Madam President, We Have a Situation (MT; Open)

"Madam President, we have a situation."
Looking up from her papers, President Andrea Johnson sighed. "What is it, General?" she asked.
"I have just recieved word that several infected have been sighted near the farming community of Irwin," General Nicholas Andropov told her, standing near the doorway to make a quick exit.
"Raise the alert, then, and have the area quarantined. Anyone left outside when the ZPF arrive are expendable."
Andropov nodded, knowing the procedure for clearing habitated areas well enough that he could have directed them without ever having to recieve clearance - but he valued his life more than that. Saluting, he turned and made a hasty retreat from the cavernous office, fearing the President like every other member of her staff and wanting to spend as little time with her as possible.
Andrea sighed, listening to the heavy cadence of her retreating officer. Infected sightings had increased sharply in the past weeks, and attacks on habitated communities were becoming frighteningly common - so common, in fact, that agricultural production had taken a nosedive and the few major cities within Pennsylvania Green were having to cut down civilian rations. Taking a moment more to collect her thoughts, Andrea pressed the button on the phone before her to page her secretary.
"Shelley, please have Gregory see me immediately, and can you send word to Nina that we need to prepare a plan of action on the food shortages," the President said as the willowy blonde secretary peeked into the room.
"Of course, Madam President, right away," Shelley said, then disappeared back to her desk.
"Perhaps it's time to contact our neighbours," Andrea said quietly to herself. "If this keeps up, they'll be suffering soon, and then who will be left?"

OOC: Infected with what, exactly?
OOC: In very simple terms, a 'zombie-ism' virus.

General Andropov sat in the passenger seat of the Mobile Command Vehicle as it drove steadily down the decrepit road, waching as the fields of Irwin drew nearer. Behind him was his team, silent, waiting to arrive and get their jobs done.
Staring out the window, a passing shape caught the General's eye. "Stop," he commanded the driver, who responded immediately. Getting out of his seat, Andropov grabbed a pair of binoculars and climbped up to the roof hatch and pushed it open, hauling himself out onto the vehicle's roof. Using the binoculars, he scanned the horizon, then cursed under his breath.
"James," he shouted back down into the vehicle, "Radio HQ and request backup, there's a lot more than we thought." As an afterthought, he finished, "And contact Irwin control, tell them to go into full lockdown until further notice.
At least two dozen infected were wandering within view of the vehicle - Andropov could only guess how many were out there that he couldn't see.

We are obliged to warn you against potential scientific experimentation - it was just such experimentation that induced the outbreaks we now suffer under. We would be willing to offer corpses of the number you desire, however, we are unwilling to risk our own Forces attempting to obtain live specimens. Should you desire, we can provide access to your troops to obtain these specimens.

At the present time, we believe that we have the situation under control. However, we recommend that you prepare your troops and government should the outbreak spread, or if future aid becomes necessary. We thank you for your concern, and hope that we may be of assistance to you in the future.

We thank you for your concern about this matter. Currently, we believe the situation to be under control, however, we would be happy to offer training in proper cleansing techniques to select units of your military if you are interested. We do recommend you prepare your country should the outbreak spread or if the need for aid arises.

We can offer training to small units, several at a time - our ZPF teams work in units of twelve, as this has been found to be the most ideal grouping. We believe that the situation is under control, but should the need arise, we will contact you. Unforunately, we have found that biochemical suits are ineffective against the infected, the virus does not spread through the air and such suits can encumber the wearer and become a hazard. We are thankful for your offer, however, and hope that we can extend diplomatic relations beyond this time of need.
