Empire Expands, Diplomatic Meeting Called (CLOSED)
The sun could be seen just coming over the horizon from beneath the Pacific ocean. The Emperor sat on the belcony of the Imperial Palace in Super City awaiting the arrival of the F.C.O of the Republic of Euphorictrance concerning the recent purchase of an island from them.
Maya Larrigan would soon arrive at the Imperial Palace to meet with the Emperor, to discuss matters of varying degrees of importance.
The limousine carrying Maya Larrigan pulled into the courtyard, and the Emperor was alerted of her arrival and he made his way downstairs and to the main entrance to greet her...

Maya stepped out wearing her ceremonial dress, which was very light pink, her hair was straight nd her face perfect.
'emperor....' she said smoothly.
"Welcome to Super City." the 24 year old Emperor said. "Come in, come in. We've got a lot to talk about I presume."
The Emperor led Ms. Larrigan inside a large, circular hallway with a staricase on each direction going up, a giant chandellier above a glass ceiling looking out towards the sky. The floor was shining bright, as the marble had just been polished.
"This way" The Emperor said, leading her towards an archway to their left. Once inside they both sat down.
"What would you like to discuss this fine morning?"

'well...mainly how you will form a reliable government to control all the major systems of the nation, such as education, healthcare and resources' she said, clicking up the stairs in her dainty shoes. She was looking around for a potential other male friend.

"First and foremost I believe a constitution should be written first, predominently by the people of the island, and put in place a democratic system of government, with each elected official held to a term limit.
I plan to base the education and healthcare system much like our own. All school teachers will be employed by the government, paid by the government, and will follow a very specific curriculum that will be decided by the local government of that given district.
On the healthcare side of things, doctors and the like will also be employed by the government and given a flat salary. They will need to graduate from a government specified university specializing in the medical field they apply for.
As for the resources. Resources such as electricity production and the like will be free of charge and given to each and every citizen equally. We in Maraque don't believe that such things such as electricity, air and water should be a purchasable resource, but something free to all.
Anymore questions?" The Emperor said, just as a very attractive young man passed by.

'yes...thats fine' she said,
'as long as you can provide an agreement, and with failure to carry out ur objectives within a time limit - the nation is handed back to me'
