Somewhere south of inhospitable tundra known as Siberia and north of the Tropic of Cancer, in that part of the world we call the Orient, a slumbering giant has shaken itself to wakefulness. Passed over in most histories as a nation forgotten by time, its close-packed millions in the short span of five years have been stirred to a fury by one man, Heng Ming, a benevolent despot in his homeland. Heng Ming stands as an irresponsible threat to peace in the eyes of the rest of the world.

Confucianism: "Lead the people with administrative injunctions and put them in their place with penal law, and they will avoid punishments but will be without a sense of shame. Lead them with excellence and put them in their place through roles and ritual practices, and in addition to developing a sense of shame, they will order themselves harmoniously." (Analects II, 3)
The above explains an essential difference between legalism and ritualism and points to a key difference between Western and Eastern societies. Confucius argues that under law, external authorities administer punishments after illegal actions, so people generally behave well without understanding reasons why they should; whereas with ritual, patterns of behaviour are internalised and exert their influence before actions are taken, so people behave properly because they fear shame and want to avoid losing face.
Legalism: Law or principle. The law code must be clearly written and made public. All people under the ruler were equal before the law. Laws should reward those who obey them and punish accordingly those who dare to break them. Thus it is guaranteed that actions taken are systemically predictable. In addition, the system of law ran the state, not the ruler. If the law is successfully enforced, even a weak ruler will be strong.
Primarily members of the ruling class, the Legalists emphasized that the king as head of state was endowed with the "mystery of authority” (shih), and as such his decisions must always command the respect and obedience of the people. The king’s very figure brought legitimacy. In emphasizing the power of kingship, Legalists such as Shen Dao (ca. 350-275 BC) and Shen Buhai sought to devalue the importance of the charismatic ruler. Thus, subjects were compelled to obey even the most vile, ruthless, and/or incompetent rulers. Skillful rulers hid their true intentions and feigned nonchalance. To ensure that all of his words were revered, the wise ruler kept a low profile. Thus, theoretically, by cloaking both his desires and his will, the Legalist king checked sycophancy and forced his underlings to heed his dictates. While Shang Yang (the Prime Minister of Duke Xiao of Qin) would allow rulers to listen to musical instruments rather than focus on foreign policy, Han Feizi (the Legalist scholar most admired by the First Qin Emperor, Qin Shihuangdi) demanded even more of the wise ruler. A good leader, by Han Feizi's standards, must not only accept the advice of loyal ministers when shown.
Several supporting proponents of the new system:
Shi: legitimacy, power or charisma. It is the position of the ruler, not the ruler himself, that holds the power. Therefore, analysis of the trend, the context and the facts are essential for a real ruler.
Shu: method, tactic or art. Special tactics and "secrets" are to be employed by the ruler to make sure others don't take over control of the state. Especially important is that no one can fathom the ruler's motivations, and thus no one can know which behaviour might help them getting ahead; except for following the fa or laws.
Meritocracy: A system of government based on rule by ability (merit) rather than by wealth or other determinants of social position. "In teaching, there should be no distinction of classes." (Analects XV, 39)

Background on President Heng Ming and the Confucianism Party:
President Heng Ming has an anti-Western stance and fanatically supports Confucianism and Legalism as a means of a more efficient and stronger China. Heng Ming lost family in the US nuclear strikes of 1964, which alienated him from the West. A lot of Chinese developed more anti-Western stances after nearly 400 million Chinese lost their families, friends, children, and loved ones in the nuclear holocaust instigated by the US. Nearly 200 million Chinese died in the nuclear attack and its aftermath, which does not endear the West to the 400 million survivors. This allowed the Confucianism Party to sweep out the former Nationalist leadership led by the late Chiang Kai Shek, who died in the ensuing nuclear holocaust owing to his body's aged condition and weakened vitality.
President Heng Ming himself as well as several million Chinese families suffered injustices and victims of barbaric actions by the Central Asian nations (CAR) from the 1930's, especially Kashgaria and the Central Asian Republics under Soviet Union control and administration. In addition, the actions and withdrawal of aid by the CAR and Kashgaria during the 1964 holocaust also did not endear themselves to China, which the new state-run propganda and media exploits (whether the facts themselves are true or not are suppressed by the media).
President Heng Ming and his Confucianism Party promises a lot of progress, strengthening, development, and solidarity of China. To this effect, Confucianism and Legalism are declared national policy, and steps are being taken to implement the necessary adapations to the new system. The move is supported by the Chinese populace who seek a more active China and a China that is not just strong militarily, but strong in spirit and domestically.

The UIP welcomes the new CHinese government, and wonders if the Light Division kept in CHina during it's needed days allow for it to be returned home.
As an apology to the nation of CHina for the UIP selling it's surplus food instead of giving it, the explanation that it was needed to feed refugees as well as keep the nation from collapse is given. As an apology, the UIP is willing to give it's food surplus for the next 3 years to China.

The Philippines offers to speak on Australia's behalf and can vouch that any problems with CHinese immigrants was due to ignorance of culture rather than anything sinister and points out several attempts on Australia to alleviate the matter.
The release of evidence of Kashgarian atrocities aganist Chinese refugees is being published and broadcast non-stop throughout the entire Chinese media system. Newspapers, television newcasts, and radio all describe the atrocities, and even include some graphic pictures showing mauled Chinese refugees of varying ages and of both genders.
The pictures show Chinese girls with torn clothes and bleeding wounds being attended by Kashgarian doctors with indifferent expressions, Chinese children hung upside down from trees with laughing Kashgarians in the background, mobs of Kashgarians chasing Chinese refugees who had mere moments earlier were begging for food or directions to the nearest refugee shelter, Chinese refugees in apparent labor gangs with chains locked on their wrists and ankles being whipped by Kashgarians, mass graves of Chinese refugees, and so forth.
Public outcry is enormous, as people demand justice for these terrible atrocities committed by a province that was once controlled by China. Some of them comment on similiar atrocities committed by Kashgaria and Mongolia in the 1930's. Some demand outright action and punishment aganist Kashgaria by re-annexation, while others call for the execution of all Kashgarians, and yet others demand the imprisonment of the Kashgarians responible for such atrocities. Rumblings occur regarding Mongolia's similiar treatment in the 1930's, amid rumors of a possible third Mongolian secession.
The ultra-nationalist Chinese leadership begins covert operations within Mongolia, quietly shifting native Mongolians into China proper, but the final location of the Mongolians have yet to be known. The deported Mongolians are few in number so not to attract any undue attention, but is expected to increase. Entire villages in remote areas of Mongolia are slated to be emptied first, then the urban areas last. The Mongolians being deported are to be quietly replaced by ultra-loyal Chinese nationalists, chosen through a careful selection process and "loyalty tests".
Similiar plans are drawn up for Tibet to be implemented the instant China reasserts control over Tibet.
The Japanese ambassador quietly approaches the Chinese government in an attempt to learn the cause behind China's massive military build up and is also worried about the Chinese Naval Plans.

German News Agencies, working alongside Amnesty International fail to find anything remotely like what Chinese are describing and see only help and kindness coming from the Kashgarians.
Germany condemns this blatant propaganda piece and its lies that attempt to subvert the Chinese people.
China quietly responds to Japan.
"China seeks to re-annex Kashgaria and only that. We do not intend to attack the UIR directly, nor do anything else but reabsorb our old territory in Kashgaria.
As for the Naval buildup, we are only building 3 Heavy Carriers at this moment, mainly to protect Taiwan, Hainan Dao, and Chinese interests in the Spratly Islands (the resources China gets from there).
You may also note that China is not building anything navally other than the carriers and missile patrol boats."

Though it might ease tensions if China would agree to taking a Northern defense of the Spratley interests. Though we believe us capable of protecting the islands at this time.

Actually, this was a secret message to Japan- Japan hasn't released the message it sent to China elsewhere, so it stands to reason both nations are engaged in private talks not known publically.
The Chinese fascist government secretly begins planning for a post-Kashgaria scenario. An idea begins to emerge, which the fascists begin to seriously consider, and a paper outlining the goals is set down in several points.
1. After Kashgaria is conquered, the Chinese economy is to fund a massive reconstruction effort and move Chinese people from the irradiated zones within China to livable space within Kashgaria.
2. A Neo-Great Wall is to be constructed along the entire Chinese border with Russia, UIR, India, Bhutan, and Nepal and no Chinese expansion is to occur beyond the boundary of the Neo-Great Wall.
3. China withdraws almost entirely from world politics and world affairs.
4. China focuses 100% of its energy on domestic affairs, technological development, and attempts at self-sufficiency.
5. There remains no viable options for further Chinese expansion beyond its former province of Kashgaria, given that attack upon Russia, UIR, and other targets are untenable and not possible given the "New World Order" emerging in Europe.

The state-sponsored media throughout China loudly and exuberantly declare victory in Kashgaria and Tibet, in addition to the first real victory China has had in what seems like an eternity. Parades are held throughout China as excited Chinese people cheer on the troops who were declared national heroes for their actions in avenging the Kashgarian atrocities committed aganist the Chinese people. The general mood in China is one of celebration and a much needed upswing in morale after suffering greatly in 1964 - 1969.
The Chinese legislature chooses uniamoniusly to declare President Heng Ming as President-For-Life, owing to his manuevering and politicking to bring about the fall of rebellious Tibet and the despicable Kashgarians. This move brought cheers and voices of approval by the Chinese people, given that Heng Ming brought a much needed victory as well as his leadership skills to make the victory happen.

This secret operation is intended to eliminate any potential future secessionist movement within these nations so the secessions of the 1930's and 1960's are not repeated ever again. Painstaking care is taken to ensure that these operations remain inconspicous, un-noticed, and quietly as possible.
