In Bolivia, with backing from former Nazi, Hauptsturmfuhrer Klaus Barbie and a terrorist, Luis GarcĂ­a Meza Tejada rose to power. His government was known for its drug trafficking activities. In 1982, they legalized cocaine and marijuana but placed it heavily in 100 percent state control.

Klaus Barbie became a drug lord, etc reportedly. The Bolivians were ruled for some time, opposition would be eradicated. In South America, lands like Argentina were known for their housing of Nazis like Adolf Eichmann (disposed of by Israel) or Martin Bormann.

Klaus was only a friend of Luis, Klaus (in real life too) backed Luis rise to power in La Paz. There is no ''independents'' drug trafficking, all that is ran by the Government. Independents are punished severly.

Today, Tejada still rules, Klaus Barbie is still kicking. Tejada now has crushed much if not ''all drug trafficking independent from the Government's control''.

Tejada has also seized land from Chile, giving Bolivia access to the sea. He has still total control of Bolivia today, still with the policies he implements.
