Independent Progressives standard bearer Dr Wolfgang Hayek easily won Monday's federal election, gaining a respectable 53 percent of the popular vote. His party won a comfortable majority in the lower house, the Chamber of Representatives, but failed to secure a government majority in the Royal Senate. The Chancellor-elect will have to form a coalition with one of the other parties in order to give his future Administration a suitable level of support in the Senate.
Dr Hayek delivered a short speech to diehard supporters at the Portshire Convention center. He said that he would focus himself on the regeneration of Hamptonshire's presence on the international stage and the improvement of the already high living conditions of the GAURHE. He did not mention who his Senior Cabinet picks may be nor did he speculate about potential coalition partners in the Senate. "I will deliver a speech to the entire nation tomorrow afternoon. I will not reveal my cabinet nominees until the Royal Senate convenes [in one week]."
The New Federalists, the second largest party, were celebrating their gains in the legislature. Their jubilation, however, was muted by the unexpectedly wide margin of victory for Dr Hayek. While most expected the Foreign Minister to win a plurality of the vote few thought he would attain the 45 percent threshold necessary to avoid a runoff. "We tried our best. We stuck to our message. Obviously Hamptonians did not feel it was the right time for us." The defeated Luis Santiago said in his concession speech.
In McClellius Liberal Democratic Alliance members were dancing in the streets. The party exceeded most expectations in the Senate race and their Chancellery candidate, Cristiano Arikan, placed third "I never thought we would come this far this fast," he said to supporters in the streets, "but the LDA is truly a force in Hamptonian politics. We will represent all citizens of the Dominions." The mood at the Labor-Democratic Reformists national headquarters were decidedly more sedate. Throughout the day staffers and LDR faithful watched as candidate after candidate lost. Despite a late bump from voters in Harrkona, the party woefully underperformed. Blame for the general defeat was quickly attached to the decision not to name a successor to the dead Miguel Cipriani. Without an active leader, the LDR seriously floundered in the last weeks of the campaign.
The Sandrin National Party won a majority of seats on the SAR's Regional Council, thrusting party leader Abetje de Vries into the Minister-Presidency. The nationalist party performed as expected with one notable addition. An SNP candidate in the far distant northwestern province of Lingonas earned a high enough percentage of the vote to gain a seat in the Chamber of Representatives. The election of a non-Sandrin to a district well outside Sandrin island has been celebrated by the party as a sign that "Hamptonians identify with us. They wish to have the same freedoms that we are fighting for."
The Chancellor-elect and the 1,700 members of the Royal Senate and Chamber of Representatives will be sworn into office in one week's time. Soon after Federal Council members will be appointed and the Senior Cabinet is expected to convene.

You are a talented leader and one worthy for the demanding tasks the role of statesmanship carries. Your time as the (Acting) Minister of Foreign Affairs of the Hamptonian Empire proves this, along with your overall record in public service.
Whichever party had emerged victorious during the Hamptonian elections, Chancellor Hayek, it usually makes no difference to my fellow cabinet members or my fellow people of my homeland. What does matter however is, that peace and prosperity can be achieved and whether or not one is competent for the job. And you are indeed competent for the job; no, you are more than that - you have exceeded the requirements by a good mile and shall prove to be an excellent leader of the Grand Archduchy of the United Realms of the Hamptonian Empire.
I look forward to expanding relations with the Grand Archduchy of the United Realms of the Hamptonian Empire, and I also would like to say that we in Southeast Asia believe that reconcilation between the Incorporated States of Sarzonia, the Democratic Capitalist Republic of Pacitalia and the United Kingdom of Oceania, all of which have had worsened relations due to economic disagreements during the so-called "Panic of 2006", is possible. It is the best of times, it is the worst of times.
That is the verdict on each and every party that went for glory in the Grand Archduchy's first elections since the scandal of Senator Allenby a few months ago. Some parties are celebrating major gains and accomplishments while others are left scratching their heads at what could have been and, for one party in particular, at least in their mind, what should have been.
Wolfgang Hayek's Independent Progressives pulled off an historical win in Monday's vote, taking a majority in the Hamptonian lower house, the Chamber of Representatives, while Hayek himself earned 53 percent of the popular vote to avoid a runoff and win the Federal Chancellery. However, their Royal Senate results were less positive, albeit still strong. It appears the IPs will have to share senate control with another party, in coalition, to keep the administration healthy and give it integrity as it rolls through its early days in power. Without that support in the Royal Senate, Hayek's appointed Administrator will have a difficult time keeping the IP agenda on track in the legislature.
The mood was, overall, still jubilant in Portshire, as Hayek addressed supporters in a victory speech at Independent Progressive party headquarters. He said he was committed to revitalising Hamptonshire's international image, tarnished by the Allenby scandal as well as immediately after the Seaburg conferences, where the Sigurimasso/Cirmos-Varcolik Plan to tie the Sarzonian dollar to the douro and krone to help stabilise it was panned by critics and only further damaged Hamptonian and Pacitalian relations with the Sarzonians.
Hayek also assured Hamptonians that he would strive to improve the living conditions of the subjects of the new Empire, and that he would work closely with the Grand Archduchy's next Sovereign to guide the country's foreign policy and economic directives. Hayek would not comment on once-again resurfacing rumours that the Hamptonian government would seek to create a unified currency with the Pacitalians and possibly also the Oceanians, or whether they would join a new trading bloc rumoured to contain the UK and the Democratic Colonies.
The mood post-election was less than exultant in the camp of the New Federalist Union, Hamptonshire's second-largest political organisation. While few expected the NFU to claim the most seats in either legislative house, they most certainly expected the race for the Federal Chancellery to be closer. Hayek and his NFU counterpart, Luis Santiago, both former ambassadors to Pacitalia, were running neck and neck in the contest for the position of head of government, but Hayek's 27-percent margin of victory seemed an odd betrayal to the survey results of the past month. In fact, in early July, after trailing the Chancellor-elect by as much as 15-20 percent in the polls, Santiago had begun to close the gap.
The Independent Progressives earned 740 seats in the Chamber of Representatives, out of 1400, while the NFU forms the opposition with 504. In the senate, the IPs took 126 seats to the NFU's 105.
Cristiano Arikan's Liberal-Democratic Alliance, widely viewed as the eventual fourth-place party through much of the pre-election surveys, performed much better than expected, perhaps at the expense of the NFU. The LDA did not enter candidates in the CoR race but, despite finishing five behind the Labour-Democratic Reformists in the Royal Senate, earned 24 seats and truly earned their place in the Hamptonian political sphere. And after Arikan finished third in chancellery voting with a remarkable 13,5 percent of the PV share, his supporters danced exuberantly in the streets of McClellius.
The LDR obviously failed in its bid to capture the hearts and ideals of the Hamptonian people, as Miguel Cipriani's very public and very gruesome live-television suicide only served to scare voters off the LDR and to the IPs, which analysts say may be the reason why Hayek earned such a massive victory over Santiago. However, despite Laura Cohen's resignation as LDR party president, and despite the death of Cipriani, the LDR still managed a respectable showing of 119 seats in the Chamber and 29 in the Royal Senate.
Yet, there was another big shock of the day, when the Sandrin National Party, the main independence and devolutionary voice in Hamptonian politics, managed to score a victory off of Sandrin Island. In the distant northwestern province of Lingonas (Lingonasso to Pacitalians) the voters elected an SNP candidate in a plurality, which leader Abetje de Vries claimed was "Hamptonian admiration and respect for our ideals". de Vries may have finished a very distant fifth behind two former Pacitalian ambassadors, a liberal-idealist and even the deceased candidate, Cipriani, but she will not be out of work in the near future. As expected, the SNP gained a rock-solid majority on the Sandrin Administrative Region's council, and thusly she will serve as Minister-President in the region.
In exactly one week, all 1700 members of the two houses will be sworn in alongside the Chancellor-elect. Then, Hayek will name his Senior Cabinet and Federal Council and appoint the Administrator of the Royal Senate.

Ladies and gentlemen, citizens of the Grand Archduchy of the United Realms of the Hamptonian Empire, people the world over, there was only one true victor in yesterday's election: the Hamptonian people. Whenever a nation's citizens can freely and fairly elect their representatives it is a time of great celebration. Whenever mother and father, brother and sister can peacefully go to the polls and vote their conscience without fear of reprisal that is cause enough to rejoice. Any fair democratic election, no matter its outcome, is a victory for its citizens. I stand before you this afternoon to proclaim that the spirit of the Hamptonian people is strong and resolute. We have cast our votes for democracy and we have won.
I would like to take this opportunity to thank everyone involved in the campaign. The victories won yesterday by the Independent Progressives across the nation would not have been possible without the tireless efforts of millions of volunteers. Without them none of us, including myself, could have won yesterday. It is also important to thank the other political parties and candidates that fought in this election. While they are our electoral adversaries, they are still our friends and neighbors. No party could hope to govern an empire the size of the United Realms without the assistance of other political groups. I pledge to you that while Chancellor I will make every effort possible and practical to listen to opposition leaders and consider their concerns.
While in office I intend to pursue a pragmatically progressive agenda. The first bill I intend to send to the Royal Senate is a measure to create three "Ombudsmen" to oversee the entirety of the Hamptonian government. These three officials, free from political influence, will make sure that in the areas of human rights, government oversight and electoral regulation the citizens of our great empire are protected from corruption and undue government interference. We have to learn from the mistakes of our past or else we are doomed to repeat them.
I also intend to introduce to the Senate and Chamber of Representatives a series of bills to increase spending on education and child health services by eliminating subsidies and tax credits for our largest corporations. The Hamptonian economy is one of the strongest and most vibrant in the world. There is no reason why the government should be assisting companies whose yearly revenues are larger than most nations' gross domestic product. The public at large is not being served by the current set of laws. I will work with Senators and Representatives from all parties to reform our business regulation and taxation laws so that the public gets its fair share. However, I am not suggesting that over regulation and state interference in the market is the way to go. Those paths would only lead us to economic disaster. We owe it, though, to our constituents to make sure that the money they pay in taxes and duties is being used to their benefit.
It would be hard for any newly elected head of government to make their first public speech without at least acknowledging the international stage. In my case, it would be near impossible. For most of my professional life I worked in the Foreign Office serving as everything from an Assistant Consul to Ambassador to Pacitalia to Foreign Minister. I am keenly aware of my position on the world stage. I am equally aware of what Hamptonshire's place is in the world and what needs to be done to ensure its security and prosperity. From here, on this stage, I reach out to our very close friends and allies in Timiocato and Imperium. The Grand Archduchy, United Kingdom and Democratic Capitalist Republic offer a shining example to the world of what a modern liberal democracy should be. Our peoples share a common passion for freedom, democracy, personal liberty and capitalism. However, our nations are still run by mortal humans. We have all made mistakes. What separates us from other nations is that we are willing to confront our mistakes and correct them. We will not hide behind blind patriotism, xenophobia or political ideology. Whatever mistakes we have made, we attempt to correct.
The primary foreign policy goal of my Administration will be the strengthening of relations between Hamptonshire, Oceania and Pacitalia. Hamptonshire and Pacitalia have been bonded together for nearly two centuries. Our currencies are linked in value; our citizens are free to visit in the other's country almost at will. While our nations are separate sovereign entities with two unique peoples, our recent history has shown that united we form a stronger front. An intensification of relations and cooperation will, however, bring drawbacks. As witnessed in the Seaburg debacle, when Pacitalia coughs, Hamptonshire sneezes. Our growing relationship with the United Kingdom of Oceania has also highlighted the strengths and weaknesses of our bilateral and trilateral relationships. My first trips abroad as Chancellor will be to meet Lord Salisbury and the Pacitalian leadership to find ways to solve our common problems and strengthen the bonds of friendship even further.
In my brief speech last night after my victory was announced I told you all that I would discuss neither possible coalition partners nor my nominees for the Senior Cabinet of the Federal Government. After consulting with IP party leaders and my personal advisors I made the decision to reveal, right now, my intended choice for one of the principal positions in my Administration. I considered many different people for office of Vice Chancellor. After all, not only will the Vice Chancellor serve as my principal cabinet deputy, he or she would be called upon to lead the nation should I be incapacitated or removed from office. It was therefore important in my selection to not only pick someone whom I could work with but someone that I feel could ably lead the nation through a time of crisis. The Vice Chancellor needs to be able to take the wheel of the ship of state during the roughest storms.
When it came down to it there was only one person that I felt that could handle this office at this time. I am proud to announce that Luis Santiago has agreed to become my Vice Chancellor. While we are from different political parties and were direct adversaries in yesterday's election, I have the utmost confidence in Mister Santiago's abilities. He is an able diplomat and bureaucrat as well as a talented economist. I know that he will serve my Administration well and that, God forbid, something was to happen to me the United Realms would be in safe hands. But his appointment should not be seen as a marker of a coalition to come. Over the next six days I, along with Independent Progressives Congressional leaders, will be meeting representatives from all the Federal parties. Only after those meetings are completed and the Congressional leadership and I have decided which other party best compliments our goals will a coalition be formed.
Now, though, isn't the time for such thoughts. Let us all reflect upon the great victory that our nation has won. Let us all think how to best live our lives in this new age. We should celebrate the election's results and take heart that our Empire is strong.

I thank you for your warm words of congratulation. I shall relay them on to my associates in the Independent Progressives. I hope I can live up to your most generous praise.
My Administration, indeed all political parties in the United Realms, is intent on strengthening the diplomatic relationship between Hamptonshire and Southeast Asia. I would like to at some point during my next six years in office to visit your fine country and meet you face to face. I cannot speak, though, to the future course of relations between Hamptonshire and certain third party nations that have broken off relations with us. While we are committed to improving relations we already maintain and beginning new relations with countries we have yet to official interact with, it is much harder to predict what may happen with nations that have broken relations with us. Hamptonshire is not opposed to reconciliation but, according to available evidence, the same may not be true for the other side of this argument.
Time and again Hamptonshire has reached out to allay the fears of xenophobic nations only to be insulted and ridiculed by those we are trying to help. Eventually enough is enough.
Once more, thank you Prime Minister Yao Yang Nelson Neo. I hope this is but the first of many exchanges between the two of us.

It was a busy first day for the nation's new Chancellor as Wolfgang Hayek named the Grand Archduchy's delegation to the Federal Council and revealed his full Senior Cabinet for the first time. At a predawn meeting with the Lord Protector, Chancellor Hayek presented to the nation's head of state his choices for the heads of the Federal government’s departments. Lord Rosecrans accepted all the nominees and proposed portfolios, creating 'Secretaries of State' for the first time in Hamptonian history. After a private swearing in ceremony conducted by the Chief Justice of the Supreme Court of the Realm, joined newly sworn in members of the Chamber of Representatives and Royal Senate for a gala reception at Hampton Palace. Later at Østklint, the Chancellor addressed a joint session of the Royal Congress. His address is presented in its entirety below:
"Lord Protector, members of the Royal Congress, honorable members of the Federal, Provincial and Dominion governments, citizens of the United Realms and the world, I come to you now and say that the spirit of Hamptonshire is unbreakable. The very fact that this legislature can freely assemble less than eight months after the overthrow of the Regent is a testament to our strength and dedication to democracy. It is my duty as Chancellor and your duty as Senators, Representatives and Councillors to serve the people of our great nation and empire. In the coming weeks, months and years we must work to once gain make the government the servant of the people. It is our duty to usher in a new dawn for Hamptonshire and the Dominions.
Over the past week I have been meeting with representatives from all of the major political parties represented in this legislature. My goal is to facilitate the formation of a legislative coalition in the Royal Senate to provide the Senior Cabinet and me with a working majority. Some took the appointment of Luis Santiago as signaling that I was intent on forming a joint front with his New Federalists. I entertained the idea but when it came down to fundamental beliefs, there was no reconciling Independent Progressives and New Federalists. Our differences on the issues of business regulation, political devolution and international diplomacy are too far apart to ensure a stable alliance. A coalition between our parties would have been unwieldy and unstable.
There was only one choice for a natural coalition partner in the Royal Senate, and this morning the coalition was formalized in closed door meetings in Obsidia. Cristiano Arikan's Liberal Democratic Alliance has agreed to form a legislative alliance in the Royal Senate. Our two parties are distinct entities but share a powerful and broad common ground. Together we will form a bastion of reform and progressivism in the Federal government. Senator Arikan, serving as the Deputy Leader of the Government in the Senate, will push for corporate tax reform and social equalization programs while I will push for a further devolution of local powers to local governments. Our two parties are willing to compromise to serve the greater good of the United Realms. It is my hope that there are others in the Royal Congress willing to do the same. Together the Independent Progressives and Liberal Democrats can govern, but only the combined force of a united Royal Congress can lead. We all have to look beyond ourselves and live for the nation as a whole. In everything I do I make this promise: I will act in the interests of all Hamptonians no matter their creed, religion, sex or political views.
In that vein, later tonight I intend to personally submit to the Royal Senate a bill to create three "Congressional Secretaries of State" to serve as the empire's Ombudsmen. These Sentinels of Democracy will guard against corruption, decay and authoritarianism in our government. The reforms of the Constitutional Act and of this legislature will be meaningless if they are not rigorously defended and ingrained into our societal fabric. It is not enough for us to pay lip service to civil liberties and democracy; we must fully devote ourselves and our nation to the causes of domestic liberty and international freedom. The Congressional Secretaries will defend us from the temptations of power and money. Politicians and bureaucrats, no matter how well intentioned they may be, are still human. No matter how righteous a woman or man may be they will face temptation and history has shown us that otherwise good people can have a moment of weakness. The Secretaries will be our first and best line of defense against tyranny and injustice. In their hands we will all place our hopes and dreams.
As elected officials we have to concerns ourselves about the trials and tribulations of the present. As humans and as fathers, mothers, brother and sisters we cannot help but be concerned about the future. The world that we leave for our children is, in the grand scheme of things, more important than the world that we live in right now. Our children, the future of the nation, are the United Realms' most important resource. However, as has been the case throughout history children do not have a voice of their own in the government. Their cause is picked up by parents and other adults. With the best of intentions they set out to make life for the current and next generation of children better than any that has preceded it. In the process of progress, however, something is lost. The emphasis has been increasingly placed on classroom education and technical knowledge. Our children's minds are being developed but we are neglecting their bodies and their spirits. I want to change that.
I will not rest until the Royal Congress has passed a 1 percent sales tax on all restaurants, fast food establishments and convenience stores. The food available in such establishments is often unhealthy and their low price means families and children themselves are easily able to buy these foodstuffs. Increasingly provinces are seeing children with diabetes, back problems and other health ailments associated with being overweight. This very modest proposed tax would both dissuade unnecessary consumption and provide provincial governments with extra funds. Tax revenue gained from the tax would be used to help finance new and existing community centers, after school programs, youth sports leagues and health education programs. It is time for someone to take a stand and do what must be done to help the next generations of Hamptonians.
That is how history will measure what we have done here. Once I have left office and everyone here has faded into the mists of time our descendants will not care about tax policy, education spending or political devolution. They will only care about the world and nation they have inherited from their progenitors. There is only one mark of accomplishment that I hold myself to: Am I leaving this world better off than I have found it? I hope with time that question will become the driving force of every nation and every person. Thank you and may Divine Providence protect you all."
Both the Chamber of Representatives and Royal Senate are expected to name their respective officers within the next two days. It should be noted that six members of the Senior Cabinet are also members of the Royal Senate: Stephen Larsen, Jacob Astor, Lukas Hornsby, Leocadia Patriosa, Hanne Akselsen, and Cassandra Miller-Lee. Vice Chancellor and Finance Secretary Luis Santiago and Defense chief Sir Geoff Kirkssen were amongst those named to the Federal Council.

Lord Salisbury Hails Hamptonian Democracy
In a speech given for the Hamptonian-Oceanian Public Affairs Committee, Lord Salisbury stressed the commonalities shared by the UK and the GAURHE and celebrated the near complete rehabilitation of a formerly gutted Hamptonian government, now lacking only its Grand Archduke, to be elected later this month.
After the long series of unfortunate events that befell the Grand Archduchy of Hamptonshire in the past few years, the recently elected Chancellor Wolfgang Hayek presided over a joint session of the Royal Congress and announced his intended cabinet portfolios and their respective secretaries of state. It was upon this momentous event that Lord Salisbury commented on while giving a speech at the Hamptonian-Oceanian Public Affairs Committee in Imperium. What follows is the Prime Minister’s speech in its near entirety; excised are opening remarks and thanksgivings.
“I should like to take this opportunity to commemorate the victory of democracy over tyranny, of progress over regression, and of hope over despair and defeatism – a victory hard earned by the peoples of the Hamptonian Empire, who nearly two years ago suffered the ignominious assassination of a monarch as the precursor to a debilitating attack highlighting the fragility of all democratic governments when pitted against the cowardice and avarice of aspiring despots. Today, however, marks a milestone in the history of Hamptonian democracy, the election and inauguration of the Chamber of Representatives and the Royal Senate.
It is a common misconception that empire equates to dictatorship and authoritarian rule; however, both the United Kingdom and the Grand Archduchy share at the core of their political system the philosophy of liberal imperialism. In the broader world, the United Kingdom and the Grand Archduchy have been criticised as hypocrites for defending democracy while enshrining their empires through constitutional and statutory processes. However, supporting the idea of liberal imperialism is the central tenet of personal liberty; individuals bestowing upon the state the sovereignty necessary to manage their affairs as a community in accordance to their own societal and judicial mores. These are the fundamental principles upon which the modern Oceanian and Hamptonian states have been built and today we are witnessing the end result of a political system and political philosophy built upon such solid fundamentals – the resurgence of democracy in the Grand Archduchy.
The peoples of Hamptonshire and the United Kingdom stand together today in celebration of the democratic principles that unite them; and on such a note I should like to invite Chancellor Hayek to visit the United Kingdom as soon as the political situation in the Grand Archduchy have settled to an acceptable level. Today the world will notice the power of the people and their collective voice as exercised through electoral processes; and the world will have no finer of an example to follow than the Grand Archduchy of Hamptonshire.”
It is expected that when Chancellor Hayek visits the United Kingdom, he and the Prime Minister will have much to discuss including the unresolved political situation in the Royal Crown Colony of New Albion, a rumoured trade alliance being created by the United Kingdom, and numerous other areas of bilateral interest and concern.
