Constitutional Matriarchy of Reloria





The Constitutional Matriarchy of Reloria is large nation, having gained independence several years ago, and which has struggled to balance a capitalist free market with government intervention and extensive welfare programs ever since. Although a strong supporter of democracy and civil liberties, the new government has suffered problems from its own restructuring efforts and those left behind by the previous administration. Disputes between two large and distinct groups within the country, namely religious traditionalists and liberal secularists, has resulted in some difficulty in the decision making process.

Despite having been occupied by three separate foreign empires over a period of six hundred years, Reloria is considered to have one of the longest uninterrupted cultures in history, with a unique religion which has outlived much larger belief systems such as Christianity.

Most recently they have suffered an oil shortage crisis after the previous occupation force ceased all oil imports to the country. Prices are still relatively high and several markets have suffered as a result; rationing is in effect.

Economy Overview:
Reloria has a powerful economy which juggles the competing demands of free trade legislation, government intervention and substantial welfare programs. During its occupation the country was left to stagnate economically, as the occupying governess sought only to maintain the status quo rather than develop the large island any further. Since its independence, the government has made significant strides to modernise and revitalise the economy, and has largely succeeded. Agriculture has always been Reloria's primary export, as well as being a requirement to feed an enormous population, but it has since been significantly mechanised and now accounts for a much lower proportion of the labour force. Textiles are another major export, with Relorian designer clothing at all price ranges being highly desirable on both a domestic and international level. With the modernisation initiatives being pioneered by the government and corporations alike, the construction industry has also seen a resurgence of late. A small but rapidly growing industrial sector is struggling against strict government legislation to successfully produce automobiles and information technology equipment. Services continue to dominate the GDP, however, demonstrating that Reloria has an advanced economy. Personal wealth is about average in comparison to other first world countries, despite a cultural disbelief in accumulating property. Recently, Reloria has seen an extremely impressive jump in economical strength - gross domestic product has increased substantially, which is expected for any growing labour force. But alongside that, GDP per capita has increased by more than 30% since independence was achieved, unemployment has shrunk to only 2.6% and the currency strength has jumped to be worth significantly more than the NS dollar. All signs indicate that the economy is continuing to grow. Government officials, especially Jenn Halusina and Helleny Cook are keen to tout these impressive growths.

Military Overview:
The Relorian Ministry of Defence has three main components tasked with defending Reloria's people and borders - the Relorian Ground Defence Force, the Relorian Naval Defence Force, and the Relorian Airborne Defence Force. Given the Relorian government's neutrality laws the armed forces are built around defence, rather than offence, and although comparatively small they are highly funded and technologically advanced. At present, the armed forces are under review, with a view to modernisation and reorganisation.

Bio: A spiritual and compassionate woman, Zelella Rocca does in fact subscribe to a more 'traditional' outlook on society than her political policies suggest, including the issue of men in Reloria. She is a regular attendant of her local shrine, where she observes all of the traditions associated with Naalism, and she publicly celebrates all of the significant Naalist holidays religiously. According to one source, she has a small shrine in her office. Despite her spirituality, she is very much in favour of freedom of choice, claiming that these are personal issues that each person should decide upon for themselves. Naalism itself supports such a stance, which rejects evangelism by stating that people must find the Goddess on their own (which may go some way to explaining why the religion never left the island) - in this way, Zelella is thought to have stated that this stance actually makes her party more true to her faith than the Conservative Traditionalists, who believe in enforcing certain aspects of Naalism with legislation.

Zelella has been involved in politics since the young age of 12, when she joined her parents in peaceful protests. Some believe it is her long-term involvement in politics and her lifelong dedication to a free Reloria that has allowed her to be elected into such a lofty position at such a young age (that, and she's about as experienced in government issues as anybody in Reloria is, as the country has not had its own government for a long time). She was arrested at the age of 15 by the occupying imperial forces for being a prominent member of the 'Liberate Reloria NOW!' protest movement, and incarcerated for 12 months under the 'Treasonous Propaganda Act'. In spite of her busy political career, her older sister ensured that she received a high standard of education, sending her to university for two years using their parents' (rather limited) inheritance money.

Upon the initial withdrawal of the Empire sevaral years ago, Zelella was a key figure in establishing the temporary government and drawing up several key Relorian laws. She was a co-founder of the Relorian Social Democratic Party.

In her limited spare time, Zelella is a keen student of Relorian history, as well as being a fan of swimming. She often enters swimming tournaments, sponsoring major Relorian charity organisations, and often has some success. Despite her prominent position in Relorian politics, she somehow manages to maintain a private life that is actually private. For example, it is known for a fact that she is not presently joined with anyone, but it is not known whether or not she has a partner. Indeed, there was a period in the tabloids where this particular aspect of her personal life was analysed - some suggested that she had never taken a man, others suggested that she was in an ongoing and secret affair, whilst one outlandish theory even suggested that she was already joined to two different men in secret. The Matriarch herself has never commented on any of these rumours.

Zelella originally came from a family of farmers with modest assets and little income. Her parents neglected the farm in favour of political activism in the city, which she joined in on from the age of 12. Her parents were arrested by the occupying forces when she was 16, and she has not seen them since. Despite attempts to locate them or news of their fate since the withdrawal of the empire, no news has yet surfaced. She has a sister named Austisha, who is three years older than her. Austisha Rocca is the owner of the Relorian-based fashion design company 'Designs by Austisha' (more commonly known as simply 'DA'). As the eldest sister she inherited the family farm when they had not heard from their parents in over six months, according to Relorian cultural law. She sold this farm several years later and used the funds to found her company mere weeks after the empire's withdrawal, and it has already become a moderately successful line. Zelella also has an older brother, Sedin, who is four years older than her. Sedin Rocca became Sedin Beshan when he was joined to Ressima Bashan two years ago. Sedin Bashan is presently an unemployed, stay-at-home father, looking after his one year old son. Zelella's colleagues have mentioned that she spends a great deal of her private time visiting her nephew.

Bio: Jenn Pichi is an outspoken atheist, who believes in taking an objective view of everything and attempts to remove any trace of emotion from her work. She finds religion to be an acquainted concept, along with the gender inequalities that exist in Reloria, and is well known for promoting the separation of church and state. Despite her opinions regarding religion, however, she is known to be a close personal friend of Zelella Rocca, who herself is a highly spiritual woman. They both claim that they are living examples of 'religious tolerance in motion'.

Pichi was a co-founder of the Relorian Social Democratic Party two years ago, along with Zelella Rocca and several other key figures. During the occupation she worked on an official level as deputy leader of the Concerned Citizens society, gathering petitions and applying pressure on the occupation forces to improve overall conditions in Reloria. Ultimately, out of frustration at the society's inability to effect any measurable change, she joined the illegal 'Liberate Reloria NOW!' protest movement during its final year in operation, where she met Zelella Rocca and helped the movement achieve final victory.

In her position as Foreign Ministeress, Pichi is likely to be the first point of call for many international nations when dealing with Reloria, making her well-known in diplomatic circles.

Her private life is even more private than Zelella Rocca's, but she has hinted that she simply doesn't have one outside of reading.

Bio: Claudissa Luchello was originally the Sub-Matriarch, until the position was rendered defunct and she replaced Ms. Bella Luchini as Defence Ministeress late 2005. Although she has not indicated any strong stance regarding her religious beliefs, it is generally thought that she is an atheist due to a comment she once made at a formal dinner. Some believe that she may be agnostic, but it is certain that she is not a practising Naalist. Her view on gender equality is clearly slanted towards the female dominance side of things, though she views it as less than important for her particular role in government.

During the occupation she was lured into joining the Relorian Legion - the rather small force maintained by the occupying empire for emergency use - by various perks that were promised. She remained there for several months but left before completing basic training. Instead she joined the illegal 'Liberate Reloria NOW!' protest movement. She was one of seven women arrested for participating in one of the largest protests ever seen in Reloria in 2001, when she was charged with treason and sentenced to death. She managed to evade this sentence thanks to the legal skills of a fellow 'Liberate Reloria NOW!' member and was released, however. Luck not on her side, she was once again arrested in 2003 and charged with treason. Fortunately the Third Empire withdrew from Reloria before her sentence was carried out, and she was liberated from jail and helped form the RSDP.

Recently she has been campaigning in government for much-needed increases in defence spending. She reasons that the world is sufficiently violent and unpredictable that a powerful defensive force is paramount to securing the safety of Relorian citizens and the unique Relorian way of life which they all enjoy. For a while she was unable to secure additional defence spending, though she did manage to put an early end to several proposals to cut defence spending. However several months ago she was able to secure a significant defence spending increase, and the authorisation to re-organise several branches of the armed forces.

In her spare time Luchini practices archery, swimming and enjoys horse riding. Unlike Zelella Rocca and Jenn Pichi, Claudissa Luchello does not make any efforts to avoid the press, a policy which has caused her some manner of difficulty of late - she has frequently been photographed at and near various particularly 'eventful' parties, and is known as a person who indulges herself in a lot of ways that are better left private.

Bio: Born Jerold Keris, he was joined to Jenn Halusina at the age of 22. A family man, Jerold remained at home for the duration of the his life under the occupation to look after their two children, avoiding both illegal protest groups and official pressure groups.

In 2004 he joined Jenn Halusina in becoming a member of the Relorian Council, as Minister for Culture, Media and Sport - a token position awarded to him simply because of his gender and his mistress, in the eyes of some. Controversy surrounded his appointment, and much publicity was centred around him for the first few months of his service. During his service he has lead multiple campaigns attempting to change gender preconceptions in Reloria, with the support of Zelella Rocca. Despite this he is a strict Naalist. In his spare time he plays tennis and enjoys swimming.

Believes strongly in the gender roles taught to them by the Goddess, frequently citing the violent and disharmonious male-dominated world outside Relorian borders as the reason for these roles, and as such is a staunch opponent of the gender equality efforts being made by the government. Is a strong supporter of environmental protection, and often encourages the government to try to establish international environmental cooperation efforts. Is a proponent of increased church influence in matters of government.
Amazing feats: Is presently the longest-serving Grand High Priestess in Naalist history, having been ordained at the age of 29. This also makes her the youngest Grand High Priestess in Naalist history.
Awards/Honors/Distinctions: As a member of the Priesthood, she is not eligible for awards of any kind.
Bio: A highly spiritual person, Grand High Priestess Elisi II served in her present position even when the country was under foreign rule, and was no less vocal then than she is now. Her private life is virtually none-existent, as she spends nearly all of her time either praying, researching or making efforts to improve the Priesthood in general or the country at large.

She is one of the most outspoken public figures in Reloria on the subject of gender roles, and frequently makes compelling cases of re-asserting total female dominance and reversing several of the equality laws passed by the new government. She often cites the predominantly male-dominated world beyond Relorian borders as an example of the Goddess' reasoning behind this; while Reloria is a largely crime-free, respectful and peaceful place to live, with strong community values, a high quality of life and a clean environment, the male-dominated outside world is comparatively beset by war, crime, oppression and pollution, and although some countries have stronger economies they lack the same overall sense of 'wellbeing'. Many of her critics alert her to the subjective nature of such evidence, as well as pointing out male-dominated cultures where similar conditions prevail, both of which she refutes.

She is also a strong proponent for the integration of church and state, claiming that the compassion and wisdom of the Goddess could do wonders for politics. Although she personally favours the Conservative Traditionalist party, she is a close friend of Matriarch Zelella - too close, in the eyes of some. As Grand High Priestess, she often makes statements on behalf of the Priesthood to the world at large, often on matters which the Matriarch has already made a statement on. This can sometimes create confusion, but it must be remembered that the Naalist institution is a separate entity from the government (for the moment), and that their statements should not be confused for official Relorian foreign policy.

Outside of the political world she is regularly sighted visiting some of the Minor Shrines throughout Reloria to lend 'moral support', as she calls it, and is also the founder of two charities - the Relorian Cancer Research Foundation and the Society for the Prevention of Poverty.

Reloria is a very large island accompanied by a limited archipelago and an average-sized sister island called Perleria. Reloria itself is generally separated into two 'sections' along its narrowest point, with the north-eastern section having noticeably different, cooler conditions than the south-western section. The north-east section is renowned for having thick oak and pine forests, and is farmed extensively. The south-west section is dominated by grassland, and although moderately farmed it is more famous for having some of the only mineral deposits of value on the island.

The largest city, Mukasus, has a population of over 40 million people and is also the seat of power of the country. The second-largest city, Jealia Metropolis, has a population of 35 million and is a leading centre for commerce and industry and is very similar in design and in capabilities to Mukasus, often dubbed its twin. The city of Portland has a population of just 7 million, but it is more famous for its extensive system of commercial and civilian docking facilities, and is the most popular destination for in-bound ships. A military naval base also resides here. Weblos is the third-largest commercial centre in the country, has a population of 18 million, and is also one of the few cities to support a major industrial presence. The majority of the population of Reloria live on and near the coast, where most of the major cities reside. The rest live inland in rural areas.



[Mukasus city]

Mukasus City is an ancient city with a great deal of history, with its roots thought to date back to a number of united ancient villages thousands of years ago. Though most of its architecture now dates from the early 18th/19th centuries, some areas are distinctly modern, most notably the main business districts which were recently rebuilt from the ground up. With a total population of nearly 40 million women and men it is an enormous city, spread out over hundreds of thousands of square kilometres and containing many different districts and even whole towns.

It is an inland city, with only a small river passing through its Eastern-most region, and the best way to arrive there is by plane. Getting about in the city is surprisingly painless; a good, well-maintained road network with decent congestion control measures maintains a good flow of traffic, with direct routes to most important areas. The city centre is subjected to congestion charges for vehicles with less than three people aboard, however, to encourage car pooling and the use of other means of transportation. Mass transit systems are functional, clean and highly subsidised, with both overhead rail networks and underground subway systems providing fast and reliable transportation between many districts, with the remaining areas supplemented by a bus service. All of these are based on alternative energy sources, making them clean and quiet.

Not only is it considered the political and business capital of the country, but also the shopping capital, with major high street chains setting up their flagship stores on Market Street. Leading designers sell their premium brands here, and for added benefit all stores located on this street are charged only half of the standard VAT rate by the government, making it a good place to find bargains. Historically the hub of trade in the city for centuries, it has been renovated to include all the modern amenities to be expected whist still retaining its historical charm. Millions of people from all over the country visit Market Street regularly, and it is certainly a must-visit location in the city.

Merely a few miles away is the super-modern business district of Mukasus, where leading corporations, both domestic and foreign, establish their Relorian headquarters. As with all areas of the city, aesthetics are no small consideration. Whilst exploring the surprisingly peaceful area, with its numerous parks and free-flowing streams, visitors may not believe that billions of jehanos change hands here all the time.

Overlooking a particularly wealthy residential area of the city, and within eye-shot of the main business district of Mukasus, is the seat of political power for the entire nation. The Relorian Grand Palace, formerly the Imperial Governor's Palace (controlled by the Empire), and before that the Palace of Monarchs, is the home of the Relorian Council and the Common Assembly, as well as the home of the Matriarch. All of the decisions made by the national government occur here, with raging debates taking place within its luxurious chambers. Perched on top of a small hill and surrounded by flora the ancient Palace belies its surprising size. Presently closed to visitors, though this is expected to change in the near future.

Also close to the heart of the city, clearly visible as a dominating building beside the main highway that forms the spine of Mukasus, is the Grand Shrine of the Nameless Goddess. The Shrine to outshine them all, this incredible, beautiful building dedicated to the Goddess is the seat of power of the Nalist Priesthood. The Elder Priests spend their lives within the Grand Shrine, dedicated to the worship of the Goddess and the study of Nalist scriptures, only rarely emerging to ordain new High Priests, or to make announcements to followers of the faith. Although the Priesthood no longer commands any political power, they do command formidable respect and power with the people, which they rarely use.

The Grand Shrine is open to all who are open to the Goddess, though as with all shrines throughout the country, their beliefs and traditions must be respected by all who wish to visit.

Many miles south of the city centre, on the outskirts of the city, is one of the most unique areas of the country, with traditional Relorian architecture still alive and well. Primarily a residential area with many historical sites and park lands mixed in amongst the homes, South Mukasus is a must-see for any interested in history or culture. Though primarily a residential area, most visitors will find residents to be warm and helpful, eager to share stories of the history of the area with any who wish to hear them.

[Relorian Armed Forces]

The Relorian Armed Forces are comparatively small for a nation of its size, and unique in that it is organised in an entirely defensive manner. Although the government typically pours very little funding into the service, key government officials are pushing for funding increases to replace some of the ageing equipment and to retrain certain sections of the force.



[Relorian Ground Defence Force]

The Relorian Ground Defence Force is the last line of defence for the island, and consists of infantry forces, armoured divisions, infantry fighting vehicles, air defences and other ground-based forces. A disproportionate number of artillery vehicles exist, which are intended to be employed as emergency coastal defence mechanisms. The number of air defence vehicles are also disproportionately high, for similarly defensive reasons.

The GDF is presently undergoing a restructuring process.

[Structure]

- Command
Command is the highest level of the Ground Defence Force, responsible for overseeing the entire organisation. Command has its headquarters in Mukasus, along with a secondary operations centre at an undisclosed facility elsewhere in Reloria.

- Legion
A Relorian Legion is a large formation consisting of three or four Guards. This may consist of anywhere between fifty to seventy thousand personnel, with various equipment included.

- Guard
A Relorian Guard is a formation of two or three brigades, containing between fifteen thousand to twenty-five thousand personnel.

- Brigade
A Relorian Brigade is a formation of between roughly five thousand to eight thousand personnel.

Little emphasis is placed on rank in the GDF, or indeed in any of the branches of the Armed Forces. As part of the reshuffling of the forces it has even been suggested that instead of names and badges, simple rank numbers are introduced, though this has been widely rejected due to morale issues.

Reloria is a country located on a very large, solitary island (with a few smaller islands accompanying it) over a thousand miles away from any other landmasses. There is little to no ethnic diversity within Reloria, though Relorians are well known for being welcoming and tolerant people. Tourism is a small but growing industry, with the number of travellers frequenting the country growing each year.



Cities

Much of Reloria is rural, with roughly half the population living in small towns and villages all across the large landmass. With the exception of a handful of cities, most major urban areas are located on the coasts, a remnant from Reloria's historic foreign occupation. Notable cities include:

Mukasus -- the capital city of Reloria, a clean and modernised city
Jealia -- often dubbed the 'twin city' of Mukasus, Jealia is also located inland a few hundred kilometres from the capital, and is just as clean and modern
Daggjar -- a major coastal city renowned for its active nightlife
Covidia -- a beautiful coastal city particularly popular with tourists
Portland -- as its name suggests, Portland is home to a series of major international ports. You will likely end up here if you arrive by ferry
Helrisia -- yet another beautiful coastal city, well known for its old fashioned architecture and extensive historical attractions
Weblos -- a highly commercial city, with shopping facilities second only to Mukasus and Jealia



Understand

Climate

The South-Western portion of the peculiar, diagonal-hourglass shaped island enjoys warm Mediterranean weather all-year round. Mild winters and warm summers punctuate the general conditions of this part of the island, though rain can be disruptive during winter. The North-Eastern portion of the island is more temperate, with mild summers and cool winters, and the risk of rain looms all year round. Extreme weather is not considered a high risk at any time or place in Reloria.

Terrain

Reloria is a largely flat country. The coasts are framed with long, wide beaches and sand dunes, whilst the inland is generally flat grassland with rich oak forests further north. Care should be taken when rambling as some areas of farmland, especially in the North, lack fences or identifiable borders.

History

Early written historical records show that Reloria has been a female-dominated agricultural society for at least 7,000 years. Families were organised around dominant land-owning matriarchs, a tradition which ultimately lead to the establishment of the royal Matriarch some 3,000 years ago. The country was united under the banner of the Matriarchy at roughly the same time. The nation largely enjoyed peace and a period of technological stagnation for the next 2,400 years.

Over the last 600 years the nation has been dominated by three different, unidentified empires of foreign origin, which has brought various levels of oppression and violence to the nation. Very recently the nation was awarded independence as the Third Empire withdrew its claim to power peacefully, creating the Constitutional Matriarchy of Reloria. The new government, under the majority control of the Relorian Social Democrat Party, has been making great strides to reform all aspects of the country to create a clean, modern and free society.



Get In

Passports and Visas

Under the Relorian Neutrality Act, citizens of all nations are covered by the same entry procedure, with no favouritism or special conditions. Passports from all countries are recognised by Relorian border control, and no special visa or other such documentation is required for entry or exit. The Relorian government is known to strongly favour the implementation of biometric passports (Relorian citizens are already issued with such passports), though the lack of such a passport will not be a great disadvantage

By Plane

Mukasus International Airport is a very large facility that has recently been expanded and modernised to include all the expected amenities and services of an advanced 21st century airport. 75% of all international flights end up at Mukasus International, and it is home to nearly 90% of all departing flights. Many well-known airlines have recently flocked to the airport, and it now offers flights to most nations. Mukasus is home to the newly-established Relorian Luxury Airlines, which offers premium flights to and from the country.

Jealia National Air Hub is the second-largest airport in the country, though Jealia mostly deals with domestic flights. Few international airlines fly from here, though the airport does handle a few international flights.

Weblos Airport offers international flights, but mostly deals with commercial traffic.

By Boat

Roughly 30% of visitors to Reloria arrive by cruise ship, and nearly 70% of those arrive at the city of Portland with its impressive international shipping services. Many pleasure cruises and direct cruises will stop here, and the facilities within the harbours are extensive and impressive.



Get around

By Car

A car will get you to most places in Reloria, though it can be expensive. A recent oil crisis has pushed up fuel prices to well past $5/per litre, and cities are often subjected to congestion charges. Biofuel is subject to significant tax breaks, and is mostly cheaper than standard petrol or diesel. All cars are subject to road tax, which is quite expensive and based entirely on emissions. If renting, it is advised that you take a small, clean, economical vehicle, or rent one of the increasingly-popular hybrid models which receive tax breaks.

Congestion is not really a problem, as Relorians generally do not appreciate cars. Even before strict government legislation and taxation and the oil crisis, a surprisingly small number of Relorians even owned a vehicle. As a result, even inner-city roads are generally free flowing, and traffic is only a problem on Friday rush hours.

Inter-city road networks are well-developed, with 8 - 10 lane motorways being the order of the day. All roads within Reloria are toll-free, and all but the most rural roads are of a high quality, with smooth high-grip surfaces and well-marked lanes. Road signs are used sparingly (primarily due to aesthetic concerns), but they are used effectively. Although all road signs are written in Relorian, most of them use logical pictographs as well.

Speed limits in Reloria are quite strict and enforced ruthlessly by highway police and city wardens, and are measured in kilometres per hour. Motorway speed limits are 75kph. The national speed limit, which applies to most main roads, is 65kph. Residential and retail areas carry speed limits of 35kph, while other inner-city main roads are usually limited to 45kph. Bear in mind that some roads may carry unique speed limits for unique conditions (roads besides schools, roads undergoing construction work, etc), and will be signposted accordingly. Fines are high, and imprisonment is possible for excessive / repeated breaches.

Driving under the influence of alcohol and / or drugs is entirely illegal, with a strict limit of one unit. Random spot-checks are not unheard of, and jail time is almost certain for offenders. It is best to avoid drinking at all when driving, or simply take a taxi home.

Although most taxi companies are quite expensive, as they suffer the same fuel costs and taxation as all drivers, their drivers are generally friendly and well-versed in the local cartography, making them an excellent choice for inner-city travel, especially if you are lost! Mukasus taxis are recognisable due to their deep blue colour, the same shade of blue as the national flag.

Relorians are generally friendly and helpful, and Relorian drivers often subscribe to the principle of pool cars. However it should be noted that Relorians do not drive as much as foreign counterparts. So although hitchhikers should not have much trouble hitching a ride when they find someone going in their direction... it may be quite a while before they do actually find someone going in their direction.

By Train

All rail services within Reloria, including city-based subway and tram networks, are owned and operated by the state company Relorian Rail. The government has invested a considerable sum of money of late, investing in High-Speed Rail technologies, alternative fuels, and generally expanding the national tracks. Fees are subsidised, making the train one of the cheapest methods of transportation, especially across long distances. Thanks to the widespread use of maglev technologies, trains are typically very fast as well. Basically, you can get to anywhere from anywhere on a train.

By Bus

The state-owned Relorian Local Transit company is the main bus service. Using hydrogen-powered buses and maintaining a regular timetable, buses are generally a clean and cheap method of transportation, but they are mostly limited to local mass transit. Most Relorians themselves tend to use buses to quickly get to railway stations, which perhaps suggests their usefulness.

By Plane

Reloria has a fairly well-developed series of corporate domestic flights, though due to emissions laws they can become quite expensive if regularly used. The existence of high-speed maglev trains which provide near-total coverage of the country is a better and cheaper alternative.

By Boat

Given the fact that most major cities reside on the coast, there is a fairly large network of inter-city ferries. This can be quite expensive and takes longer than both cars and trains, but there is no better or more entertaining way to see the beautiful Relorian coastline.



Talk

The national language of Reloria is Relorian, and is the first language of almost everybody. There are some regional accents, but the general content of the language is largely universal. The Relorian language has an exotic accent and some fairly precise pronunciations, which can be difficult to replicate -- foreigners attempting to speak Relorian with the wrong accent may be difficult for Relorians to understand.

English has been taught in Relorian schools as standard for the last 30 years however, and most Relorians who are capable of speaking it will do so to make visitors feel more comfortable (only if the visitors themselves speak it, of course). They will be impressed if you can throw in a few Relorian phrases of your own, however. Relorians generally speak English with an exotic, strong accent similar in many ways to French and Spanish accents which can be difficult to understand at times. However, in cities where they are more practised in speaking English, this is not so much of a problem. Relorians in more rural areas may not be comfortable speaking English, usually due to a lack of practice. Additionally, some older Relorian citizens may not have received any education in English at all.

Manners and general politeness are expected within Relorian society. Strangers may greet you frequently, and may be more informal with you than you may be used to. It isn't unheard of for a friendly hug to be used as a greeting, though they will take care to avoid such contact if you make them aware that it makes you uncomfortable. When entering an establishment such as a restaurant or a bar the patrons may all greet you as though you are a regular visitor, and it is best to greet everybody in return. Shouting, unless speaking over a loud noise of some kind, is considered rude. Due to the unusual nature of Relorian societies there are some unwritten rules regarding communication between men and women (see 'Respect' for more details), and a breach of these unwritten rules can be considered highly offensive. Basically, men can expect a general reversal of gender roles, and it is best to avoid being too informal with women even if they do not return the gesture.



See

The capital city, Mukasus, is certainly the must-see location. Market Street is the principle shopping district of the country, with tourists and natives flocking from miles around to visit the classy and cultured high street. The Relorian Grand Palace, previously the Imperial Governor's Palace, is a magnificent monument and the Relorian seat of power, and daily tours are held there for visitors.

And by far the most impressive sight in the entire country is the Nalist Grand Shrine of the Nameless Goddess, an elegant, brightly-coloured building which is visible from miles around. There are harsh entry restrictions for male visitors, though female visitors are permitted entry to the main public areas of the Shrine provided they observe some potentially uncomfortable traditions.

Do

Coastal visitors can enjoy sunbathing on the golden beaches that frame the island. There are a multitude of coastal attractions as well such as fairgrounds and boating activities. Given the warm climate of the South West in particular diving is a popular activity, with some exotic aquatic life on offer for those curious enough to don a snorkel.

Reloria is also home to a large amount of domestic history, with many artefacts, museums, landmarks and historic buildings on offer. The two most popular such buildings are the Relorian Grand Palace and the Grand Shrine of the Nameless Goddess, both in Mukasus City, and the Mukasus Natural History Museum and the Jealia National History Museum also prove popular. Most cities have a rich and well-documented history, however, and tourist information centres will provide details on the area you are visiting.

Shopping is another great activity, with designer clothing and interior decoration being two of the great industries of Reloria. Market Street in Mukasus is the best place to go, though Jealia and Covidia also have high-class shopping facilities.

Relorians are also fans of high-class bars, eating out and an assortment of nightlife activities. Most cities have a rich and vibrant nightlife.



Buy

The jehano is the national currency of Reloria, which is a metric currency and available on the foreign exchange. One hundred pecintos are equivalent to one jehano. The exchange rate of the jehano fluctuates due to a growing economy, but it is generally half the value of the NS Dollar. It has paper denominations of J-500, J-250, J-100, J-50, J-20, J-15 and J-10. It has coin denominations of J-5, J-1, J-0.75, J-0.50, J-0.25, J-0.20, J-0.10, J-0.05, and J-0.01. Some high-street stores will accept NS Dollars, however stores most will refuse foreign currencies or attach an unfavourable fee.

Most major credit and debit cards are accepted by stores within cities, as well as a few cheques from various international banks. The Relorian National Sovereign Bank allows ATM withdrawals from a great many of these banks at no extra charge, and some international banks have begun establishing branches in most major cites. Merchants outside of cities, however, will only take cash.

Another form of currency which is fairly new is the electronic cashcard. These small cards, half the size of a normal credit card, can be topped up regularly at your bank and used to pay for minor services at no extra cost. Stores are particularly eager to accept these cards because they are easier and cheaper to process than hard cash or credit/debit cards.



Eat

Cuisine in Reloria is generally quite good and they enjoy their food. It should be noted that the vast majority of Relorians are vegetarians, so finding a restaurant that serves meat will be tricky, though you can find them if you look hard enough (especially in tourist areas). Dairy products and bread are also quite popular, with cheese and various types of fresh white bread and pastry being served at most restaurants.

Relorians typically only have two meals a day, breakfast and a meal mid-way between lunch and dinner called 'lepichino', usually at around 3 to 4pm. Sandwiches between these two meals are common however. Lepichino typically involves a four-course meal; a starter, two 'main' meals and a dessert. Fast-food does not really exist in Reloria, with most restaurants being fairly classy, and a few sandwich bars dotted around elsewhere. Even though restaurants look quite expensive for the most part, especially those in coastal cities, prices are usually fairly low thanks to large-scale domestic agriculture and high demand.



Drink

Wine is a cultural drink, with Relorians almost entirely drinking domestic brands. White wine is quite popular, and unusually sweet. Unique local alcohol cocktails are also served at most bars, which are generally in the 20 - 40% volume range and with a variety of tastes. Wine is an all-occasion drink, and even the most upmarket brands are quite inexpensive. Ale, beer and the like are fairly unpopular.

Bars are quite popular especially on the coasts, and you shouldn't have trouble finding one. During the day bars will often serve sandwiches, and at nights they transform into veritable parties, often with music and elegant lighting.

The legal age for alcohol purchase is 15, though it is legal to drink at any age if under the supervision of a legal guardian.



Sleep

Hotels are the order of the day. Tourists will find a wide range of options ranging from small two-star rooms, to enormous six-star luxury suites. Prices on the coast are quite high, though they become more competitive the further inland you get. The exception is Mukasus City, where hotels are unusually expensive comparatively speaking.



Learn

The Relorian Government has recently improved schools and colleges, as they had suffered from extensive under funding and propaganda under the foreign occupation. The first set of examination results from school leavers since the present government came to power have shown dramatic improvements of late, and although there is still much to do it is expected that Relorian schools will be amongst the best in the world within the next ten years.

Relorian Universities however have always been respected institutions, and are often responsible for many advances, especially in the areas of medicine and electronics. Entry for foreign students is quite strict, however, as the institutions are largely government-funded and some degree of controversy exists over allowing foreign students to take advantage of them.

At present, a mere 3,500 foreign students are estimated to be in Reloria, and that includes those attending high schools and colleges.



Work

Reloria is unfortunately beset with unemployment troubles. It is difficult to gain a working visa, and companies are finding the employee market saturated as it is and rarely see a need to recruit from overseas.



Stay Safe

Despite its high unemployment, Reloria is a largely-crime free country, and a common joke within the Relorian Civil Security Force is that "crime is an occasional diversion from our paperwork". Some high-ranking Civil Security agents have often been quoted from press conferences as remarking, "what is this 'crime' you speak of?". This lack of a criminal element is more to do with cultural traditions and spirituality than anything the government has achieved, though theft is kept at a minimum thanks to a well-funded social security net.

The majority of crime comes from tourists, ironically, and usually takes the form of pick-pocketing and the occasional drunken brawl at holiday resorts. General common-sense is sufficient to avoid being a victim of crime.



Stay Healthy

The Relorian Health Service is a nationally-funded organisation which has developed quite a reputation over recent months as being clean and efficient, with fairly low fatality rates, an excess of doctors and beds, and fairly low waiting times. Although Relorian citizens can obtain any treatment free-of-charge, visitors will be charged for any treatment they receive if they lack valid travel insurance.



Respect

Relorian people are generally friendly and polite, and although they have some unusual cultural traditions which may not be entirely comfortable for all visitors, they are generally informal. Nalism, the religion to which more than 85% of the population subscribe to, encourages them to think of complete strangers as friends or even family, which can lead to unusually intimate greetings from complete strangers. Friendly hugs are not an uncommon form of greeting, and women are known to kiss the hand and forehead of men as a more 'formal' greeting. It is at this point that social convention in Reloria can become somewhat confusing, however.

Women are the dominant gender in Reloria, due to religious beliefs and cultural traditions dating back thousands of years. For this reason, there are many things which women can do without causing offence, but men should avoid. For example, a woman can greet men and women with a hug or a kiss on the hand. Men should not attempt to greet women in this fashion under any circumstances, however. Typically, men greet women with a simple bow of the head. In rural areas, where traditions are followed to much stricter degrees, men should even avoid eye contact with women until told otherwise. Men typically greet other men with a friendly hug, or a clasp of the hands -- not a handshake.

Additionally, men should refrain from attempting to initiate any sort of romantic relationship with women, which can be seem as offensive to many, though this is a social convention which is slowly disappearing. A man commenting on the appearance of women, whether it is complimentary or otherwise, is considered to be quite an insult, though the reverse is acceptable. Women can refer to men and women by their first-name in public regardless of how well they know each other, though men should avoid returning the gesture, and should use proper titles.

Public nudity is not something which is a great taboo nor is it illegal in any way, though for women it is typically reserved for attending Nalist Shrines where it is compulsory. Nudity mostly occurs on beaches, amongst swimmers and sunbathers. Foreigners should prepare for a much more relaxed attitude towards this sort of activity. It should be noted that most Relorians are tolerant of differing sexualities, and polygamy is not uncommon, so one should try and avoid negative comments about either of these subjects.

Public displays of affection are also fairly acceptable, though obviously intercourse should be kept private (mostly due to spiritual reasons rather than any sense of distaste however). Unlike many religions Nalism considers sex to be a gift from the Goddess rather than a sin of some kind, so despite the fact that you shouldn't really do it in public, attitudes towards sex are quite relaxed. Though as has been mentioned, it should be women who ultimately suggest (or, as they put it, 'allow') that such activity takes place.

When dining the more conventional rules of etiquette apply -- do not put your elbows on the table, always use cutlery, do not speak with your mouth full, etc. If you are dining at the same table as a Relorian, it is customary to recite a short prayer to their Goddess before eating, though the small number of atheist Relorians do not observe this tradition for obvious reasons. It is unusual for a man to recite such a prayer unless a woman is not present. It is also customary not to start eating until all present have received their food, nor should one leave the table until all present have finished eating. Typically you can signal that you have finished your meal by placing your cutlery together across the centre of the plate. It is not considered offensive to leave food on your plate. If you do not want something, don't offer it to somebody else.

Shouting, swearing and slang are considered fairly offensive, and speaking ill of the Goddess is considered to be extreme, even amongst the atheist population (for cultural reasons, more than anything). Insults and lewd behaviour are not tolerated -- Relorians will not reciprocate, they will simply give you the cold shoulder. Punctuality is fairly important, so avoid being late for any appointments, be they commercial or personal, for fear of insulting people.

The emergency services can be reached by dialling 0000. The Civil Security Force can be directly reached by dialling 0002. The Emergency Healthcare line (i.e. ambulance service) can be reached by dialling 0001. The fire service can be reached by dialling 0003. The coastguard can be reached by dialling 0004. Highway Recovery services can be reached by dialling 0005. In major cities and on inter-city highways there are emergency telephones which can only be used to call local emergency services directly (bypassing the national call centre), at no extra charge.

Payphones exist in most major cities, though they are dwindling in number as the majority of people have mobile telephones. Most payphones take coins, however some new services will only accept cashcards.

Most major cities and surrounding areas, and major main roads and highways, have mobile telephone coverage. Some rural areas do not have coverage, but several satellite telephone companies operate in Reloria and these will work all over the country -- and you can rent the handsets at a fairly low cost. Next-generation mobile networks (e.g. 3G) are already established in most major cities.

Landline telephones are still the most popular form of communication. 99% of households have them, and most hotels will provide a landline telephone in each room. The dialling code for Reloria is 38175.

Internet access is still being expanded. Most major cities have total broadband coverage, though some still have large gaps. Many hotels provide broadband internet, or at least allow for dial-up internet access. Some modern bars and sandwich bars have wireless networks for a small fee. Public libraries will generally have broadband-enabled PCs, though they will usually have a time limit and a fee. The same satellite companies that provide mobile telephones to rural areas are beginning to provide satellite broadband access to those areas without coverage, though take-up is slow. At present it is estimated that 35% of Relorians use the internet regularly, and 34% of those have broadband access.

There are several Relorian postal services, with the main one being the state-owned Relorian Mail. Relorian Mail is generally reliable and cheap, and also much easier to use as they are the only service to use stamps and mailboxes -- other services require you to go to their branch and pay on the spot.
