Just cause I want some allies, and I'm sure people out there want allies. This thread is for making trade agreements, embassies, alliances, and having military bases, air bases, and naval bases within Zukariaa, useful for a launching point against an enemy or something.

I'll work on this thread and make it better later, but for now I'll have simple lists. :P

Also, after thinking about it, a military base can be used to attack me. I doubt it will happen much, since it would be in the middle of my territory, and the nation would likely be my ally.

OOC: 2 Invincible class battleships, I think from HailandKill if you need stats, The Featherston and The King of the Seas, 6 Sovremenney class destroyers, 12 Um al Maradim fast attack ships.

To Zukariaan Alliances via a diplomatic courier from a neutral territory:

ICCD wills estabishment of an embassy, if so agreeable.
ICCD finds it allowable for ZUkariaan Alliances to establish a military base under 5 year renewable lease terms on Dian soil, if a Peace Treaty is undertaken of powers.
ICCD opens to any trade, except those states deemed hostile.
ICCD seeks only defensive alliances, except in larger multiparty alliances such as GASN etc.. or carefully planned alliances between a small group of partners.

ICCD looks forward to any such agreements that can be reached, in these turbulent times, ICCD attempts to be a stabalizing force of reason.

Wonderful, attached is a map of the proposed area. There is an airbase in the area. It is subtropical lightly forrested and generally lowland with some coastal areas.

the area is modled on this RL area temperate and landscapewise the further inland the more forrested it becores where there are more small rivers approaching the mountains/hills to the south the train is a mix between south africa and inland greece but warmer then greece less quad more biseasonal.

There is another base in that area.. ICCD is opening to internalional military development.

Smaller maps can be supplied if you get information on what you would like to build I can get a more specific area in the zone picked out.

That looks like a good spot, I suppose. I was thinking of a double base, naval and air. It would need to be able to hold 10000+ men, 300+ jets, 4 destroyers, and at least a dozen smaller ships. Does that seem okay?

One thing we really really really need is titanium. If you can get us a reasonable trade agreement in exchange for a few military base on our territory (restricted to ~10,000 personell each), then we'll see what we can work out.

Oh, yeah... we can do embassiess and all that good stuff too. You can put one on Duram Blvd. in the capital city of Melaias... we'll give you a whole city block if you need it.

It'll also be just perfect if you let us put up a military base somewhere in your country.

(I'd recommened the western face of Mt. Melanis on Candiria for an army or airforce base, and the harbor at Rodelan on the island of Tuares for a navy base.)

It is fine if the following conditions are fine.

SAFETY GAURENTIES:
- All goods and materials imported to the base will be inspected by DIAN (ICCD citizens from the External Services Import Inspectors, as well as Internal Services Trade Inspectors.
- All personnel of the said bases require to pass health standards that can be administered either by a joint body of ICCD Health Personnel and your own health personnel or exclusively by ICCD Health Personnel.
-All buildings constructed must be inspected by ICCD Infrastructure Services, and meet ICCD infrastructure services building code standards.
- ICCD may ask for the removal of any of your personnel that for whatever reason are not welcome within ICCD, due to not meeting standard visa requirements.
-Personnels leave off base will be provided by visa only with exception of emergency situations such as equipment failure etc.. Any personnel found AWOL or having no valid reason for being on ICCD territory will be seen as hostile or being illegally on Dian Territory.
-For each inspector 10,000 GS cuneus must be supplied/year or 50,000 cuneus every 5 years, payed at the begining of the lease term. Each Inspector can inspect up to 16 40x40 ft. areas or 16 new personnel for medical check or one building per day. Optionally inspectors can be paid $50per day as required for high intensity periods where many goods are shipped.
For instance if you only ship on tuesdays every three weeks. You can cut your costs per person to 1/10th of what it would be or less than 1000$/year.

Or if you rotate personnel every three months on the same day (except for a few odd transfers or new personnel for various reasons then you could reduce your per person medical inspections from to 1/50th the regular price. if you rotate the full 10,000 every 3 months it would cost 125000/ year for medical exams (for the main rotations). Without going into precise math we can accommodate your requirements to a certain extent. We are guessing we would have around 1000 staff somehow tied to your base, although not being on base except for when required. If you were interested in having them year round it would cost quite abit more then only calling them in for peak times. It is hard to see how your costs would run over 10 million / year and that is the highest number that makes sense for a base that size. Unless you use it as a major stop between port, for economic goods and not just base specific requirements.

- construction and maitenance is the responsibility of the base operator.
-Designated flight pathways will be provided and no flights are to fly outside the flight pathways designated. Any aircraft without valid reason flying outside those zones will be considered hostile aircraft violating this agreement.
- Designated firing zones will be provided, not arms shall be fired except in those designated firing zones.
- No Offensive attacks are launched from any such bases directly. (this consideration has been modified to now incluce except offensive attacks cleared by ICCD. Defensive operations must also be cleared by ICCD, EXCEPT when those defensive operations operate within the presubscribe flight paths that were cleared for training and other operations.)

SOCIAL POLITICAL AND ECONOMIC COOPERATION GAURENTIES:
- a peace treaty of goodwill and mutual respect between ICCD and the base operator
- the establishment of embassy consulate or other mission for communication of state by ICCD in the base operators territory of origin.
- travel allowances by way of visa or some other subscribed method into one anothers territories as is reasonable for tourism or business relations or other valid reasons for travel as agreed between the base operator and ICCD.
- prefered trade status and low or zero tarriff in reason of economic needs of the base operator and ICCD, and further specific trade talks

Background: The nearest populated area over 100 would be around 400 km. (not including other military bases.

Patrols and nomadic jungle tribes, either on operations or living their nomadic lifestyle go throughout the reserve areas. As such, a large marking fence or otherwise would be best built marking the area that marks off the base lease area.

Lease Renewal consideration:
-a five year lease is provided and every (10) ten years the lease will be reveiwed.

Every 5 years the base operator may opt to end the base lease.
Every 10 years ICCD may opt to end the lease.
The lease may end immediately if a state of war exists with ICCD or a trade embargo is put on Dian goods and services.
