FOAM Alliance

The FOAM Alliance is almost as old as Earth V itself. In the past FOAM battle Tenebricosis, Vineyard and other countries from the USFR Block. FOAM outlasted most of the USFR untill Earth V started to crumble and nearly all countries fell into disorder.

Now, the FOAM Alliance has returned.

Member Nations Promise to Come to Eachothers Aid in Case of Foreign Agression or Internal Disorder.
In Case of an Offensive War by a Member Nation Each Other Member at least Gives her Support to the Member Nation.
In the UN or When other Diplomatic Issues Arise Member Nations form One Block Together.
Military and Civilian Technology Will Be Shared for the Common Good of Our Nations and People.


Minor Details


Each Nation Will Send A Delegation to the FOAM Headquarters in Singapore. There They Will Represent Their Nation At FOAM Meetings.
FOAM Manoevres Will Be Held Every Two Years to Train Our Men and to Assure That They Can Cooperate With Each Other If Necessary.
Im A Foreign Crisis In Which FOAM Interests Are Endangered, A FOAM Task Force Will Be Send to Deal With the Situation.
A Joint Research and Test Facility Will Be Founded. All Member Nations Are Obliged to Work Together At the Facility. The Research and Test facility Will Be Located in Sharina.

SIC.

Warta Endor is gravely worried about the situation in the Middle East at the moment. Sistan and the Red Sea Alliance are at the brink of a war. Already one civilian tanker was sunk by a Sistanian Submarine. A conflict in and around the Arabian Peninsula will endanger the world's Oil Supply. Warta Endor is fortunatly blessed with enough Oil and Gas to fuel our own economy and military, but others aren't.

Warta Endor sides for different reasons with the red Sea Alliance, and we will give support if a war erupts. The thing that makes this a interesting and difficult conflict, is that a few days ago TG6R and Sistan have become allies. If the situation goes on a rampage, a new World War can start...

Therefor, Warta Endor proposes to increase pressure on both the Red Sea Alliance and Sistan. We cannot use a war now, as we are all just begun to rebuild after the choatic years that lie behind us.

Second Point

Warta Endor proposes to locate the Test and research facility in Sharina, as there is more space there and it's easier to defend. And not to forget, most of the world's military industry are situated in Sharina.

Two Motions on the Floor.

Motion #1: Middle East Crisis

Sharina agrees to hosting testing and research facilities for the FOAM alliance within Sharina's borders.

Sharina does have ample oil supplies, as we control the "oil sands" of Canada, oil in Cuba and Venzeula, and we also have found some oil in Greenland, Antarctica, and Latin America. That, combined with our non-oil based transportation as we use hydrogen fuel cells extensively for our automobiles, should assure an oil supply for FOAM.

Besides, if the oil supply in the Middle East gets disrupted, it will only work to our benefit, as FOAM will be the ones holding a secure supply of oil.

We haven't seen it that way. Maybe it would be wise and better for us to let things roll in the Middle East. Let's hope this won't become a global war...

Ah, but if a global war ensues, we will end up the victors as we hold the majority of the non-Arabic oil, and when there's no more oil to operate the enemy aircraft and tank diesel engines and non-nuclear naval vessels, we will win in the end.

South Africa emphatically agrees with the re loaction of the test and research facilities. and Reminds the other member nations to utlize our abundance of natural resources...

(south Africa has a few oil deposits, however it would not be sufficient enought to supply the FOAM war machine in case of an international incident )

Sharina shall establish a facility in the Yukon province, away from the more civilized areas to ensure safety of the Sharinan populace and easy security aganist spies and sabtoeurs.

Sharina suggests research of more potent anti-ship and anti-aircraft weapons, because we believe if we develop more potent defensive weapons, it will buy us time to develop better offensive weapons down the line.

We agree with the need to develop Anti-Aircraft Missiles and Anti-Ship Missiles in particular. The current Anti-Ship Missile Warta Endor's Armed Forces use (the Harpoon) has a limited range of 150 miles, which we think is not enough.

The Empire of Whittlesfield would like to apply to join this alliance.

Well, we have a candidate who wants to join FOAM. It's Whittlesfield, the territories controlled by Whittlesfield are the UK minus anything Irish, the Channel Islands and Britanny. He is pretty far away from any of us, but Warta Endor thinks we should accept him as a new member.

Another point, which must be kept absolutely Secret, it's a Top Secret Operation for now in Warta Endor itself, only I (the delegate), the Marshall, the Chief of Staff and the Commander of the Marine Corps now about this.

Warta Endor has started to prepare for the Invasion of the former Mauiwowean homeland of Australia. this Operation is called Operation Bat Eye (http://forums.jolt.co.uk/showthread.php?p=11546557#post11546557). If a Member wants to contribute Forces, he is welcome to do so, but it is not necessary. It may be a good testing ground for our Armed Forces though.

The only thing Warta Endor asks is that Sharina could hurry the production of the requested equipment for the Marine Corps, that is the M777 Howitzers, the Apaches and the Bradleys, if possible of course.

The FOAM Alliance welcomes a new member in our midst: the United Federation of Military Command! Warta Endor is sure that the alliance will only grow stronger with Military Command as a new member.

We the new government of North Korea wish to ask for membership into FOAM. During the years since we took power we have made a priority of rebuilding of civilian infrastructure including new power plants, as well as agricultural production of food and bio fuels to reduce our dependance on foreign oil and to give us a product/s we could sell on the international market. The sponsored religious groups of the old regime have been dismantled allowing autonomous religious activities, which fuel a new religious freedom. To accomplish this we have reduced our miliary spending for the forseeable future and may need protection. While we do have military equipment leftover from the old regime we would like to continue to use all of our resources to grow our economy. In this way we can become a friendlier, more productive citizen of the international community. Thank You .

The United Citizens Federation (aka United Federation of Military Command) we would like to call for a meeting on the threats of war aganist my nation and our colonies in the western hemsphare. We are just securing our holdings in the western hemsphare with the fall of our friend the Brilizan Empire.

Sharina points out that United Citizens Federation gave up all claims in the Western Hemisphere with the sale of Michigan and Ohio to the Confederate States of America. Therefore the only non-American nation with colonies in the Americas is the Republic of United Nations, and the Republic of United Nations is the one who will be responible for bringing war to the Americas. It is the Republic of United Nations (RUN) that is aggressively expanding and annexing territory in the Americas, starting with Argentina, then the Caribbean, and possibly even Chile, Bolivia, Uruguay, and Paraguay. Sharina has not aggressively expanded upon the fall of the Brazilian Empire, and Sharina's actions in the Caribbean is a direct response to the RUN's annexations in the Caribbean.

Sharina's actions have been and will be a response to the RUN's actions. Sharina will be appeased if the RUN relinquishes all of its colonies in South America, as it will be in the best interests of peace.

Without a RUN neo-colonialism in the Americas, there will be no need for European, African, or Asian wars to spread to the Americas. Without an European presence in the Americas, the American people will be able to govern themselves, without European influence. There is a reason why Europe failed miserably at holding colonies in the Americas in the first place, and Europe will fail a second time.

Therefore, the world shall be at peace once the RUN gives up its European style neo-colonialism upon the Americas. It is the RUN who is warmongering, not Sharina. It is the RUN who fired the first shot, not Sharina. It was the RUN who started the land grabs and annexations, while Sharina has not moved a muscle prior to the Caribbean operations. Thus, it is the RUN who is initating hostilities and trouble in the Americas, and Sharina has no choice but to respond and contain the warmongering, hostilities, and trouble-making in the Americas.

The line is being drawn in the Americas, and the RUN shall not establish colonies, nor rampage through the Americas on Sharina's watch.

Seeing that Warta Endor isn't here (He's apparently AWOL), I've taken the liberty of taking the initative as the de-facto "leader" of FOAM, as Sharina was and still is the oldest existing member of FOAM along with Warta Endor.

Thus, major FOAM decisions will have to be handled by me, and I can push through Koramerica's membership with emergency powers (to make things easier on everybody OOC'ly).
