On Febuary 12, 1970 Ministers from South Africa, Britain and Germany meet in Windhoek to discuss the reworking of the Treaty of Daresalaam. At the meeting, all three agree that the ToD has many good points, but bumps with Germany have caused it to fraction multiple times. Now however, with closer ties in the EEC and closer ties with South Africa due to immigration, the three nations have agreed to re-ratify the treaty.

However, and most importantly, all three have agreed to expand the signatures past the three of them. After the signing, all three agree to let other nations sign. Included in the invitation are members of the EEC, hoping that it can be a treaty to solidify the ties of Europe, as well as EEC allies. Thus:

EEC
Huron
New England
Dixie
Texas
EUC
Arab Federation
United Islamic Republic
Basra
Any member of the Commonwealth of Nations
Jerusalem
Syria
Kurdistan
Morocco
Algeria
Ethiopia
Congo
Iceland

are specifically invited to join. Other nations are informed that if they wish to further their ties with the EEC or CoN that they should apply for signatory status.

The Goal of the Treaty of Daresalaam is to provide a mutual protection for all signatories as well as to further the cause of World Peace. The Treaty of Daresalaam does not specify that other treaties are invalid, but hopes that all treaties might be treated as quests for peace and thus equal to the ToD. It also specifies that, like the EEC, no memeber is a lesser to any other member, and even members such as Liechtenstein are invited and welcomed, as long as their goals are paramount to the universal goal of World Peace and Brotherhood.

OOC: I guess post here if you accept?

The UIR has seen the error in its ways and wishes to join the EEC as soon as possible. With Indian (and possibly Chinese) funded rebels in our country, our nation needs all the support it can get. The current sitaution in Asia means we shall need all the help that can be sent. As a token of goodwill, the UIR has ordered any oil required by EEC nations be given to them (can you say 75 surplus oil?)

The Netherlands has decided to sign the Treaty of Daresalaam, since our allies Britain, Germany, and the other EEC and ESA countries have done so.

Nigeria would sign it, but does not wish to ally itslef with the likes of the UIR and publically wonders why the Indians have not been invited.

The Nigerians are reminded that the treaty is simply one that unites the varying alliances among the EEC, Commonwealth, and the rest of the world and this is simply one to bring about world peace. As neither the EEC nor the Commonwealth have any strong ties with India, there was no desire felt to invite India. Also, considering the harsh words spoken of our French brothers, we felt that India would not wish to ally with anyone for that matter, especially considering it has begun talks of a "neutral" alliance.

However, as it seems that Nigeria has no desire to repair the relations with the UIR, Germany, as well as the many other African members, wish Nigeria much luck as it strives to find strong allies.

Nigeria responds that they will not ally themselves with the UIR until the UIR has ceased it's aggressive acts against India and stopped their attempts at destabilizing a peaceful republic. In addition, Nigeria would like to remind Germany that Nigeria and India enjoy excellent relations.

However, in the spirit of good relations with the other signatories of the treaty, Nigeria will sign.

Germany is happy to know that Nigeria has changed its mind and hopes that in the bounds of this treaty that the problems between Nigeria and the UIR can be solved in a civilized manner.

The UIR wonders what Nigeria has to say about India supporting rebels twice as large in the United Islamic Republics, and creating heavy-handed police tactics to opress the rebels in India

Nigeria calmly responds that it has no knowledge of such funding and that even if it did, the rebels in Pakistan and Afghanistan actually have legitimate grievances against the oppressive UIR government.

The UIR gives all evidence it has concerning the matter (including Indian involvement). The UIR responds it has kept a free society, and their president is Pakistani, and no such grievances have been filed with the govt. The siutation is quite like the Siberian crisis, and the UIR admits its guilt.

It is indicated to Nigeria that the only proof of so-called "Aggressive Actions" they have is the word of the Indian government and inteligence, both have not been consistant over the last few years and filled with internal struggle due to fluctuations in the seat of power in India.

While what is happening in East Bengal is most unfortunate but all of us -including the UIR- recognise that it is purely an internal matter and would rather not make any further statements nor actions about that. However rumors of excessive brutality are worrying to say the least and might be brought up by concerned nations in the UN if proven to be true.

It is also further noted that the grievences of the rebels in the UIR should also be met with the same treatment; it is purely an internal matter and the Local UIR government shall choose how to deal with it as they please so long there are no violations to international laws.

As for not inviting India:

Chapter 9, The Bloody Bankruptcy of the West: 10 Quotations
The Western Path has been proven by the events of the Fourth World War to lead societies only to bankruptcy and ruin. The war was unnecessary, yet it started in the supposedly civilized West. The time of the West has passed and there is no longer any preeminent power.

and for the several muslim members:

Chapter 10, The Islamic Swamp of Culture and Ideas: 10 Quotations
The Islamic Religion and Ideology is an evil belief system that perverts Indian Culture and poisons societies throughout the world. Where ever Islam has appeared and taken root it has been followed by social and cultural decay, leading to weakness, misery, war, poverty, and foreign domination.

Should they moderate their views perhaps the first steps may be undertaken to establish stable relations with a stable nation.

The UIR endorses this, as it has already declared an oil embargo with the Arab federation.

More quietly, the UIR asks for any ToD military support that can be sent to come help the UIR against the well armed and trained rebels
