller would have to pay 2000$ on a 10000 sales profit leaving them with 8000.. so they may put up the price.. causing it to be more expensive.. meanwhile if they bought the item foreign they don't pay any taxes.. except the taxes that apply in that territory.. it is wholey free to import into ICCD (but not so of selling in ICCD). As you can see buying foreign goods in an organized manner is of great benifit to Dians. Anyway long explination but I would geuss prices in NS world would be much lower due to 1. competition 2. abundance of resources and labour 3. a generally more warlike situation with tons more military goods being purchased.

p.s. If you end up joining the empire as a Marchelund you will see more military aid as required, i.e. infrastructure development, (including production facilities)

His Majesty’s Government would like to take the time to offer its support to the government and people of the Lorrian Territories. The question of the Territories becoming a machelund of your nation has been resolved through the following declarations:

1) The United Congress of the Confederated Lorrian Territories hereby rejects the proposal in whole set forth by ICCD-Intracircumcordei.

2) Political relations with ICCD-Intracircumcordei shall be limited to the previously agreed upon exchange of national embassies.

Here's a tip - get it up to Frightening, and be careful about this while you're small, as it's the time when you're most flexible with your nation - the larger you are, the less effective issue effects can have on you.

Also, size doesn't always equal win on NationStates. Smart tactics does.

And as you are small and have a limited budget, I suggest you don't start developing a power-projection force now. I suggest you start building up a small Coast Guard and basic defenses, then you go nab all the good blue-water stuff at RSIN Corporation like the Royal Holly-class CVN and Council-class BBGN. Start with tiny things like corvettes and coastal patrol boats. Then go big and bad when you have the financial capability to.

Now, when it comes to your armed forces, you gotta know what is your geography, as it plays a key role in your military doctrine. Is your nation a frozen-over hell with little water, a la Siberia? Is it the size of the now defunct Union of Soviet Socialist Republics or beyond that? Is it rich in rare minerals? Do you want a defensive doctrine or an offensive doctrine? We offer the Lorrian Territories Army 2 spots in our upcoming Command Officer Training Course. This is a demanding and extensive course that trains Ocic Army officers in the necessary skills to command units of brigade size or larger. No foreign offier has ever attended this course and if you choose to accept our offer you will be welcomed as the first.

The course is of 12 weeks duration and begins in one month. While meals and lodging are provided during the course our Anti-Corruption Act requires that your military fund any necessary lodging or dining expense as well as travel expense prior to the commencement of the course on the first Monday of next month. We look forward to the arrival of your officers.
