((OOC: My nation is a direct democracy that uses cybernetic implants to poll all the people on what should happen. If an immediate decision is required or if classified material has a bearing the senate is called into session. These senators are often rather rich and influential, and sometimes have rather seedy connections. If you have a reason to be spying on us I suppose you can claim knowledge of this, otherwise you'd almost certainly be in the dark about it.))

Walter scratched the scruffy growth that was fast becoming a full fledged beard. He'd been going through the program line-by-line for several days looking for bugs or anything that could be shaved off and make the program smaller. 3 gigs. That's what the entire program came down to when uncompressed. Certainly the implants could hold that but it'd be blatantly obvious to anyone who even glanced at the code that something was off. He blinked and slumped in the uncomfortable chair, there was no way their budget would be renewed if they didn't show some progress by the end of the month. And at the rate... He froze in place. Maybe... yes... YES! If he could use the implant's interface to create a permanent memory it'd be virtually undetectable!

He guzzled the cold coffee that was sitting by the workstation and began typing like a madman. This was the answer! He was sure of it! He could practically taste that promotion now!

Senator Frank Anders straightened his tie and looked over himself in the mirror once more. He had been chosen to break the news of the “Security patch” to the people. Of course, he knew it’s true purpose was to fix the polls and give the power to the security council, but the average Joe on the street needed to be kept in the dark. He walked out to the podium and put on the kind, gentle persona all but a few knew him as.

“My fellow Shepmagans,

Many among you have expressed concern at the size of this patch, that it’s a little large for your tastes. I assure you there is a good reason for this. New encryption codes to keep you safe, new virus protection to eliminate malicious programs, and a code addendum to update the interface software. Some of you have brought forth the concern of crashes when the new interface is installed, hence the reason we decided to implement this change at 3 AM SST. Our scientists tell us that for the smoothest transition possible, a person’s brain should be in delta sleep or deep sleep, so the installation will hold until that state is achieved. If everything goes well you’ll all be state of the art by tomorrow morning. I’ll now take any questions.”

A blonde reporter from “T! INC.” raised her hand. “Yes, you miss.” “Mr. senator, hasn’t most of the concern been over the lack of third party review of the code? And having the code withheld from the public?” She sat back down. “It’s a simple security precaution, if we were to release the code, vandals would crack it in just a few weeks! You could have a virus that takes advantage of the program in ways we never thought of! Frankly, the only people who are complaining about this are hackers and conspiracy nuts. Now if there are any more questions my aide will be happy to answer.” He gave an academy award winning smile and exited the room, deadpanning almost as soon as he was out of sight.

IC: Mr. Kallak frowned. He hated being hurried. But if they were going to update their citizen's firewalls, he had to move now.

A simple command was sent, the sleeper code embedded in the firewalls he had given them. That should be sufficent to place them under his command.

He was only targeting one city so far, and he sent a rapid series of commands, primarily targeting police officers, and telling them to lock down all traffic in and out of the city. Then he sent a command to the rest of the cities adult population, ordering them to transfer the sum total of all their bank accounts into a number of different accounts scattered through the world.

He repeated the process in the next city, and then brought up the sensory feeds from a number of police officers in each city and waited.

A impulse simultaneously affected the police officers. They stopped mid sentence, in more then one case mid chase. Large uncoordinated groups headed for the nearest exit of the cities, but that wasn't the worst part. The adults in that city simultaneously sent their money to one account, flooding that part of the net. An emergency flood precaution kicked in and these areas of the network were cut off from the rest of the civilian population. The nation collectively skipped a beat, it was as if a "static" they had never noticed was there suddenly quieted. Most of the people went on with their day after a few moments, but there was an unspoken feeling of foreboding between them.

In the city of Arkham, officials were in chaos. A network flood, every single person in the city broadcasting a message within nanoseconds. The odds were practically impossible! What's worse, the police officers weren't responding to anything. There had been some theories about a collective sub-conscious forming between the people but that would of been a slow progression. This was just creepy. People in the streets were confused and scared, all the government models had predicted that a measure cutting off any more then 20% of the nation's population would result in rioting through the entire country. For all these officials knew, that was a real possibility.

In the capital of Prinbrow, the security council (senate) was called for an emergency meeting.

The next step in Mr. Kallak's plan was to throw the nation into even further chaos. To this end, he picked the three largest prisons and ordered the guards to release all of the prisoners. Next, he ordered the workers at the nation's largest telecommunications center to sabotage their own equipment.

OOC: Well at the moment he's transferred the money and sent the country in chaos. The latter was mostly just to cover his tracks. There's not much more Kallak's interested in doing here. So if you want to storm one of the cities, I'll RP the zombie dudes trying to stop you but besides that...

Central command was in a panic. Two cities had simply descended into chaos. The military poured over the logs of the last messages sent before the transactions had occurred. A small file from beyond the borders, strange. It looked too small to be a virus, and no one could think of what else could be responsible. Emergency quarantine was the only option. The nation physically cut all connections to the rest of the word. Satellite dishes were misaligned, fiber optics were separated, even the outdated phone lines were severed. In all, only three isolation chambers in the entire country were still connected to the outside world. Surrounded by a faraday cage, they were cut off from the rest of the country, the crew was given orders before the doors were shut. 1 was to attempt to track the transmission that seemed to start it all back to where ever it had come from. 1 was to contact the armed forces and inform them of the situation, and the last was to send a desperate plea for help to the nations of the world.

What we believe is a malicious program has affected several cities within the confederacy. All government transmissions not coming from this facility are to be considered null and void until we have resolved this situation. Our minister of foreign affairs will be operating from this bunker for the time being. He has been given full autonomy to deal with countries. You are to treat him as you would any representitive of our country.

The senate was quickly rounded up and sent to the specially built bunker that had been built inside the caves that stretched for miles underneath the main island's mountain range. It was originally designed to be an evacuation point for the entire capital city, but the cost was prohibitive and that project had been delayed.

"What's the situation thus far?" Senator Anders asked the rather plump looking general before him. "Well only two cities and two... no make that three mental institutions have been affected so far. The police aren't even trying to keep the peace, it's safe to assume they've been affected to." "How widespread is the rioting?" Laura Caine interrupted. "Well that's the strange thing, so far only a few blocks have been rioting and none of them in the effected cities." "How much military force would it take to overwhelm the cities?" "Ma'am?" "You heard me." "Yes ma'am, we estimate that 10,000 soldiers per city would be enough, but there's no telling the collateral..." She interrupted him. "Then I propose we do it." "An invasion of our own territory? Are you mad?" One of the left-wing senators stood up, clearly offended by the thought. "It may be the only way. I propose a vote. Those in favor?" 16 hands went up. "Those opposed?" 3 hands. "And one abstaining." She nodded to the abstaining senator. "Very well. General, you have 48 hours to get those cities back." "Yes ma'am." And with that, he bowed and left the room. Already going through the tactics in his mind.

((OOC: Oh your going to LOVE this. 60% of the civilian population owns and is qualified to shoot an AK-47. (They get a tax break for owning one.) Handguns are legal, but don't offer the tax break so not many own them. Every police officer has a revolver and 4 reloads. The police armory has a few sniper rifles. And there is a national guard armory with AK-74s, 107s, and RPGs and grenades toward the south of the city. But the national guardsmen have the same safety precautions as the military, so unless you want to throw a few thousand cyber-zombies away trying to take an armed building just ignore that.))

Mr. Kallak sighed. Even with his impressive intelligence, far above the human norm, he could not personally manage the defense of both cities. So, he ordered the cyberzombies, as he had come to think of them, in the smaller city to simply cause as much gratitious property damage as possible, and focused on the larger city. Roadblocks were set up all through the streets, each defended. He also diverted a small portion of the population to manufacturing explosives. Now it was just a matter of waiting until the military arrived.

The general had ordered a tactical markup of both cities using intelligence gleaned from binoculars and cameras mounted on the nation's MiG fighters. The smaller city was a mess, droves of people starting fires and smashing whatever they could. Realizing that only the largest city would be a problem he lowered the group that would take the smaller city to 5,000, giving him 15,000 to take the defended city of Karosh.

The infantry advanced slowly from the north, using an adjacent forest as cover. The troops massed on the edge of the forest, knowing that they had 250 meters to go before they'd have and semblance of cover again. If whoever or whatever was control had any grasp of tactics, police snipers would be set up on the tops of buildings. The solders waited for the signal, and took careful aim. A dull roar slowly built up in front of them, and suddenly one of the Migs barreled down mainstreet and buzzed the barricade. That was the signal to charge. 500 men charged forth, ready to secure the first barricade while 20 men laid down suppressing fire. The rest waited and watched.

In the smaller city, the 5,000 soldiers were mostly using riot equipment. Water cannons, sonic cannons, and beanbags. The civilians didn't seem to be even putting up a fight. Many of the soldiers expected the city to be pacified and the victims captured for treatment by tomorrow.

Many feared invasion, a few postulated that the entire thing was a training exercise, but the prevailing idea was that the government was making a power grab. Fearing a return to the tyranny of old, many looked favorably upon at the previously underground and unimportant resistance groups. A particularly radical group, known as the People’s Fascist Party began to plan in secret.

There could be no even fights. All that mattered was shifting the governments attention. And so the cyber zombies fought, mindless of pain, or fatigue, or hopelessness. Every man, woman, and child with an implant fought.

And so they died.

The nation's mostly functional radar system picked up an incoming plane, and the MiGs were scrambled. They sent out a simple message to the intruder.

Attention unidentified plane, you have violated Shepmagan

On the ground, the army was doing suprisingly well, 30% military casualties were being reported dispite that light training the men had received. The leasons of the oppression the country was born of were taking root, these men knew the tactics they were facing, and learned from the mistakes of the olden deathsquads. Little did they know that in the capital, an oppressive regime was preparing to seize power. ((OOC: more later, bed))
