DEMOCRATIC SOVIET REPUBLIC OF KAHANISTAN

The Government of Kahanistan wishes to keep track of the ambassadors and diplomatic personnel in its country. We therefore request that all nations who have diplomatic representation in Kahanistan register with the Ministry of Foreign Affairs using Form MFA-61, "Registration of Existing Diplomatic Representation", and nations who do not have diplomatic representation and desire it file Form MFA-64.

Copies of these forms will accompany this document.

Unlike many countries, Kahanistan does not restrict the kinds of arms that a nation may bring. However, due to space constraints, the embassies will be limited to one quarter of one square kilometer, but may be built as high as its respective government desires.

Owing to the deeply complicated nature of the Soviet democracy, the above three items are likely to be subject to an infuriating frequency of change. In fact it is true that the Commonwealth Professional Civil Service shall, if allowed, dispatch a team of elected consuls, who will be frequently recalled and replaced. Further, the base-unit of Geletian society is community rather than family, and the consular team would live communally, family members remaining in the Commonwealth. Commonwealthers do not think it proper to address individuals specifically while dealing officially with society at large, so no one comrade would be identified as ambassador.
However, something in the order of two dozen total personnel is likely at any one given time.

Number of Security Personnel: Likely none.
Note: several consuls and staff are bound to be trained Militia Auxiliaries, as 40% of the Soviet population is officially enrolled in the Commonwealth Militia Auxiliary.
Number and Types of Weapons: Swords are likely to be worn by some staff, as is quite ordinary in Geletia, and sufficient small-arms for use by all staff will be maintained in an armoury. These would likely include pistols and personal-defence-weapons [submachine-guns].
Number and Types of Vehicles: If possible, the Soviets should like to provision their embassy with the means to support electric cars (perhaps half a dozen), incorporating solar generators on the site and the facility to charge and maintain these Soviet vehicles.
Number and Types of Aircraft: Two Dhruv light multi-role helicopters
Other Embassy Defenses: A proposal exists for the incorporation into the embassy of a Kolokol-BG defence system. This is a chemical weapon, classed as an incapacitating agent, which renders victims unconscious in under three seconds (usually substantially less), and would be deployed by embassy staff on guard duty through a network of pipes covering all areas of the compound. This would of course be top secret, and used to disable terrorists or other attackers. Recognised as potentially controversial, the system's incorporation is not essential to the creation of a Soviet embassy in the DSRK.

The DSRK has approved most of the applications.

We are concerned with Raven Corps, which until recently was allied with the Kraven Corporation. We find it odd that it would wish to ally with a socialist state. If they wish to discuss our deferral of approval, they should contact the Ministry of Foreign Affairs.
